Staff reported no complaints from neighbors and that police calls were primarily medical in nature (21 dispatches in the last year, 12 between 5 PM and 8 AM). The commission discussed and agreed to an amendment that security reinstatement would be triggered only if law enforcement records show an average of more than two calls per month over a six-month period that are not medical or non-safety issues. The commission voted 7-0 to approve the CUP amendment as modified.

Hello, and welcome to the City of Bullhead Planning and Zoning Commission regular meeting. Today is Thursday, July second, twenty twenty-six at five thirty pre PM. Can we get a roll call? Or would you like to lead us in a pledge of allegiance? One nation under God. Five minutes if you are speaking for an organization. I nominate no changes to the bylaws. Does anybody else? You don't need to take any action on it. Oh, no action. No, only if you had if someone had comments in this we try to bring those comments for maybe discuss them and you basically you give me direction to come back on another date with with the proposed amendment to the bylaws. That's how it happened. I know a previous chair person had uh some comments on this issue, but I have none. Um seeing none. Any comments from the commissioners. Seeing none, we're gonna move right along. Let's get into the business. Uh agenda item number six is a possible uh public hearing. It's a zoning map change for Z. 2403, amendment number one. It's a qu uh request for the amendment to Z 2403 ordinance twenty twenty-four dash twenty to allow the applicant additional time to obtain building permits for a one point nine uh one point one nine acre parcel of land located at four ninety Riverview Drive, described as a portion of government lot one, section twenty-five, township twenty north, range twenty-three west, and bullhead city, Arizona. Hey, Chairman Commissioners. So this is a one point one nine acre parcel of land. It's at the far west end of Rotary Park. There's actually a driveway that leads to this privately owned piece of land. And the applicant, the property owner applicant had requested that the zoning change on this parcel from C2, which was the original zoning, to R2MF to allow them to build a multi-family like condominium project. That was approved by council in 2024. Uh they had two years to obtain building permits. They've not obtained building permits, but we have met met with them several times with the property owner with their architect. Uh they've been working on those plans, they made some changes. I think originally the units had no garages, now they have garages, so there has been some progress on those plans and they are requesting an additional two years. I think they believe they have um partners now who are interested in developing the project with them. So they believe within this two-year period they will be able to obtain their building permits and begin construction. I think the applicant is here if you have any questions for them as well. Well, this is a public hearing. This is a public hearing. If anybody would like to speak on this matter, please come up with the speaker. I'm opposed to extending this again. Uh they haven't really done anything that I could see. And it's zone commercial, so they're gonna be putting up garages probably. And we have enough garages in the city. That's my answer. They were requesting multi-family zoning so they could make it a residential like condominium project. And it's a zoning map change, right? That's what we're here for. Okay.
