Regular City Council Meeting – December 17, 2024
The Bullhead City Council held its regular meeting on Tuesday, December 17, 2024, at 5:30 PM in the City Council Chambers. All seven council members were present. The meeting included public comments, approval of the consent agenda, public hearings on two liquor license applications, and action items on a security contract and the 2025 legislative priorities. The meeting concluded with holiday greetings from council members.
Consent Calendar
- Approved the minutes of the December 3, 2024 Special and Regular Council Meetings.
- Approved the termination of the Property Escrow Agreement for Brookfield at Fox Creek, Unit 9, Tract 5184, contingent upon receipt of an $88,999 letter of credit.
- Adopted Resolution No. 2024R-57 authorizing a grant application for crash data retrieval equipment and training (2025-A1-003).
- Adopted Resolution No. 2024R-58 authorizing a grant application for DUI/impaired driving enforcement overtime (2025-405d-007).
- Adopted Resolution No. 2024R-59 approving an Intergovernmental Agreement with ADOT for traffic crash data reporting.
Public Comments & Testimony
- Jeremy Brunk (TWN) reported that the Medlin One project is 70% complete and Medlin Two is 75% complete. He listed completed roads (Riverfront, Stallman, Terrace, Turning, Roadrunner, Palo Verde, Cypress, Holly, Church, Glenn, Brill) and noted the holiday schedule.
- Captain John Burks (Salvation Army) thanked the community, reported that over $26,000 had been raised toward the $37,000 goal for the red kettle campaign, and noted a special mascot (Sally) would appear.
- Scotty (resident) complained about repeated road closures on Marina Boulevard, a steel plate on Baseline Road, and other road repair issues.
- Gary Genevis (Colorado River Historical Society) promoted a honey baked ham fundraiser benefiting the museum, with orders due by 11 AM on December 20th via Susanna Van Sloten (928-234-4807).
- Salvador Martinez (resident) reported dog waste problems in his neighborhood and lack of cooperation from animal control, citing funding issues.
- Eva Genevis promoted a bingo fundraiser for the high school Thunder Voice Association (choir, band, drama) on December 19th at the Optimum Community Center.
Discussion Items
- Manager’s Report: Responded to public comments about dog issues and road repairs; announced the North Pole Adventure event (sponsored by Republic Services, TWN, and others); noted the generator for the Senior Enrichment Center had arrived and electrical hookup was underway, with a possible temporary relocation during move-in; reported that the Optimum Community Center paving and striping were complete, staff had moved in, programming begins January 1st, and two shaded outdoor pickleball courts with lights will be available.
- Public Hearing – Item 6: Discussion and possible action to recommend approval of a new Series 12 (Restaurant) Liquor License for Foodie Grill (Job No. 314705). Staff had no concerns; the applicant was not present. Council voted to approve.
- Public Hearing – Item 7: Discussion and possible action to recommend approval of a new Series 12 Liquor License for Tom’s Dog House (Job No. 313752). The applicant, James Milkovich, spoke in favor, noting the business is dog- and family-friendly. Council voted to approve.
- Action Item 8: Approval of the Second Addendum to the Allied Universal Security Professional Service Agreement. This ratified previous service increases, approved a $55,933 increase for calendar year 2025, and authorized future market-required increases up to $65,000 annually. Council voted to approve.
- Action Item 9: Approval of the 2025 legislative priorities and authorization for the Mayor and City Manager to advocate on behalf of the city. Priorities included Highway 95 right-turn lanes and funding, Hancock Road repaving, water infrastructure, short-term rental local control, zoning, and federal land swap. Council voted to approve.

Good evening. This is Tuesday, December 17th, 2024. It's 5 30 p.m. our regular scheduled council meeting. I call this meeting to order. Could I get a roll call, please? All council members are present. All right. We're going to start this evening with the invitation from Captain John Burks from the Salvation Army. If you'd like to join us, please stand. Let's pray. Dear Heavenly Father, we want to thank you so much for today. We thank you for our leaders before us, uh leading our city so well. We appreciate uh your help in that as well. Lord, I ask that uh you open up our hearts, our minds, and our souls to you as we uh move uh closer to the day we celebrate your son's birth, Jesus. Lord, I thank you for everyone who lives uh uh in this city, Bullhead City, and I pray for those uh most in need as well, that they will find uh the necessary places to uh find food and clothes and uh uh money in order to help uh keep their lights on and and help uh also help them with their uh rent and utility assistance. We love you, we worship you, we honor you in Jesus' name, amen. Amen. Please join me in the Pledge of League. Liberty and justice for all. Please be seated. All right, we're gonna start with call the public. If you're individual speaking, you have three minutes. If you're a part of a group, you have four minutes. Uh group must be with you, four people or more, and let us know ahead of time so we can give you the five minutes. With that being said, who'd like to come up? Staff, council, mayor, my name's Jeremy Brunk. I'm with TWN. I'm here tonight to give uh another update on our project that we're building in Bullhead City. As you know, we've broken it up into two areas. We have the Medland One and Medland Two. I can tell you in Medlin One, we're about 70% complete, and Medland 2, we're about 75% complete. Um just to let you know, let people know that our restoration schedule, um, some of these roads are complete. So if you feel that they're not complete, please contact us so we can take care of it. Uh Riverfront uh from Lakeside to Taylor is complete. Stallman's complete, terrace is complete, turning is complete, uh, Roadrunner is complete, Palo Verde, Cypress, Holly, Church, and Glenn and Brill. So if any of those roads you guys live on in the Midland area between Hancock and Lakeside, if there's a problem, please contact us. Um excuse me, our holiday schedule. Uh, we'll be working till noon on uh things on Christmas Eve, and then we'll be off totally on Christmas, and we'll be back to work our normal schedule on the 26th. Um, for the uh New Year's holiday, uh, we'll be uh work till noon on the 31st, and then we'll be off on the first, and we'll have a full day on the second. Um we will have emergency staff on hand that if something happens and need to contact us, we'll be available. Thank you. Thank you. Anyone else? Uh first of all, I just want to thank everyone who has uh helped the Salvation Army by giving us uh their business card and putting money into their uh uh kettle as well. Uh appreciate that. Um this last week on or Saturday, we had uh both um Kawanis Clubs meeting uh at uh the Sam's Club, uh Bullhead City, as well as uh the Walmart and Bullhead City uh raised a really good amount of money. The total for that night was over $2,000 for all the kettles that were out. Um and it was a big uh thank you to the Kawanis clubs that both uh did a really amazing job.
