Bullhead City Council Tour/Work Session/Executive Session – August 18, 2025
The Bullhead City Council convened on August 18, 2025, beginning with a tour of the new Bullhead City Animal Resource Center (closed to the public). The council then returned to chambers for a work session at 4:15 PM to discuss the Community Development Block Grant (CDBG) program. An executive session followed for legal advice regarding the Mohave County Airport Authority. No public comments were heard.

- CDBG Project Change: City Administrator Toby reported that the planned CDBG-funded police department renovations (lobby, carpet, internal improvements) were no longer eligible. Denise Bishop, a CDBG grant consultant, explained that the project failed to meet the required 51% low/moderate-income threshold for a community-wide project, as confirmed after an environmental review and discussions with the state. The council discussed reallocating the approximately $500,000 in CDBG funds to a new project: ADA ramp replacements along Hancock Road.
- New Project – Hancock Road ADA Ramps: The proposed project will replace 53 ADA ramps along a 2.5-mile section of Hancock Road from Highway 95 to Colorado Boulevard. Work includes saw-cutting and removing non-compliant ramps, soil work, pouring new ramps meeting current ADA requirements, matching sidewalks, curb and gutter work, and relocating signage. If funds allow, a HAWK (High-Intensity Activated Crosswalk) signal may be added at a location with high pedestrian demand. The project meets CDBG objectives for barrier removal. The city also received $1.5 million from the state for the Hancock project; the CDBG funds will be used separately to avoid mixing funding sources.
- Police Department Renovations: The originally planned PD remodel will need alternative funding (contingency or general fund). Denise Bishop indicated she would explore federal options (Homeland Security/DOJ) for ballistic panels and glass in the reception area. The council agreed to revisit PD project priorities later with Captain Harms.
- Council Questions: Councilmembers inquired about the condition of existing ramps, the durability of yellow textured material, and the inclusion of asphalt work at gutter interfaces. Staff confirmed all work would meet current ADA standards and that gutter and curb corrections are included.

- CDBG Fund Reallocation: The council approved redirecting CDBG funds (approximately $500,000) from the police department project to the Hancock Road ADA ramp replacement project. This will be presented as an action item at the regular council meeting later that evening.
- Executive Session Motion: A motion to adjourn the work session and enter executive session under A.R.S. § 38-431.03(A)(3) for legal consultation on the Mohave County Airport Authority was made, seconded, and passed unanimously (7 in favor). The executive session was closed to the public.
- Next Steps: The council will consider formal approval of the Hancock ADA project at the regular meeting. Police renovations will be addressed through alternative funding sources in the future.

Hello, my name is John Traquato, and I work for the City of Bullhead City in the wastewater division. I'm here to remind you and to stress that there are only three things that should be disposed of in the sewer system. One human waste, two, toilet paper, and three gray water. Please do not flush any disposable or non-disposable wipes, baby wipes, paper towels, napkins, or any other paper or non-paper products, as this will cause a major sewer backup. And when I say major sewer backup, this is what I mean. This is our drawing bed, and this is um our trucks pump this out, clean it out of the sewer lines, and they come here and dump. And what it's supposed to be is basically grease and human waste. And as you can see, it is more than that. We have wipes, we have plastic bag, razors, pencils, candy wrappers, screw, pieces of styrofoam. There's just a piece of plastic. Hundreds and hundreds of tampon plastic applicators that should be thrown in the trash, never down the sewer. This these clumps of stuff here that we're looking at, the white and the green stuff that you're seeing is baby wipes, wipes, and paper. It plugs our pumps and then it's labor and pulling the pump and labor and diagnosing it. We have to send it out to a company when it burns up the pump, and we're talking minimum forty, fifty thousand dollars of taxpayers' dollars that can be avoided. Very easily. With over 300 acres of space, six softball fields, a baseball field, firebird football field, eight lighted pickleball courts, a lighted tennis court, lighted basketball courts, a lighted skate park, a nine-hole regulation disc golf course, a beach volleyball court, five kilometers of hard surface walking and biking trail, and enough soccer fields to host over 200 teams in one location. Rotary Park is Bullhead City's premier outdoor sports destination. Rotary Park is located at 2315 Balboa Drive in Bullhead City and is open from 4:30 a.m. to 11 p.m. daily. Republic services will be collecting trash Monday through Thursday. Monday's service area includes the general area of Silver Creek Road north, including the areas on the west side of Highway 95 between Silver Creek and Raymar Road. Monday service will also include the areas surrounding the airport, McCormick Road, and both subdivisions on the north side of Highway 68. Tuesday's service area includes the area west of Highway 95 between Hancock Road and Riverview Drive all the way to the Colorado River, plus the Chaparral Terrace Subdivision. Wednesday service area includes Riviera area from Hancock Road north to the Colorado River as well as the area south of Raymar Road to Mojave Drive. Thursday's service area includes Chaparral Golf Course, Fox Creek, Arroyo Vista, and Clearwater Hills. Under the current agreement with the public services, residents are allowed six bulky item pickups per year.
