Bullhead City Council Regular Meeting – November 4, 2025
The Bullhead City Council held its regular meeting on Tuesday, November 4, 2025, at 5:30 PM in the City Council Chambers. The meeting opened with an invocation, presentation of colors by JROTC cadets, and the national anthem. Presentations & Proclamations
- Appreciation to State Senator Hildy Angius and State Representative Leo Biasiucci – Mayor Rodney Head presented tokens of appreciation for their efforts in securing approximately $1.5 million for Hancock Road improvements and $1 million for a water transmission line. Both legislators thanked the city and highlighted teamwork in the state legislature.
- Retirement of Military Banners – The Tri-State Military Moms, Inc. retired 11 banners and added 9 new banners along Highway 95 (Heroes Highway). They honored four service members: Jesus Lazoya (U.S. Air Force), Brooklyn Madeira (U.S. Air Force), Stephen Nye (U.S. Marine Corps), and Craig Oliver (U.S. Air Force). Each received a certificate from the mayor and a banner. The ceremony also recognized veterans in the audience and marked the 250th anniversary of the U.S. Army, Navy, and Marine Corps.
Manager’s Report
- Veterans Day Parade – Saturday, November 8, along Miracle Mile; lineup begins at 10 AM.
- Chaparral Golf Course and Restaurant Update – The course will reopen for play on Wednesday, November 5. The bar and restaurant are under city management, with a Series 5 liquor license approved. Outstanding liabilities of approximately $400,000 (including IRS and state tax issues) will be addressed in a future council item.
- Dog Beach – Sandy Toes Beach (dog beach) at Rotary Park is now open; it is the only off-leash area outside dog parks.
- Recreation Updates – Superintendent Dave Heath presented a detailed report: recent events included senior softball tournament (16th fall event), volleyball tournament, youth musical, Fright Night pool party, Fun Friday programs, Golden Games training (bowling, horseshoes, pistol shooting), outdoor yoga, Dungeons & Dragons events, RC car racing, movies in parks, Jack Skellington letter-writing, kid’s triathlon (42 participants), puppy play dates, and a growing farmers market. Upcoming events include a crochet workshop, Great Turkey Escape (Nov 14-28), Parent Trap movie (Nov 14), and Fun Fridays. Heath noted the city’s best-ever recreation facilities and team.
Call to the Public
- Jill Ramelot (River Fund Inc.) promoted the 3rd Annual Great Duck Pluck fundraiser on Nov 15 (4-7 PM at Bullhead City Pool) to support local hardships. River Fund has impacted over 80,000 lives and distributed $4.8 million since 2010.
- Jackie Miller invited attendees to the Republican Women meeting on Nov 5.
- Sean (veteran) introduced his service dog Thor (retiring), spoke about veteran support, and emphasized the value of veterans.
- Grace Hecht announced the Little Sprouts Farmers Market (Nov 8) and the Bullhead City Balloon Festival (Nov 7-9, featuring 26 balloons, estimated 8,000 visitors).
- Julie Hassett (Colorado River Concerts) promoted upcoming performances: Mid-Atlantic Men (Nov 13), Lauren Yelinkovich (Jan 15), Brothers Doobie (Feb 5). Season tickets $100 for four shows; youth $5.
- A citizen complained about inaccurate meeting minutes, alleged open meeting law violations regarding a previous vote change, and stated he would take issues to the Attorney General.
- Sadia Roxy Foster introduced herself as the new CEO of the Boys & Girls Club of Colorado River.

- Grant of easement to Southwest Gas Corporation for the firepit at Gary Keith Park.
Public Hearings
- Item 5 – Liquor License for Dockside Mini Market – Public hearing on a Series 9 (Liquor Store) license and interim permit. The manager (Darrell Wallace) explained it is a transfer of ownership for the 40-year-old store; staff and operations remain. No public opposition. Council approved unanimously (7-0) to recommend approval to the Arizona Department of Liquor Licenses and Control.
Discussion Items
- Item 6 – Final Condominium Plat for Toy Shack Storage – Approval of a final plat creating 123 individual storage unit parcels at Laughlin Ranch Boulevard. A property owners association will maintain common areas. The preliminary plat was already recommended by planning staff. Council approved (7-0).
- Item 7 – Low-Cost Spay/Neuter Clinic Contract – Request to ratify $60,672 in 2024 expenditures (under budget of $80,000), approve up to $90,000 for services through Dec 31, 2025, and approve a third amendment for Jan 1 – Dec 31, 2026 (also up to $90,000, as budgeted). The contract runs calendar year, conflicting with the city’s fiscal year. Councilmember Smith asked about fee increases ($15 for larger dogs) and monthly spending rising to ~$6,300 due to volume. Councilmember Ray noted positive feedback from three volunteers. A citizen suggested exploring teledoc veterinary services; staff mentioned Vetster app is already offered. Council approved (7-0).
- Item 8 – Resolution 2025R-49: Intergovernmental Agreement with DPS – Ratifies the Criminal Justice User Agreement for police access to FBI/NCIC data; updated security protocols. Council approved (7-0).
- Item 9 – Construction Contract for South Supply Line Phase 2 – Contract with Kay Constructors, LLC for $755,418.84 (well under the $1 million state grant). The project extends a 16-inch transmission main from Riverview Drive to near the Catholic church, improving water pressure by 15-20 PSI in the south end. A 12-inch distribution main will also be installed in the same trench. The low bid was $400,000 below the next bidder. Funds remaining from the grant will be used for a change order to extend further. Council approved (7-0).
Key Outcomes
- All votes were 7-0 in favor.
- The liquor license recommendation will be forwarded to the state.
- The South Supply Line project will begin soon; future phases will connect to Arcadia/Black Mountain and Miracle Mile.
- The Chaparral Golf Course debt and operational transition will be addressed in a future council item.
- The next regular meeting is scheduled for December 2, 2025 (as per standard schedule).

Good evening and welcome. Today is Tuesday, November fourth, two thousand twenty-five. The time is five thirty PM, and this is a regular meeting of the Bullhead City Council. Can I get a roll call, please? All council members are present. Thank you. Our invitation tonight will be led by Pastor Craig Evans of Trinity Baptist Church. If you would like to join us and are able, please stand. Lord, I'm thankful for the opportunity to be here to remember those who have served and are retiring. We're thankful for their service. Uh, to those folks, and we're thankful that you have given them the opportunity to do that. Be with us as we uh go through this meeting. I pray for the public comment that it would be respectful and excellent and helpful, and everything that goes on in this meeting would be a blessing and a good example of our community. We pray this in Jesus' name, amen. Please remain standing for the presentation of the colors. And uh let's give a big round of applause to Junior O TC today. Thank you. Please be seated. Thank you again for everybody that's here with us this evening. If you are following along on the agenda, uh we have made a slight modification, and uh I'd like to take just a moment, starting off by asking my good friend Hildi Angus, our senator, to come up here with me, please. So many of you know Hilde and have known Hildi for a long time, as have I, and I will tell you this as the mayor of Bullhead City and and uh former councilman and former police chief here. I will tell you nobody supports the cities in Arizona any better than our senator. We are absolutely delegation that we have in Phoenix, these people fight for us every day. Hilde puts a lot of effort into things that many of us don't think of, but she finds a way to not help out everybody, but really to help out Bullhead City as much as she possibly can. For those of you that haven't been following along with what's gone on this year in the legislative session, she managed to get us about a million and a half dollars in the budget to work on Hancock Road, and we all know that we need that. She also uh was able to find a million dollars to help us with a trance fur line for our water system so that we can maintain water at all times when something happens to one or the other of one of our main water tanks. Her dedication to just doing the right thing and to helping, you know, to helping the communities that she represents and the county areas she represents and the whole state. You just can't, you just couldn't ask for much more out of a senator who comes and and visits with us and looks for things to help us out. So my thanks to you, Hilday. Um would you like to say anything? Yeah. Well, it's no secret that I love Bullhead City. This the city has been so good to me from the minute I walked into the Republican women's club. The city has adopted me, nurtured me, supported me in everything that I have done, and I should be the one thanking you. I couldn't have done the things that the mayor spoke about without my colleague and mentor Leo Biasuchi, who's here today. Uh, you know, uh, when I this was my first term, and there are things I don't know, but being the seasoned politician that he is, he he guided us along, and the reason that we got as much money as we did, not just for Bullhead City, but for Lake Havisu and Kingman, is because of the teamwork that we had with uh Representative and Representative Gillette, who unfortunately I don't think he's here tonight, but uh, I couldn't I couldn't have done it without the great team that we have, and I'll tell you that there's a lot of districts down there that are jealous of us because they don't work together, but we do. They know we're the big red wall, they know that we are as Republican as Republican can be, and that we work together, and that's just the key. That's really the secret to getting things done, is having a great team and working together. So thank you very much. Thank you. So just as a little token to uh to our senator, you notice we have the nice bull and no bulls complete without a stand.
