Central Dora Committee Meeting - July 29, 2025
The Central Dora Committee met for the first time with a public recording to address operational issues within Carmel's Designated Outdoor Refreshment Area (DORA). Key topics included the choice between aluminum and plastic cups, use of stickers on unusual-sized cups for events, co-branded cup requests, and a proposal to exclude certain days or areas from DORA for large events. The committee took votes on each item and set a future meeting to discuss exclusions.
Discussion Items
- Plastic vs. Aluminum Cups: Staff (Sergey Grichukinovice, Kelly Douglas) presented difficulties with aluminum cup supply chain, including long lead times (e.g., an 8-week delay from GFS), higher costs (83 cents per cup for small orders vs. 33 cents for bulk), and tariff concerns. Jeff Blair (business owner and committee member) argued that supply issues are growing pains; Cisco now has 40 cases in stock, and reorders would take 3–4 weeks. He supported sticking with aluminum and improving vendor communication. The committee debated whether the city should manage distribution or leave it to businesses.
- Stickers for Unusual-Sized Cups: Staff requested authorization to use DORA stickers on smaller or unique cups (e.g., wine tasting, events like Brews on the Boulevard) to comply with ATC rules requiring all alcohol served within DORA to be in a DORA cup. The stickers would be applied by event staff. No cost or supply issues were noted.
- Co-Branded Cups: A request from a restaurant to have their event name on DORA cups prompted discussion. Jeff Blair and others opposed, citing enforcement complexity, potential First Amendment issues (per Sergey), and the risk of diluting cup uniformity for police. The committee agreed it was too early in the DORA rollout to allow co-branding.
- Excluding DORA During Specific Events: Sergey raised the idea of excluding certain days or zones from DORA (e.g., during the Wandernacht festival) to accommodate vendors using non-standard containers. The committee supported exploring this option, with staff to research legal feasibility and compile a list of events for consideration.
Key Outcomes
- Motion (passed): Stick with aluminum cups for now; direct Jeff Blair and Kelly Douglas to facilitate a meeting with the Cisco representative and explore a secondary vendor (e.g., Acorn) to ensure supply. The city will not distribute cups directly; businesses are responsible for ordering. (Voice vote, all ayes.)
- Motion (passed): Authorize the use of DORA stickers on unusual-sized cups for specific events (e.g., Brews on the Boulevard, Oktoberfest). Staff will create sticker artwork based on the existing DORA cup design. (Voice vote, all ayes.)
- Motion (passed): Do not allow co-branded cups at this time. (Voice vote, all ayes.)
- Next Steps: Staff (Sergey, Kelly) will research legal and operational aspects of excluding DORA on certain days/areas and present a list to the committee at the next meeting. The next meeting is scheduled for August 26, 2025, at 4:30 PM.
Meeting Transcript
All right, we will call to order this meeting of the Central Dora Committee for Tuesday, July 29th, 2024. This is our first meeting where we are actually recording and uh making available to the public the meeting of the Central Dora Committee. The purpose, one of the purposes of this committee is to take uh any testimony, complaints, issues from the public, uh, and give them the opportunity to voice those here and so that we can deal with them. We did have a couple of issues arise where someone filled out a blue card and spoke at City Council. This would really be the place to do that because we could deal with with those issues immediately. The uh complaint was the placement of a DORA sign, the entering and exiting Dora was in front of someone's home. We got that corrected. So, and um I would open the meeting by recognizing anybody from the public that wants to speak. There is nobody here, so we're gonna move right into our agenda. And um I appreciate everyone being here. Why don't we first um if you would just uh let's just go down the line, introduce yourself and how you are connected to this committee. So uh so you you're uh let's go ahead and start down here with Jeff. Uh Jeff Blair, Otter of Fork and Hill House, and uh mayor appointed. Yep. Uh Eric Shneida, Carmel Street Department. I was appointed by the Commissioner. Uh my name is Jeff Warrell, and I'm the City Council representative. Randy Ernst, appointed by the mayor. Jonathan Blake, uh, I'm appointed by the Carmel Clay Board of Parks and Recreation Shane Collins. I was appointed by Chief Sterling. Excellent. Okay. Thank you very much, everybody, for being here. We do have a quorum. So is there any, do any of the members of the committee have any old business or anything other than what's on the agenda that they want to cover before we get into these new items? Okay, seeing none, then we are going to move right uh to our first item, which is um the option to use plastic cups as the Dora cup. And um, I think I'll just not give any preamble. Who wants to deal with that first? Uh recognize Kell. Okay, all right. All right, Sergey, if you wouldn't mind bringing everyone up to speed, and then we can fill in if there's any. Sergey Grichukinovice of Corporation Council, we work on this issue with marketing department. Kelly Douglas is here, and Kelly, if I if I say something wrong, please correct me. Uh I'm not going to be offended. But essentially, um, as you know, this committee has approved it an aluminum cup to be used as an official Dora Cup. And it looks very cool. Uh it's a very sharp-looking cup. However, um, due to several reasons, uh, it is a more complicated cup to get from the suppliers than plastic. Uh we have had multiple instances where the delivery schedules have changed and were received cups very late. Uh we also have had instances where um the permittees also had trouble ordering those scouts because there are only two suppliers who who make them. And also it is just a production time to a look of aluminum cup compared to a plastic cup is exponentially longer. Um, which creates an issue for temporary vendors, which we do have a lot of because we do have a lot of events within Dora that simply have troubles ordering the cup and getting it in in time for an event. We do have some supply of emergency supply, if you will, of those cups, aluminum cups, but um again they go quickly, and the schedules are so unpredictable that sometimes we cannot guarantee that we'll have DORA cups available for either designated permittees or brick and mortar stores, or um temporary vendors who would like to participate in event. So under the Dora ordinance, the plastic cups are already allowed, but uh the Dora ordinance also designates the responsibility for approving the design modifications to usage of a cup to this committee. So what we asking is to allow a plastic cup as an option, not as sole option, but as an option to use for as a Dora Cup, because right now there are obviously some aluminum cups already in circulation, where aluminum cups have already probably been ordered by some of the designated permittees and in various stages of production or delivery, and we have some cups left as well as an emergency supply as well. So if a plastic cup will be added as an option, it will provide a lot of flexibility and will really eliminate the majority of logistical difficulties that we're having with events and uh ordering over cups uh by designated permittees. And another plus is plus the cups are a lot cheaper. So uh did you want to weigh in, Kelly? Uh because I thought I might just kind of mention why we have aluminum cups, why we started that way. Do you do you know that story and can yeah, thank you.
