Welcome to the Monday, August 3rd, 2026, 26 Carmel Finance Utilities and Rules Committee meeting.

We have three items on our agenda.

The first item is ordinance D-2834-26, an ordinance of the Common Council of the City of Carmel, Indiana authorizing the acquisition, construction, and installation of certain improvements for water work systems of the city of Carmel, Indiana.

The issuance revenue bonds provide the cost thereof, the collection, segregation, and distribution of revenues of such system, the safeguarding of interests of the of the owners of such revenue bonds and other matters connected therewith, including the issuance of notes and anticipation of such bonds and repealing ordinances in consistent here with sponsors councilor Taylor and Warrell, and we have uh utilities director Lane here to uh discuss this ordinance and the need for this bond.

Good afternoon, Chairman Taylor, committee members.

Good to be with you all.

Hope you've had a good summer uh since we last met.

So I'm going to kind of walk us through what I just sort of talked on high level.

I've got some slides that I'm gonna take us through, assuming that that they pop up.

Uh I do have uh people with me, my team here that's helped us put this together, uh, bond council, uh, municipal advisor, uh, and then our uh who's gonna help us take it out to the market.

So each of them will have a little bit of this presentation.

I'm gonna kick us off much like I did on uh a few weeks ago with just the the need for these projects, what what we're trying to address.

So uh and then I will turn it over for the financial uh pictures.

So as I had mentioned, most of these projects in this two they're they're different because one's the water utility, one's the wastewater utility, so we'll walk them in that order, that way they stay within their sort of for the record.

The that's the second item on our agenda ordinance D-2835-26 related to the sewer improvements.

Yeah, so I I will do it in that order of ordinance, but kind of high level as we discuss this.

Uh, the work that's being done in Merchant Square is is a real driver on both of these issuances, and and that work is being done primarily to address uh our capacity.

And so um I will touch a little bit on the fact that north of Carmel Drive on this project, there's a development that's been underway and continuing to grow grammar C.

Um, while we have made some adjustments and some improvements tight that will help them, that's not the driver for this.

The real driver is us looking at our system, and we found that these were some capacity issues.

They were issues that were known well before I came on board.

So my predecessor had identified these projects, and so I'm just carrying them across the finish line.

So the first one I do want to ask this question, maybe a procedural one for everybody in the room.

When I came to you all back in July, on the water side, I believe that the ordinance was a certain dollar amount, like around eight million dollars.

Subsequent to that time, I've found two other projects that really should have been part of that, and we have increased the ask to about nine and a half million.

I do believe that those ordinances were amended, but I'm not really sure.

I wasn't here to know were they amended at the previous council meeting, or do I need to introduce those now and just make sure we're all working on the same done after the meeting so they're amended now, but have not been discussed.

Okay, but they've been properly amended.

I don't need to introduce them a certain way, and maybe I'll look to council for that or say Sergei, you might want to touch on that because we did introduce the ordinances with the original amounts.

Is there um any additional actions we need to take as the finance committee, or can it all be addressed?

Amendments at council.

So it keeps cutting out.

Um the ordinances you have before you now are as amended.

And that's what uh is it I because I don't have the council agenda tonight.

the ordinances with the original amounts is there um any additional actions we need to take as the finance committee or can it all be addressed amendments at council okay so sorry it keeps cutting out um so the ordinances you have before you now are as amended as amended okay and that's what uh is it i because i don't have the council agenda tonight is it listed as first reading or second reading on the council agenda actually it's listed as third third reading on the council agenda tonight and the and the and so this will be the first meeting that they'll be heard tonight's council meeting as amended does that require a second reading or are if they are as amended on the council agenda tonight we can move forward with it you can go first even if they were appropriately called okay and then at finance committee should we uh we don't need to make any motion to amend them at all thank you so um legal counsel uh just confirmed since he wasn't speaking on the microphone that the council uh that it's the third reading this evening um the council can amend um as needed tonight to act on them this evening and they've been properly noticed and ready to go thanks Link okay yeah and the reason I mentioned that is this very first project that I'm showing you here you will see a similar slide uh a little bit later on the wastewater side um I'm not sure why this wasn't included uh originally when these projects were first looked at capacity wise um and and maybe it's largely because the capacity was there it wasn't an issue but if we're gonna have that road completely opened up and put a 25 foot sewer you know deep sewer in there um to me it made sense to replace the 1969 installed water mains at the same time I felt like maybe if if we wouldn't have done that and two years later I came back to you might not be as welcoming as I hope you will be today so they have been added so we are putting a two million dollar placeholder on that because it is has not really hit a design so we've got Wesler working feverishly to get the design so that that can be included in in a price but that's our placeholder and that's probably the biggest chunk of what I'm asking for why we amended the the dollar amount on the bond issuance that will be replacing as you can see here 10 inch ductile iron uh that was put in in 1969 with um ductile iron in replacement so next um the second phase of this project is north up along Carmel Drive so you see Carmel Drive the light blue teal uh aqua whatever color I'm told I'm colorblind so I don't don't go off of me but it's not the darker blue and then there's a red line going north along what will be the new Kinzer Road that will be put in as part of that grammar suit development we will be replacing um 10 inch water main that 1972 water main 12 inch ductal with with a or 10 inch cat cast iron with a 12 inch ductile so you can kind of see that's where while so while we are in there and both of these are tied into sewer work that's happening at the same place so while we're in there below below the road we're gonna get in and get our infrastructure installed counselor green yeah just a kind of a simple question for me and the public what's the difference between cast iron and uh the um ductal ductile without getting into too much technical detail way above my uh way over my ski tips I think the cast iron is just an old um material that we don't use any longer in and ductile I think has been proven to be stronger and it's what the newer newer type material is yeah it becomes more bitter brittle it breaks over time with so it this the ductal is a better product and it's kind of industry standard so yeah great question all right so that's those two are the main water projects in this what we're calling merchant square kind of North Carmel uh Kinzerway and and because of the projects that are going on in there we wanted to get in there and get our infrastructure at the same time as often happens to us we um have to do water projects not tied to our assets because they are necessarily old or poor performing but somebody has the right of way and wants to put roads in and roundabouts and various things like that and so the utility then has to move our infrastructure to to account for that most of our infrastructure is in public right of way there are times where we we will have purchased an easement and whenever we have infrastructure in an easement then we are where we are allowed to be and if somebody wants to move us it's on their dime as part of their project to move us if we're in public right away then we have to move subject to to their project.

If we're in public right-of-way, then we have to move uh subject to to their project.

So in this case, this is a county project, a roundabout that's going to be going into at 146 in Hazovale.

I think everybody's aware of that coming.

Um we will have assets that need to be relocated during that project.

So that's what this project is.

This right here is one that we chose as we look at our western corridor.

So Michigan Road, if you look at the map there, Michigan Road is kind of angled off on the very far left edge of the picture up there, right?

That's Michigan Road.

And we are going to be adding a main that will be connecting infrastructure north, kind of north of where we currently feed.

Right now we feed everything on the Michigan Road corridor from the south, water that comes in from the south, and then it moves up Michigan Road.

This will give us another feed and kind of a loop into that important area to give more redundancy and resiliency to give better uh flow.

We hope to address any low water pressure areas kind of in the northwest.

We think this will help with that as we have more water entering the system.
