All right.

0:04

This meeting of the uh Carmel Central Dora committee is now called to order.

0:10

We definitely have a quorum.

0:11

Uh so I appreciate everybody being here.

0:14

There are really two uh action items on our agenda today, and uh we will go through those before we start.

0:22

Uh the other mission that we have, our role is to uh address the crowd should there be any complaint.

0:30

Anyone who's not happy with the DORA, uh, you know, any any suggestions or anything, and I see nobody in the crowd.

0:37

So I'm going to move on, and that's a good thing.

0:41

There are no complaints, no one is unhappy.

0:43

We did have some at the beginning of the uh Dora program at council, so no one here that that's good.

0:52

So the first one is um that I'm gonna ask the um gener well now I don't know if I have the so not general manager, you're you're probably president of um the hotel Carmichael, but Jamie Hopwood, who is here and has made a formal request for a hot beverage cup.

1:14

As you know, we're using the aluminum cups, and he's gonna go through that.

1:18

So, Jamie, would you mind just uh taking a seat right here, hitting the uh button in the center of that console so we can hear you?

1:26

And would you inform the commission of what you uh the issue, the problem, and we appreciate your patience in waiting for this meeting to happen, and then what you're proposing we should do.

1:40

Now, if you have things that you want to show, I may actually ask you to then go up there because we do have a camera.

1:47

So if you so sorry about that.

1:49

So, George, if if we just turn on the overhead camera.

1:52

Looks like Jamie has some uh and uh Madeline will have you probably go to the same spot.

1:58

But okay, so I'm gonna give you the floor, Jamie.

2:00

Thank you.

2:01

And please give us your official title at Hotel Carmichael.

2:04

Thank you very much for having me here today.

2:06

Uh Jamie Hopwood uh area general manager uh for Quarry Hospitality and Hotel Carmichael.

2:13

Um today uh I wanted to discuss the opportunity to present uh additional cup that could fill the purpose of a warm beverage being served uh as we come into the holiday season and the colder weather.

2:30

Uh currently, right now uh the cup that was approved was an aluminum cup.

2:35

If you add a hot beverage to that, that could uh be dangerous to the consumer.

2:40

Um so we really need a cup that fills both purposes.

2:46

Um and I think when we first looked at this, we did we didn't consider the possibility of serving hot beverages.

2:53

Uh and I think it's something that we really need to explore.

2:57

Uh we did look at some other options if we could do an insert in there and some other things, but the the reality is is with a cup design and the size of what it is, um there's not a viable other solution that we've come up with.

3:11

Uh open to other ideas if if there is, but I think the best thing that we've come up with is a uh an additional uh cup that would serve the purpose for hot beverages.

3:23

Yeah, excellent.

3:24

Um so it was there was a uh a suggestion that we go with a koozy on the outside, but that does not solve the problem, which is the hot beverage overheats the aluminum and can burn the mouth of the person using it.

3:41

So it's not necessarily holding an aluminum, it's it's how the beverage interacts with the aluminum and and what happens.

3:48

So can you tell us uh so you source this from um one of your suppliers, or how would we move forward on something like this?

3:58

Yeah, I mean our i food and beverage uh director went and sourced something that was that was insulated cup um that would serve that purpose.

4:07

So I mean he can supply all that information to you if this is the direction that we want to go.

4:12

Okay, all right.

4:13

I'm gonna turn it, open it up uh to the uh commit committee members if anybody has any questions or concerns about this.

4:24

And hit your mic.

4:25

So we've uh there we go.

4:27

I'll just uh speak on behalf of uh fork and ale and and what we did last year is uh we did hot toddy's, we did uh spiked mules, ginger mules, warm apple cider mules.

4:39

Um we had crock pot, you know, so we just kept it at that 130, 140 degrees.

4:45

Um and we did use the koozy, or in some cases we just used two cups.

4:50

You know, did it wasn't I mean 130 is not gonna go to 140.

4:57

140 is not gonna go to 150.

5:00

So uh it's kind of like a Starbucks coffee.

5:02

It's it's gotta be brewed at a certain amount of temperature to be served to the public.

5:07

So I I don't know.

5:09

I mean the concern I think you bring another cup in why would they use the aluminum even in the summer?

5:18

Right?

5:18

That's most likely going to be cheaper, you know, so uh the whole conversation might be again the cup versus I think we've all went through this before the aluminum identifies Dora identifies caramel it it solidifies a high end that allows the police officers to understand that that's clearly a they're in the door area.

5:39

Um it doesn't look like a plastic cup like everybody else's or it's got Jim Beam on it or makers mark.

5:46

So I I I again I think the koozie just like Starbucks does it's just a marketing uh allows you to market so I don't know what what you're planning to put in it but I think I think the the execution of it probably needs to be the the conversation what what are we looking at putting because if you brew a cup of coffee that's gonna be a certain temperature and then it's not going to get any hotter in aluminum.

6:13

Keep it s that's why we like it it keeps its temperature cold or hot.

6:18

But again you know it's a good looking cup.

6:21

I I just think the problem is is you they're gonna be used it now it's gonna be used for cold too.

6:26

So if that's the case and why don't we switch the cup to that just take the lid off it and there's no lid for the summer any comments on you know yeah I mean based on our casework we didn't have that same uh experience that uh you're alluding to as being an acceptable level uh for my concern from our consumers so um and again I don't have the exact temperature that we're serving the hot chocolate out of um and it might be that it was a higher temperature but um even if you put a coff put coffee in a hot metal cup it's gonna I mean basic physics tell you that it's going to carry that similar temperature.

7:16

Um and again I'm not a physics instructor but uh but I would I would question uh that and I maybe one maybe one thirty is a a reasonable temperature that we I don't know the temperature that we tested it at um but I know when we did our our test runs on it uh we definitely had issues with with the temperature so I wish I had that information in front of me.

7:40

Yeah no one brought samples I mean yeah what are we here for?

Carmel Central DORA Committee Meeting Summary – September 23, 2026

The Carmel Central DORA (Designated Outdoor Refreshment Area) Committee met on September 23, 2026, to consider two proposed additions to the program's approved cup options. Both items were introduced by local business representatives and were approved unanimously. The committee also discussed sidewalk markers and a DORA map graphic.

Consent Calendar

  • No consent calendar was presented. The meeting had two action items, both handled as discussion/vote items.

Public Comments & Testimony

  • No members of the public attended the meeting. The chair noted there were no complaints, marking a positive contrast to earlier DORA program meetings at council.

Discussion: Hot Beverage Cup (Hotel Carmichael)

  • Jamie Hopwood, Area General Manager for Quarry Hospitality and Hotel Carmichael, formally requested approval to introduce a new insulated, double-walled cup for hot beverages. He explained that the current aluminum cup is unsafe for hot liquids because the beverage overheats the metal and can burn the consumer. He noted that inserts and sleeves (koozies) were considered but did not solve the problem.
  • Committee discussion included concerns about multiple cup SKUs, cost, and enforcement. One member (representing Fork and Ale) shared their experience using koozies and double-cupping for hot toddies and mulled drinks, but questioned whether an additional cup would undermine the program's branding and enforcement. They suggested possibly using one universal cup for all seasons.
  • The committee emphasized that any new cup must be clearly identifiable as a DORA cup, with the DORA logo visible (no sleeves covering it). The Police Department confirmed they would need clear communication about approved cup designs for enforcement.
  • A motion was made and seconded to approve the exploration of a clearly identified, double-walled, 12-ounce hot beverage cup with a lid, with pricing and sourcing details to be provided by the applicant. The motion passed unanimously (all ayes, no nays).
  • Timeline: Jamie Hopwood indicated a need to have the cup by November 15, 2026. The committee requested multiple quotes from different vendors (e.g., GFS, Cisco) and noted the typical 6–8 week print job turnaround.

Discussion: Smaller Aluminum Cup for Wine (Wine and Rhyme)

  • Madeline (representing Wine and Rhyme) presented a request for a smaller aluminum DORA cup (9-ounce or 12-ounce) to address the issue of serving 6-ounce and 8-ounce wine pours in the existing 16-ounce cup. She explained that the current cup makes pours appear short, leading to customer complaints and staff overpouring, which risks over-serving alcohol.
  • She displayed samples of the new 9-ounce and 12-ounce aluminum cups (which Ball now offers). She stated a preference for the 9-ounce but remained open to the 12-ounce if other businesses preferred it.
  • Committee members discussed alternatives such as pouring in front of guests or using a craft, but Madeline noted these are time-consuming during busy periods. Members noted that adding a smaller cup is not an enforcement issue but could create warehousing/ordering challenges for distributors (minimum orders of 10,000 cups).
  • One member suggested exploring a bulk purchase or local warehousing solution to reduce costs. Another brought up the idea of using stickers on generic cups, but the committee noted this was previously rejected by the council.
  • A motion was made and seconded to explore the opportunity for a 9-ounce metal DORA cup. The motion passed unanimously.

Key Outcomes

  • Unanimous approval to pursue a hot beverage cup: clearly identified, double-walled, 12-ounce, with a lid. The applicant (Hotel Carmichael) will provide pricing, sourcing, and timeline details to the committee, with a target completion date of November 15, 2026.
  • Unanimous approval to pursue a smaller 9-ounce aluminum DORA cup (with the option to consider 12-ounce if other businesses prefer). Wine and Rhyme will gather pricing and vendor details, and the committee will coordinate with city staff for website updates and distribution.
  • Both decisions were exploratory in nature – final adoption will occur after pricing and logistics are presented to the committee.
  • The committee also discussed sidewalk markers (some thermoplastic replacements were installed on a trial basis) and a DORA map graphic, noting that the city's website already has a map that businesses can print for customers.

Next Steps

  • Hotel Carmichael and Wine and Rhyme will gather vendor quotes and supply chain information for their respective cup proposals.
  • The committee will receive updates via email and will revisit final approvals once details are available.
  • City staff will be involved in updating the DORA cup list on the website and communicating approved designs to the police department.

Meeting adjourned.
