Speaker 1

0:01

Welcome to the Monday, October 5th, 2026, Carmel Finance Utilities and Rules Committee.

0:08

We have two items on our agenda today.

0:10

Ordinance D 2847-26.

0:13

It approves the Brookshire Golf Course fees and rates for the counter year 2027.

0:18

An ordinance D dash 2772-25 and ordinance adopting requirements for nonprofit organizations receiving public support from the city.

Unassigned speaker

1:01

Thank you,

Speaker 2

1:02

Mr.

1:03

Chairman.

1:04

Yeah, I'm Zach Jackson, CFO and controller for the city, and I'm joined by Bob Higgins, the golf course superintendent.

Unassigned speaker

1:13

I

Speaker 2

1:13

want to go through a few things since it's been a while since these rates have been brought to council for approval.

1:20

So just going through a little bit of the background.

1:34

But anyway, we'll get into that here in a

Unassigned speaker

1:36

minute.

Speaker 2

1:38

So just by way of background, Brookshire was established in 1971 as a private course and then purchased by the city in 2007 as a public course and to uh prevent development on that site.

1:54

The acquisition was facilitated by redevelopment, uh which retains ownership of the golf course.

2:02

And today Brookshire operates as a standalone city department, just like any other of our departments.

Unassigned speaker

2:10

So

Speaker 2

2:11

here is the law that that's bringing us here today.

2:16

Except I've added some bolding just for emphasis.

2:20

And so every year prior to November 1st, the the golf course superintendent or general manager is to bring uh proposed rates forward for the approval of council.

2:31

Um it's supposed to be uh the as I says here, the necessary fees for the effective operation

Unassigned speaker

2:37

uh

Speaker 2

2:38

Brookshire as a golf course and banquet facility.

2:41

Um I think that's important because not only are we talking about golf course rates, it implies that we're setting banquet facility rates, but the way it's operated, it's it's the third party contractor that that sets those rates.

2:55

I do go into kind of what our contract says so you can see how we charge the that contractor, but but we don't directly charge uh people for renting the facility.

3:06

Umce the rates are approved, uh the these next two kind of lines come into play.

3:13

So the the general manager has a discretion to modify the fee up to uh but uh

Unassigned speaker

3:20

uh

Speaker 2

3:20

not any more than 20 percent of the amount approved by council.

3:25

Um and if uh uh if Bob sees a need to increase the fee by more than 20 percent,

Unassigned speaker

3:30

uh

Speaker 2

3:30

he would have to bring that back to council.

3:32

I think also just the way this is laid out, uh, as you see at the bottom, this was uh uh last touched in in code in uh 2011, um, which I think was the last time that rates have

Unassigned speaker

3:46

been

Speaker 2

3:47

uh presented for review.

3:50

Uh I think there's confusion about those last two lines in terms of well, if

Speaker 3

3:55

if

Speaker 2

3:56

Bob is increasing his fees by only three percent, does he even need to come to council on an annual basis?

4:03

But but but here we are making sure this is uh we're doing this correctly.

Unassigned speaker

4:08

Um

Speaker 2

4:08

looking at the next slide.

4:10

This is our

Unassigned speaker

4:10

uh

Speaker 2

4:11

this shows our our food and beverage vendors.

4:14

Uh so the code talks about the banquet facility, and we do have uh a vendor for that uh MTS Collective, also known as Mustard Seed Collective, uh pays a monthly rent.

4:27

Uh if they are using the patio, they pay extra for that, and especially now that we have the the pergola uh that's even more popular.

4:35

Uh if they're using the the simulator room, that the simulator room, uh the golf simulator room is used as for the uh the uh not the bride, the groom's suite, if you will.

4:48

Um depending upon the type of year that's included with the rental, other times it's it's uh it's rented

Unassigned speaker

4:54

out.

Unassigned speaker

5:00

And then for the snack bar, uh previously it was the same vendor operating the snack bar, but now uh par five group LLC is operating that uh they pay a monthly rent, and then also uh the city gets a cut of uh their sales over 30,000 each month.

Unassigned speaker

5:15

But

Speaker 2

5:15

again, we're we're not directly charging people to rent the facility that the the third party contractor does

Unassigned speaker

5:21

that.

Speaker 2

5:24

Uh as you're aware, there was a a study to look at uh operations uh last year.

5:30

Uh it was done with uh Carmel Play Parks and Recreation.

5:35

Uh the study uh hinted at several uh or made several recommendations.

5:41

Uh one was to rethink the season pass rates, and and that was done for for this year.

5:48

Uh the study found that green and cart fees were already in line with market.

Unassigned speaker

5:55

Carmel Finance Utilities and Rules Committee Meeting – October 5, 2026

The Carmel Finance Utilities and Rules Committee met on Monday, October 5, 2026, at 4:56 p.m. to consider two agenda items: Ordinance D 2847-26, approving Brookshire Golf Course fees and rates for calendar year 2027, and Ordinance D 2772-25, adopting requirements for nonprofit organizations receiving public support from the city. The committee voted to advance the golf course ordinance to the full council with a positive recommendation, while the nonprofit ordinance was deferred to the next council meeting on October 19, 2026.

Consent Calendar

  • None noted; both items were presented as regular agenda items.

Public Comments & Testimony

  • No formal public comments were made during the meeting.

Discussion Items

  • Brookshire Golf Course Rates (Ordinance D 2847-26) – Zach Jackson, CFO and controller for the city, presented the proposed rates for 2027, joined by Bob Higgins, golf course superintendent. Highlights included:

    • The course, established in 1971 as a private course, was purchased by the city in 2007 to prevent development and now operates as a standalone city department.
    • The current ordinance requires annual rate approval by November 1; the city code had last been updated in 2011, and the last rate review was in 2025 (with a significant rate increase).
    • Proposed rates show modest increases: roughly half of rates remain unchanged, and those increasing go up by $2–$3 for green and cart fees, and $25–$75 for membership fees.
    • The food and beverage vendor (MTS Collective, also known as Mustard Seed Collective) pays monthly rent, with additional fees for patio and simulator room usage; the snack bar vendor (Par Five Group LLC) pays monthly rent plus a share of sales over $30,000 per month.
    • A 2025 study by Carmel Clay Parks and Recreation recommended rate adjustments, improved marketing, and noted deferred maintenance issues, including an undersized parking lot and aging assets (notably a maintenance building from 1971).
    • Financial projections: 2026 revenues are on pace to be about $1.8 million, covering operating expenses for the first time in many years, achieving structural cost recovery. The 2027 budget forecasts revenue just under $2 million.
    • Council members expressed support for the modest increases, noting that last year’s larger rate increase helped catch up to market. Questions were raised about deferred maintenance (capital plan status) and the operation’s cost recovery structure; Jackson confirmed capital leases are excluded from operating expenses.
    • Councilman Rural supported the proposal, citing Bob Higgins’ leadership and the course’s improved financial performance. The committee discussed the possibility of aligning rate-setting with the budget cycle to better respond to market changes.
  • Nonprofit Organization Requirements (Ordinance D 2772-25) – The ordinance was briefly acknowledged but not discussed in detail; it was deferred to the next council meeting.

Key Outcomes

  • The committee moved and seconded Ordinance D 2847-26, approving the 2027 Brookshire Golf Course fees and rates, with a positive recommendation to the full council. The motion passed unanimously (no dissenting votes noted).
  • Ordinance D 2772-25 was deferred to the next city council meeting on October 19, 2026, at 3 p.m.
  • The meeting adjourned at 4:56 p.m.
