Good evening, Mayor, Council.

About two years ago, I raised concerns about the minimum revenue guarantee for the Sky West Delta Connection.

Part of that is just a philosophy that government shouldn't be funding private businesses.

And I think it might even be a situation.

Watching the legislative session, sometimes it comes up that uh they're not there's a constitutional requirement that they don't fund one company with taxpayer money.

Um at the time, um, I believe council approved 400,000 going to maintain that that connection to Salt Lake City.

Um, but then the program ended, and I believe the 400,000 uh did not go to the program.

Uh recently I I saw a press release, which is very uplifting from uh the airport staff, and it says that uh this past year, 2025, uh they exceeded um tenure 10 years back 103, 763 total emplayments.

I never heard that term, but that's the number of passengers.

So that's really good.

I have flown out.

Uh the staff there is just wonderful, and congratulations to them.

Um and I I there was concern at the time that uh without that extra connection, we would be uh losing some economic value.

I don't know if that's true or not, but obviously uh they're really happy.

So that's a good thing.

The other thing is a suggestion, and I have uh with we're coming up on where the funding from the citizens uh for the four projects that they approved to use uh increase in their sales tax uh is coming up.

And I would suggest maybe a work session to update uh council the staff of uh where we stand on the four projects as far as the funding, um the contracts that are let the schedules that are coming up.

So I I hope that uh that we can get some more information on where we stand on all those projects.

And I have some good news.

Um I just well, it's not good news for me.

I just spent in the last two weeks $1,500 on car repairs.

So there's 90 bucks coming to the state and the local government.

Did you uh see that we had set June 30th as the last day to collect the six cent revenues?

And so I don't know if that was part and portion of your question, but June 30th is when that's extent will turn out.

Just wanted to make sure you saw that because again, I think it was probably the only absence I've noted of you probably a year ago.

Uh yes, I was at that uh work session where it was decided that we we should be up to the 18 million dollars by um June 30th, which is really good news.

That means that people are buying stuff that's not exempt from the sales tax, like car repairs.

Good evening, Mayor, Vice Mayor, and the counselors.

Uh, my name is Brett Hobza.

I reside at 433 uh Milton Avenue here in Casper.

Um I'm a board member with Art 321, and I also serve with Laura Hunter as one of our representatives for uh DCBA.

Um I'm also honored to be the organizer of the first annual Crazy Days Car Show.

Um, and that'll be on July 18th.

Uh, we are planning to have about 50 show cars lining 2nd Street between center and Durban.

Um the idea there is to draw more foot traffic uh along that uh segment of second to bring more people into those businesses.

My reason for speaking tonight is to share my concerns with the city support for Crazy Days.

Um the city does not assist in any way to ensure a six event, yet it reaps the benefits of the sales tax revenue generated by that event.

The DCBA pays for practically everything and provides all the labor required for crazy days.

Here are four examples.

Number one, to ensure the streets are cleared, DCBA produces and places all the signage warning drivers that the streets would be closed the following day when Crazy Days starts.

Um this could be a complication for us for parking the show cars because if there are any cars remaining on 2nd Street, the police have to be called to help clear those cars, and we're not sure how long that could take.

Um we would suggest that the city block off uh the streets that are going to be closed for crazy days the night before to ensure that all the cars are cleared and that we can bring the show cars in on time and uh in uh before Crazy Days starts at uh 10 o'clock that day.

Number two, to block off the streets, the city provides no services.

So DCBA must rent bicycle racks as barriers because that's the only thing that one or two people can handle in order to block off the streets.

Um the barriers are picked up about 5 a.m.

that first day of Crazy Days by DCBA uh members, usually Callie Kaltenheiser and her husband.

They'd they drive them to 2nd Street, unload them and place them.

Callie has even driven a skid steer with barriers hanging off of it through the streets of Casper.

She doesn't have a license to do that.

Um so that would seem to be a concern to the city uh for liability.

Uh we've got residents that are are closing off streets, managing the traffic to close the streets.

Um, regarding security, there are no assigned police officers.

So DCBA has to hire security to do that.

Um that's a concern because clearly police officers would garner more respect than a security guard.

Um number four, uh, regarding trash management.

DCBA has uh has been informed by the city that we cannot use city trash cans.

Now I'm not sure how we would prevent people from dumping trash in the existing trash cans, but the DCBA actually hires DK hauling to bring in a bin in order to manage the trash.

All the merchants kick in.

There are DCBA uh sanctioned trash cans that the the uh merchants uh maintain and keep the trash uh low.

So um I don't presume to speak for the DCBA.

I'm a newbie.

I just started, but uh as the organizer of the car show and someone who certainly wishes to make Crazy Days a really successful event, um I would appreciate your consideration to provide a more support for the event, um, especially as you're discussing the city budget.

Um I don't have all the answers, but I'm quite sure that DCBA would love to sit down and brainstorm how that support could take place.

Good evening, Mayor Pacheco, Vice Mayor Gamroth City Council members.

My name is Dave Driggers, uh, and I I live at 3,005 Palmer Drive here in Casper.

I acknowledge that I've I had this is the third time that I'm appearing before you uh discussing storm water management issues in my neighborhood, and for that I apologize.

But an event has recently occurred in our subdivision, increasing our concern about flood potential and safety.

These are my opinions, and I hope you agree with them.

Previously, we have discussed the 2013 storm water management master plan and how it identified the function of the detention pond PEE 27 as one of the few flood prevention safety measures for our community.

We have also discussed the fact that the detention pond is on private land.

However, maintaining the function of the is clearly the purview of the city.

We have also presented to you a model using the July 3rd, 2009 thunderstorm and some very rough calculations as to the amount of water that would be presented to Basin A and Basin B if this 10-year event occurred again.

Since our last public comment, the southern southern portion of the detention pond, PEE 27 has been partially filled in, compromising some of its assumed 24-acre feet of water storage capacity.

I would like to thank the city engineer for personally looking into this situation.

What does the 2013 Stormwater Management Master Plan suggest when the uh function of the detention pond is called into question?

It suggests additional detention may be needed upstream.

We've have previously suggested that additional detention in basin A is necessary for a variety of reasons.

This need has become more evident.

I've looked at the 48-inch drain pipe located at the southern end of Nicholas Drive and believe that a detention pond could be easily developed using that location at minimal cost.

The 2013 study set states that detention is the most cost-effective method of preventing flood damage, and that need is now clear.

It is indeed a safety issue.

So uh I my question I guess for the council is is it your responsibility is and is it taxpayers' money to fund that hundred-year uh project to keep that viable for that neighborhood.

This time I'd ask any of the counselors who would like to briefly respond to any of the matters uh by the public communications from people persons present.

I have just a couple comments.

Uh first to Mr.

Shriftman.

Uh I just want to draw your attention and everybody else's who may be listening in case you haven't seen it.

Um the city has added a page to our website related to the spec tax projects specifically.

Uh certainly welcome a work session and and um you know, as as a way to stay up to date, but also I think a little bit more um up to the minute uh updates can be found on that website.

There's a page for each project.

Um there's a sort of the thermometer of how much we've raised and how close we are to the goal is there as well.

And on each page for each project, there are um the key milestones that were identified by staff to complete the project, along with markers about where we are with each project.

So it's actually quite a comprehensive site.

I'm really um excited about it, and that's really kind of where I go when I'm looking for uh information about where we're at.

So um not disagreeing with uh the the prospect of a work session to just um update a little more completely, but in terms of um really kind of tracking where we at where we at in this minute um for those projects, I think that's a great resource.

And then the second um comment I have is uh for Mr.

Hopsa.

Um so this particular issue has kind of gone through some transformation with the city over the last many years that I've been on council.

Um we used to offer some in-kind services, and then a little more recently we've transferred the that in-kind um partnership to uh uh I guess grant program that we run through with Visit Casper um called community promotions or is that what it's called through visit Casper?

Community impact grants, maybe.

Um I can get you information about it if if that's helpful, but um that's that's now kind of a two-way partnership with is it Casper and our in-kind contributions for these types of community events are are kind of run through that uh process.

Uh I think Kyle and I are still the two liaisons for that process.

Um I don't think it would probably be helpful to you for this year because I I believe it it runs with the the fiscal year, but I'll be happy to share that grant information and that may be a route for you in terms of uh the city support, particularly some of those in-kind type of um type of requests that you that you mentioned.

Um I think for the most part, uh those requests have been kind of contained within that program, uh, though perhaps not 100%.

So uh there may be appetite to try to address this this um you know more specifically for this year, but but generally speaking, I think we try to um try to contain our in-kind contributions to community events through that particular program so that we can um manage them and also uh budget for them appropriately.

So um happy to chat more with you about that um particular program after this or uh at some other date.

Just a quick clarification.

Um do we know when those are going to open back up by chance?

I believe that it's in the fall.

We don't have an exact day, it opens in the spring, so that we can start funding in June or July.

Um so I believe we start um May, April, May is when the counselors will sit down and go over those.

So it should be opening here soon.

We can definitely let them know.

So given that your event is early July, I actually find that that timeline is a bit problematic.

Um the fiscal year doesn't particularly line up super well with our sort of festival uh season here in Casper, and so maybe that's something to uh to consider with that group.

Uh I've I've found a number of events that are sort of um right on that, you know, the early part of that funding cycle where you wouldn't know if you had received funding until nearly it's time to do the event, and so does not is not really conducive to to planning and facilitating that event.

And so um I'm not sure that I have a solution to that right now, but I I do think um it's a problem, and I think this event would uh you know would sort of exemplify that if that's supposed to happen July 18th and we start funding July 1.

That that doesn't really uh give you a lot of runway.

So um maybe that's something that that group should should uh try to contend with.

And I I think just given that many of the events that were asked to support happen in the summer, uh it sort of splits the the fiscal year in an awkward way.

Triffman, I wanted to make sure you saw since you brought up uh the airport figures, I also found those interesting.

I didn't catch the press release, but I did want to make sure you're aware that we published their uh annual report in our information packet this week.

It starts on page nine, and so it's got a lot of that information in there.

Really great.

I also wanted to make sure you saw a Cowboy State Daily article that was published in January.

Uh Gillett's Airport actually dropped their MRG because they have been so success successful in that area.

Sounds like they were making up for it with premium seating.

Um so that's something that's been on my mind to ask Glenn about at our Neutronic County International Airport, you know, what sort of uh efforts they've made in that regard.

I was very interested to see that Gillette ended up just dropping their MRG just because they were doing so well down there.

So just wanted to make sure you had seen that.

Uh we've already addressed Mr.

Hobbs's comments.

I would agree with Counselor Pollock that that community impact grant funding is probably the best vehicle for that.

And then uh to Mr.

Driggers, I just wanted to let you know uh don't feel bad at all that this is your third time in front of us.

I love uh, you know, you're absolutely doing things the right way.

I appreciate your comments and the articulation of your concerns, and I would welcome us city staff and council taking those recommendations and concerns into consideration as we you know look at uh future stormwater mitigation uh plans and other policies.

So I hope next time that comes up in front of us that we take those thoughts and concerns into consideration.

So to be clear on the MRG, um it didn't apply to the United Flight.

Um it only applied uh it fell under a different category for Delta flying to salt lake.

That's what it was for.

So it really had nothing to do with the Denver interaction uh for our airport.

Um I was in favor in still in favor of the paid appoint model as long as the state still has money in the aeronautics fund.

Um my understanding was I don't know if that was part of the budget process this year.

Um years ago, they set up a 10-year kind of window that many of the airports um are still participating in need to.

Um and then I think the uh car show and crazy days is pretty well been covered.

Um to the point of on uh uh the hundred-year flood plan in your absolutely correct.

Uh the developer withdrew the application, uh, but with full intent of reapplying in a different way is my belief.

So it will still be on the table in to Mr.

Driggers.

I I hope you continue to come and educate us on what's going on out there.

Um I go to physical therapy right across from the detention pond.

So I get to see it on a weekly basis, and there's currently some movement uh to extend some lots.

So um, but uh uh so I I do think it will be back in front of council at some point.

We don't know when you know when that might come about, but uh appreciate um both comments.

So in no confusion, um it was withdrawn.

So but we haven't heard the end of it.

So uh establish March March 17, 2026 as the public hearing date for consideration of an ordinance amending certain sections of chapters 8.16, smoking in public places, and 9.40 offenses by or against minors of the Casper Municipal Code to prohibit vaping in indoor public places and to restrict the sale or distribution of hemp derived and THC products to persons under 21 years of age.

Um last week, uh last weekend, um attended a couple of functions.

Uh but most notable was I went uh to the service and sacrifice uh fundraiser on Saturday for the new park um out in Mills.

Um huge attendance.

Um very well done and very well put together and congratulate City and Mills for um in their nonprofit that they've set up for that.

Um I didn't didn't hear of uh final number, but I would estimate at least close to 400 people were there and uh uh it just was a great great event.

Um I've spent a lot of time online uh watching uh the legislative session.

Hopefully a couple of bills in the Senate will die tonight because they'll time out.

Um and uh um I don't know what was going on this afternoon, but uh the Senate Senate uh recessed for geez, I don't know, an hour and a half or so while I was watching, but uh um uh so anyway, we'll see where that ends up uh this morning.

Uh I went to the Notre County Senior Citizen Service District uh meeting um over at the senior center, and uh their chairman Blackstone is uh uh a whiz and very lucky to have her as uh uh the chairman of that that board and uh they're moving right along.

Uh and um soon they'll have grant applications open.

And uh so uh they're working on a number number of different things, and they approved their finance policy conflict of interest uh statements and different things that part of the uh law does not request, but they've uh put some of those things uh into place.

So uh very uh good work and um we won't approval on that um until the twenty eight election.

You do a change in state statute in the last session, uh, which applies to us.

That has put me to shame on both the social and civic calendar front tonight.

So uh I have I have no updates for you tonight.

We had a homelessness coalition meeting last Wednesday.

We welcomed a new parking garage manager.

They reported homeless individuals continuing to use the elevator, the stairwell, and other areas when it gets cold out.

Um, and so if you see that, please report it to the mobile crisis unit.

Um, community action partnership has a mobile response unit uh or our non-emergent police line.

I do have a lot of compassion for folks in that situation, but we do routinely hear feedback from people about not feeling safe using the garage, and so we do just have to be very vigilant about it.

So I would ask us on council, but also other people just you know, be mindful of that area.

If you're driving by, walk them by, take a peek inside, make sure things look good.

If they don't uh reach out to the proper folks to make sure it gets remediated.

Yvette at Salvation Army reported that they're seeing an influx in people who are food insecure.

That's kind of in line with uh the call outs I've been issuing for the past few months from this group.

Kelly from Community Action Partnership reported that during their recent point in time count, they counted 233 people who do not have a stable home, 41 in the street.

Um so last year it was 41 year to 71.

Uh 23 sleeping in vehicles, six unaccompanied youth.

Uh, there are folks trying to fill the need with the you know dissolution of unaccompanied student initiative uh and there being no unaccompanied youth entities in town.

Uh, there are a couple of those stakeholders working together to try to fill that need.

Sixty-seven percent of them were men, thirty-three percent women.

Uh, individuals of color, particularly Native American folks were disproportionately higher represented.

Um lots of other interesting stuff.

Uh, but uh and then Rebecca at Department of Family Services mentioned that they've been doing a lot of work recently with financial exploitation cases.

They had 14 last month.

This is mostly you know, children of elderly, potentially disabled adults taking financial advantage of their relatives a lot of the time.

So I guess just also something to be mindful of.

Uh uh be looking out for that sort of stuff.

It's happening a lot in this community and other communities.

We had an economic development joint powers board meeting last Thursday.

We elected new officers.

Mark Pepper is the chair, myself as the secretary, and Mike McIntosh is the treasurer.

I hope you're okay with that.

For not being there, man.

You get some duties.

So uh it was relatively simple though.

We just approved a couple invoices.

Advanced Casper has their quarterly cocktails coming up March 12th from 5 to 7, and then their quarterly breakfast coming up April 23rd at 7 a.m.

I just have a few things from the last week or so.

On February 26th, I attended the Public Safety Communications Center Oversight Committee uh meeting.

Uh we received updates on staffing call volume at the communications center.

Uh the center remains fully staffed, and overall performance metrics continue to be strong.

Also on the 26th, I had the opportunity to attend the Concrete Association of Wyoming's annual um of Wyoming annual conference where I gave a brief welcome to the group.

Um it was nice to have an opportunity uh to chat with them and to recognize the important role their industry plays in our infrastructure in our community and around the state.

Um, one more item.

Uh on Saturday, March 7th, I will be speaking at the Rising Together rally at the Nicolays and Art Museum.

Uh, this event is focused on supporting survivors of abuse, highlighting healing resources, and building stronger community partnership.

Um, it's a meaningful effort to raise awareness and support survivors in our community.

The next meeting of the city council will be a work session to be held at 4:30 p.m.

on Tuesday, March 10th, and a regular council meeting to be held at 6 p.m.

on Tuesday, March 17th.

A notice of an executive session to take place on this date and during this meeting was given.

We have matters to discuss related to personnel, land, and attorney client privilege.

And at the conclusion of that executive session, Jareen convened the regular meeting solely for the purposes of adjournment of this regular meeting.

Move by counselor McIntosh, seconded by counselor Haskins.

There are a majority of counselors present, and a motion to adjourn it to an executive session has been moved and seconded.

This motion requires two-thirds majority of the counts.
