I'll walk you through it.

Uh tell us a little bit about nurses week, please.

Um, it's a celebration we do every year to celebrate the nurses in our community.

Wonderful.

Well, we appreciate you guys being here and the work that you guys do.

It's very critical.

Um, I see my cousin Bernadino's over there.

Um, from Casper College.

So that's awesome.

Well, I'm gonna invite anybody that wants to come up here behind me so I can read the proclamation.

I'm gonna read a quick proclamation.

Um, whereas nursing constituents um constitutes Wyoming's largest health care profession, providing indispensable high-quality care that is essential to the safety and well-being of all patients.

And whereas the nursing profession meets the evolving health care needs of our population across all settings.

While the Wyoming Nurses Association advocates for increased access to primary and preventive health care, and whereas the demand for nursing services continues to grow due to an aging population and increasing clinical complexities, making a highly skilled nursing workforce more vital than ever to our state's future.

And whereas the Wyoming Nurses Association has designated May 6th to the 12th as Nurses Week with the theme the power of nurses to celebrate the unparalleled impact and contribution nurses make to enrich our lives.

Within our community, and I encourage all residents of the city of Casper to join me in recognizing the nurses for the care for us and celebrating their achievements during this week and throughout the year.

In witness whereof, I have set my hand and cause the official sale of the city of Casper to be a fixed this fifth day of 2026.

So I'm just curious up at Casper College.

Um how many students we have currently, and I'm pretty sure we're total totally full in that program.

Do you want to call it just uh uh curious on that?

And then would anybody venture a guess how many nurses we have uh in Casper when you add up all of the different facilities, clinics, and I mean, would probably 1,500 two thousand.

Um is that at least Casper College nursing program recently celebrated their 50th anniversary.

So to quantify the number of qualified graduates that we've placed in our community over the years would take a little bit of mathematics to do.

Um I would say in general, 50, 60 percent of the nurses that you encounter in the Trota County have most likely graduated from Casper College.

Do you know we are I don't think everybody knows what your position is up at Casper College?

My name is uh Bernard Vino Madsen.

I am the Dean of Health Sciences at Casper College.

Um, just really briefly on a personal level.

Um, when my father was in the hospital um uh and he passed away, the nurse the nurses there showed an unparalleled amount of compassion.

Um it very much touched my heart, and um I just want to let you know how important you are to our community and the work that you do and the sacrifices that you make.

And so from a personal level, um, I am grateful for you and the work that you do.

Um, thank you and God bless you guys.

I just wanted to add my congratulations and thanks to the all the nurses.

Um I have several nurses in my family, and and certainly grateful for them always, and and for uh I'm particularly grateful for school the role that school nurses play.

I was a elementary administrator for many years and and uh learned the value of of uh uh school nurses at that time.

They're uh just I couldn't have done it without them.

I mean, they literally saved lives and uh made lives for better for kids and families.

So thank you to especially to school nurses, but to all nurses and as well.

Just an add-on to that, it'd be nice if the legislature would fund some of those positions in our school districts, so across the state, but just saying

Whereas the office of your municipal court clerk is a time-honored and vital part of the city of Casper's local government, supporting trans responsive service to our residents, and whereas the municipal cur clerk office in the city of Casper continues a long-standing public service tradition by providing accurate records, consistent procedures, and dependable customer service.

And whereas the City of Casper Clerk's office is staffed by three positions: city clerk, records technician, and licensing specialist.

And whereas in 2025, the records technician fulfilled 187 public record requests and added 1,844 documents to laser fish.

And whereas in 2025, the licensing specialist processed 355 health businesses licenses, 99 liquor license renewals, and issued 149 catering permits, 52 malt beverage permits, 102 open container permits, 84 special events, uh 21 inherent merch emergents, uh 34 mobile vendor uh parking permits and 32 unsolicited salesman permits.

That's a lot of stuff there.

Whereas the city clerk prepares the agenda and meeting packets for every city council meeting and work session typically four times a month and as needed for special meetings to ensure timely and organized and accessible public meetings.

And whereas it is most appropriate that we recognize the accomplishments and a dedicated public service of the city City of Casper's clerk's office.

Now, therefore, I Ray Pacheco, mayor of the City of Casper, do hereby proclaim May 3rd through the 9th, 2026 as professional municipal clerks week within our community, and I encourage all residents of the city of Casper to join me in recognizing the vital services the clerk's office performs and their exemplary dedication to effective administration of our local government, the preservation of public records, and the transparent accountable service to our city.

As you can see, they do a lot of work for the city.

Um and they're a great group of people when I come in to see them and they do great work for us.

So thank you guys.

We really do appreciate it.

I don't know if anybody has anything else they would like to say.

Now is the time that we invite anyone in the audience who wishes to speak with the council to come forward.

This portion of the meeting is dedicated to the public to allow time to discuss matters of public interest and voice any concerns.

Council will not respond to any personnel matters, those will all be referred to our city manager.

Counselors may ask clarifying questions, but if they choose to respond to matters, they will do so during the schedule council response time following communications from persons present.

Presentations are limited to five minutes and there are no time extensions.

Please note that public hearings and ordinances have their own separate comment periods.

So if you want to come on out.

But we really uh figured it out that we have a gap in services in our community when my sister-in-law was diagnosed with early onset Alzheimer's at the age of 59, which is the age that I am now.

And so it's impactful when you go through an experience like that.

She was from Casper, she lived in Denver and was a financial advisor at Merrill Lynch and very independent woman, healthy, strong.

Um, and she uh suffered a great deal with her disease, moved back to Casper.

We tried to keep her in her house as long as possible.

Uh she didn't have a spouse, and she had siblings, but who all worked outside the home.

So she prematurely in our mind um had to um enter the assisted living facility and lived there until last March when she passed away from her disease.

But while this was going on, we were wondering isn't there a place for people who like to be with people and like to be out?

She's used to going to work.

Isn't there a place for those folks who aren't ready for assisted living or nursing home but can't manage at home by themselves, and there just isn't.

There wasn't.

Um there was only one such place in the entire state, and that's in Sheridan.

Um, and so we decided to take a really big leap of faith and uh did work for years, several years on this project.

It is complete, the building is complete.

Uh, we are waiting for the state department of health to come and issue our license, probably in one or two weeks.

Um, so I don't know if it's um acceptable to leave a brochure for each of you.

Um we are located um at 1744 South Poplar Street, the old true care building, uh right up south of Walgreens.

Uh we have 5,000 square feet that we had renovated in that building.

We have a cool little patio out front and the most lovely space on the inside.

It's all new, ADA compliant, um, up to the health codes, even the 2006 health codes that the state of Wyoming is still using.

Um all the city codes, like it's it's fabulous, and I'm so thrilled and proud.

Uh we will be having um an open house uh for the public May 16th and 17th, Saturday and Sunday, and then we'll be doing a Chamber of Commerce ribbon cutting uh grand opening on June 18th, Thursday.

And we invite all of you to come and take a look.

Uh we are serving people 50 years and older who are just needing supervision, healthy meals, activities, um, socialization, and community involvement.

We have Casper College OT students coming to to do their skills with our clients and the nurses were just talking to me about their students coming.

We have a daycare next door, we have schools that want to bring their students.

It's gonna be a really rich environment for our seniors and um those suffering with dementia.

And uh according to um one of our neurologists here in town, he's diagnosing about 10 people a week in Casper with dementia, which is startling, I think.

Um but we're here to help and fill that gap a little bit and do everything we can to uh to to give it to our community.

So wonderful, thank you, Becky.

I've known Becky a long time, she's amazing.

That's been a long journey for you.

Yes, it has.

We met a good year or two ago.

Yeah.

About it.

Well this be qualified through Medicaid and Medicare or Afraid not.

Um Medicare does not cover adult day services whatsoever.

Medicaid does, but they pay $25 for a half a day.

And so that's I mean, it's it's very very poor reimbursement, uh, unfortunately.

I do have a connection with a gentleman with the AARP who is uh in Wyoming who is lobbying to get that increased, but that that will take time.

Yeah.

So it is private pay generally.

VA, we're waiting if anybody has any connections with the VA.

We're waiting for that.

We've had our paperwork in for many months, and we're just waiting to hear back about getting our credentials there.

And then long-term care insurance will cover adult day services, but not a lot of people have that uh insurance.

So yeah.

I don't have another five minutes.

I know that, but another meeting.

Um people are asking you questions.

You can we can okay.

While we had nothing better to do, we decided to start a foundation on this uh a separate foundation.

Um my mother has headed that up.

Um, who by the way, I graduated from nursing school with in 1991.

So we're we're partners for life.

Um she uh started the foundation, one of the school uh uh Casper College nurses, Heidi Laux was here, she's on the board.

Um and uh several brilliant people, Tabitha Thrasher, she's a gerontologist, and they are going to be uh applying for grants.

They have started applying for grants for our seniors who fall through the cracks in many areas.

Um eye glasses and eye exams, dentures and dental care, um hearing and hearing aids, uh transportation, meals, and day services.

So if somebody can't access those things, they can apply to the foundation, and if they qualify, they can get scholarship for those items.

So we knew that there will be a lot of people who can't access an expensive service like a day center.

And so hopefully this will help fill that need as well.

It's called the Still Me Foundation, and it's just getting going.

So wow.

Um so um last I think it was last Wednesday.

Um I went to um, I don't know if you pronounce it.

Chiba HUD or Chebo.

So uh for one of their openings that I got invited to and um it was packed.

Places really nice.

They did a nice job building.

And uh totally not what I expected, but if you have a chance, um go buy a sandwich, but also uh uh Zach Pollen's uh murals.

I don't know how much I think the number was 2500 hours uh that he had into the total total project, but um it's pretty remarkable and um uh very nicely done and congratulate them.

Um the next night uh meals on wheels.

I'm on that that board um and they had their appreciation dinner over at the Ramcota.

Uh over 200 volunteers uh came and uh they've got quite a quite a force of volunteers and drivers and all of that.

Um so that was nice.

Um May 1st, there was the announcement of uh a new group coming in for the fairgrounds for Indian relay races in uh that'll take place in September.

And I think it's really exciting in um a very well-organized group out of North Dakota representing several tribes, and I think we'll have good participation both uh across the country and uh look forward to that.

On uh the second Mills Lions Club on Saturday, uh had their pancake breakfast, and of course, a great success.

And uh congratulate them on all the work that um that the Lions Club does along with the blind camp.

Um that's recognized nationally up on Casper Mountain.

Uh Saturday night, Casp um the uh Child Development Center, um to Alakart, um huge huge success.

I don't know numbers, but um was a a great event.

Uh yesterday visit Casper hosted uh a lunch and information uh over at City Works.

I didn't know how that would all work as far as a venue, but it was great.

Um and uh I think they did the food in-house, which was very interesting, but never had been to uh maybe that's why I did.

But uh tea sandwiches and but there was brats uh abroad, so that wasn't as healthy, but but uh great statistics and the new uh director of the division of tourism came up um and uh uh spoke along with the net and uh so that was great.

Uh this morning I had uh uh the senior district uh met and went through grand applications um in awarded two for this upcoming year and uh uh more discussion uh on meals on wheels application was great, very detailed, but they want a little more discussion, so that was that was great.

Uh and I think that's it.

Um just want to remind folks that um to register to vote and to change party affiliation, you have to do that um uh by the thirteenth of May.

Um before anybody actually registers um to uh be a candidate, which is a little awkward, but that's the way the legislature wanted it.

Um and uh just keep reminding people to vote and vote on August 18th.

I stood in line, but I wore my comfy heels, so it was fine.

And apparently I didn't win the Mustang for the CDC because they didn't get a call.

I had a finance committee, but I already punted to Kyle because he took notes.

So I didn't have any.

I was gonna say either you can take it or the vice mayor can take it.

Although I will say the artwork at Chibaha is astounding are the carbs.

So I'm sorry you don't love healthy food, but I can see why you would like the Chiba Hut, because that bread is on point.

And the atmosphere was great.

It was busy and I worried.

I really didn't think I was gonna get home and on Monday there would be a lot of angry emails about how busy it was all weekend.

But there must be something about the vibe because everybody I didn't get any emails, everybody was happy and nice and the wait was legit, and yet everyone was still happy and nice.

Um let's see, I just did the same thing Pat did pretty much um give and take.

So I don't think I have anything that um I need to be covered, really.

Uh yeah, must have been like that for all of us.

First week of the month, I guess none of the board meetings are hitting.

But uh yeah, all I had, I didn't make it to Chiva Hut.

I was excited.

They came to town.

I love their sandwiches.

Um so glad some of y'all make it.

Counselor Sweeney, I'd be curious if you picked up a little bit of White Widow, some of the sticky icky.

I don't know what you walked away with, but uh I'm sure it was good.

I had a uh all I had was I had a finance advisory council meeting last Wednesday.

Uh again, Councilor Haskins and uh the mayor were there.

Uh really good uh albeit dense kind of summary of finances overall.

So just kind of the highlights.

Our investments and equities are both doing very well.

Our investment specialist from First Interstate Bank, who we've contracted with for the uh that service.

Uh they'll be joining us at the next meeting, so we'll get a little more kind of in-depth conversation uh with them as they've been guiding those investments.

But overall, we generate about six plus million in interest revenue um through various different, you know, uh as is I've mentioned in the past, our general fund, we keep a 120-day operating reserve, our enterprise funds are a 90-day, and so you know there's lots of reasons why we have money kind of being held, but great to see those uh returns on those holdings uh because it helps us you know spread our dollar even further.

Six cent revenues.

Uh I know uh we uh had to push that initial deadline a little bit, and there was a little bit of concern about that taking longer, but uh they've picked up a little bit, and so we do expect to uh collect all those revenues by the end of this month, which is great news.

Um so I'm glad we made the decision to end it on June 30th.

Uh as a reminder, we can't stop it earlier, even if we collect those revenues by the end of this month because it has to be on a quarter to quarter basis with Department of Revenue.

So, you know, it sounds like we might have a slight over collection, but that's probably a good thing because I'm guessing those estimates that we uh had from 18, 24 months ago in my experience, uh have probably gone up a little bit.

So um revenues will also come in quite a bit higher than expected.

This is due to it's very conservative budgeting back in 2021 when those projections were kind of established.

And uh as has been discussed, we're probably looking at uh those as a potential source of revenue to build fire station number one.

So we'll uh have conversations about that uh I imagine at some point in the future.

Enterprise funds are all on track with a lot of capital work being done, and uh we should be getting bids back this week, I believe, for Poplar Street Pedestrian Bridge.

So looking forward to seeing those.

Um was a slow week for me as well.

Uh however, I did have an opportunity to do a last minute um uh uh conversation with a civics class from Casper Christian Academy.

Uh they were doing a tour of the city um in the city hall.

Um so I had an opportunity to swing over here real quick and and chat with them.

Um they asked some great questions about the city, kind of walk through these type of government that we have here, um, what we do, some of these interesting questions about council how ordinances are passed, etc.

The the best part about it was is that once they were done here, they were going over to the courthouse to register to vote.

They were all 18.

And so um I I loved it.

I thought that was a great opportunity.

And like um Counselor Sweeney said, um, I tell us to all my policy classes that I teach at the University of Wyoming.

That is it's critical if you want to have a voice um in government, um, in politics and all those things uh is to vote.

It is a gift that we have um in this country for us to be able to vote.

And I tell that to my my students, those students that were there wanting to get engaged um to do that.

So um, if you know in your circles, talk to people, um consequential election coming up, please vote.

Register to vote all the way from city council, nonpartisan all the way up to um US representative and Senate.

Um very, very important.

Talk to your circles, talk to young people and get them out there to vote.
