This is my colleague Rachel Pryor.

My name is Jason Merrick.

We work for Central Wyoming Counseling Center and we're part of the mobile crisis team.

Um we kind of want to get to know everybody, just let you know who we are.

I know we've talked a couple of times at council meetings, but uh we're really feel like we're getting some traction and we're ready to uh go up to the big leagues, I guess you could say, with uh the PD and the fire department and the EMS, and we'd really like to be part of that communication lines of communication strategies that we're open to ideas and thoughts from various departments on how that would look.

Um we have some ideas of our own, but we just want to put it out there that that we're here and we're ready to take calls.

We service all of Casper, all of Mills and Evanston, and we've even been to the old Neutronic County.

Yeah, we expanded into Glen Rock and Douglas now as well.

So yeah, and and we're mobile, so we address uh mental health crisis, we look at drug overdoses, we look at people uh possible suicide idea suicidal ideations.

Um if we were dispatched to a first response a scene with first responders, you know, we would ask that the scene be you know determined safe for civilians to come on and uh that there is actually a need for some de-escalation or for some services.

We have the capability to to help with titling folks if that's needed.

We also have access to all of our city's resources.

We can transport to the mission to WBI to CWCC.

We we assess the situation, we determine what resources are most appropriate, and then we make we make contact and and get the person what they need.

Uh, right now we are up.

We're kind of operating in the bankers' hours realm.

Um we hope to expand into some later hours in the evening and through the night.

Um, but we are functional on weekends as well.

So seven days, we just we just kind of grew into that um into that time frame.

So about about 10 in the morning until uh eight or eight until 10 at night.

10 or 11.

10 or 11 at night, depending on the day of the week.

Um, but we'd love it if uh if we could get plugged in.

If you have any ideas, any thoughts on on what how we could do that?

We'd love to answer any questions that you might have, uh, leave some contact information if if you'd like.

Uh and that's that's what we do.

Um, they were awarded opioid money, how those entities uh split that money amongst the four.

I don't know if opioid funding is being utilized to directly fund this uh project.

Hello.

My name is Stan State.

I have been a chiropractor and a member of the small business community in Casper for 45 years, and at my current location at 223 South Kenwood Street for 42 years.

There has always been harmony and respect between businesses and residents on Kenwood for decades.

Stirrups has shown nothing but contempt and disrespect to the neighborhood and businesses.

Since I spoke to this console on March 17th, the situation is worsened despite damage control by the city.

I had resigned myself to a new norm.

I modified my office hours and scheduled patients during sternup's non-peak hours.

I was willing to put up with the relentless traffic congestion.

Now 7 a.m.

to 9 p.m.

seven days a week with relentless U-turns, blocking sidewalks, air quality from idling traffic, rudeness of their customers, and excessive noise from idling trucks and music.

You can literally sing the song within my office.

Prior to June 29th, David and Ari never parked in front of my business, nor did their employees.

On June 29th, that changed.

Whatever occurred in their heads on that date, they decided to target my business and by extension my patients.

They began to park their vehicles as well as instructing their employees to park in front of my business to restrict or block patient access.

Those vehicles those vehicles would remain for extended periods of time during the working hours and employee shifts.

The differences they have with the city in lot two have nothing to do with me.

If you know what was magical about June 29th, let me know.

They clearly have alternatives.

There are five public parking spaces on the west side of the street and four parking spaces on their premises that they choose not to use for themselves or for their employees.

They choose to use the east side public parking, limiting parking to swans and my business.

There are three public parking spaces in front of my business, and for 42 years, I have never had any issues until David and Ari came along.

The community had respect for the nature of my business.

The elderly, disabled, and impaired had unencumbered access to my business.

I believe I'm entitled to your opinion as to the activity and the behavior that you observe.

I need to know what kind of community I live in, and if this behavior and activity is acceptable.

To date, the neighborhood and businesses have little empathy or advocacy.

I'm seeking advice from community leaders and organizations that purport to support small business as well as small business owners and the public at large.

I'm willing to present the videos to board of directors, small business owners, and the public at large.

If your business or neighborhood were being subjected to this activity and behavior, what would your advice be?

These videos need to be reviewed with the lens of intent.

The videos speak for themselves.

You can render your own opinion.

In my opinion, they're clearly revealed the intent to harass, intimidate, restrict, bully, and block patient access to my business.

How about reviewing the videos within the lens of ethics and morality?

Who does that?

Who intentionally restricts and recruits their employees to rick restrict access to the elderly, disabled, and impaired to a health for health care facility?

In my opinion, there is a malicious intent to harm my business, and their employees are actively participating.

I grow weary of Dave and Ari portraying themselves as victims.

Make no mistake, the surrounding businesses and neighborhood are the victims, not stirrups and their customers.

They are at best inconvenienced where the surrounding businesses enabled are being harmed.

God forbid if their leases renewed, only for the neighborhood to suffer for decades to come.

They are masters of self-promotion and social media.

They have a loyal and devoted customer base.

No doubt after expressing my views tonight, I will be doxed, and their loyal filing will target my business.

They have no intention of being good neighbors.

And uh I am concerned in hopefully we can come to some sort of resolution.

So is the parking situation continued or no?

They continue.

Ari parked the truck out front yesterday, and I've got video of allies of theirs removing the post.

Um the delineator post, split the entrance.

And that's important to um Archie's and the back shack.

Because that parking on the west side is the only parking they have for their for their customers.

So they need to need to be out of to be able to exit onto Kenwood.

And I've got pictures of David running over the delineator post with this truck.

I've got pictures of Ari with her forerunner running over the post with uh, you know, with her uh with her vehicle, and again, the the guys coming up in tip pulling out the post, throwing it against the side of the fence, and then Chris, they apparently Archie's and VAC Shack have ours on Sunday.

So Chris, the owner of Archie's and VAC Shack, he came out and put the post back in, and it's been there ever since.

There's magic marker on there now on the post.

I don't know what it says, but somebody took the magic marker, and there's some sort of language on it about hit me or something like that.

I mean, a lot of times people don't, they don't have no, they don't have any respect for that.

They don't stay in the right-hand lane to the right of the post.

They go through the exit because they have a hard time making that left-hand turn to square up to the window, but they do.

They're capable of doing that, they just don't want to do that.

So um, but I welcome the show the videos to anybody who wants to, you know.

I don't the videos speak for themselves.

I don't have to narrate them.

But uh to me, it's just horrific.

Who treats people like that?

Hi uh David Starsevich, I don't I don't have a statement, but uh I speak for stirrups.

Um I've presented you guys a lot of data information.

Um I'm here to answer any questions.

Why are you running over if he adds videos?

What do you have with the delineator posts?

What's that now?

What's the problem you have with a delineator post?

Yeah, it inhibits the access to our lot, which is labeled lot one on the plat.

Um that Kenwood access is actually a sole easement for our property.

Uh no one else has the right to use that property above our customers, labeled on the plat as sole use for lot one.

Um so when our custom customers uh are inhibited to accessing that property, um that's that's not okay.

If you read the flats, it actually shows uh zero for the city to cross that anyway.

The only thing it shows is a utility easement, so we don't understand how they're trying to turn it into a two-way traffic.

It isn't there's nowhere on that access exists solely for lot one's access to lot one's property.

That is what the easement is for.

It says it on the plat that you guys have in the county registration.

Other questions, I go ahead.

Yeah, absolutely.

So why what's the hesitation of being good neighbors and utilize let in the house?

I have no, I have no hesitation in being a good neighbor.

Um, we we've been accommodating from this from the beginning.

Unfortunately, um we've we've been put in a position now where we are trying to defend ourselves and our business and our livelihood.

Um recently, you know, the the actions that the city staff and the council has made to make Archie the city parking lot there unavailable to us.

Our people don't have anywhere to park.

We do not have four spots on lot one.

We have a drive-thru and an exit lane.

We've blacked out the the parking spaces, those are not parking spaces.

Our people don't have anywhere to park.

We they were parking in the lot, they weren't inhibiting any access to swans or to um's place.

Um when we watched this council meeting and we were informed that your intent is to license or to sign agreements with people, certain private entities for the access to that public lot.

We just had our girls park somewhere else, and those lots are public parking, they are not private parking.

So our girls have just as much right to use them as anybody else does along with the street parking, along with the street parking.

So you're not intentionally trying to where would you well just make it a question?

Where would you like me to because of your arguments with him?

I'm not arguing.

I'm not I have not once argued with any of them about anything.

I'm arguing with the city staff.

I don't I don't have an argument with any of my neighbors.

They are coming to you guys, you guys are coming to me.

I'm doing my best to be accommodating while at the same time defending my my business and my livelihood.

I've got three young children.

This is how we make money.

Yes, I I am pushy at this point because after four or five months, you know, we've we've been dogged pretty hard.

We've been dogged in the newspaper, we've been dogged at city council for a number of months now.

Um, I don't like handling stuff like this in public.

This is not like me to make public comments.

I've tried to contact everyone here privately.

I've tried to do my due diligence the best I can and come up with logical arguments.

Nothing I'm saying is emotional in any way.

Um but you know, the logic says that I have a right to access my property via Kenwood.

My girls have a right to park on public parking to go to the place that they work.

You know, we we have well over 50 employees.

We're we're you know, we get we have a lot going on that we provide to the community, and to be treated like this and to be kind of shuffled off to the side is aggravating.

So I guess my question is uh in one of the videos that I saw, I don't know the exact date, but when you go downtown and park, say on second street, you typically uh with your truck, do you typically park um outside the lines and take up two parking spots?

If the back of my truck is at risk, yes.

The length of those parking spots are insufficient for perpendicular parking.

Um they are sufficient for small cars, um, but they are not sufficient for trucks, and so I do not want to inhibit traffic leaving Kenwood on to second.

I do not want damage to the back of my truck, and I have been told that I can't park in the city parking lot.

Watching your city council meetings, that's the that's the inference I'm making.

So where else would you like me to park?

How would you like me to park safely?

I have a longer truck, those are short parking spots.

So you're you're totally um making stuff up, Dave.

And so in being totally disrespectful to your neighbors, and so and will you know the city uh attorney may want to uh address your inferences on the ease, but but it's not inferences, it's on the document.

It sure is.

I've seen the document, but it doesn't mean what we're doing.

And it's not my property.

If you have an issue with the document and the plating, you need to take that out with the Talberts.

I'm leasing the property.

If you would like to involve the Talberts in this conversation, I'm more than happy to involve them.

Um they're they're aware of the situation at this point.

Um they have rights to access that property, and those rights have are at least to us right now.

I think you you know uh a number of you guys have been very articulate in your um kind of laying out of concerns, and uh you've done certainly a lot of research.

I really appreciate all the citations you provide and uh the images and stuff like that.

So uh I just want to let you know I do really appreciate what people provide really robust um substantial kind of emails and phone calls to us.

My I guess my question is uh as somebody who has um not taken the opportunity to more fully inform myself on this issue.

In your opinion, um what outstanding items are left, what what solutions would you like to see from the city?

Um how do you what do you think the path forward is on this as somebody who at this point in time with my limited knowledge does not know what the silver bullet solution is to this problem?

Well, this is why we're here today, and I am here to just defend our position at this point because we don't have a list of things that we want.

The things that are being asked for are from everybody else, and they're being granted at our expense.

And at this point, we you know, we asked just to take a pause a while ago and let things blow over to let things simmer and to go away.

Um, when we watch these meetings and we're informed that the parking lot that our girls have been using to park and go to work is now going to be, you know, there's gonna be agreements signed to private entities to use a public lot that are going to disallow parking for us there, so we have to move over here.

Well, automatically we get made the bad guy.

You heard very clearly from Dan that now we're the bad guys, and we're reacting to what we hear here.

Well, the city staff, the information they've presented to us.

We're we're reacting to what is being given to us.

Nothing we're doing is out of malice or emotional or anything like that.

We are reacting to what we're hearing here and what the city staff is presenting us.

That that's all we can do.

I don't have a I I'm not acting in any malice in any way.

So we're open to suggestions in the how would you how would you like what would you like me to ask for?

What would you like me to do?

If I could speak for a second.

This is both for the local the businesses and and for you guys.

We've met many times.

I've met with the so I'm gonna put this on the record.

I I've met with the staff and council one time, right?

I hear you and I like to get out of hand because I don't want this to happen publicly per se.

But I but I think the city staff has spent a multiple hours over that area.

Would that be is that safe to say at not at my ask?

Not at my bequest.

No, I'm not saying that.

Have they been there many, many times?

A lot of harassment to my team during business hours.

And then we're hearing harassment from Dan.

We're doing that.

But the point that I want to make tonight is that we are, and we have been trying to work with you guys.

Well, no, in good David, in good faith, but but you made you made the implication, and Dan and others have made the implication that the city is not doing anything, and that is wrong.

No, no, I'm not saying they're not doing anything.

I'm saying that I'm reacting to what the city is doing.

Because we're trying, because we're Dave, we're trying to figure this out, and it's incredibly complicated.

And I would prefer that we sit down and have these conversations.

I've asked.

I've asked.

I have not asked in public.

Everything that I've brought to you guys has been very private and respectful.

I don't go around showing videos of my neighbors or pictures of my neighbors.

I I'm not that guy.

I've asked to meet with you guys privately.

I've asked to have this conversation privately, and I've been ignored.

I don't want to do this possible.

David, you and I have talked several times on the telephone.

I've talked with you and Ari, and I said, we're trying to figure this out.

And it's the same thing with our with the neighbors as well.

The city is caught in the middle of this trying to figure out it's the city's problem.

Um last Thursday morning at seven in the morning.

Uh the IMACO Joint Powers Board uh had their budget hearing at seven in the morning.

I don't know who does that.

Um there I went to the very exciting Hall of Justice meeting with uh counselor Macintosh.

Um uh that evening there were several candidate forums.

I made it to two.

Um one in particular by the League of Women Voters and the library.

Um put on a great forum I felt uh with the county commissioner candidates, and then later that evening, um, starting at what was it, 745, um uh city council candidates, which was really good.

So um a great talent pool, I think, for folks to uh consider in some great incumbents that I hope our citizens will look on favorably.

Um Pride, um I was invited to uh tour the boys and girls club.

Um had uh I think the past uh state champion uh who's gonna be a junior at K dub uh this year, but is about 6'4, I think.

Um but uh had a great tour in uh if council gets a chance.

Uh they've got some new new things, new programs going and so it'd be worth your time.

And then uh sat in on the LGBTQ.

Um as an alternate.

Uh thankfully um councillor Pollock was there in um always is visionary.

So then today regional water and um uh covered that.

Uh only thing I'd add about regional water, it was quite a short meeting, but um we did uh report that uh our revenues came in higher than projected in no small part due to high water sales in June, as you can probably uh understand the reason for that.

So um we did come in uh over revenue there.

Um LWTQ advisory last week, uh again, relatively um uneventful meeting, though we did have a quorum, so we were able to approve some minutes.

Uh we did talk about the um meeting time and frequency, looking to try to potentially uh adjust that to help some folks be able to get to those meetings and um looks like we will be opening applications in the near term for that committee.

Um the only other item it sounds like we have action in the works for the mobile crisis unit, but I don't know if you needed any further direction from council or if we're just sort of holding to work through the items that we already have with them.

I had a Casper Housing Authority Board meeting last Wednesday.

That was Kim Summerall rights last meeting.

Uh so again, wishing her well under a retirement.

I believe their team is having a retirement uh celebration for her in the very near future.

Discuss necessary repairs to be made at Wyoming National Apartments, uh building downtown they recently acquired uh regarding their HVAC system, so working on that.

They recently installed a self-service little food pantry at their urban thistle farm location.

This is the first one in North Casper, from what I understand.

Uh, your Wyoming Link, which I think is like the newly branded KCWY 13, uh did a nice little news segment highlighting the importance of these pantries in the community, especially as food insecurity increases.

I think that was last week uh at some point.

We had our council of governments breakfast last Thursday.

Uh I did not take any notes on that.

Uh so my lots happened since then, but uh it's always great to connect with the community's leaders.

I remember we made some referrals to resources for our neighbors up in Midwest because they're working through some things and obviously have a little bit less resources to bear than uh we have the luxury of here in Casper.

So just making referrals, kind of trying to get a sense to understand their budgets better and just understand uh which uh what each community's kind of pain points are and um what their needs are.

I joined uh councillor Macintosh and Sweeney, I believe, Saturday morning at the uh um college class up at UWCC, uh taught by our mayor, and uh I always enjoy the opportunity to speak to that group.

They always ask good questions and are interested in the workings of uh city council.

And then yeah, I also attended the city council forum.

I really appreciate all those people putting their names in the ring and uh showing up to uh kind of explain what they view as priorities for the community.

But I also really want to thank League of Women Voters in the Toronto County Public Library.

I really like that forum series.

They do a good job.

Uh Dale Borin, formerly of uh Casper Star Tribune and the Casper Journal was the moderator.

He did a fantastic job moderating, and we even had some uh youth there.

I believe they were from the boys and girls club, and they were helping keep time and uh also involved in kind of the process.

So it was great to see some teenagers kind of involved in that as well.

So just uh really like the format of the event and appreciate all the volunteers, especially didn't start till 7 45.

I don't think I left the parking lot until a quarter after nine or something.

So, you know, a late night for volunteers, so appreciative.

I did have the chance to welcome the Wyoming Senior Women's Golf Association uh tournament.

Uh they had 95 participants.

Um they played at three crowns, so that was great.

Uh visit Casper was there also to welcome them.

Um and then I just impromptu I decided to just ring by the senior center.

Um my uh family goes there, my dad went there.

Um it's always a great great opportunity to touch base with um seniors.

Um and the senior center does a fantastic job taking care of of um um of those individuals.

So a notice of an executive session to take place at this date and during this meeting was given.

We have litigation and attorney client privilege matters to discuss.
