The Planning Commission met virtually on Tuesday, April 1, 2025 at 7:00 PM to consider three conditional zoning applications for affordable housing, approve the previous meeting's minutes, and discuss staff appointments. The site is across from the Seymour Senior Center and near Homestead Park. Staff recommended approval. Discussion focused on minimizing impervious surfaces in the Resource Conservation District (RCD), greenway connections, and parking (approximately 1 space per unit).
- 1701 Martin Luther King Jr. Blvd (1701 North Apartments): The applicant, Zimmer Development Company, requested a conditional rezoning to convert long-vacant ground-floor commercial space into six affordable residential units (60% AMI). The existing 154-unit apartment complex is 97% occupied. The change would reduce daily vehicle trips (from 448 to 43). Staff and the Commission supported the proposal, with suggestions to add shade trees to the parking lot and consider noise buffering for units facing MLK Boulevard.

And I just want to say that uh, yeah. So I don't does anybody have any modifications that they want to make to the agenda? Okay. All in favor of uh approving the agenda, just wave your hand or say aye or yes. All opposed. Okay, approved. Petitions. Are there any petitions from the planning commission? Okay. Are there any petitions from the public? I did not see anyone a couple minutes ago. But um Josh or Jacob, if do you see anyone petitioning from the public? I don't think we have any uh notice of any earlier petition and don't see any right now. Okay, so let's move to the minutes of um the uh ooh, it says, yeah, draft of the um 18th minute, and I do want to make one um modification, and that is even though I wasn't at that meeting. I know that uh as part of the agenda, there were some uh uh background material on the uh complete community highlights, and I think it's important because there is that um vote on that. I think it's important to attach that back to the um minutes. So I am recommending to add that in unless there's any reason we can't do that. Josh, is that all right? Sorry to add uh which back in there were attachments for that meeting that John Mitchell prepared, and they're directly relevant to what was voted on in the meeting.
