Chapel Hill Historic District Commission Meeting - April 8, 2025
The Chapel Hill Historic District Commission met on Tuesday, April 8, 2025, at 6:30 PM in Council Chamber, Town Hall. The commission considered a consent item, one old business item (solar panels at 208 Spring Lane), and one new business item (modification to the Gimghoul Castle project). All votes were unanimous. The meeting also included discussion of officer elections, sub-committee updates, and preparation for an upcoming retreat.

Discussion Items
- Announcements: Staff Liaison Harrell noted that two commissioners still need to complete CLG training by September; a workshop in May with the Orange Chatham Realtor Association and Preservation Chapel Hill will count. Terms for Commissioners Lascelles, Booth, and Martin expire in June and they can reapply. A forthcoming text amendment may reduce board sizes to seven members, but current members will not be removed early. Chair Daniels thanked Vice Chair Polly van de Velde for her service, as this was her final meeting.
- Officer Elections: Chair Daniels explained the need to elect a new Vice Chair to replace Polly van de Velde for the remainder of her term (through August). Several commissioners expressed interest, but the item was continued to the next meeting for further discussion.
- Sub-Committee Updates:
- Preservation Month: Commissioner McCormick reported that Town Communications will include information in Town News, and she will submit a proclamation request form to the Mayor’s office.
- Look-book Subcommittee: Chair Daniels noted discussions are on hold until the commission retreat.
- Retreat Agenda: The retreat is scheduled for April 25, 2025, from 12:00 PM to 5:00 PM at the library, facilitated by the Town Ombuds. Feedback was provided on the draft agenda: the get-to-know-you prompts will be revised to focus on commissioners’ backgrounds and interest in historic preservation, and the topic of historic district boundaries will be added under “Planning for Future Growth and Development.” Staff will send a revised agenda and a compiled list of design standards topics for review.
Old Business
- 208 Spring Lane [25-0134]: Commissioner Gurlitz recused himself as the property owner. He presented an application to install 27 solar panels on the south-facing roof and 4 panels on the west-facing roof of his home, which is located within the historic district. The roof is a 43-year-old metal barn roof painted every 10 years. The panels would sit about 4 inches above the roof surface, with most facing a sorority parking lot. The commission unanimously found the application not incongruous with the special character of the historic district.
New Business
- 742 Gimghoul Road [25-0135]: Applicant Craig Ward presented a modification to a previously approved COA for Gimghoul Castle. The original plan included a tower over a new restroom addition with steps to a lookout. The Castle Board determined the tower detracted from the castle’s character, and removing it allows reallocating funds for interior code improvements. The revised design eliminates the tower, repositions the door for accessibility, and rotates the stairs parallel to the existing wall. The commission unanimously found the modification not incongruous with the special character of the historic district.

- The officer election to fill the Vice Chair vacancy was deferred to the May 13, 2025 meeting.

Here. Clark. Present. Don. Here. And Duncan is absent as we knew he would be. Otherwise, it asks for a motion to approve. Doesn't the secretary need to read the yes. Secretary needs to read procedure into the record. And then I need to read the public. Do we do we skip the stuff? We did. Sharnita. Please go ahead. Sorry about that. Or Anna Scott. I'll do that. I'll now read into the record the following. The commission operates under NC General Statutes 160 D 940, which gives local governments historic preservation authority and the Chapel Hill land use management ordinance, including Article 3, which established the local historic districts and sets forth regulations governing them. And the Chapel Hill Historic District's design principles and standards, which sets forth standards for changes in the historic districts and the rules of procedure adopted by the Chapel Hill Historic District Commission, as well as the significance reports from all three historic districts and photos. I also call to your attention each of the applications and associated materials in your agenda packet. All of these items are hereby entered into the record. Thank you.
