- Atlas Millennium (Certificate of Appropriateness Modification for Lighting): The item was originally on the consent agenda but was pulled for discussion. Justin Brown Pannoni, engineer for the project, explained the changes are minor tweaks to light locations and the addition of specification sheets, with one garage/canopy light fixture removed. Commissioner Susan Lyons expressed concern about the use of 4,000 Kelvin lights along Legion Road, noting that the new LUMO (Land Use Management Ordinance) under development recommends 3,000 Kelvin. She asked if the applicant could reduce the Kelvin. The applicant stated that restudying photometrics would be needed to ensure safety. Commissioner Patrick Brennan supported the project, citing pedestrian safety. Vice Chair Lyons ultimately voted no, but after Chair Weis clarified a majority of seats (four) was required for approval, Lyons changed her vote, resulting in a 4-0 approval.
- 200 Perkins (Updated Design Package for Paint Colors): Dina presented the revised color scheme for the 25-year-old apartment buildings. The main change was that brick, masonry, and stone would remain unpainted, with only painted surfaces refreshed to a slightly brighter palette. Commissioners praised the work. Commissioner Heather Washburn suggested that the front door entry could be more clearly highlighted with color, but noted this was only a suggestion and not required. The commission approved the design package unanimously.
- Public Art Subcommittee Report: Chair Weis and Commissioner Brennan reported on a meeting with a representative from the Town’s arts group. They learned that the annual public art budget is approximately $60,000, which several commissioners described as low. Commissioner Brennan expressed a desire to increase public art, noting its potential to draw people and foster inclusion. Vice Chair Lyons argued that this is not the right time due to tight budgets and community hardship. Council member Camille, attending as a guest, recommended that the subcommittee meet with Planning Director Brittany Waddell and Economic Development Director David Putnam to explore creative public-private partnerships. The commission agreed to follow that recommendation.

Susan Lyons. Here. And Heather Washburn and myself, John Moise. On the approval of the agenda, I think we do want to make some changes based on. I don't want to get too confused about this, Corey. So I think we'd like to take the lighting project at Atlas Millennium off and just get clarification. And the second item we'd like to do is is to add an item at the end of the discussion, the end of the agenda on maybe it's old, maybe it's new business. I don't know. No, but it's got to be at the end. On report back to the commission members about our discussion with the art and culture group. So those are the two items I'd like to add.
