The Chapel Hill Town Council met on October 8, 2025, at 6:00 PM in Council Chamber Room 110. Six members were present (Mayor Jessica Anderson, Mayor pro Tem Amy Ryan, Council Members Camille Berry, Paris Miller-Foushee, Theodore Nollert, and Melissa McCullough); Council Members Adam Searing and Elizabeth Sharp were absent. The meeting included three proclamations, public comments, a consent agenda with one item deferred, and two discussion items: a conditional zoning application at 701 Martin Luther King Jr. Blvd. and the Fiscal Year 2025 Affordable Housing Report. The meeting adjourned at 7:15 PM.
Senior Planner Katherine Shor and representatives from Landmark Properties presented a conditional zoning application for a mixed-use development (up to 200 units, 9 stories) in the Mixed-Use Village District. The applicant updated their affordable housing proposal to offer 10% of units at 60% of Area Median Income (AMI) for 99 years, and committed to accepting Housing Choice vouchers. The parking ratio is 1.2 spaces per unit. The unit mix will primarily consist of studios, one-bedroom, and two-bedroom units, with a maximum of 30% four-bedroom units. Staff recommended approval, citing alignment with the Town's complete community goals and comprehensive plan, transit-oriented design, and low environmental sensitivity. Council members discussed:

Um, as a note to the clerk, uh, member uh Searing and Member Sharp are unable to join us, so we will have six this evening. Um we have two discussion items on our agenda. The first is to consider a conditional zoning application for 701 Martin Luther King Jr. Boulevard. The second is our fiscal year twenty twenty five Affordable Housing Report. Um to get things started, we have three proclamations to announce. Um the first is Extra Mile Day. Uh tonight we recognize Extra Mile Day as a time to honor the individuals, organizations, and businesses in our community who go above and beyond to help others and make Chapel Hill a better place. Before I begin, I'd like to invite our honorees to join me up at the front, right up here. A day to celebrate those who go the extra mile.
