Um uh does have uh DM fee of 180 dollars, does need four alcohol assessments.

Um Rodney is a 57-year-old black male residing in Carborough, but in the process of moving, unemployed due to chronic back and neck issues, reapplying for disability income, receiving food stamps benefits, has one dependent wanting to get driver's license reinstated to be able to join obtain a job and spend more time with his children facing barriers to clothing and transportation.

Uh does have a pending case in in Orange County.

Um we talked about um Rodney's case.

Let me pull back up the fee so you all can look at it.

Um that uh um wait county case communicating threats, and it appears in doing a review that the interest is way more than than the actual fee.

Um so again, he needs four assessments, um, has a revocation fee of a hundred dollars, also permanently suspended, and it would be about three years until he's eligible to get his driver's license back.

Um the pending case could delay eligibility.

Um getting his assessments completed would help.

Um, so when Mitch and I talked, we talked about um the board considering to prioritize the assessments, revocation fees, and then um any others based on the the current pot.

Um we would need to confirm that he can pay that 250 dollar fine um if it's decided to do the um 2016 case.

Anyone have any um connection with Mr.

Yeah, and if that impacts, uh if this has any impact, we have found sometimes when we follow up and know that the board can pay, sometimes people are able to come up with some support with the fine, so we can always double check on that as well.

All right, so my thoughts is that because he has a pending drive on a low licensure vote and paired a vacation.

What that means is he had a prior TUI on his record and he was caught driving afterwards on our vote license.

Um as Sarah mentioned, it uh recommendation probably be to at least get his assessments taken care of, because that would help with maybe his pending case as well, getting that one resolved.

And then if he's is if he's working towards a driver's license, having those complete within everything would be quite helpful.

So um just thinking about it alone, the assessments cost $416 there.

The civil rev is also a traffic-related matter um attached to the 2016 DBI for $100.

So that's $516 total.

We have about $6,000 total in that pot.

I think Lauren's double checking real quick, see if we can um find out from Brittany.

Well, I think my thoughts right now are kind of leaning towards since we're not we don't have a very large pot for the full year for Carborough is possibly just approving the assessment cost and the supervocation just to get him on the right track towards getting some of the stuff completed.

Kayla owes a total of $21,984.69 worth of court fees, $75 of fines, and $13,701 restitution.

Uh, she does owe $1033.50 to the DMV, and does not need an alcohol assessment.

Kayla is a 35-year-old white female residing in Carborough in an Oxford house, recently completed a seven month residential work perenatal program in Greenville, unemployed, but actively searching for work, receiving food stamps, and temporary assistance for needy family benefits, has two dependents, three-year-old twins, also has another child that does not reside with her.

She's currently on probation.

Funding will allow that her to get her driver's license reinstated.

She primarily relies on friends and roommates for transportation.

She's facing barriers to housing utilities, financial management, clothing, transportation, substance use, and mental health.

Um, and she's not able to pay her fines.

So when Mitch and I met about um Kayla and Lauren may actually have an answer.

I don't I saw an email come through, but um the Kate, the $19,000, the Wayne County, this one uh from 2019.

Um there is some question about possibly the restitution fee being doubly charged.

Um so looks like um that about 4,400 um was of in was an interest, and then the remaining 15,000 was combined restitution and court cost.

So we're looking into that.

Um let's see.

Her probation will continue until everything is paid off.

Um licenses only suspended due to various traffic fees and can get it back if all of those are paid along with the reinstatement.

And Lauren just message that interest was assessed when it should not have been, they're going to have it removed.

And on all the that information.

Obviously, there's a a large amount of money in question here.

Um just first and foremost, probably not we can't even touch the $19,000 amount.

One because it seems like erroneous, but two, Carbora Pot's not even near sufficient to cover that on its own, which is what she's being pulled from.

Um when I met with Sarah last week, they had pulled her driving record and I looked at that.

Her license is only suspended due to the fees associated with these various traffic offenses listed in front of you.

Um, and then her restoration fee.

So my my thought is approving the fees for her traffic matters on the condition of her paying her fines and also paying her her restoration fee, which basically gets her back to having a full driver's license with the support of the debt program.

Um just to give an idea of what that would relate to, though to pay off all of her traffic matters and her restoration fee.

The the full balance would be 1,218.50 come out of the Carborough fund on condition of her paying her $75 of fines listed there.

Anyone have any thoughts, concerns, questions before I make a motion?

Um owes 11,274.51 cents for court fees, 100 fines, and $5,250 in restitution costs.

Um, does owe fees to the DMV, $180, does need um three alcohol assessments.

And William is a 55-year-old white male residing in Hillsborough and in search of permanent permanent housing.

Um, says that not having a place to stay is what got him in trouble when he got out of jail, unable to work due to disability, reapplying for disability income, release from prison on July 13th, currently on probation, working to get driver's license reinstated, facing barriers to housing utilities, financial management, clothing, transportation, and medication.

Oh, and Sarah, after we spoke, we did contact the Orange County Clerk's office and bookkeeping.

Um that 2012 Orange County case appears to be some erroneous court costs.

That book bookkeeping and probation trying to figure out.

Um it looks like even though you terminated parole, the parole fees kept accruing.

So they're looking into that to see if it needs to be fixed.

Okay.

So can I ask two questions?

Like, is he currently housed now?

And does what's the disability?

Uh I'd have to look back at our records.

Um, I know that the uh crisis team was working with him on some resources to give him some support.

I don't know specifically what the disability is.

I can see if we've got it um in a rate.

It seems like a lot of fees, and if he is this is gonna be a continued barrier.

I'm not sure how.

I work with uh Mr.

Gurley, and um he his housing situation is precarious.

He stays with his mom sometimes, but his mom is elderly, and I think she forgets that she invited him, so then she kicks him out, and then he comes back and um she welcomes him in, and it's just it's a really difficult situation.

Um his disability, he um sustained a uh traumatic brain injury uh a few years ago.

He also has um problems with his back, he has to walk with a cane.

Um he also has cataracts.

He just has a lot of of health conditions.

Um we're still waiting on the disability determination.

I've worked with him on submitting that.

Um, you know, we've the LRC has also helped him with like basic needs.

Um and then I think I think I made this referral to you, Mitch.

Mitch, did you submit this Chapel Hill or was that Sarah?

I don't know.

I don't think I submitted this.

I think whoever I connected him to might have.

In effectively can connect upline, but he he may benefit mostly from like an alliance TBI connection.

Yeah, so he has Medicaid.

His Medicaid right now is through via, and we're trying to get that switched to not sure how it was put in with via um the programmer at the prison did it.

So we're just working on it.

Mitch or sorry, how much can we support?

Because that seems like a lot.

I was just trying to find other supports that can help him if the those barriers whereas what's causing all this other stuff.

I think when we talked, Mitch, what we had talked about in terms of um support from the debt program is uh prioritizing assessments, traffic fences, and civil revocation fees.

So that's what we had talked about.

Um I had forgotten actually that I had helped him apply to that program back in August.

Um, and my notes to myself at that time was that I wanted him to apply to this.

He was trying to get his license back to um improve that, and that once he did his assessments, needs to reach back out to me so we can help.

We can I can help him with a DMV hearing, which he must go through after the fact.

So Mitch, do we do we know how much if we total up the uh drive?

Seems like most of his stuff is not driving.

It's just about everything else you could think of, but um uh how much is the driving uh fees and costs?

Yeah, let me get that current balance.

I know there's at least three assessments um and two civil revocations, I believe.

So in total of that, that alone is 516.

And then he still owes 785 from a DWI back in 07 here in Orange County.

That I think once his assessments are done, he could I could probably help him with a request directly to the court to have some of those fees um some or maybe all of them remitted, which would save the money from the debt program having to be allocated.

And then he owes 260 in Durham County from a 1995 driving while license vote that could probably also get remitted.

So I think really the only fees that I guess are required to get paid are about $516, including the two silver vacations listed on the application screen form and the three alcohol assessments listed there as well.

So if we just want to focus on on that to help him on that aspect, um that would probably be the best place to start.

It'd be approving $516 from the orange county pot.

And then as long as he gets those things done and he follows back up with me, I can help him with the other two things to resume to resolve before applying for a DMV hearing to get his license back.

Needs two alcohol assessments for 216 dollars.

He's a 62-year-old black African American male residing in Chapel Hill, unemployed, receiving Medicaid benefits, recently released from jail, has a few medical issues, trying to put his past issues behind him and get out of court trouble and move on with life, facing barriers to financial management, uh, has two pending cases for in Chatham County for November 12th.

And when we reviewed this case, um nothing uh really additional notable um other than the recommendation to maybe consider approving um all of the costs here.

Um I'm also working with Mr.

Ferrar.

Um he's connected.

I know it says here he doesn't have a whole lot of medical um issues, but we've connected him to quite a few things um that he didn't necessarily think that he had as an ailment.

So um he's getting work, you know, connected to that.

He's doing good at the Oxford House, he attends his meetings.

Um the Chatham County LRC paid uh for his housing for six months, so he could um try to get some housing stability while looking for a job and resolving all of these court issues.

Um and he and he's doing good.

That's great.

Um I was very surprised that he has a very minimal criminal record in total, it looked like um between 2006 until these recent charges over in Chatham County this earlier this year, he had no criminal history.

Um as someone who works with people who have revoked driver's licenses, like he does.

It was shocking to see he has absolutely he's been fully compliant since that time period of of no driving.

So 19 years of of no drive on on a revoked driver's license.

So uh my immediate thoughts were to approve the fees all listed here, the assessments, the um certification, the 1995 DUI court costs, and his rest and his restoration fee, because um, with all of those things addressed, you know, his fees paid and his assessments completed, he can go get his driver's license um basically the next day after those compliances are entered.

Um and it seems like he's doing better now, um, according to Tiffany's assessment and his his connection.

So um there's no further questions about his application.

I would recommend to approve his full application, including 435 court costs, the 130 restoration fee, and the 216 assessment costs.

She does have an active order for arrests, which will talk with her about attending uh the strike order session in Orange County to get that taken care of.

Um, she does have um pending cases in Orange County for the 4th of November and in Wake County for the 12th of November.

Um in reviewing uh her case, nothing additional.

Um but um what we talked about from a recommendation standpoint would be to consider approving funding for the assessments.

Um, and then if she gets the OFA taken care of, um, she can then let us know, and we could consider maybe um handling some other of the other fees.

Yeah, as Sarah mentioned, because that OFA, a little hesitant to give an application like a full review.

However, because she does have like a couple of drive on license revoked impaired vacation charges, getting those assessments done would be great for her.

So our thoughts when we met last week was that if the board considered approving the 216 for the assessments, kind of getting her on that right track to uh um get those completed and get work on our license, that if she goes and handles her OFA here in Orange County by attending a strike order session on Thursday morning um with Mark and I present in there, that we could then have her application back on a future app future month for full consideration of outstanding fees and better address her circumstances.

Mitch will continue to help her, and then if there are other needs that she could reapply in the future.

She's a former client of mine, and uh I had closed her file because she was gonna try and do some things on her own with some um other individuals.

So my thought is after looking at her record and the things that we can get done in the courts that I'm gonna I want to help her with that directly with the courts and um do some motions to address some matters that I'm gonna talk with her about.

So my recommendation was just deny her application the time being, and then if she needs to reapply, I'll help her do that.

But um I think she can get more success through the courts and things we got to change around um on that side rather than the program helping with funds at this present point.

So my motion is just to deny.
