Meeting convened at 5:45 PM (due to delays) and adjourned at 6:54 PM. The commission approved the agenda, August minutes, two development projects, and recommended three applicants to the Town Council for board vacancies.

- Carraway Village Medical Office Building (Project 25-0474): Final plans review for a UNC imaging and outpatient facility in Carraway Village. Discussion focused on drainage around the detention pond, additional stormwater mitigation, site lighting (3000K shoebox fixtures), and landscaping. The commission praised the thoughtful design, water management, and low-impact lighting. Approved unanimously.
- Chase Bank @ Meadowmont (Project 25-0475): Final plans review for retrofitting an existing bank building into a Chase branch. Discussion included painting existing brick (proposed Sherwin Williams dovetail gray), replacing landscaping with mature plantings, and ADA upgrades to sidewalks and parking. Commissioners encouraged use of native/drought-tolerant plants and noted the benefit of reusing an existing structure. Approved unanimously.
- Seat Vacancies and New Applications (Project 25-0476): The commission reviewed four applicants for three vacant seats (out of seven total). After discussion highlighting the need for an architect, a botanist/sustainability expert, and a recent planning graduate, they unanimously voted to recommend Kimberly Andrews, John Biggs, and Rachel Oommen to the Town Council for appointment.

To order it is 5 45 p.m. I'm Heather Washburn. I'm the chair of the um community design commission. And let's go through rope roll call. So I've introduced myself. Uh Patrick. Brennan? I'm Patrick Brennan, the vice chair of the commission. Very late because of a flight delay, so apologies to all involved, and thanks for your patience. Uh here. Okay, Jim Farron. Present. Kelsey Brinkley. I think she's muted. You mute. You can raise your hand, Kelsey. We'll acknowledge that Kelsey is here. She just raised her hand. We'll see if we can get that sound worked out. Did everyone have a chance to take a look at the agenda? Most definitely. Did anyone not see it? If you didn't let us know. Okay. Do we need to do any discussion, Anna Scott? Or can we just go through and approve uh vote for approval of the agenda? Okay. Um let's just run down the line. I'd like to going forward, like on the quick things. Um if we have we have this raise hand option that for like approval of agenda or um announcements, things that are quick to go. Uh I would really like us just to use the raised hand option. I will also do a call to say if there's um anyone that doesn't agree, then they'll have a chance to raise their hand and we'll move forward that way. But on the the bigger items, like when we're in the new business, or if we're discussing old business, then we'll go one by one so that we can um get everybody's individual vote. How does that sound? Good plan. All right, let's give it a try. So if you agree with me, I mean raise your hand. Perfect. Okay. Um let's make a motion to approve the agenda. You need to make a motion to approve the agenda. Can I get a second? I second. Okay, Kelsey is seconded. All right, then let's um uh let's vote to approve all those that um are a yay, please raise your hand. All four of us, so no nays, and we can move forward. Um announcement. Uh we have one and there's a typo in the agenda that says please note that November meeting will be held on Monday, November 11th. That's actually November 10th. It's also later in our agenda, but I just wanted to make sure that everybody was aware.
