So the first one we have is um Kevin Korea.

This will be coming out of the Chapel Hill pot.

Uh he's not received any assistance in the past three years.

No convictions of violent felony in the past five, not currently incarcerated.

Kevin does owe um quite a significant amount of court fees, 33,089 and 18 cents.

He owes 390 dollars of restitution.

Um, also owes uh to the DMV at 180 dollars.

Does need an alcohol assessment?

Um he would just won.

And let's see, Kevin is 40-year-old uh black African American male residing in Chapel Hill at the Oxford home.

Due to his criminal record, he is having difficulty finding permanent housing employed part-time at an event venue and restaurant.

Is working towards getting his Pierce Port Specialist certification and would like to obtain an HVAC certificate, receiving food stamps, credit card debt currently on probation.

Funding will help um him to get his driver's license reinstated and be able to help free up funds for his necessities.

He is currently utilizing the bus system in Uber for transportation to and from work, facing barriers to housing utilities, transportation, substance use and opioid use treatment and mental health on probation for bank count Vance County case until uh August 14th.

And he owes $40 a month for his probation fees.

So Mitch, uh this was a referral from Mitch, and um looks like his license is suspended for only a few debt um related matters.

Um he does need to do the alcohol assessment.

Um I think when we talk through this, uh one of the things Mitch and I talked about is that it might be helpful to focus on the possession of firearm after prioritizing traffic fees to ensure he doesn't get violated for non-payment.

That possession of firearm fee um does include four months of probation fees that are backed back owed.

Um, Mitch.

No, that's all correct.

Um I forgot to mention the funding balances, so in the chat, I went ahead and just put them there.

Sarah already attached to the um email that was circulated ahead of time, but just so everyone can access that.

Um but as Sarah said, so I originally got contact with with Mr.

Korea from local entry council.

Um I don't know if he's still on Tiffany's caseload, uh, but he reached out for help with his driver's license, which is only suspended due to an unpaid silver evocation fee of $100, which is the bottom of page one on the application here.

Um an incomplete assessment from a DBI, and then the solicit from highway uh fee is listed there about four rows down on the fee section um of 261 current on that.

And then as um Sarah mentioned that just due to his his circumstances given he's on probation still, um the most recent matter in Vance County perhaps would be most um impactful to address if the board's approving funding for him, since obviously he has a large amount of money owed here, but with the probation active currently, just making sure it doesn't get violated on that due to the unpaid fees.

Uh Tiffany, do you have any information on Mr.

Korea from LRC's perspective?

Uh yep, I was just about to chime in.

So uh Mr.

Korea came on to the caseload uh a few months ago.

We had a pretty significant like um smart goals list to do, and he's been checking them off as Mitch talked about.

Um he's starting his peer support, he's employed, he's maintaining his Oxford House residency, which requires him to maintain sobriety, which is a huge step.

Um, and he checks in when he needs to.

Uh we talk about you know additional goals and he's he's on a good path.

Um he's he's doing well, um, getting a lot of this put behind him.

I do think uh Mitch, what you suggested, um starting with the most recent and helping him make sure he doesn't violate probation uh by helping with those fees would probably be the best um avenue of support for him.

But he's doing great.

Mitch, when you say help with his fees, which fees do you mean?

Do you mean including his monthly fee for probation or what?

Yeah, so kind of listing out in terms of his license, which originally contacted me for um he owes a hundred dollars civil rev.

He has to do an assessment in the amount of one sixteen, and then the solicit from highway um conviction is two sixty-one.

So that alone is four seventy-seven.

Um a DMD reinstatement fee would be one eighty on top of that.

And then the case we've been talking about the possession by firearm, but a firearm by felonies on probation for on page one of the sheet Sarah has pulled up from Vance County.

The current court cost balance on that is 1,110 and 50 cents.

Um she's trying to highlight it for you.

Yeah, I see it.

So I think it's just a it's a consideration for the board of weighing which factors um to handle here.

So all in for the license aspect, including restoration fee is 657 um plus any consideration for funding for that Vance County case.

I don't recall how much in arrears he is from probation right now.

Let me go ahead and look that case up real quick.

I think it's four months, Mitch.

So it's $40 per month for probation times four would be you know one sixty.

And he's in the Chapel Hill pot, right, Sarah?

So at this position of that case in most like December, the court costs were 950 and 50 cents.

That includes some attorney's fees.

Um superior court fees, the remaining 160 has been their basionary fees that have been tacked on ever since.

Um our Chapel Hill pot, let me go back is 7593 currently.

So if the if we're considering all of the fees to get his license back, that being the civil revocation fee, the assessment fee, soliciting from highway of 261 as listed on the sheet there, and then the DME restoration fee, plus um covering the entire possession by firearm case, if that's what's inclined to do so.

The balance for that would be 1,767 and 50 cents plus processing fees for online payment.

Um, does require, and I apologize um Penelope was down for us for a bit, so we didn't get to update this before the meeting, but um, actually owes um five um out.

So there's five alcohol assessments that are required for Valerie.

Um let's see, Valerie is 58-year-old black African American female residing in Chapel Hill at the Freedom House Recovery Center since December 9th.

Will remain there for six months.

Afterwards, she will reside in an Oxford home and continue outpatient treatment.

Currently unemployed, receiving food stamps and Medicaid benefits.

She's trying to get her life back together on the right track, interviewing for jobs, uh, and needs transportation, facing barriers to financial management.

Um yeah, so um there are three uh civil revocation fees that um she owes.

And there may be, it looks like I think was this the one, Mitch, we determined that these were duplicates.

Um yep.

So the let me get my thing.

Uh this Durham County and the civil revocation should only be 100.

That's a duplicate.

Um, this DWI and this civil revocation is also a duplicate.

Anything else that I miss, Mitch.

Um, no, I think that's about right.

I think that we talked about no matter what happens today.

I want to get her information to maybe contact her about her license.

It seems like it's been an ongoing thing now for well over, I think, three decades.

So when I was looking at looking at her information, perhaps helping with the assessments in civil revs may be beneficial as she navigates this process.

Um, there's not really a way of telling how long it'll be for her to get back on the road, but it sounds like she's doing some good work with Freedom House, trying to get um some things taken care of.

April, do you have any information that regarding Ms.

The I think the question that had been was if these out of state cases were impacting her ability to get her license back.

And I think we determined that that was not the case.

And so when Mitch and I met, um there was I just some interest in hearing the board's perspectives about um uh handling any of the in-state cases.

And Rebecca is coming out of the Chapel Hill pot as well.

Yeah, so y'all may recall uh we had some confusion last month regarding I think it was Florida cases that could possibly be keeping her license suspended.

Um between that meeting and today, she actually has a ballot driver's license here in North Carolina, so those matters were not at issue um for her driver's license.

Um given that I would say I'm I'm less inclined to handle out of state fees.

Perhaps the board is wanting to to address some of these in-state matters on the screen there, but open to anything, any discussion.

If any of you have any information regarding Ms.

Desamone or Desamore, does a moan.

She received a time served disposition on that matter.

Uh Marcus is a 55-year-old African-American male, unsheltered since uh December of 2023, but residing in Chapel Hill at IFC community house since October 2025.

Unemployed, but has several professional licensors, including a CDL endorsement, getting his driver's license reinstated will allow him to secure gainful employment, has three dependent children, medical and credit card debt, um, struggling from mental health challenge after a series of traumatic life events, facing barriers to housing utilities, mental health.

Um, it appears that Marcus's license was disqualified due to medical certification lapse.

So really being fit to drive.

Um Mitch did offer to have Marcus contact him if he has questions about that.

Um I think the recommendation, but Mitch correct me if I'm wrong, was to uh maybe focus on the um Durham 99 case and the um 2002 if he can pay the restitution.

Yeah, that was of the things listed here.

The only things that I mean were possibilities were those two matters.

Um as Sarah mentioned, he has had a CDL, but due to the medical certification lapse, is not able to drive a CDL or commercial motor vehicle.

So he's welcome to contact me for information on that, or maybe I can help navigate that process necessary.

But similar to the last applicant, I'd be inclined to just deny this applicant due to the age of these cases and um using the funding elsewhere.

Uh owes $2,330 and 78 cents in court fees, $225 in fines, does owe fees to the DMV, $133.50, no needs for alcohol assessment.

Um, so Jaden is a 25-year-old black African American uh female residing in Hillsborough, employed part-time at a fast food restaurant chain.

Her income isn't sufficient enough for her to live independently, receiving food stamp benefits, one dependent child, hoping to restore her driver's license to be able to have transportation to and from work and for her daughter's school and doctor's appointments, facing barriers to transportation, has a pending uh case in Alamance.

Um FTAs out of Alamance as well.

And when um Mitch and I talked about this case, recommendation was to propose to postpone for the next two to three months to give Mitch time to connect with her and go through her cases with her just to see what could be managed in court.

Um looks like also in the fees section, there are 200 balances for the FTAs.

And did I miss anything, Mitch?

That's about right.

Um, I spoke with Ms.

Leek actually on Friday.

I worked with her in the in the past, and then we had some communication issues and kind of fell off.

Um, but fortunately, was able to get in contact with her again last week and um had her do some new paperwork for me so I can get her official driving record.

And I explained to her as well my intent on today's meeting to have her application postpone.

She agreed that to that.

I thought it would be a good idea.

And so I would make the motion to postpone until May, and that gives me enough time to at least get some more insight about her situation and um what fees may actually be required.

And then our last one is Dustin Oakley, which is coming out of the Carborough pot.

Um, has not received assistance in the past three years.

Um, was convicted of violent felony in um, let's see, was it Orange County 2023 case, charged with felony first degree kidnapping, voluntary dismissal by the DA per plea agreement, but indicted on related charges.

Um, not currently incarcerated, owes $2,365 and 77 cents worth of court fees.

Does owe to the DMV $70, does not require an alcohol assessment.

Um Dustin is a 30-year-old white male residing in Carlborough with his partner and child, uh, six-month-old daughter is struggling to make rental payments, employed full-time um with Beacon Bridge.

He's a peer support specialist there, receiving food stamps benefits, daughter's formula is specialized and has to be purchased out of pocket as it's not carried up pantries or nonprofit agencies, will be required to have a valid driver's license as he is about to become a certified peer support specialist.

Also having his own vehicle will decrease his reliance on public transportation, is hoping to use his lived experiences to help others who have faced similar struggles in uh addiction recovery, facing barriers to housing utilities, food, security, clothing, and transportation.

Um license was suspended for the 2021 Wake County case.

That's what came out of our review.

Um that 2023 case of the possession of stolen motor vehicle, possession of stolen goods, property, first degree kidnapping, felony larceny, obstructing justice, false imprisonment, contributing to the delinquency of a juvenile.

Um the first degree kidnapping and the larceny as noted up here were dismissed.

Yeah, thank you.

Uh, and to go back to the original one of the first notes.

So the felony that was involved, it looks like it wasn't actually a conviction of the quote unquote violent offense, which would be an eligibility criteria for our for us.

Um it appears there is a conviction for a misdemeanor larceny, contributing to delinquency of a juvenile, and then felony obstruction of justice in that case and felony larceny.

So I figure that would be a point of curiosity for the board in considering this application.

I have some personal involvement with Mr.

Oakley.

I've um nothing but good things to say about him or my interactions.

Tiffany, do you have any interactions with him through LRC?

I do, actually, and uh lots of positive uh comments to share as well.

Um Mr.

Oakley came on to our caseload about a year ago.

He came in.

Um he was just recently released.

Um he was still struggling with substance use.

Um he looked very emaciated, um, struggling with employment.

He was experiencing homelessness.

Um, and within a year's time, Mr.

Oakley has received his peer support certification as at and is employed at Beacon Ridge.

He has um worked with the housing program, and he is housed with his fiancee and his new baby.

Um he is connected to fit, he's healthy, he's in sobriety.

Um, and he's actually worked with um other clients in the CJRD to get them connected to substance use and mental health services.

So he's he's done really a full 180 within a year.

He's doing great.

That's great to hear.

Um, anyone else have any comments uh regarding this applicant?

So uh one of my involvements with him has been his his license aspect, obviously.

Um for his license, as Sarah mentioned there's only fees at a Wake County and a DME restoration fee that's owed.

Um I would go ahead and um make the motion to approve at least the 241 for the Wake County Um traffic offense of 2021 CR213214, the bottom case listed there on the sheet, and then 70 additional dollars for the restoration fee.

Um the rest of the fees on there.

If you don't have any concerns or I guess questions and consideration of anything else.

What pot is this coming out of?

Um, obviously there's there are fees that just linger out there, but there's no impact of that I can tell as of right now of nonpayment for those.

Um but considering carbo pot is a bit less, it'll leave us about $3,000 with just doing the weight county fees and the restoration fee.

I want to make the motion to only approve the Wake County traffic fee of $241 plus the $70 restoration fee.

That way he can get back on the road and hopefully uh pursuing more things he's trying to achieve.
