The Chapel Hill Town Council met on June 17, 2026, at 6:00 PM in Council Chamber, with 8 members present (Councilmember Miller-Foushee absent). Public Comments & Testimony
- Joe Patterson, speaking on behalf of Cobb Terrace and North Street residents, addressed the item restricting left turns from North Street into the Rosemary Parking Deck (consent item 11). He stated that the town had made an agreement four and a half years ago to design the exit to prevent traffic through their neighborhood, but the design and construction never occurred. He requested that Council direct staff to honor the agreement. Council acknowledged the comments but noted that no immediate action would be taken on items not on the printed agenda.

- Approval of the Human Services Funding Program funding plan ($602,516) (R-5)
- Sole source purchase of land surveying equipment from CW Lawley, Inc. ($62,614.28) (R-6)
- Town Attorney employment contract for James Baker (R-7)
- Bid award and construction contract for Fordham Boulevard Sidepath to Lanier Construction Company ($2,363,978.32) (R-8)
- Ordinance restricting left turns from westbound North Street into the Rosemary Parking Deck (O-5)
- Ordinance amending Chapter 10 to prohibit discrimination in public accommodations and employment (O-6)
- Approval of past work session and retreat minutes from 2009–2016

Campaign Contribution Limitations (Item 14): Town Clerk Brittany Hunt presented options for calculating contribution limits in future even-numbered years: keep the current two-factor formula (CPI + registered voters), use CPI only, or explore a new formula. Council discussion showed strong support for the CPI-only approach. Council Member Nollart raised concerns about allowing self-funding of campaigns, but most members preferred simplifying to CPI. No vote was taken; staff will prepare an ordinance amendment for a consent agenda in September 2026.

Update on Complete Community Implementation (Item 15): Town Manager Ted Voorhees presented an update on how the Complete Community framework is being integrated into planning and operations, including metrics, business plans, and future reporting. Closed Session (Item 20): Council entered closed session under NC General Statutes §143-318.11(a)(5) and (a)(6) to discuss a property matter. Upon returning, they authorized the Town Manager to execute an option extension agreement for the Wallace Deck. The motion passed unanimously (8-0).

Land Use Management Ordinance (LUMO) Update (Item 16): Due to the late hour (9:04 PM) and the complexity of the presentation, Council voted to continue the item to Monday, June 22, 2026, at 6:00 PM in Council Chamber. The motion by Council Member Sharp, seconded by Mayor pro tem Berry, passed unanimously (8-0). Council Member McMahon indicated he could not attend on Monday due to a prior commitment.

Good evening, everyone. Uh welcome to the June seventeenth meeting of the Chapel Hill Town Council. We are very glad to have you join us. Um as a note to the clerk, Councilmember Miller Fushi will not be joining us tonight. Um council members, before I continue, we have a suggestion or a question consider um to consider regarding tonight's meeting agenda, which currently includes three discussion items in a closed session. Um last night the planning commission discussed the LUMO item, which includes fifty slides. Um and it took them uh between three and four hours. Um so based on a conversation with the manager, um we'd like you to consider a couple of options for managing our agenda. Um the first option would be to go into closed session immediately following the complete community item, which would allow um the related staff for closed session um and consultants who are on hand for that meeting to go home at a reasonable hour. Um we can then come back into council chamber to start the lumo topic um and potentially complete it on Monday. Um the second option would be to go into closed session immediately following the complete community item and then hold off on the entire LUMO discussion and start fresh on Monday. Um thoughts. Uh Councilmember Ryan. So uh Taz is a superman. It was an amazing reading last night if you guys have a chance to look at the video. Um it was super informative. It took a really, really, really long time. And it's very complicated and interrelated. Um so my preference would be to just put it on Monday. Um, Mayor Patel. Thank you. I received the request after the time that I go dark, um, in preparation for this meeting. So uh when I saw it uh please understand. I that's a regardless, so didn't have to say that. I would like for us we have our staff who are prepared to present to us this evening. And I would like for us to start that if we need to stop at a certain point, so be it. But I would like to hear from our staff what they have prepared for us. No, um I'm open to hearing others. But I would like to open the discussion. Yeah, I would like if we did it on Monday, we would meet normal time at six o'clock and that we worked out the details on that. That's up to us and the staff. You would notice a special meeting and choose the time. Yeah. Unless we continue to a date and time certain. Thank you, manager. Oh, uh-huh. Okay. Is there a world in which we can see how we get through the rest of the stuff and then or do we have to decide this right now? We certainly can. It means that then that staff is sure. Sitting here and then maybe doesn't need to be here, but that is not it's something that certainly has happened before. Um I think I would maybe frame the question a little bit that I don't think we're gonna get through all of it tonight. So the question is I think would you like to divide it in two or would you like to tackle it all at one time? I don't necessarily see a world in which we're getting through the number of agenda items that we have, and then even if we divide it in half of what the planning commission did, I we are still going, I think a little bit unreasonably long mayor pretend. Mayor, how long did the meeting go last night? Four hours. Okay. Given that, once again, I would like for us to start tonight because we are then considering going as long as if we'd like to be as thorough as the planning commission, four hours. So could we consider getting started and then picking up also I did see a message from um council member Fushi? Is she able to join on Monday?
