I just want to bring to everybody's attention that we're in the midst of uh restaurant week here in Charles County.

Of course, that goes from January 9th to the 18th.

1:17

I think that's a great opportunity to, of course, grow your uh your uh taste in in different uh venues here we have in Charles County.

1:26

It's also a great opportunity for once again to support economic development.

1:29

I know that uh the website to get the listings for all the restaurants that are participating is explore Charles County.com.

1:35

And so um I would encourage everybody to at least have one meal at a local restaurant or uh uh distillery here in the county and uh make it a point to keep our dollars here in the Charles County.

1:46

And um, I know next week we don't have session because of the MLK weekend, so I'd just like to bring everybody's attention that we'll be having a town hall in Waldorf on January 29th, 6 to 8 p.m.

on possible land uses in the Waldorf area.

1:59

So once again, January 29th, 6 to 8, and we'll be having lovely uh uh group of uh county staff to help uh assist the community with the questions um and answer, and so I just look forward to a robust discussion.

I

just want to take a moment to recognize the service of um George Hayden to our community.

2:26

He was the chief of the volunteer fire department at Belouton and Newburgh.

2:31

He passed away this past week, and I think it's appropriate for the county to recognize his years of volunteer service to the community.

2:38

My prayers go to his family and to the entire volunteer and public safety community.

2:43

Thank you for your service,

Now we move into approval items.

3:26

We do not have any budget amendments or transfers today.

3:29

So the next approval item is a letter to Governor Moore outlining the county state budget priorities.

Speaker 5

3:36

Commissioners, this is a new item.

3:38

Um the governor's office actually reached out to the commissioner's office.

3:43

Um and apparently there are several counties that are writing letters to the governor outlining their budget priorities.

Summary of Proceedings

Charles County Board of Commissioners Meeting - January 13, 2026

The Charles County Board of Commissioners held its regular business meeting on January 13, 2026. The board approved letters on state budget priorities and the sports and wellness center, debated a bonus for sheriff’s sworn officers, reviewed a promotional pay policy, and began detailed deliberations on establishing an independent Inspector General office, featuring testimony from Baltimore City Inspector General Isabel Cumming.

Consent Calendar

  • Meeting Minutes: Approved the minutes from the January 6, 2026, meeting.

Discussion Items

  • State Budget Priorities Letter: Commissioner Stewart requested an amendment to the letter to Governor Moore explicitly noting that while student enrollment declines, the needs of special populations (students with disabilities, high-need learners) have increased, justifying sustained state aid to prevent cost shifts to the county.
  • Zoning Text Amendment 25-188 (Encroachments): Staff presented a modified amendment capping fines at three times the county’s remediation cost and a standard operating procedure (SOP) for handling encroachments. Commissioner Coates led concerns about the balance between staff discretion and defined prioritization. The board reached a consensus to remand the matter back to the Planning Commission.
  • Promotional Pay Increase Policy: The HR committee presented a proposal to allow internal employees to negotiate salaries upon promotion, addressing a competitive disadvantage with external hires. The policy retains the midpoint pay scale but introduces negotiation tiers. Commissioner Bowling requested greater representation of blue-collar workers in future committee presentations.
  • Proposed Inspector General Office: County Attorney Wes Adams presented a draft bill for an independent Office of the Inspector General (OIG). Isabel Cumming (Baltimore City IG) provided expert testimony on best practices, highlighting her office’s independence, a $2.5 million budget versus $10.9 million recovered, and the necessity of an independent advisory board. Commissioners questioned the board’s makeup, jurisdiction over the public school system, and the timeline for reporting health and safety matters (which Cumming argued should be expedited to one week).

Key Outcomes

  • State Budget Priorities Letter: Approved by the board. Staff directed to incorporate Commissioner Stewart’s language on special education needs. The letter will also be shared with the county’s legislative delegation.
  • Sports and Wellness Center Letter: Approved. The board endorsed a letter requesting the Maryland Stadium Authority (MSA) manage the project’s construction.
  • Sheriff’s Office Bonus: A motion to approve a $500,000 one-time bonus for sworn officers from the unassigned fund balance failed on a 3-2 roll call vote (Commissioners Coates, Patterson, and Collins opposed; Commissioners Bowling and Stewart in favor).
  • Inspector General & School Board Jurisdiction: Commissioner Patterson successfully secured consensus to draft a letter supporting state legislation to allow the future Charles County IG to investigate the Charles County Public School system.
  • Inspector General Work Session: A work session to refine the IG draft bill is scheduled for February 3, 2026, with Ms. Cumming attending virtually.
  • Future Agenda Items: Commissioner Stewart announced agenda requests for a Zoning Code correction (Jan 27) and a discussion on Project Labor Agreements for projects over $20 million (Feb 3). Commissioner Collins announced a town hall on Waldorf land uses (Jan 29, 6-8 PM).
