We were here once before, and uh I'm so happy that we're back again.

1:16

Uh, we'll open this up to the public.

1:18

Is there anybody here that wants to speak on this transfer a retail liquor license?

1:23

Mr.

1:23

Westby, welcome, sir.

1:26

Thank you, Mr.

1:26

Mayor, Council.

1:28

Um, just want to start by saying thank you for um helping us with this process and timing.

1:36

I know uh calling a special meeting to get under the wire is important uh for us, and so we appreciate the clerk's office and everything that they've done in uh Wranglin uh quorum to make this special meeting happen.

1:51

And so, Mr.

1:52

Mayor, uh in the finance committee um meeting, I kind of went through the history of where we were and uh where we are and we're looking to go.

2:01

Uh, I don't want to belabor it again uh in this special meeting, but uh just uh would stand for any questions on what we're looking to do with it um and any further information you might need for us.

2:14

Thank you, Ms.

2:14

Westby.

2:15

Any questions either in the on the governing body or online for the applicant?

2:21

Thank you, sir.

2:22

Anyone else in the audience want to speak to this?

2:26

All right, I would entertain a motion.

2:29

Oh no move.

2:30

I we do have uh one more person.

2:32

Okay.

2:34

I won't waste any time, but Terry Cassidy, 2814 Carrie Avenue.

2:39

Um, and I represent the scooters scoreboard folks on this transfer.

2:43

Um, just wanted to thank you on behalf of them for all the um help that we've had on the administrative side and um appreciate you thinking on this and and doing the best job for the city.

2:54

So thank you for everything.

2:56

And um I I'm of course in support of it and the owners have been wonderful to work with and love their love their um excellent place of business and hope that they are able to expand it into the ways that they want and that are going to work for them financially.

3:11

Thank you.

3:12

Terry, thanks for being here.

3:13

And you know, we we talk about being under the wire.

3:15

I believe if I have it correctly, this license expires tomorrow, and uh our next meeting of the governing body would have been on Monday, so we lost it by two days, and so uh we did um have to expedite and have a special meeting in order to make sure this license uh didn't expire and come back to the governing body and uh hurt scooters scoreboard as ability to sell it.

3:35

Uh so again, I apologize for that.

3:37

Um the motion, please.

3:40

So moved.

3:41

Second.

3:42

It's moved by Mr.

3:43

Laborne and seconded by Mr.

3:45

Escobel.

3:46

Any comments uh or questions from the governing body?

3:51

Hearing none, all those in favor of the move.

3:54

Mr.

3:54

Ms.

3:55

Liv.

3:55

Excuse me, Mr.

3:56

Mayor.

3:57

Um I speak very much in favor of this transfer for obvious reasons.

4:04

This is uh continued effort on the part of uh the Westbys that is already bringing great results to the West side, and we can expect a lot more.

4:17

I particularly um I'm intrigued with the idea of the um micro market.

4:25

That would be very helpful.

4:27

And I do want to uh suggest to my fellow council members that this is just another step towards the eventual and probably not too distant future of the Reed Avenue corridor that runs right by this business.

4:46

And uh certainly as we proceed with that, that's to me the next step that will uh allow them to be more successful.

4:56

So um it's it's really great to see this uh license uh come.

5:17

Thank you.

5:18

Any other comments?

5:21

Okay again hearing none all those in favor please signify by saying aye aye I suppose uh the uh transfer the retail liquor license is approved good luck to the Westpees and we are adjourned

Summary of Proceedings

Special Meeting of the Cheyenne Governing Body: Transfer of Retail Liquor License

On January 23, 2026, the Cheyenne Governing Body held a special meeting to consider the transfer of an existing retail liquor license from Scooters Scoreboard Inc. to Westby Edge LLC, doing business as West B Edge Brewing, located at 714 West 20th Street, Cheyenne. The meeting was called on an expedited basis because the license was set to expire the following day, and the next regular meeting of the Governing Body was not scheduled until Monday, January 25, which would have been two days too late.

Discussion Items

  • Transfer of Retail Liquor License: The applicant, Mr. Westby of Westby Edge LLC, thanked the Council for expediting the process and noted that he had previously presented the history and future plans at a finance committee meeting. He offered to answer any additional questions. Terry Cassidy, representing Scooters Scoreboard Inc., expressed support for the transfer, praising the owners as excellent business partners and thanking the city for its administrative assistance.
  • Council Comments: Councilmember Ms. Liv spoke strongly in favor of the transfer, noting that it represents a continued effort by the Westbys that is already bringing positive results to the West side. She highlighted the potential for a micro market and suggested that the transfer is another step toward the future development of the Reed Avenue corridor, which runs near the business.

Key Outcomes

  • Approval of the Transfer: The motion to approve the transfer of the retail liquor license was made by Mr. Labourne and seconded by Mr. Escobel. The motion passed unanimously by voice vote. Mayor Collins noted that the license would have expired the next day, making the special meeting necessary to ensure the license did not revert to the city and to protect the ability of Scooters Scoreboard Inc. to sell it.
  • Next Steps: The transfer was approved, and the meeting was adjourned.
