Senior Services Committee Regular Meeting - April 24, 2025
The Senior Services Committee met on April 24, 2025, at 1:30 PM in the North Annex, Clovis, NM. Mayor Morris chaired the meeting, with a quorum present. The committee approved minutes from January 16, 2025, and received reports from multiple senior programs, detailing operational updates, event plans, and volunteer recognition.

Reports & Presentations
- Communication from Mayor Morris: The mayor presented each committee member with a Certificate of Appreciation for their volunteer service, emphasizing the community's reliance on volunteers.
- Senior Services (Ms. Rigan): Reported that the Infrastructure Capital Improvement Plan (ICIP) was submitted with minimal changes, though grant agreements for previously allocated funding are pending. A new Senior Support Volunteer Program will launch May 5, 2025, with training sessions on first aid, emergency action, and food safety. Upcoming events for Older Americans Month include a Mother’s Day Brunch (May 2), Cinco de Mayo celebration (May 5), Nonagenarian Tea (May 7), and a one-year anniversary open house at Hillcrest Senior Life Center (May 10).
- Hillcrest Senior Meal Site: Since December 1, 2024, 434 seniors have been served in congregate settings, with 1,786 meals served last month and 4,688 total meals including homebound. Daily donations average $250–$300. New assessments total 204 since program start. Three drivers have been hired for meal routes.
- Hillcrest Senior Life Center: Presented the May activity calendar, including painting, line dancing, pickleball, pool tournaments, history talks, and balloon tennis. Monthly birthday celebrations continue.
- Baxter-Curren Activity Center (Annette Taylor): Reported a successful third annual Car and Motorcycle Show despite poor weather, with positive feedback. Upcoming trips: Mount Rushmore (May 18–24, $839/person double occupancy, 7 days/6 nights) and Mackinac Island (August 22–September 1, $1,515/person, 11 days/10 nights). A Murder Mystery event (“80s Mall Murder”) is set for June 7 ($15/plate). New programming includes Farkle on Wednesday evenings and painting pals on Tuesdays.
- 50+ Olympics: The April Senior Olympics concluded with increased participation (10–15 more than last year, 25 brand new participants). Medals are sourced locally from Serendipity. The banquet is May 3. Registration fee was raised to $25 for the first time in 15 years, covering medals, snacks, equipment, banquet, and a t-shirt. Pickleball participation reached 25 players.
- RSVP/FGP (Retired Senior Volunteer Program / Foster Grandparent Program): RSVP has 72 volunteers who logged 1,269 hours in April. AARP Tax Aides prepared 1,833 returns (14 preparers) yielding $1,778,353 in refunds. 462 federal returns were from seniors 60+. State-only returns (SSI/Social Security) are numerous. Foster Grandparents: 14 active, with positive teacher feedback. Senior Companion Program: 15 volunteers serving 22 homes, with ongoing recruitment.

- For the Good of the Order: Assistant City Manager Claire Burroughs proposed providing bus transportation from Hillcrest Senior Life Center to evening Cultural Arts Series events, working with Barbara to facilitate for seniors.

We do have a quorum of this committee, so we can consider approval of the minutes from the January 16th meeting. Are there any objections to how those minutes have been typed up? Well, hearing and seeing no objections, those minutes will be adopted. Thank you. And so then we'll move into reports, where the agenda prompts me for a communication that I have for all of you. And locally, the the city commission and I have offered a proclamation to recognize volunteerism in the community. And in addition to that, what I've made an effort to do is to make it to each of the city board and uh committee meetings this month. But uh because I chair this one, I I'm here I am, right? And so this was easy. But uh uh jokes aside, uh the city of Clovis and really our community uh runs on volunteerism. Uh volunteers uh just good hearted and out of the kindness of their heart, volunteering their time in order to make things a little bit better. And uh the Lord calls us all in in into different areas of volunteerism and and and it's a beautiful thing. And uh on this committee alone, we have folks that uh go above and beyond what anyone would ever expect in the way of volunteerism. Um the lady setting to my left, uh certainly. Uh but we could go up and down the dais, each of you. Give of yourselves. And so as a small token, uh I I just wanted to to take a moment and and recognize you and thank you for for the the time and energy and the commitment that you uh put into volunteering all over the place, all over the community, but specifically on this committee. I have a certificate that I would like to present to each of you, and the certificate reads certificate of appreciation proudly presented to each of you in recognition for your outstanding dedication, commitment, and invaluable contribution as a member of the senior services committee. So what I'd like to do is maybe we can do our picture up here. Um I just took a picture there. I thought maybe you up to the meeting, maybe we could have everybody stand together, maybe. Okay. However, you'd like to do it. Yep. Good idea. We we we can do that at the end. So I'll hand you each your certificate and we'll do a group photo at the end if you're willing.
