Clovis City Commission Regular Meeting - April 24, 2025
The Clovis City Commission held a regular meeting on April 24, 2025, at 5:15 PM in the North Annex of the Clovis-Carver Library. The meeting included multiple proclamations, a golf course update, approval of the consent agenda, a joint beautification resolution, a new appointment to the Armed Forces Support Committee, and authorization to award a design-build contract for the Horizon Behavioral Health Center Crisis Triage Center. - 53rd Annual Pioneer Days Celebration (May 1-3, 2025): Proclamation presented to Kevin Clements and John Montano of the Curry County Mounted Patrol. Over 500 rodeo contestants expected; events include military appreciation night, Tough Enough to Wear Pink, and First Responders night.

- Nonagenarian Day (May 7, 2025): Proclamation presented by Senior Services Director Barbara Riggan. 56th annual tea at Hillcrest Senior Life Center at 2:00 PM; transportation available via La Casa Senior Center.
Communications
- Colonial Park Golf Course Update: General Manager Keaton Aucutt reported on six years of management. Rounds played increased from 21,827 in 2019-2020 to a projected 31,000 for 2024-2025, with 22,000 rounds already through March. The course is $30,000 in the black after nine months. Improvements include a new irrigation system, remodeled banquet room and restaurant, 80 new golf carts, and planned tee box expansions. Upcoming events include tournaments for United Way, Fire Association, and Clovis High School baseball. The clubhouse will extend hours to 9:00 PM daily starting May 1. Driving range net replacement and front-nine irrigation design are budget requests.
- Clovis Action Team: Chamber President Sherry Wilson announced a community event highlighting eight iconic Clovis locations on May 10 and a kite-flying event on May 31. Website and Facebook page revitalized.
- Clovis Hires Young Adult Career Fair: Claire Burroughes promoted the event on April 30 at the Civic Center, targeting ages 16-24 with job opportunities, panel discussions, and business showcases.
Consent Agenda
Items 1, 4, 5, and 6 (after striking items 2 and 3) were approved unanimously. Items:
- Noise variance for 614 W. 4th Street graduation party (June 7, 6:00-11:00 PM).
- 2024 Economic Development Summary Report from Southwest Cheese.
- 2024 Cummins Natural Gas Engines Annual Economic Development Summary Report.
- Waiver of tipping fees at Clovis Regional Landfill for Great American Cleanup (including tire disposal limits).
Resolutions
- Resolution 3317-2025: Joint resolution between Curry County and City of Clovis in support of beautification programs. Unanimously approved. The city received a $200,000 Keep America Beautiful grant for implementation.
New Business
- Appointment to Armed Forces Support Committee: Commissioner George Jones stepped down due to potential conflict with his role at Cannon Air Force Base. Commissioner Garza was appointed unanimously to fill the vacancy.
- Notice of Intent to Award – Horizon Behavioral Health Center: Approved unanimously to issue a notice of intent to award the design-build contract for the Crisis Triage Center to Jaynes Corporation. The 12,000 square-foot facility will be built west of the surgical center on 21st Street, budgeted at $9.5 million (under budget). Construction expected to finish by July/August 2026; a reauthorization of state funds may be needed. The operator is Community Bridges. The project is a regional partnership involving five counties and two municipalities.

- Water Policy Advisory Board (April 1): Reported on water management stages, Eastern New Mexico Water Utility Authority update, EPcor update, and water conservation month activities.
- Parks, Recreation & Beautification Committee (April 21): Approved Altrusa book box at Hillcrest Park; summer youth camp registration open (discount through May 2); pickleball and basketball court surfacing and striping upcoming; aquatic center roof completed and pool being filled; Potter Park pool work ongoing.
- Investment Committee (April 22): Discussed utilizing LGP for idle funds; monthly investment report presented.
- Senior Services Committee (April 24): Reported 1,786 congregate meals and 90 home-delivery meals in March; 72 RSVP volunteers, 14 foster grandparents, 15 senior companions. 50+ Olympics active.
Monthly Investment Report
Ending cash balance as of March 31 was $86.4 million (down from $88.2 million due to terminal payments). General fund ending cash $18.3 million. Interest income for nine months $2.2 million (up from $1.8 million last year). LGP rate 4.33% (down from 5.32% last year). Gross receipts tax receipts down 8% from last year, but 18% above the four-year average and 17.8% above budget. 507 new reporters added.

Commissioners, City Administration, members of the public, welcome to this meeting of the Clovis City Commission. We'll begin with a prayer and then we'll honor our flags. If you pray, please pray with me. Heavenly Father, thank you for showering us with your blessings and your goodness. God, thank you for placing us in such an amazing community where we work together uh for the greater good and we pray that you would lead us to do that with decisions that we make here at the city commission. Lord, we thank you for the uh exciting time of year as we have uh all of the beloved events like Pioneer Days and National Day of Prayer uh coming up and and we just thank you for these blessed occasions and events, and we pray that we would uh uh enjoy them and and celebrate and and show thanks to these people that put them on and make it happen for us. Lord, we uh lift up the meeting tonight, lift up each of these commissioners and uh their their decision making, and I ask these things in the name of Jesus, amen. First up, we'll do presentation of proclamation proclaiming May first through May 3rd, 2025 as the fifty-third annual Pioneer Days celebration. And who is it that will come talk to us? Yeah. Mr. Foljum. Good to see you, sir. Fifty-three years. We've been fifty-third already. It would have been fifty-five, you know, we've had a little little laps there. But we're looking forward. We have over five hundred contestants this year. We have the eight-time PRC act of the year. John Payne, he hadn't been here since the outdoor arena. And he's got quite an act, and uh anyway, we're looking forward to it. We're prepared.
