Civil Aviation Board Regular Meeting – April 29, 2025
The Civil Aviation Board of Clovis, New Mexico, held a regular meeting on April 29, 2025 at 5:30 PM. The meeting included approval of minutes, presentations by the mayor, discussion on naming the FBO, an update on FAA inspection results, and the director’s report.

- Mayor’s Recognition and Introduction: Mayor Morris presented certificates of appreciation to board members for their volunteer service. He also introduced new Airport Director Christopher Marshall, who previously served as airfield manager at Cannon Air Force Base.
- FBO Naming Discussion: The board revisited naming the FBO for the new terminal. Previous suggestions included Tumbleweed Aviation, Hope Plains Aviation, Hoplanes Air, and Endless Horizons Aviation (proposed by the mayor). Members debated the merits of “Endless Horizons Aviation,” noting its alignment with the Chamber of Commerce tagline and its positive connotation. Concerns about length and potential conflict with existing airlines (e.g., Horizon Air) were raised. The board decided to defer the decision to the next meeting and will collect additional ideas via email.
- FAA Inspection Results: Chris Marshall reported results from the April 10 inspection. Six minor discrepancies were found, including issues with PAPIs (navigation aid), faded signage, missing safety placard, fire inspection lapse, need for refresher training, and wildlife management review. The inspector deemed the airfield safe and effective. Actions are underway to address each item.
- Director’s Report: Marshall provided fuel sales figures for March: $144,191 total revenue (AVGAS $15,000, Jet A $70,000, Key Lime $58,000) and 34,000 gallons sold. Denver Air passenger numbers increased by 300 from last year. Other updates: water damage repairs, cancellation of 2025 Wings and Wheels event, AWAS system intermittent outages (pursuing 12-hour UPS and generator tie-in), non-federal weather observer certification, airfield fire from downed power lines (now cleared), generator control panel replacement estimate $2,500, new ARF vehicle stored at FBO, staffing (4 of 5 positions filled), terminal project concrete pouring underway, fuel farm replacement pending funding, and maintenance bay concrete grant for 3 of 5 bays.
- Future ARF Station: The board discussed plans for a new ARF station to accommodate the larger vehicle, potentially manned 24/7 with funding from FAA.
- Gate Issue: A member reported that the main gate near the office was stuck open due to high winds and design. Security concerns were noted. Chris Marshall will obtain an estimate for a redesign.

Next item that we have will be uh presentation by the mayor. Thank you, Mr. Chairman. Uh members of the uh civil aviation board. I wanted to take the opportunity to thank you for your service on this board uh on behalf of the residents of Clovis. That's one of the uh the real perks of of being your mayor is uh often when I when I do something I get to say I'm doing it on behalf of of all of the residents of our community and uh and that is the case and and during all during the month of April the City Commission and I and the City Administration have been making an effort to recognize volunteerism in the community and uh uh issued a proclamation recognizing such. But specifically, I've made effort to make it to each of the committee and board meetings to recognize you, citizen volunteers that give of your time uh to serve on city boards and committees. And so uh if you would indulge me, I would like to present each of you with a certificate of appreciation, which reads uh in recognition of your outstanding dedication, commitment, and invaluable contributions as a member of the civil civil aviation board. And and truly uh this board, I mean if you think about all of the the wonderful things that we have going on at our airport, these are all matters that first came to this board, so that recommendations could be made to the city commission to include the terminal building which is under construction, and so you're truly shaping the the future uh of our community as it pertains to the airport and and and all of that that opportunity that we've all uh talked about. And so thank you from the bottom of my heart as your mayor and on behalf of the the residents of Clovis for your service on this committee, and I'd like to present each of you with a certificate.
