Presentations & Proclamations
- Keys to the City – Presented by Mayor Morris to Miss Turquoise Circuit Tonantzin Candelaria, New Mexico State Fair Queen Kaitlyn Maria, and Pioneer Days Queen Tylie Garrison. The presentation recognized the young women and their roles in upcoming rodeo events.
- Mental Health Awareness Month (May 2025) – Proclamation read by Mayor Morris. Lacy Keith of Mental Health Resources (MHR) highlighted a 5K walk and health fair on May 31 at 1100 West 21st Street. The Mayor noted the city’s partnership on a planned crisis triage center (groundbreaking expected in June). MHR reported that one in five adults experience mental illness annually; over 71,000 New Mexicans have a serious mental health issue; and 1,366,095 people in New Mexico live in a community with a shortage of mental health professionals.
- Older Americans Month (May 2025) – Proclamation read by Mayor Morris. Barbara Riggan, Senior Services Director, introduced her staff and invited seniors in the audience to join a photo. The proclamation emphasized the city’s commitment to age-friendly community supports.

- Great American Cleanup Report (from Parks) – Held on April 26, 2025: 9 teams, 100 volunteers collected 91 tires, 647 bags of trash, and 317.47 tons of trash. Dion’s donated pizza for volunteers.
- New Business – Appointment to ENMWUA – Mayor Morris and Commissioner Garza were reappointed as City of Clovis representatives to the Eastern New Mexico Water Utility Authority Board (terms expiring). Motion by Mayor Pro Tem Bryant, second by Commissioner Zamora. Vote: 7 in favor, 1 abstention, 0 opposed. Both appointees expressed willingness to continue.

- Clovis-Carver Library Board (April 28) – Roof project completed; skylight installation expected July; summer reading program launched.
- Civil Aviation Board (April 29) – New Airport Director Christopher Marshall introduced; discussions on naming the FBO; FAA Part 139 inspection completed successfully.
- Clovis Hires Young Adult Job Fair (April 30, at Civic Center) – City Manager Justin Howalt reported strong participation: Walmart hired about 20 people; McDonald’s, the city, Patecom Energy, and AeroTech had significant interest. Clovis Community College saw interest in its CDL program. Opportunity identified to better engage Cannon Air Force Base spouses in future events.

I'm just hurting, so I don't want people to see the hurt on my face. This sounds terribly joke. Are we ready? Do you want to run it? I'm sorry. No, it's not. This one. All right. Mayor Pro Tam, Commissioners, City Manager, members of the public. Uh, we'll begin the meeting in just a moment. And it's it's so great to see you all here this evening. And um you're probably here for presentations, and we'll get to those very early in the agenda. But first, before we get going, I'll offer a word of prayer and we'll say the pledge to our flags. Pray with me, please. Our Father in Heaven, on this day set aside for our nation to pray, we thank you for the event that we had earlier today out on Main Street, and we thank you uh for the knowledge of knowing that your people sought you uh collectively all across our country today, and Lord, we we pray that you would pour your blessings out on our country. We pray that you would pour your blessings out on Clovis and the people of this great community, Lord. We um pray you'd give us wisdom as those elected to um make policy and and budget and and vision decisions, and uh Lord, it's a pleasure to do so. We accept that responsibility, but we look to you for the the wisdom and the strength to do it well. We thank you for the amazing uh events happening in our community this week and the the celebrations that we'll we'll talk about in just a few moments as we get going in this meeting and we praise you.
