The Clovis Public Works Committee met on May 28, 2025, at 8:30 AM in the North Annex, 701 N. Main, Clovis, NM. The meeting included approval of minutes, a discussion of the Llano Estacado and Shady Lane intersection, city project updates, and a schools update. The committee also addressed parking issues at the recent high school graduation.
Llano Estacado Blvd and Shady Lane Intersection: Justin Howalt presented a proposal to reduce turning conflicts by installing a median from Prince Street east to the second driveway of Lowe's Home Improvement, making several driveways right-in/right-out. He noted that the city had received MAP funding for the 21st Street and Prince intersection project. Committee members discussed their personal experiences with the intersection, with some seeing no major issues and others noting confusion. Commissioner Vose suggested pulling accident reports. The committee agreed to continue monitoring, pull crash data, and revisit if needed. No formal vote was taken.

We do have a quorum. So we'll move down to the approval of the minutes of February 26th. And hopefully everybody's had an opportunity to look those over. Are there any corrections? Only thing we have this morning is a uh discussion regarding Lano Wistacado and Shady Lane intersection with Mr. Howalt. Thank you. Good morning, Mr. Chairman, members of the committee. And I'm gonna go ahead and put the uh question to rest on what happened to my eye, if everybody's wondering. It is black. I wouldn't, but I am now. And I've always said out of town Justin is a lot more fun than in town Justin. However, playing crack the egg with my niece on the trampoline, she won. So we'll just leave it with that. The trample the tramp one. Uh the five-year-old's knee to my eye one. Well so uh so Commissioner Garza actually brought uh this to me uh a week or so ago, and he had been approached uh by a constituents uh regarding the traffic issues that uh potentially are out on uh Yano Astacado and Shay Lane. And so in front of you, you should have the Google Earth imagery of it. Uh you can see obviously where Shady Lane sits, basically across from Lowe's grocery store. Uh we have driveway access points, obviously for Lowe's on the north side. Uh Buffalo Wild Wings and Chipotle have a access point onto Yano. Uh Soapy Springs has access on the Yano, the real estate agency and the the um business center there have two driveway access points, and then I believe it's Mamacitas also has an access point. And so the question became uh is how could we uh potentially reduce turning conflicts and movements uh within that area. Uh we do currently have medians uh when the DOT redid Prince Street uh north of Yano, they installed the median uh to the north there on Prince Street, uh to the west on Yano. Uh there the DOT has a median uh on the west side there.
