Economic Incentive Board Regular Meeting - June 11, 2025
The Economic Incentive Board held a regular meeting on Wednesday, June 11, 2025, at 8:30 AM at the North Annex, Clovis-Carver Library, 701 N. Main Street, Clovis, NM. The board discussed and voted on a GIS planning reimbursement, received a financial report, and heard updates on economic development projects. All actions were unanimous.
Consent Calendar
- Approval of Minutes: The board approved the minutes of the March 12, 2025 meeting as amended. Leo Lovett noted a correction changing "residents" to "non-residents". The motion carried unanimously.
New Business
- CED Reimbursement for GIS Planning (Tina Dziuk): Tina Dziuk, representing the Clovis Economic Development (CED), requested reimbursement of $11,090 for an annual GIS planning invoice. The funds cover the Zoom Prospector platform, which lists commercial real estate in Curry County, and a recent contract with Re-simplify to update listings and link to the New Mexico Partnership map. The invoice had already been paid; the board approved reimbursement unanimously.
Economic Development Fund Financial Report
- Justin presented a financial report. Year-to-date revenues are $1.8 million, expenditures $234,000, leaving ending cash and investments of $7.7 million ($6.8 million invested, $807,000 cash). May expenditures included GRT fees and $86,000 in LEDA retail payments. Revenue sources: GRT ($1.2 million), PILP payments ($105,000), investment interest ($272,000), and bank interest ($2,000). No questions were raised.
Update on CED Projects
- Industrial Park: Two long-term prospects continue: a green energy company and a conduit manufacturer (timeline extended to ~1 year). A local company signed a lease for transload operations. Marketing materials are being upgraded with BNSF.
- Retail: Seven Brew is open; Ross expected July 18; Lavender and Lilies moving into the mall in July; Whataburger scheduled for mid-July.
- Business Incubator: A kickoff workshop was held April 29. Consultant Sean O'Shea (Hatch Form) is filling in until a full-time director is hired. The Sound Studio (recording studio) is targeting an August opening; audio engineer Christine O'Borny started full-time.
- Events and Outreach: Staff attended Clovis Music Festival, received certification in entrepreneurship center management, held Clovis Hires Job Fair, and launched a quarterly business roundtable (first meeting July 22). Pattern Energy hosted a veteran recognition event; staff toured the Grady wind farm. A presentation on the incubator was given at Rotary. Staff attended the CNS Partnership Air Cargo Conference in Miami, highlighting the new airport terminal (targeting October 2026 completion).
- Projects and Grants: Six PROs (requests for land/buildings) received from the New Mexico Partnership; most require interstate access or high power (12-18 month study needed). Staff sits on CCC planning and high school CTE committees, exploring a student pitch competition. Grant applications submitted: $25,000 for a business survey (to be shared regionally) and $100,000 for commercial kitchen equipment. A short-term business accelerator is in early planning. Recertification of the business incubator and EDO is underway.

- Leo Lovett shared a recruiting approach emphasizing Clovis's proximity to larger cities (DFW, Denver, Amarillo, Lubbock) and quality of life. Raymond Mondragon announced an Eastern Plains Council of Governments board meeting in Tucumcari with guest speaker Randy Harris. Alan Kinlan announced a congressional staffer tour on rural broadband scheduled for August 12, hosted by Plateau and other providers, starting in Clovis.
