Clovis Civil Aviation Board Regular Meeting - July 1, 2025
The Clovis Civil Aviation Board met on Tuesday, July 1, 2025, at 5:30 PM in the North Annex, 701 N. Main, Clovis, NM. The meeting covered the Director's Report on airport operations, maintenance, construction, and FAA corrective actions, as well as a presentation on terminal artwork and discussion on terminal naming.
Director's Report
- Fuel Sales: Monthly fuel sales were $135,000, an increase of nearly $30,000 from the previous month. Total gallons sold were 36,000, up from 29,000 gallons. The increase was partially attributed to the self-service pump being intermittently down in April; an electrical coil issue was repaired by Norse Electric.
- Enplanements: May 2025 enplanements totaled 1,074, up 60 from the same month last year. Despite expectations for a busy holiday period, overflow parking was not needed.
- FAA Inspection / Corrective Actions:
- PAPI 12/30: The FAA inspector required all PAPI lights to be turned off until serviced and realigned. A lightning strike was found on one transformer, which was fried. A new transformer has been ordered at a cost of $9,000 with a six-week turnaround.
- A safety placard at the self-serve pump (emergency contact info) was installed and the write-up is resolved.
- Fuel facility was not inspected every three months; that has been corrected via the fire department's inspection program, and the fire marshal inspection was completed the prior week.
- Clovis was written up for not ensuring FAA technicians receive annual airfield driving refresher training. The Director is working with the FAA FTI manager to obtain training records to rebut the write-up.
- Wildlife management plan evaluation: Not yet completed. The Director is reaching out to a biologist at Cannon Air Force Base for a free review. Estimated completion date extended to end of July.
- FBO Status: Water damage has been patched over the years. A bid from Read Roofing for minor repairs is pending. The Director is exploring using remaining insurance funds from a 2023 hailstorm to cover repairs instead of budget.
- AWOS: The Automated Weather Observing System has been operational since last repair. The airport is pursuing a non-federal weather observer program so that Denver Air Connection can continue operations if AWOS goes down. The process involves purchasing equipment, getting FAA approval, and attending training. The Director plans to qualify himself and his executive assistant initially.
- Airfield Lighting Generator: The emergency generator, out of service since August 2022, is now fully functional. Norse Electric replaced the control panel, hoses, clamps, and plugs. It is set to automatically test for 15 minutes on the first Wednesday of each month at 8:00 AM. A monthly preventive maintenance checklist will be created.
- ARFF/Striker: The firefighting vehicle was relocated to the FBO hangar to allow more clearance. Foam and spare parts were also moved. The Clovis Fire Department expects all items to be on hand by end of July, with the vehicle in service by end of July.
- Staffing: The airfield section is fully staffed but lacks a dedicated maintenance operations supervisor. Three candidates applied; one was an existing technician, two were unqualified. The position was reclassified to a technician. Current team: two qualified individuals (4 and 3 months on duty), one on convalescent leave until end of July (8 months experience), and two new hires (4th and 5th day). New hires undergo online fuel training from AF Fuel plus on-the-job training.
- Airfield Construction Update:
- Terminal: Construction went vertical on June 15 with beams. Estimated completion August 2026.
- Concrete Entry Maintenance 5-Bay: A grant from the state will concrete the area in front of the maintenance bay. The first contractor lacked a state license; the second could not provide required square footage. Seeking a third contractor.
- Fuel Farm: Notice to proceed issued for refurbishment of piping, pumps, and tanks. Tanks have a 14–16 week lead time; project expected to start October 2025. Innovative Fuels is the contractor. The Director requested installation of a Scully overfill prevention system to bring a second fuel truck into compliance. The project duration is 3–4 days, prefabricated in Amarillo. During construction, fueling will rely on a temporary waiver for the fuel truck.
- Financing: The concrete project is funded by a mix of FAA and state money. The fuel farm is 100% state-funded via the State Aviation Division.
Presentation: Airport Pattern Studies (Terminal Artwork)
- Claire (staff) and Mr. Holwell presented five large panel images to be placed inside the terminal. The images represent Clovis history: C-130 (Cannon AFB), historic train, microphone from Norman Petty Studios (music history), Hotel Clovis, and grain elevators (agriculture). The images were processed by Nicole Holcomb of the City of Clovis to achieve high resolution and contrast. Kevin Tipton of the Chamber of Commerce and Vicky Ray provided photos. The panels are intended to showcase Clovis identity to visitors.

- Minutes Approved: The minutes of the April 29, 2025 meeting were approved unanimously by voice vote.
- Next Meeting: Scheduled for 5:30 PM, Tuesday, October 7, 2025.
- Terminal Naming: The Director requested that the board pause discussion on naming the airport terminal until the new FBO building is refurbished and closer to move-in, to avoid disappointing visitors with the current facilities. The board agreed to defer.
- Top Beam Ceremony: A beam-signing ceremony for the terminal construction is planned for the week of July 21, 2025. Board members will be invited to participate.
