2:06First person on the agenda.
2:12It is five thirty on the dot on September ninth.
2:15We will call the City of Clovis Lodgers tax.
2:19Uh we'll start with roll roll call.
2:21Can you mute, please?
2:27It is five thirty on the dot on September ninth.
2:31We'll call the City of Clovis Lodgers tax.
2:40You know when you hear your voice?
3:10We heard Jonathan's running a little late.
3:12Yeah, he said he's on his way.
3:15Um next, approval of minutes from the last meeting, which was July eighth.
3:20Are there any corrections to the minutes?
3:29I'll make a motion to accept them.
5:09Justin, if you can hear us, we're we've got some audio issues.
5:12We're gonna fix them real quick.
5:27Justin, if you can hear us, we're we've got some audio issues.
5:30We're gonna fix them real quick.
5:44We're having some audio issues.
5:49Yeah, he'll repeat himself.
6:08We have a new system.
6:10You never know until you go lies or something.
6:13We'd rather it be tonight.
6:18So thank y'all for yeah, yeah.
6:20I think the question is is it gonna be fixed tonight?
6:23That's a good question.
6:37I was like, well, I thought I have on that.
6:52Everyone's checked in.
7:05I forgot to talk about some.
7:17Hey, Justin, I actually forgot a step in the process.
7:22Holwalt review our finances to let us know how much money we have available to distribute tonight.
7:32And so we are now we have had two uh months into the budget uh year.
7:38And so we had budgeted for a little bit about 48,000 uh in lodger's tax, promotional dollars uh received.
7:46Our actual two months received is about fifty-nine thousand dollars.
7:50Uh so for a positive difference of about eleven thousand dollars.
7:54Uh currently we have eighty-four dollars and ninety-one cents that has been reverted from last uh fiscal year.
8:02However, there is one event out there that was hosted by the event center, the home and garden show.
8:07Uh just curious if they're gonna submit any receipts on on that one to us.
8:12It looks like they're going to, so we may have a little bit more reversion from uh the next event.
8:17Um the available distribution right now from the ye for the year was uh three hundred and sixty-three thousand dollars.
8:26Uh last month you guys allocated eighty thousand dollars.
8:29Uh that leaves you with a available balance for the remainder of the fiscal year currently at about two hundred and eighty-three thousand dollars, which breaks down to about fifty-seven thousand dollars uh bi-monthly.
8:42Uh in this evening, you have uh 128,800 worth of requests, which if 100% re uh awarded to this evening uh would leave you a remaining balance for the rest of the fiscal year, uh which we're only two months into 154,000 or $38,000 uh bi-monthly left over for that.
9:04So uh happy to answer any questions that you uh may have.
9:09Uh that helps, thank you.
9:18Wilson, we are back with you.
9:21Yes, sir, we got you.
9:23Um we we've been able to look over your your application.
9:28Um I know that this has been going on for quite some time.
9:34I think that's what I read.
9:35But if you have anything um that you can share with us that's not captured on the forum that'll help us out, that's what we're here to listen to.
9:43So the floor is yours.
9:46I appreciate y'all having us on with the the meeting.
9:49Uh we're from kind of all over the state.
9:52Uh Bobby's up around the line and I'm got my crawls dead, so we're kind of spreading out all over.
9:57So really appreciate y'all letting us do this.
10:01And uh yeah, we're we mainly focus on uh with the MRA being a family organization that helps get you know the kid involved and parents sometimes maybe the grandparent.
10:14So that's mostly shoot forward making it a family event, trying to get uh all the people in the gate we can to see and was really hoping you know with the logic stack you know just kind of uh wave the gate to me if you don't let anybody come in to watch and see what we have going and you know all the vendors that we can get just kind of open it up.
10:41And so that's where we're at right now.
10:43Uh like state been at it for 45 years now for 45th finals, and you know something we hope to continue and see what we can do.
10:56Um board, any questions?
11:02Chairman, I do have a question.
11:06Uh your event dates are the October third and fourth, right?
11:11Uh that's Friday and Saturday.
11:13Do you expect anybody come in on Thursday to be ready for Friday?
11:19We'll have uh contractors be coming in probably Wednesday and Thursday.
11:24Uh you know, some out of state people might come in uh day or two early as well.
11:33And a follow a follow-up on that one.
11:35How late will you run in on Saturday?
11:40We will be there uh most of the evening Saturday, so probably most people will be leaving out you know Sunday morning uh contractors, especially uh on Sunday.
12:00Wilson, have you is this your first time in Clovis or have you been in here before?
12:06I've been there quite a bit.
12:08Uh I usually go there for the pro rodeo every year, I'm not sure as well.
12:13Uh so that's kind of why we like to have it there because early join the rodeo there every year.
12:18We wanted to bring our finals there for everybody to enjoy as well.
12:37Wilson, so uh if if awarded funds this evening, uh the they wouldn't be up for final approval until September the eleventh.
12:46I notice that your events dates are a little bit less than a month away uh following that final approval uh by the city commission.
12:54If you're utilizing the funds to purchase uh jackets and hats or uh saddles and buckles, is that month time gonna give you a and be enough for you to get them branded and everything with our logos that are on there?
13:09The jackets we can throw, you know, the extra patches on at any time uh before they're sent to us.
13:15And uh the saddles we usually give out as a kit, so they're ordered after.
13:21So we just have a proof of what we want on there for all the you know any lettering or anything like that we stamped on.
13:29So we have time there.
13:32Most of our awards uh pretty much besides already been on everything else right now to change how okay they thank you.
13:46Wilson, I think we've got the information we need.
13:51Thank y'all very much.
13:56Next application, um, the New Mexico Cup LLC.
14:11Le vamos a hacer preguntas si quieres su presentation.
14:30Buenas tardes, Bachel para poder oírlo que va a decir este.
14:52But un evento deportivo uh Nacional, donde estoy tratando de traer equipos de fuera de la ciudad.
15:01Okay, so he's here to request 27,000 dollars for his event which is the uh New Mexico Cup and he is requesting this so he can bring people into the community.
15:15Chairman and uh Commissioner Garza and I did meet uh with with the applicants and uh just to understand obviously he's already hosted another event here locally that he did not request lodgers tax for previously but he did have uh competitors from actually all over the United States.
15:30He had uh teams that traveled in as far away as Chicago, we had teams from um Houston if I recall correctly.
15:37Um and so I off to my head I don't recall how many total teams he had uh but I do know for that weekend I mean our hotels uh had quite a few uh um room nights that were uh taken up by the the participants in the event itself and so uh but just want to let you know that uh we have met with them and it's definitely something that would qualify.
16:00So I uh my Spanish is mine too.
16:06But I thought if the board has any questions we could talk to uh Commissioner Garza, ask them so it's if we've got anything specific and try to streamline it a little bit.
16:18Um I think the same questions apply which what you just asked was when one of the teams coming in when in the leave because it's the twenty second, twenty-third.
17:21So uh Thursday and Friday they will be coming in, okay.
17:25Uh and the event is the uh twenty third and twenty uh twenty-second and twenty-third.
17:32So you gonna have people coming in prior to the tournament.
17:36How long is it last on the twenty third, you know?
17:38Uh durar el torneo, hasta el día 23 o probablemente el día siguiente.
17:47Empieza el jueves y termina el lunes.
17:49Okay, so it does uh finish on Monday.
17:52So you're talking about four nights.
18:42Any any other questions?
18:44Will the uh participants have like free time to go around the city and shop instead si los uh visitar la ciudad a ver qué lo que ofrece aquí clubis?
19:10No sé specificamente dónde, pero muchos y dijeron que está muy bonita la ciudad y que ahorita para este torneo también regresan.
19:18They did to simplify the answer.
19:28And how many teams from the other one?
20:20The rest are out of town.
20:21Most of them will be traveling.
20:23And Clovis probably will bring a little more teams from around the area here.
20:29So I think it's a good event.
20:36Are those giveaways or referee shirts?
20:41Staff and referee shirts are listed.
20:44Yeah, they would provide that to the referees.
20:49So my question was has seven championship trophies for 1640.
20:54That's 234 dollars a trophy.
20:56Is that sound is that a normal amount for a trophy?
21:00Pricing isn't seemed up to the other.
21:13Oh, is this payment of referee and staff on the personnel?
21:17That's not included, Mr.
21:19That's below the uh the 27.
21:28That's all the questions I had.
21:31I I have nothing else.
21:37Walter, muchas gracias.
21:38Ya no tenemos más preguntas para usted.
22:02Depende de del grupo aquí.
22:04Pero nosotros le dejamos saber esta tarde que decidieron.
22:21Next up, Clovis Music Festival.
22:37So you've got your application in front of you.
22:40And we just wanted to come before the señoras are the circuit.
22:48That's so nice of you, Mar.
22:53We might need that for this music festival.
22:56So we appreciate all your support each year.
23:00And we wanted to come before you.
23:01We're working on a music festival again.
23:03We're looking at April time frame.
23:06We do not have our acts lined up yet, um, because that's a bit of a process.
23:11Um but we did have we had a lot of success last year, brought brought in a lot of folks from out of town.
23:16There were a lot of people staying in our hotels, just the musicians alone.
23:19We had 40 rooms booked, um, which is the musical act.
23:23So um again the shopping, the restaurants, the activities um here in the Clovis and Portellus area um gives us an opportunity to showcase Clovis.
23:33And so I think Sherry has some stats for you, and then we'll stand for any questions you might have.
23:39So um we did the same thing that we did the previous year, and then also with Dragon Main, where we're moving um a lot of our advertising to the digital, so the Facebook ads and Vi were our two main ones.
23:54And using the Vibe TV streaming we got in over 200,000 homes.
23:59Uh and I believe it ran for two weeks, if I'm not mistaken.
24:05And then um I had a surprising result this year on the Facebook.
24:10So I went and uh looked at the analytics from January to April.
24:15We uh got our content, uh, our ads in front of over one million people is one point one million.
24:23But uh one million and eight thousand nine hundred and seventy were non-followers.
24:29So that was a little bit surprising to me.
24:31Normally it's closer uh with the followers numbers.
24:34Uh same thing with our uh reach and uh link click clicks.
24:39A lot of them were non-followers.
24:41Uh reach is how many people our stuff gets in front of, and so that's typically the uh the Facebook ads part, and we got in front of over 500 9,000 people, and our interactions increased uh over well almost 4,000 percent.
25:00So this year I think was pretty successful as far as our vibe and our Facebook budget.
25:04We were able to do quite a bit with that.
25:07We also did print and radio and and uh billboards and stuff, and like and digital billboards.
25:14So we utilized every bit of it, and we had a really good turnout this year.
25:18So that's what we're shooting for instead of reinventing the wheel.
25:23Um, you know, just keep building on what we're what we're doing.
25:29I I forgot to tell you guys.
25:31So people as far as out of town, a lot of them stayed uh two nights for both events, but we've got a lot from Texas, Albuquerque, Denver, Oklahoma, and then a lot from Arizona.
25:43Sherry, were are those real numbers that um Yeah, we're able to tell because are you referring to the Canon versus uh no?
25:52I didn't know you said two nights.
25:53Like so do you know how many nights were spent by the like is it room nights or just seeing the numbers in the city?
26:02Is it the phone number tracking?
26:04Well, uh a lot of our ticket sales, we can tell where they're coming from.
26:08And do we use QR codes too this year?
26:11So uh those were on our printable things.
26:14Um but as far as like which ones from out of town stayed two nights and which ones didn't, I have no idea.
26:23So you're the sorry, the hotel room hard hard numbers are definitely from the band.
26:28Yeah, definitely from the band.
26:40So this is our 36th year, so we're rocking and rolling.
26:45I was just thinking that.
26:49Robin, thanks, Sherry.
26:50Yes, thank you guys very much.
26:55Next up, Chamber of Commerce.
26:58Um this is the Oh, community profile membership directory.
27:09So um, as you know, it's the community profile membership directory, and we send that out everywhere.
27:16Um just today alone.
27:17Um, the New Mexico retire teachers came in because they have 60 people coming in in a couple of weeks uh for their uh conference.
27:24And so we may I made bags for them real quick.
27:27And so um and we just sent some off uh the the mix the uh the county is I guess it's county day tomorrow or Thursday at the fair, state fair, and we sent some profiles out with them to take to distribute as well.
27:41So of course we gave it to anybody that inquires about Clovis and all the newcomers that come in at the base, which we've had a lot here lately.
27:50We've been doing almost um this last last week, last week we did 80, just last week, and the week before we did 75.
27:57So we have a lot coming in.
28:00What are you printing annually?
28:03What am I printing annually?
28:10It might be less depending on how much with the cost.
28:19Board, any questions?
28:23Jonathan, you got anything?
28:30I think we've seen it.
28:32Uh next up, uh Casey Messick, the PARF PAFRA or PARFA World Championship Rodeo.
28:46Yes, PAFRA, the Professional Armed Forces Rodeo Association World Finals.
28:52This is going to be their third year here.
28:54Um started here in Clovis 25 years ago.
28:59Um this is their 25th anniversary.
29:02Um I guess I'll kind of preface preface that as uh kind of their focus on the advertising end of it.
29:12They're hoping to draw a lot of uh alumni back to Clovis for this event.
29:17Um just looking at at room stays um pretty close to 300 room nights is kind of their average for the last couple years.
29:27Um that's contestants, uh contestants, families, um, supporters, followers, so on and so forth.
29:36Um trying to do a big focus on getting people out here to Clovis for this event that aren't just contestants.
29:43Um again, it's their 25th anniversary.
29:45They're gonna do a big push on that to kind of make it something special.
29:50It was founded here in Clovis, and uh they want to kind of push that.
29:54Um we will have them for another four years after this.
30:46We're trying to push people and and I think this event's going to be one of those that we can really push some of those younger airmen into town into Clovis.
30:55And you know, obviously it's good for good for the community, get them to the restaurants, uh let them see kind of what other things go on besides just the one-off special events once a year, like the fair or something like that.
31:08So other than that, that's kind of uh that's kind of what we're looking at.
31:13Um again, we're asking for 21,800.
31:17Uh a lot of that's gonna go to trophy buckles.
31:20Um that will go to trophy buckles and jackets, which will be you know, obviously seen all over the country.
31:27They've got contestants that come from as far as Alaska and some of those uh states that were not usually normal normal state representatives to come to Clovis, which is it's kind of cool too.
31:41So I'll uh I'll just stand for any questions.
31:46I don't have a question.
31:47Uh I don't know if I remember right.
31:49I think you you mentioned to me uh before that you you might bring a uh concert or some performer?
31:59Um didn't go over as well as we had hoped.
32:02Um timing, I think it was a little close to the fair, kind of that we had a had this event a lot closer to the fair.
32:11I think it was the third week of September.
32:13Um not sure if that had anything to do with it.
32:16Um attendance was a little bit down for the rodeo, it was down, so we moved it back to October.
32:21I think it's a little kind of the sweet spot of the fall there towards right there, um, kind of buddied up against Halloween.
32:29So um what we're what we're gonna look at doing instead of doing a big welcome reception, uh we're gonna look to uh elaborate on the the award ceremony Saturday night.
32:39So they'll rodeo Thursday night and Friday night, um, which everybody goes to breakfast, lunch out into the community those two nights.
32:49Saturday it's an early performance, so they're done early, they're done uh somewhere around four o'clock.
32:55Um at 7 o'clock, we're gonna use the new pavilion.
32:58We're gonna set up probably a local band or something of that sort and uh try and have a bigger awards ceremony where it it hypes it up a little bit.
33:07Um we're gonna invite the community out to that.
33:10We're also gonna um again invite the the airmen from the base to come into town and and kind of come see see make it a little more special on that end.
33:19I think cost-wise, money-wise, it makes more sense for us than to try and do something big.
33:24We went we went big last year and and uh we didn't we didn't hit what we wanted to hit, but uh nonetheless I think we kind of learned learned the lesson and I think uh we're gonna try and make the awards a little more special than just uh doing it really quick right after the rodeo in the arena.
33:49That is the last application.
33:52Um it's an open meeting, so you're more than welcome to stay and watch us discuss.
33:59Uh but we'll we will review uh the applications as they came in again now for uh funding.
34:06Um just to preface if we divvy it up equally, we have less than 60,000 um to dole out and allocations are almost a hundred and well, they're almost 129,000.
34:21So it's pretty safe to say it's not all gonna get you won't get equal, you know, what you're asking for.
34:29Um but we'll do our best, as we always do.
34:34Um rodeo files for Mexico Road Association, which is coming up in Oct uh next month.
34:42Uh requesting 30,000 three nights.
34:53I mean I was just trying to look at numbers.
35:00Just if we did if we went at half and then we fund the community profile.
35:11I mean we're still at 75, like do we want to go over you know by 15 grand?
35:18Do we want to go over by 20?
35:19Do we want to keep it even?
35:20Do we want to roll, you know, like ex Mr.
35:23Howalt, real quick and uh Ms.
35:26Melanson, if you we had a little bit of a bump um in expectation of what was coming in?
35:33Is that uh is it has it been spread through the like do we expect that bump to continue or is that into the budget or it didn't go in?
35:43Like we didn't say, oh, since it's happened this time it's gonna continue to happen.
35:47No, and so it typically when we uh budget, I mean we look at historical information and that's how we develop our budgets.
35:53Um and then we just that's why I tried to provide you uh at each meeting with how if we're over or under budget.
36:00And so I mean the last two months have averaged five thousand dollars above budget.
36:06Um is we're in our kind of our heavier months though, our summer months.
36:10And so does that stay consistent throughout the rest of the years is the question.
36:16Yeah, I saw five applications and thought, oh this one.
36:22Um they all bring people.
36:25Um do we don't want to look at fifteen?
36:27Do you want to look at any thoughts or I think the soccer is gonna draw a lot of people here?
36:36I'd like to see we could do 20 for that.
36:40So that's you know, that's just my number, yes.
37:00Same thing with the rodeo them coming here.
37:04So they're I'd love to get them back.
37:09The uh the the New Mexico Rodeo.
37:14So you want to start off at fifteen or twenty?
37:21I wrote fifteen down for me.
37:25Um we have the New Mexico Cup, which is requesting 27,000.
37:39My one of my thoughts was they they did this how long ago?
37:44Without any lodgers tax funding.
37:46I think this is a you know a this is a nice bump.
37:50Do we want to s start with 15 there and look at that number?
37:55Uh the chamber of the music festival, again, I just put 20.
37:59I don't know if you guys have any thoughts.
38:02You know, that's that's more or less.
38:03So it's also April, so they could come back for a little meeting as well.
38:08See how things were going.
38:10I know that's got to be ask them to come back.
38:14Uh then you've got community profile at 10.
38:17I put 10 because we fully have always just fully done it.
38:23And then we've got uh 218 for the armed forces rodeo, their final.
38:33Um we did fifteen last year.
38:38So if we if if those numbers hold true, we're at 75,000, is that correct?
38:45Does anybody feel like that doesn't represent a group well?
38:49Do you how much were we doing the music festival for?
38:54And then it's in April.
38:59That would put us at 70.
39:02And they can come back for more easily.
39:04I think we should take five from the chamber and give it to the cup.
39:11I mean that's four nights.
39:17They don't bring nobody in.
39:19So um moving ten from the community pro five from the community profile.
39:24So Freddie suggested moving five thousand from the community profile and putting it toward the soccer cup.
39:29So five thousand on the on the ten and then twenty on the cup.
39:41Um the chamber profile is I'm sure they're gonna come back, so why don't we just do that and work on the other numbers for the festival?
39:54The music festival, they can always come back as Mel said.
39:57Uh it's not a big deal on that.
40:00Um in the past we have uh tried to help the newcomers, right?
40:06Soccer cup is the new ones.
40:08Um see how that works.
40:11We will have the hotel just keeping an eye on that and see how that's did you guys feel did you know that we had that soccer tournament?
40:19Did you see anything?
40:21Not at ours, but I don't know about the other ones that are a little different priced.
40:27Um so that moves uh we got fifteen for the first rodeo, twenty to the soccer cup, twenty for the music festival, five for the community profile, fifteen for the armed forces rodeo.
40:50Mel, are you good with that?
40:51I I would be happy with those things.
40:53Tasha, what do you how do you feel?
40:57I I also think that with uh both chamber events.
41:01If the bump in the tax continues, we'll have more money later.
41:09And so that could actually benefit them that we could give them getting them closer to their goal.
41:16Jonathan, you good about that?
41:19Uh so what we've got is fifteen thousand for the New Mexico Road Association Rodeo Association, 20 for the New Mexico Cup, 20 for the chamber with the uh caveat it's being in April.
41:34Come come back and see if we have money in the future.
41:38Uh same thing with the community profile.
41:41We're going to do 5,000 and then professional arms forces rodeo 15,000.
41:54Um I have motion to approve uh all these recommendations.
42:05What was that you, Freddie?
42:08Mel, you got us earlier.
42:16Uh the motion carries.
42:20Um and then we've got a couple of items for the good of the order that I'll start with, and then if anyone else has anything to add.
42:26Um, but I think we mentioned earlier uh that the commission meeting for approval is this Thursday.
42:35So two days from now on September 11th.
42:38And then our next meeting, when will that be for lodgers tax?
42:43If it goes by schedule, it actually would fall on uh on uh November 11th, which is a holiday, veterans day.
42:51Oh, is that the one we discussed?
42:53So what did we move that one, Vicky?
42:57We talked about moving it to November the 18th with um applications due on November the twelfth.
43:09Did I did we approve?
43:10Did we say it we didn't?
43:11That was just what we were kind of thinking.
43:13So being on a holiday, I think we have a better opportunity to bring people in on the 18th.
43:22Applications due on the 12th.
43:26Um then with that being said, anything else from the for the good of the order?
43:34There being no further business to discuss, we are adjourned.
