Economic Development Fund Financial Report.

Mr.

Good morning, Mr.

Chairman, members of the board.

So the fund currently has a little bit over $8 million in cash and investments.

We have $7.2 million in investments and another $810,000 in cash and bank.

For the fiscal year to date, we've earned uh total revenue of $292,000.

Uh $237,000 of that is in GRT.

We had $2,000 PILT payment come in.

We've earned almost $52,000 in investment interest and $712 in interest for the money that's uh for the cash that's in bank.

So shows that uh having the money in investments versus earning that interest for the cash and bank is definitely paying off uh not just only for this fund but for all of our city funds as well.

Um our total expenditures year to date is $125,000.

Uh and that's broken down.

We've uh had we've reimbursed CED for their uh GIS software.

Uh we've had to cut the industrial park a couple of times this summer, obviously with all of the rain, and then we have uh obviously had our contractual obligations and made payments to CED for the those contractual obligations.

And that's where our expenses have come from.

So uh with that, I'm happy to answer any questions that you may have.

Tina, you want to update us on any uh projects?

Yes, good morning, Mr.

Chairman, members of the board.

Um we still have our two big projects we're working on out in the industrial park.

Um those are still moving forward.

We still don't have a hard date on those, but um have been reassured that those projects are still in the works.

Um we have another company that's gonna be using part of the rail out there to transload.

This is a local company, and they're working on getting all the uh paperwork and contracts in order for that.

Um we're also working with another company, not in the industrial park, but a local company that leases heavy equipment, and so um we're hoping to see them operational maybe within six months.

I had an inquiry in the industrial park last month, so was able to answer some questions and hopefully we'll hear be hearing back from that company again.

We have a couple LEDA applications out, one for manufacturing and then another one that's retail leader.

I'm waiting to get both of those back, so if we do receive those back, we'll be bringing those in front of you.

For retail updates, um I called Leanne at the mall just to see what was going on there.

She informed me that one of the local companies in the kiosk there is now moving into a store, which is good news.

It means we're getting more traffic into the mall.

Um they are talking to another national store that she could not disclose.

And Claire's that was supposed to close down, it was going out of business, was bought out, so that store is staying open.

And if you've not been to Gourmet Gringo, they're in the mall.

They make burritos, salsas, hot dogs, hamburgers.

So you need to head out there and try Gourmet Gringo.

Marshall's also is under new management, and they are planning to have a second grand opening here in the near future.

For our business incubator, we are still working on that.

Getting ready to submit our recertification and working on developing our programming.

I did hire somebody else to work with me.

I've been short staffed since last November, so she just started two weeks ago.

Her name is Jennifer Chavez.

Clovis Sound Studio, we are making progress on that.

We got held up due to some HVAC issues, but we're hoping to have that resolved shortly, and we will be moving forward.

And then once the HVAC is fixed, there shouldn't be much more to the construction.

Do not have a hard date yet for the ribbon cutting, but uh we'll send that out as soon as we know.

Some of the events um that I've attended recently.

I presented on the economics of small business on the base for veteran services.

Um attended change of command for Colonel Surmac, the military-based planning commission that was out at the base, Pattern Energy's backpack giveaway.

Um hosted two quarterly business roundtables as part of our TIP strategies plan.

The first one was really a planning meeting with stakeholders to find out what those meetings should look like.

And then we held um the actual formal meeting, our very first one this month.

And so it was not as well attended as we wanted, but it was the day after Labor Day, and so we're hoping to get more people to the next one.

But it was really good.

A lot was talked about workforce development, um, the college and the high school and how they can work together.

Um attended Canon Appreciation Day, which is always a lot of fun.

And then in the last um quarter, we've had five PROs from the state.

So one of those was a really heavy power user needing 20 megawatts within six months, which is not something that we could provide.

But the industries in those five ranged from food products to laser technology, semiconductors, fertilizer, and a waste to energy plant.

Um of the additional meetings I've had in the last quarter.

Um I've been meeting with CHS, uh Clovis High School to talk about their new student apprenticeship program they're starting, and also working with them to develop a pitch competition along with scholarships from CED to support their entrepreneurship program, and we'll hopefully be starting that pitch competition in January.

Um attended the BNSF quarterly meeting.

Um Dave Chance, who is a consultant for Skillbridge.

I had a good meeting with him to talk about um other industries and companies we could reach out to to engage with that.

And then we continue to work with Visios on our Salesforce expansion.

We have one piece to finish that up, but we meet weekly and we're meeting bi-weekly with San Juan College as they continue to mentor us for the business incubator.

Um, all of the chamber committees I'm still active in, safe and affordable housing, retail, medical availability, Clovis Music Festival, Committee of 50, and the Clovis Action Team.

And then in the last quarter, I've had six meetings with prospects who are interested in starting a business locally.

On the tip strategies, um, we had a meeting yesterday with Justin and Claire and the mayor, and we talked uh a little bit about TIP.

We are operating at about 94% on the TIP strategy plan.

We continue to make strides in that, especially in the area of entrepreneurship, which makes up a large portion of business development.

And we will be having a follow-up meeting to talk about TIP.

Um additional things.

Uh we were recertified as an economic development organization through New Mexico Economic Development Department.

We'll get another 40,000 for that.

We completed our survey on the commercial kitchen and we'll be meeting with the Arrowhead Center from Las Cruces to talk about the results and whether or not that's something that we want to continue looking at.

Um I'm working on a business accelerator idea in partnership with Hatch Form out of Santa Fe and Main Street, and so we're hoping to see that go forward.

I'll have an update for you on that next time.

Um getting ready to start our workforce readiness and entrepreneurship survey that we received grant money for.

Hope to have that started within 30 days.

Um planning a new media launch with the new girl that I hired, Jennifer Chavez.

She's going to start making uh videos doing business testimonials.

So if that's something that you all would be interested in participating in, please let me know.

And we met had a meeting with my board members to talk about a lot of the grant money we've been receiving and some of the ways that we can spend that because we clearly want to put a lot more into marketing where we can.

And coming up uh next week, governor's conference on economic development 23rd and 24th.

And uh their uh their representative told us that their study showed this area to be one of the high growth areas is the reason that they're moving here.

So I don't know what they know, but we always seize on good news.

So for the good of the order, uh I'd like to ask Leo to uh talk about the 25th anniversary of Bank of Clovis.

Absolutely, and and uh so I would like to formally invite everybody out to the bank on October 17th.

That's a Friday.

Um the bank is celebrating its 25th anniversary of the actual day on October 16th.

Um I have pictures to prove it with Lee Momoy and uh Randy Harris.

Uh but we are excited about what the community is doing.

You know, I think one of the bank's main roles is economic development.

And how that we do that is by lending the small business.

And I think we do that as good as any, and I'm really proud to be representing Bank of Clovis in everything I do now.

And uh it really uh is the bank and what we do for our community.

But it'll be from 11 to 1 on Friday, October 17th.

We will have food trucks and uh food coupons for you so you don't have to pay for your food at the food truck.

Uh well waters and some desserts and uh just a really good time.

We'll have a big tent in our back parking lot and uh a band will be there, and we're just excited about celebrating Clovis and celebrating uh the Bank of Clovis.

Because of all the construction on Main Street, which we're excited about that, uh we decided not to ask the city to close grand for us.

Um we decided just to put our tent on our parking lot.

So again, community-minded.

Uh I I will brag on Bank of Clovis um I sell commercial real estate, and ninety percent of our little entrepreneurs come in and I ask where they bank, and they say Bank of Clovis.

And you guys are fabulous at taking care of those guys and and making things happen.

Thank you for that.

Um Justin, do you want to kind of talk about the plans on Main Street?

I know that it's been everywhere, but can you kind of go through with it like the the electric lines now?

Kind of what's what timetables and stuff like that?

Yeah, absolutely.

And so uh it's really it's it's called Great Blocks program, and it's through uh New Mexico Main Street is where a uh a majority of the funding is coming from for that particular project.

Um but what the scope of work looks like is that uh uh e along each block we're gonna add additional bull belts on the corners, which as you narrow traffic lanes down, it entices individuals to go slower.

Uh we're also adding in mid-block crossings, and so we'll have bull belts uh at the mid block of every one of the blocks.

Uh we're also in those areas we're going to be adding um uh irrigation and landscaping to each one of those.

So we're gonna bring back landscaping into the downtown uh district itself.

Uh we are uh relocating all the overhead power lines uh that provided uh power to the street lights that is going all underground now.

Uh the city of Clovis and through the grants uh we've actually purchased decorative polls uh and so there will be decorative polls that are both serving uh the street side of it as well as shorter poles that'll be serving the sidewalk side of it so the the it'll all be lit up.

Uh the polls themselves will also have audio uh to them, and so we'll have a speaker system out there, so we're gonna pipe in music.

We're still figuring out what we have to do contractually to pipe in music, but we'll get that all resolved.

Um and then what else are we doing?

Striping, we're changing the striping down there, and so the parking is all along the curb line.

We'll go back to parallel parking.

Uh and then we're gonna eliminate the two-way left turn lane that's in the center of the roadway.

We're gonna make that angular parking, uh which once again gives you that narrow down effect, which will de hopefully decrease the speeds.

Uh so that's a majority of the work uh that's happening the way that Nick Griego and Sons has their um construction schedule set up.

They're obviously doing uh the first three blocks starting at 7th Street going south.

the curb line will go back to parallel parking uh and then we're going to eliminate the two-way left turn lane that's in the center of the roadway we're going to make that angular parking uh which once again gives you that narrow down effect which will hopefully decrease speeds uh so that's a majority of the work uh that's happening the way that Nick Griego and Sons has their um construction schedule set up they're obviously doing uh the first three blocks starting at 7th Street going south uh they'll complete all the work on the west side of the roadway and then they'll jump over to the east side of the roadway uh perform the services on that east side of the roadway and then jump down to the next set of blocks uh to wrap it up from grand nope from 2nd street going south where we haven't replaced the sidewalks yet we're gonna go in and replace all of those sidewalks and make them match what we have to the north of that area as well so uh overall uh eventually they wanted to do uh furniture and replace all the furniture that we have down there unfortunately that wasn't in the budget uh after we received bids so that got value engineered out um and so there there's Main Street's gonna continue to seek additional funding to eventually get all that uh replaced as well once that section is completed the plan is to continue to look north obviously that's not the only area of Main Street Main Street obviously goes all the way up to 21st Street um so looking to uh try and continue uh the same theme as as we move north and look for additional funding to do that as well so that's the plans for Main Street um they're wanting to have a majority of the work completed by uh the Christmas parade it's a very tight schedule um the landscaping of course we'll have to look and from a planning schedule standpoint uh in timeline with the weather on when we actually bring in the landscaping uh to wrap that up but uh tight schedule they're working they're they're working as fast as they can they found uh concrete underneath I noticed they were busting all that up yeah and I don't know if it was I haven't had a chance to look at it yet if it was actual concrete or flow fill that's some I had backfilled in there so uh yeah it was definitely unexpected.

Yeah but with any construction comes unexpected things especially underneath the ground.

Yeah it it looked like concrete because they're working in front of our office right now and big old chunks of it.

But I have a rendering of that what he described on the parking if anybody wants to look at it.

The other thing I wanted to comment Mr.

Chairman uh just quickly is the Bank of Clovis is the reason why I wasn't here in the last meeting I was on Zoom we were having our annual meeting at Tucum Carrey Convention Center and Randy Harris the uh chairman of the board was uh the pres the speaker the guest speaker and uh he was well received uh a lot of the smaller communities where the Bank of Clovis is have banks uh Bank of Des Moines Bank of Clayton Bank of Tucumcary Bank of Logan is that it and uh and they were really appreciative uh of a bank of Clovis expanding to the uh rural communities and and like uh uh Leo said it's it's it's all about economic development and so a lot of nice comments on our uh Facebook page for Abe Cog for for our speaker uh Mr.

Harris and we really did appreciate that so uh the other thing I wanted to comment also is uh there was a discussion about putting lighting across the roadway is that no good no more that's that's what happened to it okay yeah I know a lot of communities do that obviously with our high winds yeah uh there's definitely some concerns uh and then just from light parades uh I know that uh we've had uh part of the Christmas parade before I think somebody had a hot air balloon type situation out there that probably wouldn't be very conducive to that um and so just there are some challenges that we uh we're trying to avoid by doing that but hopefully with all the lighting that's coming in down there uh based off the photometric design of it where they uh the electrical engineers obviously design what it looks like I mean it is going to be well lit in that the obviously that portion of it and just the the the difference XL has already pulled the poles down and the difference in the skyline from having those overhead wires above there I mean it changes the way things look it's pretty exciting thank you very very exciting thank you for hitting that up so when they do the drag in Maine will they be able to clear out those center sections or is there going to be yeah no well obviously when we have the parades and everything we'll we'll still have to do all the blocking things off.

Dragon Main though I mean Main Street itself obviously south of 7th Street is down to two lanes anyways and so that you'll still have the two through lanes uh whether or not we block off the uh angled parking down the middle uh would be something that we'll just work with the event organizers when it comes to that for the good of the order yes Mr.

Chairman uh I'll be I'm headed to Detroit and uh Saturday for a week uh to the International Economic Development Conference there in Detroit.

We have some appointments with some uh uh sele site selectors and uh and I will also be attending uh Tina and I are both uh judges for the awards for the governor's conference on economic development cool right that all being said I'll take a motion for adjournment.
