4:11

Okay.

4:11

Shelley, do you have anything for the community report?

4:14

I don't know.

4:15

No, not until we decide what we're gonna do.

4:17

Okay.

4:19

As far as use of the library.

4:21

Yes.

4:21

Okay.

4:22

That's fine.

4:22

That's fine.

4:23

Okay.

4:23

That's fine.

4:24

So I'll go into my library work because everyone's waiting.

4:32

A ARP usually does taxes here in the library.

4:36

There's a chance they'd be maybe using the North Annex um in February, March and beginning of April.

4:41

But that's yet to be determined.

4:44

And yeah, we need to look at the North Annex schedule and talk to Miss Claire and do some other things.

5:00

And it's been with the Senior Services Center moving and Baxter Curran not wanting them there really.

5:09

They've had to look for another place.

5:10

So they're searching for another place.

5:12

Is that good enough, Shelley?

5:13

Yeah.

5:14

Yeah.

5:14

Okay.

5:14

Last year we had a temporary location, but we wouldn't put them through that again.

5:20

Okay.

5:23

So my librarians report.

5:25

Let's see.

5:25

I have so much to say.

5:28

Um, are completely done, and we have had no leaks.

5:35

Good news.

5:36

No, Margaret.

5:36

Quite fabulous.

5:38

Yeah, it's rained a little bit.

5:40

That wouldn't have rained.

5:42

And Tuesday night is supposed to freeze.

5:45

Let's hope that the skylights don't crack.

5:48

Right?

5:49

Right.

5:49

Amen.

5:50

Um, so that's all been done.

5:52

So that that job is completely over with.

5:54

Um, our fire panel, they've completed installation with that.

5:59

Um, they still have some wires to pull and replacing ceiling tiles, but they that should be done by the end of this week.

6:06

So we're thankful to get that project gone and done.

6:10

Good.

6:10

Um staff updates.

6:15

So Ashley Myestis, who is my children's services person, she left in early August.

6:22

I moved, I promoted Julia Simmons to her position.

6:26

She was a library page who puts up books.

6:29

So she joined the staff as a library page right after Ashley left.

6:33

She's done some wonderful things.

6:34

She's doing some major weeding of things that are duplicates or worn out or need to be updated or whatever.

6:41

Um she's really digging into the collection, which she knows because she shelved books for six months.

6:47

Um she's doing some passive programming, she has uh fall bingo up, she has little ghosts sticking out of the shelves in children's.

6:56

Um she's still doing anime club, she has a Lego club, she's gonna start an after school book club.

7:01

Um so she has great ideas already, so I'm real pleased with the progress she's already made.

7:08

Um bond figures, the 2022 GOBON, the balance stands at $60,000.

7:16

Um and it must be spent by the end of the fiscal year.

7:20

We I just went to a conference in Albuquerque.

7:24

The end thing right now for every library to have is a 3D printer.

7:28

For public a 3D printer for public use.

7:34

I'm going to buy one.

7:36

I think that learning curve for the staff is going to be great.

7:39

But then I'll be, you know, by appointment only.

7:42

Um we had one for a while, but it just it didn't work.

7:46

So I'm hoping to revisit that and buy another buy another one and see make it work.

7:52

The base has one and they have they sign up for it.

7:55

The people bring their own filament and they get it done.

7:58

They print what they need to do, or whatever.

8:01

If you've never seen one in action, they're kind of fun.

8:03

Another thing that I'm interested in doing using GoBond money is public libraries seem to seem to be needing a secure, safe place so that people can go have telemed appointments or maybe counseling, or something that they need a computer and a way to talk to somebody.

8:26

Our study rooms will accommodate someone if they have their own laptop with a speaker.

8:34

But like Boleyn Library just put in what they call a safe booth.

8:39

So it's a safe booth that has a computer, a monitor, a computer, a telephone hookup, um, and it's to be used for that kind of thing for things that just our public computers aren't gonna be used for.

8:52

So I think that that's another good use of our GoBond money.

8:56

I'm not seeing one in action.

8:58

I was gonna look for one today in on library's website, but I just didn't.

9:03

So I've got to talk to IT about the infrastructure and make sure that's all in place before I proceed.

9:08

But I I already have a monitor, I have a computer that could be put in there.

9:12

All I need is a structure.

9:14

So um what else?

9:19

And you have to have it spent by the end.

9:23

Yeah, yeah, yeah.

9:25

And then, but then we get so the way the GoBond is allocated, it's voted on in an even year.

9:32

It gets funded in that even year.

9:35

We get four years suspended, so it overlaps by two.

9:39

Our 2024 allocations already been set and it's 129,000, and we will have four years suspended.

9:47

Um, but then there'll be a 2026 Go bond.

9:53

So it's always overlapping.

9:55

It since I've been working with libraries in New Mexico, it's never been not passed.

10:00

So it's a good thing.

10:02

It's a good thing for those libraries who don't get much city funding.

10:08

It has to be used for very specific purposes.

10:10

It's gotta be used for collections, for something that serves the public.

10:26

It can be used for kiosk, computers, that kind of thing.

10:29

So I also have Steve Rickman from IT looking at a quote to update our 12 public use computers.

10:39

I just I just dropped about 15,000 into our digital platform to be spent on digital books.

10:45

So we have a little bit of time, but I need to start thinking of big things to spend that money because the one the 2024 is gonna be given to us soon.

10:54

You have any questions about that?

10:57

I don't.

10:58

Any questions?

10:59

We also get a what's called the state grants and aid that is that is given to us by the Department of Cultural Arts and based on population.

11:08

It's allocated every year, and it's also based on a couple of reports that we submit to the state library.

11:14

That has been I've gotten the agreement, I've sent it to Mayor Morris to sign off on.

11:19

It's $10,000 and it's gotta be spent this calendar year completely.

11:23

We can use that for staff developments.

11:25

We can use it for if I went to hire a page for 20 hours a week until the end of the grant, I could do that.

11:34

It it's a little less strict on what you can use it for.

11:39

Um, but that should be given to us too soon.

11:42

Um let's see.

11:44

Ongoing projects, I mean there's always ongoing projects.

11:48

Um we have so this past summer, I added shelving for YA and Ju and all manga books.

12:01

And if you don't know what manga is, it's books that are written by Japanese people, and you read them upside down backwards with your fingers in the air.

12:11

You read them backwards.

12:14

They're comic books, they are all the rage.

12:18

They all have these names that are 10 10 minutes long.

12:22

Um we have so I moved some shelving into both the juvenile and young adult to accommodate these growing collections.

12:29

I need to find more shelving for them because they're there's one series that's called Toilet Bound Yakimoto, and there's 48 volumes, and they go out all the time.

12:42

I'm like, why are you guys reading these?

12:45

But you know, so I need to I need to accommodate some more shelving for those.

12:49

Um so you know, and I'm always I'm always going to move things around.

12:54

I like I like to make sure that the library is a living breathing thing.

13:00

I just recently weeded our large type fiction.

13:05

Um we get between 150 or to 200 not large type fiction books every year.

13:13

They only have I'm not not gonna shift fiction to accommodate these, so I've been taking some out that like, oh, that's from 2002.

13:20

We don't need that anymore, unless it's part of a series.

13:22

So some of those projects are just ongoing.

13:25

We're always doing shelf reading, we're always doing shifting, we're always looking at uh new program ideas.

13:32

We'll you know, we're doing as usual.

13:35

I think we're doing great things.

13:37

Um Christmas open house.

13:40

I'm meeting with Lisa Pellegrino Spear on Thursday to figure out what we're gonna do with that.

13:46

It will be held the day of the Christmas lights parade.

13:50

I'm sure Santa will be here.

13:52

We have Andy Mason, um who will come and do some song and dancing, and we have crafts, it's the usual thing.

14:01

You know, we usually have a great turn out with 150 kids, and it's before the parade, and it it brings people downtown, and it um it's a fun event.

14:12

I think kids look forward to it as a place to go shopping a little bit and come to the library and then have a have a great parking parking place before the parade.

14:23

So um I have some statistics that I'd like to share with you.

14:29

Uh let's see.

14:31

From in the last three months, we've had for adult programming, we've had 66 programs with 633 attendants, attendees.

14:40

We've had 49 programs for children with 1,400 in attendance.

14:47

Um we did in the last three months, we did a thousand and five cash notaries.

14:55

We have 263 notaries that are done by the square.

15:00

The Ingram room was rented or used for 75 different events.

15:09

We registered 320 new patrons.

15:13

13,000 books circulated.

15:16

6,000 ebooks circulated.

15:19

18,000 people in the last three months visited the library.

15:23

So again, I think we're serving our mission continue to be viable in this community.

15:34

We have on the library board, we have two positions available.

15:36

Lee Wilman stepped down from her board position.

15:39

So I put out the word if you know anyone who would like to serve on at this board that is advisory.

15:44

Let them know I have the application that I can send to them or someone from City Hawkins sent to them.

15:52

Um I put the word out.

15:57

We also have a student member.

15:58

The student member is a non-voting member.

16:00

So if you know any student between the ages of 15 and 18 that would like to serve, please put the word out there.

16:08

Um one thing that I one thing that I have been toying with there are several documents that are required by the state library, and they're required like every three years.

16:23

One's my collection, one is the library's collection development and material selection policy.

16:29

One is the tr strategic plan, and one is a community assessment.

16:35

All those the community assessment and the strategic plan are based on the strategic plan is based on the city's strategic plan.

16:45

Of course.

16:46

The community assessment goes through and looks at what our demographics are and how we're serving them.

16:52

The collection development plan is part of our library policy.

16:57

It has been rewritten in the last couple of years several times to be more intuitive and inclusive.

17:03

I'm gonna rewrite, I'm going to rewrite it again using some different verbiage.

17:07

I just think it needs to be updated.

17:11

In this environment that we're living in, I think it just needs to be updated all the time.

17:14

We need to keep watch on it because you know books can be challenged.

17:18

We talked about lots of challenges at public libraries um in the last three months.

17:22

And I think we just need to make sure that our policy covers the gamut of making sure that we have exactly what uh library patron needs.

17:31

Um the library policy manual gets reviewed by the library board in January.

17:37

So I'm going to be sending you guys the current library policy manual, probably at the beginning of December, so we'll have a chance to look at it.

17:46

I will make some changes and they'll be in red, and then we'll look at it in our January board meeting.

17:52

Um that's all I have.

17:56

Okay.

17:57

Any questions on any of the reports?

18:01

Uh if you don't mind, tell me the statistic again for notaries.

18:07

For notaries?

18:08

I knew you were gonna ask that, Commissioner.

18:10

For cash notaries, we did 1,05.

18:13

1,005.

18:14

Uh-huh.

18:15

For square with credit card sales, we did 263.

18:19

That's fascinating.

18:21

That many people.

18:22

It is.

18:23

Come in for a notary.

18:24

That is just fascinating to me.

18:26

This is the only place you can go.

18:29

You know, if you you sometimes you go to a bank if you have an account there, but they will do bay they will do notaries like for bank loans and car loans.

18:38

They're not gonna do a power of attorney notary notarization or custody, or legal documents.

18:49

They're not gonna do those.

18:50

So they everyone comes to the library.

18:52

I mean, I have a lady who does all the Spanish notaries, because we have a number of people that come in with a handwritten document in Spanish that they want notaries, that they want notarized for whatever reason.

19:05

On the bad side of it, I think some of these handwritten ones, Commissioner Binder, I think the people that get those notarized believe they are leaving with a legal document.

19:18

So we have created a a stamp that's been approved by the National Notary Association says you acknowledge that while you have written is true.

19:26

You acknowledge that this is we are witnessing your signature only.

19:31

But even though they sign it, I think sometimes they believe they're leaving with a legal document.

19:38

So you have to be real, you know.

19:40

Yeah.

19:40

That that's the disconnect that people get sometimes with the notarization.

19:44

It's not it's not you personalizing the document telling them it's valid.

19:49

You're just basically stating I've witnessed the signal.

19:51

Yeah, this is who you are, yeah.

19:53

This is who you are, yeah.

19:54

Right.

19:54

But it's still fascinating to me.

19:55

So thank you for that.

19:56

Yeah.

19:57

Yeah.

19:58

I think we're all kind of surprised with that.

20:24

But I think hand over fist we've already earned that money back by by having notaries at two dollars.

20:31

Yep.

20:33

Okay any other questions no for the good of the order does anybody have anything that uh we need to discuss okay Mr Chairman Ms.

20:47

Burroughs members of the uh Clovis Culver Library Board I just want to introduce uh Jamie Foster who is the new city clerk for the city of Clovis Jamie's been with us for about three or four weeks now and so uh so this is a fresh face you're going to be seeing uh taking your minutes and attending commission meetings and and so on um and if you have any questions uh regarding board positions um if you have any suggestions please uh contact Jamie um and of course like Margaret said and Margaret um regarding that and we'll send out some notifications to try and get some more people uh on the board to fill these two vacant positions thank you welcome thank you for attending that I haven't met yet thank you for attending tonight okay our date and time of next meeting will be Monday January the twenty sixth of two thousand twenty six I know we've had a short meeting but I did not want to end the uh year without having uh hearing some reports and what's going on during the holidays so I'm glad that we had a good turnout thank you all you all of you for being here and thank you yes being on this committee.

22:00

So with that we are adjourned.

22:03

That's it.

Clovis Public Library Board Meeting Summary - October 27, 2025

The meeting served primarily as an informational update for the Clovis Public Library Board of Trustees, focusing on facility maintenance, staffing changes, financial planning for bond funds, upcoming programming, and the search for new board members. City Clerk Jamie Foster was introduced to the board as the new point of contact for administrative matters.

Consent Calendar

  • No items were formally voted on during this meeting; no routine approvals or unanimous actions were recorded in the transcript.

Public Comments & Testimony

  • No public comments or testimony were recorded during the session.

Discussion Items

  • Facility Maintenance & Repairs:

    • The library's water mitigation and fire panel upgrades are complete. Some wiring and ceiling tile replacements are expected to finish by the end of the week.
    • Staff discussed potential risks of freezing weather impacting skylights after rain.
    • The North Annex building is expected to house the American Rescue Plan (ARP) tax services in February, March, and early April, subject to final scheduling with Miss Claire.
    • Baxter Curran has relocated due to the Senior Services Center moving, and the new location is currently being sought.
  • Personnel & Programming:

    • Julia Simmons was promoted from library page to Children's Services coordinator following the departure of Ashley Myestis. She has initiated major collection weeding, passive programming (fall bingo, seasonal decorations), and clubs (anime, Lego, and a new after-school book club).
    • The board was informed of two open positions on the advisory library board (following Lee Wilman's resignation) and one non-voting student member position (ages 15-18).
    • The City Clerk, Jamie Foster, was introduced to the board to assist with communications and board recruitment notifications.
  • Financial Planning & Bond Funds (2022 GO Bond):

    • The current balance stands at $60,000, which must be spent by the end of the fiscal year. Upcoming 2024 allocations ($129,000) will also be available soon, with funds overlapping due to four-year suspension cycles.
    • Proposed Purchases: The Library Director expressed interest in purchasing a 3D printer for public use (appointment only) and installing a "safe booth" (a secure structure with a computer, monitor, and telephone hookups) to facilitate telehealth and counseling appointments. She noted she already possesses hardware for the booth and requires IT infrastructure planning and structural support.
    • State Grants: A $10,000 state grant from the Department of Cultural Arts (allocated based on population) is pending Mayor Morris's signature and must be spent within the current calendar year on staff development or hiring.
    • Digital Services: Approximately $15,000 has been allocated for the digital platform (e-books). IT has begun reviewing quotes to update 12 public-use computers.
  • Collection Management & Policies:

    • Shelving was added for Manga (Japanese comic books) and Young Adult collections, though demand remains high (e.g., the "Toilet Bound Hakumen" series with 48 volumes). More shelving is needed.
    • Large type fiction books were weeded (receiving 150-200 annually, with some deemed outdated).
    • The Library Director intends to rewrite the Collection Development and Material Selection Policy to be more intuitive and inclusive, addressing the current environment of book challenges. The manual will be shared in December for review in January.
  • Statistical Performance (Last 3 Months):

    • Programming: 66 adult programs (633 attendees); 49 children's programs (1,400 attendees).
    • Services: 1,005 cash notary transactions and 263 square (credit card) notary transactions.
    • Facility Usage: The Ingram Room was used for 75 events; 320 new patrons registered.
    • Circulation: 13,000 physical books circulated; 6,000 ebooks circulated.
    • Visit Count: 18,000 total visits.
  • Upcoming Events:

    • The Christmas Open House is planned for the day of the Christmas lights parade, featuring Santa, Andy Mason (songs and dancing), and crafts. The event typically draws 150 children.
  • Notary Services Clarification:

    • Staff clarified that while the library performs over 1,000 notary services monthly, they issue a stamp noting they "witnessed the signature" only for handwritten documents. They do not validate the legal content of the document, a distinction necessary as patrons may mistakenly believe the document is legally binding upon notarization.

Key Outcomes

  • The 2022 GO Bond ($60,000 remaining) will be prioritized for the purchase of a 3D printer and the installation of a secure telehealth booth pending IT infrastructure verification.
  • The Library Director will update and submit the Collection Development Policy for board review in January.
  • Recruitment efforts for two board seats and one student seat will be coordinated with the City Clerk.
  • The next meeting is scheduled for Monday, January 26, 2026.
  • The meeting was adjourned with no further action items for the Good of the Order.
