City Planning Commission Meeting Summary - November 12, 2025
The City of Clovis Planning Commission convened on November 12, 2025, to review minutes, approve a zoning change for a mobile food truck business, and address two requests for conditional use permits regarding short-term rentals. The commission navigated significant uncertainty regarding upcoming city commission meeting dates, corrected a chronological error during the session, and discussed the future regulatory framework for short-term rentals, including potential text amendments to the Unified Development Ordinance (UDO). The commission unanimously approved all three agenda items presented.

Discussion Items
-
Rezoning of 1705 Axtel Street:
- Request: Change zoning from Residential Single Family (RS7) to Commercial General (CG) to allow the applicant to continue operating a mobile food truck business on-site, including a canopy structure on a vacant lot.
- Staff Position: Mr. Wilt stated the request meets Unified Development Ordinance standards, aligns with city comprehensive plans, and noted there is compelling evidence that there would be no threat to public health, safety, or welfare. No objections were received from neighbors.
- Commissioner Position: The commission expressed support for the request to regularize the business use, noting the applicant was present and notified.
-
Short-Term Rental Conditional Use (Cheyenne Meadows, 3028 Cheyenne Drive):
- Background: Staff noted approximately 40 existing short-term rentals in the city. While the UDO allows conditional use in all zones, the city currently lacks a business license application process or specific code definitions for lodgers tax enforcement for these uses.
- Staff Position: Staff indicated they cannot recommend specific conditions for this specific application at this time, as they are working on future text amendments. They suggested the commission could restrict the permit duration (e.g., one year) but emphasized leaving the city open to future rule-making. Staff noted that while other cities (e.g., Rio Rancho) have cleared vegetation requirements and Taos has caps, Clovis currently has no such recommendations.
- Commissioner Positions:
- Commissioner Garza: Expressed concern regarding the need to notify the assessor's office to reclassify addresses and asked about capping the number of vehicles and occupants to protect residential areas. The commissioner suggested these restrictions could be applied but cautioned that they might complicate future uniform rules for all existing renters.
- Commissioner Sol: Expressed a desire to leave the city's regulatory options open (

New business number one request for approval of rezone of Malden Track 16 lot 9 addressed 1705 Axtel Street or Axtel Street from residential single family RS7 to Commercial General CG. Mr. Wilt, do you have something to say about this one? Thank you, Chairman. This is a request for a zone change of 1705 Axel from residential single family to commercial general. The reason for the request is he's got that uh mobile food cart that's parking outside. He's parking that in the residential area. And so in order to continue the business, he needs to make both of them uh commercial property. It meets the standards of unified development ordinance consistent with city comprehensive plans, and there's no compelling evidence there would be a threat to public health safety or welfare. And with that, I will stand with any questions. So this this mobile is it a push cart? No, it it's uh it's a truck. Oh, a truck. They've got the canopy built there on that vacant lot where they can eat in the shade and under you know out of the weather type thing. But in order for them to continue to uh to use that the way it's set up, I see that needs to be changed. Okay. Is this the one that is right on commerce and extra? We didn't have uh any objections for neighbors, correct? No. All parties were notified. So Mr.
