Howalt, do you want to review the funds that are in the Lodger's tax coffer?

Certainly, thank you, uh, Mr.

Chairman.

And so the city of Clovis at the beginning of this fiscal year, we actually budgeted about two hundred and ninety thousand dollars total for the fiscal year for lodgers tax.

Uh, we're running about eighteen, almost nineteen thousand dollars above budget right now, so giving us around three hundred and eighty thousand uh to allocate.

Uh, during your September meeting, you allocated seventy-five thousand dollars, uh, which leaves you with approximately two hundred and twenty-six thousand dollars for the remaining uh board meetings uh this fiscal year.

Uh tonight, you guys have two hundred and forty thousand dollars worth of requests that you're going to be hearing.

And so if you did allocate uh that full $240,000, uh like I previously mentioned, you had about $225,000 in the fund.

That would leave you with a negative balance of about $14,000.

Uh and we would no longer have to have a lodgers tax board meeting for the rest of the fiscal year.

And so uh I'm I'm liking where you're heading.

Oh that's y'all's decision.

One of the things we wanted to mention, we were looking over the um the event dates.

And I don't know if you caught that.

We from Mr.

Howalt.

We have available, if we distribute the remaining balance evenly between the the next the remaining years meetings, we have about fifty-six thousand dollars to spend tonight.

There are two hundred and forty thousand dollars worth of requests tonight.

So that the the math doesn't equal.

There's three major events that are occurring in April, two in April and one in June.

Um So we have another meeting in January, then we'll have another one in March.

Those are the Dragon Main Festival in June, Pioneer Day Rodeo in April and early May, and then the music festival in April, Music Festival in April.

If the three of you guys, I don't know that you're gonna get any money tonight because there is another meeting.

If you feel like there's a reason why you need the money early, um you're more than welcome to stay and present.

Um but I think we'll we we will review we will review anybody who wants to stay.

But if you don't want to, you want to come back in January, you don't have to sit through this meeting, you can come back.

Um but we are gonna we we we go in the order that the applications were submitted.

So the first application uh that we will go to is uh junior rodeo cowboy association, Cheryl Robinson.

So I'm Cheryl Robinson, and I'm the secretary for the Junior Rodeo Cowboys Association, and this is Cody Moore, and he is our vice president.

Welcome.

So I and before you start, I'll let you know.

We because you turn the applications in early, we do review them.

If there's anything that you want to present that is not in the application you feel is relevant, this is your time to chat.

We try to keep it to a couple of minutes, and normally I have a little um timer, but someone stole it, uh probably the mayor, because it's pretty pretty cool.

Um if you want to present anything, go for it.

Um and then we will ask you questions.

So I did not submit our economic impact that we had done for one of our children's regular season rodeos last year.

And it just kind of gives an overview of what we kind of bring with us in our crazy trains.

So our 2025 general membership information, we had 98 members, which broke down to about 75 families.

And we come from New Mexico, Oklahoma.

We've got a Colorado family, and then we're the panhandle of Texas, kind of North Texas, Eastern New Mexico.

Um for the children's rodeo that we surveyed, uh, we brought about $93,750,000 to that community for three days, two nights.

And the average family spent about twelve hundred and fifty dollars for the weekend.

Most of us have travel trailer or you know, the living quarters trailers, that type of thing, about half and half.

Um, and we buy our groceries in the community we go to, of course, diesel, you know, all that type of thing, and always forgetting things, especially in a city like Clovis, there's lots of amenities for us to take advantage of.

So we don't have to haul as much.

Um they saw uh 25 to 40 percent increase in sales in restaurants, um, and then a 20 to 200 percent, depending on the business surveyed of sales from the junior rodeo cowboys association.

Um there's a lot of boots being forgotten, hats being forgotten, ropes, all that kind of stuff.

So when you travel with kids from age three and under to 19 and then the whole family as you know on average, I have three kids that come, Cody has two kids that come.

So it's uh it's a it's a big group of people that kind of descend on the community and and we like to spend our money in the communities that support us.

Um do you have to add?

Um she pretty much covered most of it.

Um most of our general area where we do go is on the eastern part of the panhandle, northern panhandle, we would like to come this way, drag some more memberships in, you know, with us coming this way.

Majority of our um families will either buy a hotel or stay here, we'll eat here, we'll shop here, and so there will be you know a large number of people that will impact this community for a few days.

We also, in addition to that, we have oh is that my timer?

No, okay.

We have a 5D barrel race on that Friday night, so we're hoping to draw usually we have between 30 to 60 members, but the Clovis community is really close to Amarillo and all of you know, Clay, all of these New Mexico people.

So our barrel racing moms are really included in that too.

So Friday we have a check-in.

It would be our shootout rodeo, which is our beginning rodeo, so we award buckles, our prizes, everything like that would have Clovis on it, obviously.

And um it's uh it's a big one because we award prizes for the weekend, not just for the sear for the season.

So it's the high point in each age group for the final for the weekend also.

So it's a big deal.

And we have Friday night's a big fun five 5D, and then Saturday we have a full day, probably a jackpot, an eight-hour rodeo at least, a jackpot that night, a team rope and jackpot to draw all the parents, so we have something to do too, and then our regular season rodeo, which are in the stands, and we would like we like to advertise and draw in all the members of the community to come to.

We don't have gate fees or anything like that, but it's really cool to see the little guys running barrels on their stick horses all the way up to the guys, the girls who are competing in the WPRA and the guys who are d competing to get their pro cards.

It's a really cool experience.

So do you all have any questions for us?

What kind of attendance do you normally get at these like from the public?

On our regular season rodeo over the weekend, it's about 350 people.

Now that's including families, but we like to draw in the community too, and we always have those who just want to come watch because it's so cool.

Um it's a fun experience for those who don't get to do that as they're every day.

And for the first day, what do you is what time is your check in time?

What time does that start?

So we would actually start that at about 4 30.

That's when we set up for the 5D.

I get I roll into town about 2 30, everybody comes in, they have to set up the arena, all the directors take care of all of that.

And so especially with our first one, they're coming in, they want to get there early to get their member packets, their tickets to sell for the year, and all that kind of stuff.

So it'd be about 4 30 uh check-in on Friday.

And then finish up on the first around what time are you thinking?

Generally finish up between three and four o'clock.

Three and four.

Uh you have a number of promotional items.

About how many do you think you'll have of of those promotional items, like the key chains in it?

Well, we we plan on bringing them with us to sell.

So we'll have probably about 150, 200 for that first day in caps, probably around 50 to 100, that type of thing.

Um because those are easy to carry.

So we'll have more of the smaller items for promotional that first that first weekend.

So on to that to that point, on your promotional budget request.

You have listed your advertising, uh, which we can guesstimate, I think that's roughly 750 dollars in budget in that you'd be spending on.

And then the promotional items like your keychains, your hats, your decals, do you you do sell those?

We have not sold them before.

This year will be the first year that we're selling them, yes.

So members will be receiving a a decal this year for their vehicles and stuff like that, but we'll also be selling those, yes.

Um the promotional items that are that lodgers tax can fund are only to be given away.

Okay, we can give those away too, yeah.

Um but there isn't, and I think to Mel's point, there isn't a detailed you you're requesting $10,000, but it's not detailed on your budget request form.

Oh, okay.

So we don't know what you're spending it's just says a dollar per item, but so that would actually include the Curry County Event Center, right?

So rental for the weekend.

Um towards our shootout buckles that we give out, which are two in each age group, which will account to for about ten buckles total in the range, 125 to 150 bucks each.

Um else.

Let's see.

And it will go towards other prizes and I and what we have banners, we hang banners, and we'll be where we make new banners, fly flags, you know, do some additional sponsorship, um not sponsorship, but advertising.

Because I think you what was the first one you mentioned the rent rent of the rental.

So that's not uh something that Rodrigo's tax covers.

Oh on the application, do you know exactly where it is, Mr.

Howalt?

Um I know it's on the eligible items.

Yeah, there is an approved expensive.

It's included in the packet.

It's not in their application itself.

Um but uh with with the packet, I think that they download it should show which which is eligible.

So I don't want you to soundsen is the gatekeeper.

When you turn in your receipts, and if they don't match, you won't get reimbursed.

So your advertising, yes.

Your promotional items that you're giving to your members, yes.

But like your buckles, if you're giving those out as trophies, as long as they have the City of Clovis logo and they map they meet all the requirements from that perspective, they're reimbursable.

But I don't want you to I want you to m to make sure that you look over the expenditure list before you spend the money.

Yes, definitely.

And so we're new, we're new to this completely.

Um all of these items they can they can be promotional also.

Um however y'all need us to do that as far as that goes.

Um and then one thing that our one of our our treasurer told me to mention before I came that I did not get on the list is having the barrel covers made um that say the city of Clovis and stuff like that, and then you know the banners.

Um Mr.

Chairman, just real quick question.

So d the total request was uh the $10,000.

And so you mentioned the um event space and the rent for the event space.

Was that included in that $10,000?

It was.

And so how much is that?

So that way if they're obviously having to make tough decisions this evening and that's not an eligible expense.

Um I think it was three thousand what it was.

And we also need to understand it.

And also that money goes back into our funds where we can buy awards at the end of the year for end of the year prizes as far as saddles and buckles and other things, um, which is a I mean, I think we spend close to 40,000 a year in giving back to our kids and families and things of such.

We spent 40,000 last year in saddles and and 20 was it 26,000.

Oh, it was 26,000.

Yeah, it's 26,000 on the on the additional.

So sixty-six thousand additional.

So um that's another place where we could put City of Clovis on all of those items.

Um that could be very beneficial.

So we have we have started a queen, we have a queen and a princess in our association now, which they go to parades and they do every things and where if that logo you know is on that saddle, it's seen you know, state, you know, within the region, Panhandle region we go.

Yeah.

And that is something new this year.

We have it's our royalty, it's our very first year of having it, and they're they're coordinating with ADBO for our community involvement.

Um and but they're also at each of our rodeos.

We have 10 regular season rodeos and then two finals rodeos.

Um they're going to fly the flags of our sponsors.

So City of Clovis.

Yeah, City of Clovis will have a flag at every rodeo also.

Texaco Municipal Schools, uh banked Citizens Bank Basketball Tournament.

Good evening.

Thank you, uh Commissioner Martin and board uh for having us.

Um today I'm representing Texaco Municipal Schools.

My name's uh Craig Cook.

I'm the head boys basketball coach for the varsity team.

Um we do appreciate your support in the past year.

Um I'll just kind of quickly give a run through that you guys got my application, but um December 18th through the 20th.

We host uh a three-day tournament that ends about five p.m.

on the last day.

Um we've got a field of 16 teams that come in from all over the state.

We try to spread it out and uh get talent from all over.

That includes West Texas teams.

We've got teams that travel eight plus hours that come from Newcomb and uh certain reservation schools.

We've got Magdalena, we've got teams up north like Des Moines and then Far South and Jow.

We've uh changed it up a little bit this year.

We've added some local teams too that'll provide some uh opportunities to uh bring more people into the community that are closer and nearby through Melrose, uh Farwell, and other area schools.

Um we are I know that you see the request, the request is uh four thousand dollars.

Um we did uh survey at the end of the tournament last year.

I sent out um an email to each of the coaches of of each program, boys and girls, um, and and asked them uh all the impacts that would they would financially uh come to Clovis.

Um we uh we asked hotel expenses, we asked uh dining expenses, fuel expenses, and then we we asked a rough estimate how many people would attend uh this tournament.

Uh just talking about that.

The attendance was near 350, I would assume that's gonna go up this year as we include community schools that are nearby.

Um in that uh the report also showed that we we made uh that we uh that the city of Clovis and hotel expenses was near uh $18,000, and then uh dining expenses were about sixteen thousand dollars for the city of Clovis, and then uh and then obviously there's some expenses that go out for Christmas shopping, and as they get out and and uh hit the stores as they uh head back to their communities.

Um expenses that that we we uh that we put out we uh we put the City of Clovis brand and logo on uh brackets.

We include it on uh social media sites as we advertise for the tournament.

We uh also we've got a we've got a website that includes our basically our uh our flyers and uh our rosters for each of the tournaments.

We put our ads out there, City of Clovis will be included on that.

We've got a running digital board on our on our uh basically our front scores table in the gym that we put uh the ad advertisement on that, and then we include it on tournament shirts and those tournament shirts reach out through different communities and obviously close and nearby to that's that's about it.

Next up um Pioneer Day Rodeo.

Good evening.

I'm Jerry Fuljam, President of the Curry County Mail Patrol.

I'd like to introduce some of my members, Tracer Raglin, our Secretary, and Bob Hoffman, our treasurer, Jeff Lynn, our media director.

This is this will be our 54th uh Pioneer Age Rodeo.

We expect uh 500 contestants this year since we changed our dates a couple years ago.

We merged with Guyman Oklahoma and a lot of them won the biggest rodeos in the circuit, which is Texas, New Mexico, Oklahoma, and Arizona.

And uh we've uh we're proud uh our announcer, Charlie Throckmorton just got inducted to the National Cowboy Hall of Fame last week in Oklahoma City.

Um let me let me say that again.

Garcia Lizzo, he's our specially act this year, and he's four-time specially act of the year, Pro Rodeos Cowboy Association.

He has a horse act and trick rope and uh if you watch the Cowboy Channel National Finals, you'll see him there.

Um this year, April 30th kicks off the rodeo, and then May 1 and 2, Thursday, Friday, and Saturday.

Our rodeo kicks off on Wednesday with the steer open and all day in Slack, which will be too many contestants for the performances, so we have all day Slack Wednesday, our pray to be that Saturday night, uh Saturday morning, and uh Pioneer Days Rodeos is professional cowboy association and women's professional rodeo association sanctioned event.

Three nightly performances still open, multiple days of Slack, following contestants not in the nightly performance compete.

And uh our professional rodeo is a family event.

Welcome to all that can attend, highlighting our military, our cancer survivors, our first responders, local 4-H clubs and three local children's homes and their families on s specific nightly performances.

Our goal is to provide the local area wholesome event where they can watch the best rodeo candestines compete.

And uh we've already started advertising and uh like I said, they come from several states.

We're a turquoise circuit, which uh which it counts toward New Mexico and Arizona, and I forgot to mention we just got voted the median rodeo, which is small, medium, and large of Arizona and New Mexico, and one of our members went out to Cape Creek, Arizona a couple weeks ago and s accepted our award for that at uh Cave Creek, Arizona at the finals, turquoise circuit finals.

So we're looking forward.

Uh our kickoff would be Thursday at eleven o'clock at ZEA Power Sports, and uh Bender Dodge helps with that, and we have a free barbecue and uh Stag's barbecue always does a great job, and that's our kickoff Thursday and uh it'll be here before we know it.

So we're getting geared up and we appreciate y'all support and all the sponsors and close helpers put on this.

Hello, how are y'all?

Great.

Um my name's Linda McConnell.

I'm the secretary for High Plains Junior Rodeo.

We're a very family oriented association.

Our kids, our age groups are from our our youngest age group is six and under and we've got some three year olds competing this year.

That's probably the cutest age group that to compete that I mean it's fun to watch them.

But and we go all the way up to 19 and under.

So that's ours is basically we kind of cover the whole spectrum for the junior rodeo system.

What we do as far as like this we just finished we just wrapped up our first season rodeo for this year uh this past weekend we had a hundred and twenty five contestants we completed right at over five hundred runs which is a lot for a junior rodeo.

It took us nearly well by the time we got out there is nearly we started at nine we got out of there at I guess about eight when we ran to the restaurant to eat I bet there was 20 families in there eating you know that at par at K Bob's so it was I so I know a bunch of them had gone to Liao so I know they're like they're out eating you know spending money there.

I know the motel that we stayed at was the best western and we had they had rented over 15 rooms and six of those was the ones that High Plains had rented and I know the holiday in probably had another 15.

I kind of walked around the facility and visited with some of the grandparents to see where they were staying so I could kind of get a count you know so that way I knew that we were at least renting some motel rooms.

Most of our families come in with living quarters trailers I talked to Casey a while ago and he said we rented out over a hundred stalls out there and I don't know how many RVs it was it was a lot.

I mean our rodeo was real big this time and our years looks like it's gonna be big but what we use our money that y'all have allocated to us in the past these jackets it has the city of Clovis on them and can I approach is it okay if I I'm just gonna show you all the saddles that we know put them on our saddles and they're seen all over that's a great jackets I love them much over but we give those jackets with each membership the kids get a jacket.

And one of the parents buy them too it worked well for us to be able to give that to the something like that for the kids plus we get to we we get to advertise you know that but that's what we spend most of our money on that we that the funding that we've requested and I don't know if y'all saw it but I also have a buckle on that CBT gave and it has the City of Clovis on it.

So I'm kind of walking billboard so but um most of our like the grandparents and aunts and uncles that follow the kids around that's where the the motels and stuff come from you know so I know they're spending spending money and staying in the motels because they do follow those grandkids.

You know we had a I I don't know how many people we had there this weekend but it was it was crowded like we had a big crowd there.

Casey's wonderful to work with us you know on the facility so everybody loves to come over here.

We're gonna come back in February and then our finals will be here in July the 8th through the 12th and it's it's just big I mean it's we the turnout for that that one for our finals it's we have a lot of contestants that come and they're bring their families.

So did y'all have any questions for me before I forget the budging the budget request form I could not get it to if you look at it I I couldn't get it to total out and I tried and I tried and I tried so and I talked to them at the at the office to make sure that it was okay because I I didn't know I didn't know what to do.

But we have everything pretty well itemized on it.

Everything that is itemized on that has the city of clovis on it.

We that's that's what we do.

So I mean our saddles the the buckles all had it our um our banners I don't know how many banners we had hanging up this weekend that had the City of Clovis logo on it.

So we try to we try to use that and our advertising we use TikTok Facebook you know but we we put out our sponsors and our sponsorship is where the rest of our money comes from mainly so did y'all have any questions for me?

You know, so that was I was happy for that.

We had a great attendance.

The we had contestant-wise, we I mean our numbers were up this year.

Good evening.

I'm Sarah Stevens from the Clovis Civic Center, and this is Jeff Lynn from Jockson Wheels, and we're here to discuss the Clovis Wedding Expo.

We have uh two main reasons for putting on this event.

One is we want as many people as possible to have their weddings in Clovis.

That not only benefits the venues and the DJs, but it also puts rooms in the hotel, shoppers in the stores, diners in the restaurants.

So the more weddings we can have in town, the more everybody benefits in the community.

And the other thing is we're always talking about we want people to shop local.

Well, in order to do that, they have to know what's available.

Uh, one of my employees yesterday gave me a perfect example to use in my talk tonight.

She came in all excited because there was a new bridal shop in town, and she was telling me where it was and what it was called, and I'm like, yeah, that's been there for three years.

So uh sometimes people don't know what's available.

So by having the wedding expo, we can bring all venues and areas and DJs and restaurants and caterers and everyone in town that has to do with weddings under one roof.

So brides, groom, wedding planners can come and find what they've been looking for and possibly find something they didn't even know they needed for their wedding.

And so it's just a great place to come.

Jeff is going to bring you an example of this is a book we give out at the expo.

Um it has advertisements for local businesses, and it also has like a timeline, a check sheet, kind of that type of thing to kind of get your wedding started, and it's uh things that they can use throughout their wedding planning.

So they'll bring that out again and again, and of course that has the City of Clovis logo on it.

Um yes, for on your um people that book like for your booths and stuff.

Do you have people from out of town that are booking those?

Oh, we do have locals, and we also go without wind to the surrounding areas, like in the curry Roosevelt um areas like that.

Because there are a few other venues that happen within the area that can also that also come to the gotcha.

We also sometimes there's some things that are not in the local area, so we do try to reach out to you them farther than Lubby Games.

That's I was trying to see if like vendors from Lubit come and need to stay the night because it's there's definitely people from that.

And most of our hotel stays are from the wedding itself, not the expo event.

Right.

So if there's a repercussion of what you did.

But we do have vendors that do stay the night for the event.

And some people come in from Roswell, love a gamerola, that type of thing.

Um so it's not a long period, it's four-hour event.

Uh we've done over our years we've done longer events, and it just spreads it out too too thin.

Um we've got too many lows of people there.

They usually come in in groups, and so you get some.

Um so we're a smaller nonprofit.

We started last year and we're just centered around youth sports and bringing you sports back to Clovis.

Um for this tournament, we actually partnered with the NFL, so we're able to offer like NFL replica jerseys, we have good flags, things like that to host this tournament in January.

It's right now it's a two-day event, but the amount of support and interest that we have in our tournament, um, we're thinking about making it into a three-day event just to be able to accommodate all the teams.

Um we've had teams reach out from El Paso, um, we've had teams reach out from Midland, all over Texas.

We've even had somebody reach out from Arizona.

Um with partnering with the NFL, we're able to advertise to a wider range of people, and so we're getting a lot of interest on people who are just associated with that same NFL flag football league.

Um hopefully hopefully we can make it a good event here.

What's your age group?

So we are starting at five.

Um for the tournament, we're gonna go up to 13.

Um and if this goes well, then we can go all the way up to 16.

And we're actually working to try to make Clovis a regional tournament.

So in order to be able to compete like at a national level, I think they do it in um Atlanta.

They have to go to a regional tournament and win.

So we're hoping to, we don't know where nowhere around here offers that.

So we're reaching out and trying to get this as a regional tournament to hopefully attract more teams.

If they win in place here, then they're able to qualify to play at you know NFL Stadium, things like that.

Um sometimes they host it in Dallas, they play at the Cowboys Stadium, but in order in order to play that, they have to win at a regional tournament.

So hopefully we can do that.

That's the one that I see online that they have like a wait list for more.

Yes, so we've actually had a lot of kids reach out and say, hey, I don't have a team.

And so in order to make it more open to a lot of more kids in our community, we started a wait list.

And then when we have enough kids, we're going to try to secure a coach.

That way our kids locally can play as well as other kids just to get that experience of going to a tournament, things like that.

We're hoping to kind of feed off of the schools program.

They do where they have sports on the weekends, things like that.

And so we'll be running a league also starting in March.

But we'll be running our league during the week, so that way theirs is on the weekend.

We can kind of just feed off of each other and hopefully, you know, that way they can do both and not just one or the other.

Um but yes, we created that wait list.

So we have had a lot of waitlist games too.

And do you have have you already started registering teams?

Yes, we have.

How many teams do you have?

So we just opened it on Monday, was it?

Monday, and we already have four.

And the wait list already has sixteen.

So we're able to create a team from those kids.

We're just working on securing a coach, and we have other board members as well.

So if we can't have a coach, then one of us will just step in and coach, and that way they get that same opportunity to play.

Because most kids won't get to travel, you know, to Lubbock or anything like that to ever see a tournament.

But we're hoping that we can give that that experience here, like close to home.

Right.

And for outside teams registered?

Yes.

So two from Millshoe.

Um I think one from El Paso.

Um the Arizona team has not registered yet, but they got all the information to register, and they actually came down.

They somebody had a tournament about a year or two ago, and they actually came down for that one, so they remembered that and wanted to register for ours.

I don't remember all the other places, but a couple of places.

And some people are bringing multiple teams.

And you can have a maximum of ten kids per team.

Um we are allowing anybody above that.

So the little ones will play 5v5 and the older ones will play 7v7.

So for the older ones, if they want to add an extra kid, that's fine.

Um, but we kind of try to cap it off at about 10 kids per team.

I had a couple of uh a question.

On your promotional budget request, under personnel, you've got referees and concession stand.

Um the way they're listed, those are not um items that largest tax would reimburse.

So that's roughly 2500 of your requested 6,000.

So we will we're gonna eliminate that one from your request.

But um, I think it's uh I think it looks good and it's always nice having kids being participating in thing, and I think the community loves that and needs more of it.

So I just want to say that this is our 25th year of serving the city of Clovis and and the college.

And uh we just had an event this past weekend.

We had Art Rages, and um we had 10 artists who had never ever been to Clovis before, even though they live in the Albuquerque and in the Tejaras area, and they came and they were here for three days doing an outreach with every third grader in town, and then the performance on Saturday.

They had such a wonderful time here that they can't wait to come back and they actually want to come back for one of the rodeos.

So we're excited about that.

But I'm here to answer any questions you may have uh regarding it.

Most of you know who we are and it just buzzed.
