Since I don't have a quorum, we're going to table the approval of the minutes.

That is what we base our quorum off of the lot bigger than what is recommended in the handbook for from FEMA for the LEPC.

Um I did finally find a copy of that.

It is no longer available online for those of you who think you can go look for it.

I will scan in the paper copy I have and send it out.

Online you can find chapter by chapter.

Um, but it's easier to read if you just have one big document.

That list that we have, one, two, three, four, five, six, seven, eight, thirteen, fourteen, fifteen.

We've got eighteen people on that list.

Recommended in the handbook.

One, two, three, four, five, six, seven, eight, nine, ten, eleven, twelve, thirteen.

Lists 13 different people.

So not a huge difference, but when we're trying to make a quorum, that could make or break us.

Um sections I had, page along with on page three, starting at line 32 with standing committees.

Uh we really need to review these.

There are some committees that are listed that no at this present time do not meet.

And if we feel that they still need to be part of our standing committees, we need to reformat or reform those committees so that we are meeting.

The one I would like to definitely bring back would be membership to make sure that we have the right people invited to our meetings.

Um any of the standing committees.

Madam Chair.

Uh I'm reviewing the the ordinance itself that created uh this committee.

And the LEPC committee is separate from the executive council.

The purpose of the executive council is actually to oversee the LEPC commit committee.

Um we don't per ordinance regulate how many members are actually on the LEPC committee itself.

And so do you know, and I've seen the application that's in the packet here for membership.

Do we actually have a list of the members of the LEPC committee?

So is who it is?

One thing I know from past meetings.

The so this was in our email in the agenda in the agenda packet was the what he's talking about, the membership application.

These were not utilized within the last 12 years.

Uh so that is something I'm requesting everybody to fill out so we can get a formal membership list.

I have a I have a list of people who have been showing up and what agency they represent.

Um there are definitely some holes in that in that list.

Um but I do agree the executive council um looking through some draft, not drafts, but looking through some other bylaws for LEPCs in the state.

San Juan County, their executive council is literally the chairperson, the vice chair, the secretary, and a treasurer.

And I think there's one other because I'm I'm pretty sure there was five.

Um a drastic difference from what we currently have written.

Um they also talk about different meeting types.

Um this is something I can send out as well with that handbook.

Because they do the executive council meetings, but then they also hold once a year they hold a public meeting to be held at the end of the second quarter for the purpose of informing the public of the status of LEPC standing and ad hoc committees.

So basically a big briefing to the entire public of what's going on.

And then standard meetings are it looks like just a meeting with all the standing committees and any other committees that they have.

So it's it's quite a bit different than what we currently have in bylaws.

And that's where I really wish I'd been able to find this LEPC handbook from FEMA as a better document that what's than what's going to scan in.

Oh is there a button to push on the button?

Part of the reason for that meeting was because it was brand new and we wanted to get the city and county involved.

And that really was very helpful.

And those applications were used in in the beginning for several years and so as I mentioned that they go away.

And so Madam Chair, I would recommend that I mean first step being it obviously we're talking about two separate things.

We're talking about the Executive Council, and then we're talking about membership into the LEPC itself.

And so we probably need to uh formulate what the membership of the LEPC should be first.

Uh because it talks about the that any persons, businesses, and organizations within Curry County having an interest in emergency management and/or hazardous materials may apply for membership to the emergency management slash LEPC committee, including but not limited to those groups designated by Sarah Title III and those entities required to submit tier two emergency and hazardous chemical inventory reports.

And so we don't really define and so from a quorum standpoint it would be difficult uh if we don't say, hey, we need five members.

And so I think we need to define first what the makeup of the actual LEPC committee is.

And I don't know if I've I saw that in the United States.

When that's not in the bylaws itself.

Yeah.

That's actually in the ordinance.

In our city ordinance?

Yes, ma'am.

And I mean under on page four of the of the handouts uh line items uh 34 through 42.

I mean that's where it uh like I said, uh that makes it difficult.

It's just if anybody and everybody can apply to be a member, then i it's hard to define what that number is for a quorum.

Yeah.

And I think that's definitely what we've been coming up against the last few months of not being able to vote on things because we don't have a set list of people.

So does anybody have any thoughts on what membership should be?

Should we and Madam Chair, uh I don't I'm not familiar you're enough to know what uh Sarah Title III is?

And what organizations are represented by that?

So that is the emergency I actually have it in front of me.

It's from the UPGRA Act.

It's emergency planning and community rights to know act.

Um Sarah Title III states that the public has the right to know what chemicals and hazards are in their community.

That is also the the part of it that establishes the LEPC and the requirement from it at the federal level down to the locals.

I thought I had a better.

Good Lord.

Too many papers.

Essentially Sarah Title III is what mandates we be.

Um there's a I think there's like three pages of background in this handbook of what how it all started, why it started, there was an incident um in well one in India, then in West Virginia, where there was a hazardous material spill explosion, community didn't know what was there, and a lot of people died.

And government said that's not good enough.

But this also it gives us so as part of Sarah Title III, they have to file tier two reports to the state.

Those reports are where we find out what chemicals are in the in the county.

That report can be um used by first responders to know what's in the community, and the community can put in a request for records to get that information.

Um the main holder of that information is the state, so the Department of Homeland Security and Emergency Management.

And us as a local entity have been given access to that as well.

And that goes back to vision and and and mission is that all that we do.

I think the LAPC has across the nation changed a little bit over the years.

But I definitely think you're right in the we need to figure out what our membership is going to be and what that needs to look like to move forward.

So if anybody has any feedback.

And Madam Chair, I would recommend that I'm not a member of this committee, and I'm sorry, and I apologize for those of you that don't know me.

I'm Justin Howalt, the city manager.

I would recommend if putting together maybe a small working group that could get together and go through the bylaws and maybe bring some recommendations back to this group and really be able to dive into uh the history of the of the bylaws themselves and what that membership could be as far as reviewing other uh communities in in uh emergency management departments and what they have in place for to bring it back to this committee.

Uh and just like I said, a smaller, more intimate group, maybe easier to get through, and if there's any volunteers uh that would like to participate in that.

I think that's been our issue the last few months is finding volunteers.

Okay.

My name is attached to those two things and everything with the only PC from the origin.

So I would be happy to provide an insight into why we did what we need to get back on.

I think I think that could be very beneficial.

I will send out when I send out the other documentation, I'll send out a call for other volunteers.

And then um hopefully we can meet before Christmas.

I'm gonna go back to look at the money notes.

I think I missed the last Roosevelt County LEPC meeting.

So Roosevelt County just finished their hazard mitigation plan.

Um I don't know if that was tied in or not.

Um for those who don't know, uh, I am actually out of town Christmas week, so it will not happen Christmas week.

I think next on the agenda was just reports out.

Um, speaking of hazard mitigation plan, uh we are currently in the proposal process for uh getting the Curry County hazard mitigation plan updated.

We are hoping to have a contractor selected by the end of the year.

And then start of the year, we'll start the process of updating that.

That takes a lot of public input, so you'll see a lot of public meetings coming up with that.

Umergency operation plan, we're still working on updating that.

Um I'm trying to hold smaller meetings with the individual agencies who are involved in each section of the plan instead of doing a really big meeting.

Uh we had a really big meeting for our communications section, and it kind of it was too many people.

I have conference attendance on there.

I recently got back from attending the International Association of Emergency Managers Conference.

Amazing conference.

Um did some leadership training, evacuation plan training.

Um there were sessions, sessions on crisis communications on the future of emergency management with all the changes happening at the federal level.

It was a week full of a lot of information.

Um I was there with six other emergency managers from the state.

Um it's just a really good conference.

Uh would definitely do it again.

I don't have any current training opportunities planned.

Uh preparing new Mexico.org is always a good spot to find training.

I had a phone call this morning, though.

We are looking to schedule ICS 300 and 400 in Clovis.

So if you have a need to take those classes, let me know what dates would be good for your agency.

And that is a local group of emergency management people who are teaching those classes.

Community awareness, we are meeting tomorrow at 12 noon in City Hall.

We are our main topic of discussion is the event we are planning for National Preparedness Month, which is September.

Our current date for that event is September 19th.

If you are interested in helping plan that event, uh come to our meeting.

And we're in the small conference room in in City Hall.

Exercise design and planning.

Uh we have not met in a couple of months, but we need to.

Our next meeting is December 16th at 10 a.m.

Also in City Hall in the assembly room.

We need to start discussing a full scale out at the airport.

And I see our airport director back there.

So I know that is probably the biggest one we have on the agenda for this coming up year.
