Discussion Items
Financial Report
- Presenter: Justin (Committee Member)
- Key Data Points: The board reviewed the financial status as of November. Total ending cash and investments are approximately $8.5 million ($7.5 million in investments and $910,000 in cash).
- Revenue Analysis: Year-to-date revenues are $730,000, a decrease from last year's $821,000. Justin noted that while gross receipts taxes remain higher than last year, the decline in investment interest rates caused the overall revenue drop. November revenue was $147,000 compared to $142,000 last year.
- Expenditures: Year-to-date expenditures are $165,000. November expenditures were $41,000 (adjusted from the transcript's likely typo of "$4100" given the context of the previous year's $4,000 and the magnitude of the financial report), which included a $3,600 admin fee to the Tax and Revenue Department and $500 paid to BNSF for track agreements.
CED Projects & Updates
- Presenter: Tina (CED Director)
- Industrial Projects:
- Project Green Energy: Two projects are in the pipeline. Project 1 is in Victoria; Project 2 (Clovis) is next in line once Victoria is completed. The company continues to hold the industrial park parcel optioned.
- Project Bite: Currently in the preliminary stages ("Prypine") with no timeline.
- Industrial Park Translator/Track Agreement: A track agreement with BNSF has been finalized thanks to Mr. Holtwaut's efforts. Implementation is expected shortly.
- Retail & Incubator:
- A retail expansion application from the mall was received for presentation next month.
- A $100,000 state economic development grant was awarded for the business incubator.
- Art Swap Accelerator: Running with Clobus on Main Street (Sutton's Bakery). Two food businesses are operating pop-ups selling sourdough and breakfast through December. January will feature German food, and February will feature Chicago Deep Dish Pizza. Goal: Jumpstart food entrepreneurs.
- Scholarships: CED will fund scholarships for the Clovis High School pitch competition in January.
- Clovis Sound Studio: Construction continues with HVAC installation. The Rock and Roll Museum is being formatted to include the only radio museum in New Mexico. Projected grand opening is April 2026.
- Events & Partnerships:
- Successful hosting of the Governor's Conference on Economic Development, New Mexico Tourism Commission, Southwest Cheese 20th Anniversary, and "Boots to Business."
- PROs (Prosper New Mexico): Seven PROs were identified, but board members expressed that small rural communities like Clovis often fail to meet mandatory infrastructure requirements (interstate access, large airports, water access) associated with these grants.
- Strategic Focus: The Mayor, Justin, Claire, and the board agreed to focus on recruiting high-paying manufacturing jobs and workforce development. A contract with a site location firm has been funded to target 2,000 companies in seven industries, with a goal of 12 meetings and representation at five trade shows.
- Workforce Development: Tina reported a meeting with Epcor (likely EPCOR or a similar entity) regarding remote work. She noted remote positions are often filled by out-of-state applicants due to local interview struggles. The EDB is preparing to offer coaching volunteers to assist locals in interviewing.
Behavioral Health Center
- Presenter: Justin
- Status: Construction is active with dirt turning and plumbing rough-ins complete. Slab pouring is imminent.
- Design: 90% design drawings are being reviewed ("page turn") for a design-build project.
- Timeline: The project is scheduled to open by August 2026.
- Nomenclature: The project is formally referred to as the "Behavioral Health Center," though the speaker noted a previous misnomer of "Psychiatric Center."
Racino Update
- Presenter: Justin
- Status: The Racino proposal was postponed and moved to the February agenda.
- Reasons for Delay: Penn National (owner of Hobbs) and Laguna (seeking a sixth license) expressed concerns. The Racing Commission's attorney identified specific wording in the proposal that caused a Pueblo tribe to file a complaint on the final day, forcing a restart of the process.
- Community Action: The board requested that the community submit letters of support for the project to the relevant authority.
Key Outcomes
- Motion: Adjourned successfully with a unanimous vote ("All in favor, stand up. Awesome.").
- Administrative Directives:
- Justin to distribute the contact email for Racino support letters to the board and staff.
- Confirmation of upcoming events: Legislative Breakfast on Dec 17 at CCC, Legislative Forum on Dec 16 at Mesa Landing Community College.
Meeting Transcript
You wouldn't be emailed at home treatment. We asked five years in November. Good morning, everybody. Good morning. Good morning. I want to call the meeting of the Economic Cassini Board to order. Vicky, will you call the roll? Leo Lovett has sent his regards to me earlier this morning, so he won't be here. Brett Johnson. Present. Raymond Mondragon. Present. Debbie Spriggs. Here. Leo Lovett. Bryce Jimenez. Here. Alan Kinlan. Here. Jason Gonzalez. Here. Tyler Lucas. Present. Paul Cordova. Here. We have a quorum, it sounds like. Motion to approve the minutes is read. Second. Aye. Aye. Okay. Passes. Justin, you want to give us a financial report? Certainly. Thank you, Mr. Chairman, members of the committee. For the period ending uh November, we have total ending cash and investments of eight point almost eight point five million dollars. Of that we have $7.5 million in investments and $910,000 cash and bank. For the total year-to-date revenues, uh it's $730,000 as compared to last year, around $821,000. Our gross receipts taxes is still above last year. However, uh our investments uh in the percent that we're receiving on those has declined, and so that makes that that's the reason for the difference between last year's year to date and this year's uh year to date. Uh for the month of November, uh we received $147,000 uh in revenue as compared to last year for the same time period about $142,000. Our expenditures uh year to date are $165,000. Uh for the num month of November, uh our expenditures were uh $4100. Uh $3,600 of that was to our admin fee uh to the tax and rev department for collecting gross receipts tax. Uh and then we had $500, which was to uh BNSF for our track agreements out at the industrial park. Uh that compared to last year's um expenditures for the month ending November, uh, we had about 4,000 as well in that. So uh with that I'm happy to answer any questions you may have. Any questions from the board. Oh, thank you for the report.
