So Mercedes Robinson has been with me as my assistant finance director since January 10th of 22.

So we are starting starting year four.

So she has a few to catch up with me, but she'll make it.

So did you say your your hire date is January 10th?

Oh, so coming up into the months.

Almost.

So but Mercedes is my assistant finance director.

She has been instrumental in all of the things we've done with our uh enterprise system, our financial system.

She is my go-to person for manuals.

If you ever need a pro a manual on how to do something, she's she's the one to do it.

She is great at building them.

She has helped all of our department my department with the our processing manuals.

Uh Mr.

Howwalt tasked ad tasked her.

She volunteered, sort of, to help building safety with their permitting program.

So we are now online with that one.

We are moving forward.

We are her next project is we're actually going to be doing our for the listening audience.

We're going to be doing all of our business registration process online.

So we will be again reducing our paper.

So we are just moving forward.

She has done wonders with our payroll, built it up.

She's helped me through audits.

We have decreased our findings significantly.

She is great with customer service.

She's kind to the customers and is always willing to help.

She's doing a huddle tomorrow with her staff to figure out if her manuals worked and if she needs to make changes to them.

So she's just a pleasure to have, and I am thankful to have her because it allows me to get some time away from the office.

So that's the most important thing.

We need to have time away.

So she's also a proud military spouse.

Clint Bunch, Public Works Director for the Distinguished Line Employee of the Quarter presentation to Mr.

John Bright.

Thank you, Mayor.

Mayor Pro Tim and Commissioners.

I'd like to introduce you to Mr.

John Bright.

He's an employee that's worked for public works for the last eight years.

He's a very dedicated employee.

If you want to ask me what I know about Mr.

Bright, I know nothing.

Because he's such a good employee.

I never see Mr.

Bright.

I bet I see you maybe twice a year.

Is that like about twice a year?

Because Mr.

Bright works at the wastewater department out at the wastewater plant.

He takes care of all the sampling and all the monitoring of everything we do at the wastewater plant, and that's a very important job.

Mr.

Bright takes the job seriously.

He stays out there.

He s basically stays in your hole, don't you?

You he takes samples, does this does all the reporting, does all the sampling.

He's very good at it.

He's also a level four wastewater operator, which is the highest level that you can be in wastewater.

Um and that's what we need at the wastewater plant.

We have three of those right now, and it's very important because every job we do has to have a level four in a position so we can do the jobs we do.

He's also a uh level two uh lab technician, which qualifies him to do all the lab work he does.

As for a person, I think he's a great person, as far as I know.

But uh I did learn a few things about him today.

I met his mother earlier.

She's a lovely lady right by back behind here.

And I think she's very proud of Mr.

Bright.

Um I learned that he's an animal lover.

He has animals at his house.

Two cats, two dollars.

Two cats.

Um I know he's dedicated.

Uh I know he wants to move up in the department.

I know he's got the mentality, the education, and the drive to do it, and I believe he will move up when positions are available.

And I'm very glad to tell you that he's a valuable asset to the city.

Um what he's talking about, the wastewater treatment plant off Curry Road 7.

Uh I spend all my time over there.

So I don't come down to public works very often.

And uh I came in as a trainee and uh worked my way up to the lab tech.

And uh that was one of the reasons why uh I picked this uh wastewater division in the first place.

I saw on the application they they just have such a wide variety of uh skills, uh things that you can learn.

And I just kind of wanted to learn it all.

And they gave me the opportunity and I took it.

So I appreciate it, everybody.

We're sure glad you took the opportunity and appreciate and we appreciate the job you do.

Um we um are going to be highlighting the RSA and speech contest winners that have been um chosen.

Uh they were actually announced earlier this week uh through the Clovis municipal schools and the Clovis Christian schools.

Um this year's theme was nonviolence seeks to defeat injustice and evil, not people.

And I think that is really timely, which is kind of everything that's happening in the world right now, and you know, calling out actions and not people and trying to dismiss on people and just holding people up and trying to love them.

And so um wanted to introduce uh Kiara, she's one of our newest uh volunteers and members.

And uh you're also a social worker, aren't you?

Mental health.

There we go.

All right, so there we're going the same space.

Um, but uh we just wanted to invite the public out.

Um the display in the library um is out now and it has all of the art uh pieces, the uh newspapers should carry the essays, and then we'll the breakfast will highlight the speech winners.

And so if you haven't been able to come um in the last few years, we hope that you are are able to come.

Um we're gonna be having Vanessa Betts, um, she's a children's author, and she's gonna be the speaker at at this year's breakfast, and her husband, Pastor Ron Betts will be at the speaking at the rally.

Um and just a lot of cool things happening.

We had the youth um conference earlier this summer.

Uh Mayor Morris came and uh gave greetings uh on behalf of the city to students who came from Albuquerque and across New Mexico to come out and learn.

And um the anything else?

No, I think that's about it.

Um I think that that is uh oh also um on the 12th uh next Tuesday, the state or next Tuesday, next Monday, the state Martin Luther King Commission will be down here.

They'll be having some open office hours from 12 to 2 for community members who are interested in coming to talk with them about any initiatives that they're wanting to lift up.

And then also um there's going to be a launch of the It Starts with Me initiative at Arts Academy Bella Vista, where they have a couple of teachers who are involved with youth ambassadors, and it's essentially trying to get youth involved in uh Dr.

King's legacy and um his principles and again this year's um third principle um nonviolence seeks to defeat injustice and evil, not people.

So we hope to see y'all and thank you very, very much.

Martin Luther King Jr.

devoted his life to strengthening the content of the American character, calling on our nation to live up to its founding principles of life, liberty, and the pursuit of happiness for all its citizens.

As a result of his determination, spirit, and resolve, Dr.

King was integral in leading one of the greatest movements for equality and freedom in our nation's history.

And whereas our nation has made progress towards realizing Dr.

King's dream, yet the work to achieve liberty and justice for all is never ending.

As we observe Dr.

King's birthday, let us celebrate his memory by performing acts of kindness through service to others.

Let us live out Dr.

King's teachings as we continue to work for the day when the dignity and humanity of every person is respected.

And whereas the 35th annual scholarship breakfast will be held at 9 a.m.

on Saturday, January 17th, 2026 at the Clovis High School Cafeteria, and the Martin Luther King Junior Day observances will be held on Monday, January 19th.

I've been looking forward to this uh this presentation because I don't know exactly what it's about, so I'm genuinely curious.

And and the the guests that I have or that you have with you, I know are like outstanding, so it's gonna be great.

Uh we are very excited about this.

I've wanted to do this since earlier this year.

Uh but we had a Clovis Landmarks treasure hunt, landmark legends treasure hunt, and we had 10 participants uh and it was an initiative by the Clovis Action Team.

So the Clovis Action Team is the branding initiative of the chamber.

We promote Clovis and everything that's awesome about it, and we are not part of the CATS Transit system.

We got calls.

Why are they doing a treasure hunt?

So anyway, um, we uh were very excited about uh the event.

We learned a lot, things to do next time, things not to do next time.

And uh if you want to follow us, all in Clovis at Facebook and all in Clovis.com, we're gonna have lots of fun events coming up, including more treasure hunts.

So we wanted to educate the people of Clovis, the ones that signed up, all the neat things in our history.

So the firehouse, the fact that Marshall is in the shape of an M.

I had no idea why Hillcrest Park Archway was uh built and so many things that uh happened.

But the winners, Christina and Grace Tatum, I would like them to share some of their peeling out uh situations.

But they were so fast.

I could not get to one of the stops before them.

So do y'all want to share a little bit?

Well, thank you for having us tonight.

We had a wonderful time.

This was an extremely well-organized event.

We had no idea what we were going to face, but there was elves there.

We were all over town, and we treated it like it was the amazing race.

Item six, request for approval of budget transfer from general fund cash reserve to budget library building and maintenance for a post-indicator valve replacement for the fire sprinkler system at the Clovis Carver Library.

You approved uh introduction of this ordinance approximately a month ago.

It is back here for consideration of final adoption.

I'm not sure how much explanation you would appreciate.

You're familiar with this this ordinance.

We uh amend our our prohibition on camping uh ordinance to include uh some language that would regulate camping on private property.

Uh and we talk about that activity only being allowed when uh permit either by the owner or when there's written permission from the owner and it's done in the enclosed areas of that private property.

Any questions or uh the desire for a further explanation or debate?

Uh the next two items uh are uh uh resolutions uh pertaining to the you you approving authorizing uh the abatement by demolition of unsafe buildings or structures.

One is located at 404 Tennessee, the other at 217 John Doe.

I've shared both of them and the explanation because you may want to consider handling them uh with one motion.

But I'll let our attorney Mr.

Morris give any direction he feels necessary on these items.

Just uh some brief explanations.

So these are two properties that Mr.

Wilt with the Department of Building Safety asked me to get resolutions for.

He's been working with the property owners on both of them, and we're still hopeful that uh they'll clean it up themselves.

But we wanted to keep the ball rolling and to uh make sure that that happened.

Go ahead and keep it on the agenda for this evening.

Um both properties, well, first of all, the first one is 404 Tennessee.

The property owner is Julio Navelos.

It's uh as you can see, a single family residential structure.

The few pictures are on packet page 46.

It's been burned and damaged, interior walls, roof, etcetera.

Uh I also attached to the commission action request a letter from Mr.

Wilt indicating that he believed it was incapable of repair.

Uh same thing for 217 John Doe.

Uh that one has had actually several walls already taken down.

It is a former, I guess you would say, uh or partially dismantled residential structure.

There's only a couple of pictures of it, but uh it certainly is not capable of repair, and Mr.

Wilt attached a letter to that effect too.

So uh he's hopeful that those will the work will begin by the property owners next week.

But if they don't, we'll start, we'll uh follow the resolutions and the uh uh what the commission has adopted to take care of them.

So thanks for that explanation.

And given uh the the this circumstance where uh Mr.

Wilt is telling you that he thinks there's a chance that the property owners will will rectify that.

I think it's worth just mentioning and correct me if I'm wrong.

Uh the resolution gives the property owner uh 15 days to communicate a plan.

It's not that at the end of 15 days the city starts taking uh action with a bulldozer or something like that.

The the property owner still is gonna be worked with if they are in good faith trying to fix the situation.

Correct.

It doesn't require them to contact the property owner beforehand, but we usually do as a matter of course, and then you know, since in the I think it's been three or four years since we've adopted this new resolution, uh or new ordinance authorizing this new resolution, and uh I'm not aware of one time where a property owner has offered to help or or come up with a plan that we haven't worked it out with them.

So, that we haven't worked it out with them, yeah.

And and our you know, our policy has always been if we don't agree with the plan or we're at an impasse but they still want to present the plan, we would take it to the commission.

That's just that hasn't happened yet.

So got it.

Uh giving these proper giving property owners uh all the uh the opportunity to to take care of their property that that we possibly can.

So um any questions or debate Mayor, I'll move for approval of resolutions 3350 and 3351 2026.

uh here this morning and um the uh Armed Forces Support Committee generally consists of and did today reports from the leadership at Canon Air Force Base.

We ask for reports from our uh federal delegates and uh specifically their staff uh generally either call in or attend in person and give reports.

Um we also uh today had in person the executive director and one commissioner from New Mexico uh military base planning and support.

Um Megan Cornet uh executive director gave uh an excellent report as to the activity of the Military Base Planning Commission.

Uh we heard from Mr.

Lance Pyle about base community council.

And then we got reports from the Military Affairs Committees of Clovis and Portalis.

We also had joint veterans council uh update from Mr.

Vernon Luz and uh the uh employer support of guard and reserve update was provided by Mr.

Willie Griego, who drives over from Santa Rosa.

He's the state chair for that organization, and he attends our meetings and gives a report.

And then uh the maybe the most important or significant news out of uh today's meeting was the Office of Local Defense Community Cooperation Grant.

Um is it is Ms.

Gray Grant manager or what is her uh that's just she's with OLDCC.

Yeah.

So uh uh we have Ms.

Gray, a representative from uh Office of Local Defense Community Cooperation uh here uh to get us uh get us started as Matrix Design, which you recently approved as the uh the firm doing the uh uh military uh installation readiness review, the Mirror grant.

And so those folks were in in person for our meeting today uh as they were in town doing the work of getting that started.

They they visited Canon, toured Canon, uh, and then also spent time today with our uh city managers and county managers, correct?

Yep.

Yes, ma ma'am may I pretend commissioners they they met with the tech what will be the technical committee, and then they also uh visited uh the airport and they also we had a presentation by Canon Airfo Space first thing this morning, Mr.

Commissioner Jones is part of that.

Um and so very excited to have uh OLDCC and Matrix uh getting going on the uh readiness review grant, which just as a reminder is going to look at water, land use, energy, infrastructure, and uh also include a tabletop exercise all aimed at uh the deliverable, and that is an action plan uh of of steps that can be taken to enhance and improve uh the readiness of the 27th Special Operations Wing at Canon Air Force Base, and that's obviously something that we're interested in.

Very happy about that work getting going.

And then lastly, we approved our our Armed Forces Support Committee approved a resolution supporting the New Mexico Military Base Planning Commission's 2026 legislative priorities or requests.

There are two future agenda items right now.

One will be a planning and zoning membership, and the other will be a request for approval of a waiver of fees at Hillcrest Park Zoo on June 13th.

And then Mayor Mayor Parteman Commissioners, I have a couple as well.

So it'll be Logis Tax Advisory Board, and then also the EAS Task Force has been meeting, and the recommendations for that will be coming to you for action at the next meeting.
