Uh there's many of things that I enjoy uh doing for the City of Clovis and plus working with the City of Clovis.

And one of those pleasures is honoring our employees with their uh milestone awards.

And so it's always a great thing when we have employees that come and work for the City of Clovis.

It's even better when our employees choose to make a career and stay with the city of Clovis.

Uh you'll always hear me say that uh I want our employees, I want the city of Clovis to be the employer of choice within our community.

And I think that when we start looking at some of the longevity in which our employees have been with us, that it shows that we are making progress and getting there.

And so it's with my honor this evening that I do recognize these two employees for their years of service to us uh with our milestone awards.

And so, can I have Sandra and Mark?

Come up, please.

And so Sandra works with us in our in our CATS department, has been serving over there for I'm gonna leave the year out for several years at this point in time.

And Mark has been serving with our Publix Works Department and the Sanitation Collection uh for the same number of years as Sandra.

And so uh like I said, it's a pleasure this evening to recognize both of them for their 30 years of service with the city of Clovis.

And so uh with that we have these wonderful uh trophies for the lack of a better word uh to present to them.

Uh we have uh their their certificates that we present to them, and probably the best thing uh that they'll enjoy is an extra day off this coming year, and so after 30 years, hey, why not give an extra day off?

Uh but no, I just want to say thank you to them uh for continuing to work with us and it's a pleasure.

I know both, and it's a pleasure to work with them.

And so uh congratulations and thank you guys very much.

I also have the directors here.

If they would like to come up and say any wonderful things about them, if it's bad, you have to stay out there.

Boney.

Um if you think about it, Mr.

Boney is fifty years old, and he's been working for the city for 30 years.

So this has been his life.

Boney, but he's our uh sanitation collections driver that does the polycart route.

So if you have a green polycart in your area, he's the one who picks it up on a daily basis.

Wow.

He's very helpful to the public, uh very receptive.

When somebody comes out and is needy and needs something, Mr.

Boney will help them out in the best way you can.

He's called me many times and asked for special accommodations for people that need things like that.

Umployee.

Uh I hope to have him around a long time, and uh he's a great great individual.

Wonderful.

Next, we have a proclamation that I've been excited about uh all week, and it is uh proclamation proclaiming this week, February 9th through the 13th, 2026, as FCC LA week in the city of Clovis.

And we have uh leadership from FCCLA here, their president, Joaquin Sanchez.

And we would love to hear from you, Mr.

President, and uh any anyone else with you a little about uh FCCLA, why it's important uh that that we would do a a proclamation for you.

And and before he gets going, I I want to just Mayor Pro Tim Commissioners.

Um I I've known President Sanchez.

Uh and and here in a minute when you hear him speak, you're gonna say next mayor or perhaps governor.

He he's a pretty awesome young man.

I've known him since he was since he was tiny.

But um he called me earlier this week.

How many people that age range do you know that will call an adult and talk to them about something?

Joaquin called me earlier in the week and asked me if I would do a mayoral proclamation for them.

I said, absolutely.

I said, but you gotta come to the city commission meeting to receive it.

And he says, okay, I can do that.

And I wasn't thinking about the fact that today's your birthday when I asked you to do that.

So thank you for coming, carving time out on your birthday to come and be with us.

President Sanchez, I'll give you the floor.

So good evening.

So I am president for FCCLA, which stands for Family Career and Community Leaders of America.

We have chapters in Gaddis Yucca, and of course, we are representing Clovis High School, but we're all representing FCCOA.

And what we are is we are a leadership organization for our youth.

We help them to help get some leadership skills through community service, is a great thing we get to do.

We have a little over 1,500 hours of community service so far this year in our community.

And then another way we get to provide skills to our members is through competition, which of course we did have our regional competition yesterday.

We have all of our kids go and compete in Star Events, which stands for students taking action with recognition and what they do, they go in and they design projects based in family consumer sciences.

So we have projects built in culinary or clothing, sewing, marketing, business, all sorts of different events.

And we had 38 kids from our Clovis High School chapter go to compete yesterday, and we had all 38 kids qualify to go to the state competition.

Wow.

And then of course, our national organization, we have FCC LA week is the second week of February every year.

So for this year within our chapter, we've had various activities.

Of course, Monday we had a alumni appreciation spotlight.

We shadowed out some of our members online and showcased what they've been doing and how FCCLA has helped them in their careers.

On Tuesday, of course, we had our regional competition.

And then yesterday we had our member appreciation day.

So we had pizza and games at our meeting last night to show appreciation for our members and of course everything they're doing because our chapter is incomplete.

Every single member promotes to a greater cause.

So of course we had to show some appreciation for that.

And then today we did teacher appreciation day at the high school and went out and delivered chocolate covered pretzels to all of our teachers at Clovis High School and Clovis High School Freshman Academy.

And then tomorrow, our final day, we want to do a read out within our school and even across the community.

So if you would help show us your support by wearing red tomorrow in support of us.

So we thank you guys and we hope you consider this proclamation for FCC LA week.

I'm Haley Holmes.

I'm the treasurer of our I'm sorry.

Yes, I am the treasurer of our chapter.

Um I just handle our finances.

Um I joined FCCLA about four years ago, and it was probably the best decision I made in my life.

I've met so many people, not just around um our community, but also in our region.

I've met um people all over our region, and I still keep in contact with them today, and I hope to keep in contact with them after I graduate.

I am Giselle Rocha, and this is my first year in FCCLA.

And it's very uplifting.

It's such a great just organization.

They're everybody in there is just amazing.

I'm going to give Mr.

Zell a little bit more credit than she just gave herself.

She actually has the most community service hours out of any person in our chapter right now.

She has 76 and a half hours so far this year.

In 2026?

Yes.

Wow.

Wow.

That's that's remarkable.

And you said your total service hours are are over 15.

Over 1,500.

That's and real quick, talk to us about that because I see you everywhere.

I see you at the community trash pickups.

This group has had a scheduling conflict in the past on our community trash pickups.

So what do they do?

They go on a day all by themselves and pick up you know many, many bags of trash.

But I see you working at the Civic Center.

I seem to see you everywhere serving.

How is it that you end up doing so much community service?

So, of course, we have a partnership with the Civic Center.

We work all of their around the world banquets throughout every month, and then additionally, they reach out and contact us anytime any other organization is having a banquet, whether it be the Chamber of Commerce or the City Commission, anything else, anybody having a banquet across our community, we are their go-to, and we have a great partnership with them there.

And then, of course, we are just always looking for community service.

People recognize our name, so if they need some people, they will always come and hit us up, and we almost never turn down an opportunity just because we want to get involved in everything that's going on in our community, and of course, get our kids these skills working with as many people as they possibly can.

Outstanding I I think it's an incredible program really proud of each and every one of you Mayor Pro Tim and Commissioners any remarks before I share the proclamation.

Mayor I just have one question.

Joaquin are you the only senior or Haley are you a senior also?

I'm a junior junior.

So Joaquin what are your plans for next year.

I am planning to go either to Texas Tech or New Mexico State and I'm looking to pursue a career in government or public policy.

I think that's absolutely perfect.

But I tell you any other comments or remarks thank you Joaquin for your leadership.

You guys do an excellent job at the the events of the Civic Center.

Thank you keep up the good work I'm always observing.

Joaquin you guys are great.

Thank you sorry Commissioner Walking I I've known you a long time.

You've always been super polite pretty quiet most of the time but always very polite knowing your dad since we were in high school and um I'm just curious we the mayor said that that he's known you since you were tiny and I've never known you to be tiny yeah um and uh but I I'm most impressed with how articulate you are and and how well you handle yourself behind a microphone because that's not easy and uh I'm I'm I'm just blown away and I'm I'm proud of you man and and keep it up button thank you happy birthday.

Well I would like to share the proclamation whereas family career and community leaders of America the national nonprofit student organization for family and consumer sciences students through uh grade 12 helps youth step into positions of influence and serve their communities FCCLA members through family and consumer science education engage in purposeful actions where within their lives in areas of personal growth family life college readiness career exploration leadership and community involvement and whereas the organization extends the classroom learning through uh through chapter service projects that develop leadership and employability skills helping young people learn how to plan make decisions and carry out and evaluate programs of action as they work with other youth and adults within their school community and state and whereas FCCLA offers members an opportunity to work together for everyday purposes for improvement of themselves as well as their families careers and communities and whereas the week of February 9 through 13 2026 has been designated national FCCL a week with the theme connected and of course in the word connected the uh the letters CTE for career technology education are uh in all caps now therefore I Mike Morris mayor of Clovis and on behalf of the City Commission do hereby declare February 9th through the 13th 2026 as FCCLA week in the City of Clovis like to do the thing I would okay yeah come over here can I remember I mean I would just like to say I'm behind this too.

Okay Waquin's holding I was holding the room by the squeeze join the family there you are I can't see that for Tim Broad okay Pro Tem commissioners members of the community we can be very proud of our young people Clovis has amazing young people and these are uh these are prime examples but there's a lot more of them out there and uh I just encourage families to get their kids these young people into these programs offered in our community such as FCCLA.

Hi, Mayor Morris, Commissioners Administration.

Um my name's Constance Williams, and I'm a licensed clinical social worker and came to talk and invite y'all to an event that's going to be happening on the 27th of this month.

Um I have provided y'all flyers and really it uh organically kind of came over about the last month.

Um we had um Oscar Robinson, uh commissioner uh or former commissioner uh council member down in Portalis and I were having a conversation and um from that this began.

And so basically um what this is is going to be a uh Oscar said it w it would be a great opportunity to have people talk about their um lived experiences during the civil rights area or era and into now and thinking about like the similarities and things that are happening in the world.

And so um we have uh work worked organize this and uh CCC has agreed to host this event at the town hall on the 27th at 6 o'clock.

And so um the event, I think I said y'all have gotten flyers.

Um the event is called Um Eastern New Mexico Voices, a journey from the civil rights era into modern times, and it will occur f uh Friday, February 27th, um at 6 o'clock at the town hall at Clovis Community College, 417 Sheps and Clovis.

Uh this event is a historical and educational opportunity for the public to hear an open discussion among elders, peers, and counterparts.

Um moderated by Donald Doc Elder.

Um, this event will feature a panel discussion of Eastern New Mexico residents who will provide insight into the civil rights era, their journey in the region in this time in history, and what they identify as significant to understand for our modern times.

Um organized by myself and Oscar Robinson, former Portales City Councilman.

This is an opportunity to hear from community members in the region embracing the range of their individual and collective experience with a purview of over 80 years in Eastern New Mexico and the world.

And so I really um thought this would be such a great opportunity.

If you look at the flyer, we're gonna have um a range of people who are gonna participate.

Um Miss Retha May Taylor, um, she uh or was Miss Retha May Taylor Parsons uh was part of the NAACP Youth Action Group who uh did a uh walkout in the high school in 1972.

And it kind of like you know, everything that kind of happened a couple weeks ago, we were already planning this, and I was like, man, how can we best communicate to our students and our youth in our community the best way to deal with what they perceive as injustice, what the the action in community and how to do that with respect and how to do that within the systems that we have.

And so um Miss Joyce Pollard, um, you know, everybody is familiar with Mrs.

Pollard.

Um as a youth, she was part of a sit-in at Woolworths back in the day on Main Street, and um has dealt dealt with Buffalo Soldiers, has done a lot of different stuff, housing, discrimination, things of that nature.

Um we have Mr.

David Brazeño and Mr.

Frank Sanchez, who are both as youth uh members of the Youth Chicano Association and uh their activism at Eastern New Mexico University and kind of their experience.

They ultimately were arrested for a uh sit-in in the administration office, and they're gonna talk about that experience as well.

Um and then we have um Mr.

Pete Trujillo, who is author of a Hispanic History of Roosevelt County, and it's his perspective living in uh Roosevelt County and what he and his family um dealt with uh during this time.

And so it's gonna be a range of different people there as well as well as Oscar.

I did not realize it until this year, and I've known Oscar in some capacity one way or the other, but he was actually at Dr.

King's speech in night uh, you know, and I was like, oh my goodness, like as a 22-year-old experiencing that, um, he has a whole huge perspective that I would never ever have.

And so I really wanted to provide and get an opportunity, and we've been able to get partnerships and engagement happening to provide this to the community free of service.

I would really love if you're able to attend.

I'm gonna invite this Portalis City Commission as well.

Um uh the Dr.

Fuentes at CCC, Eastern's uh President Dr.

Johnston, and just um hope that people are able to attend.

You know, there's nothing new under the sun, but how we approach it can make the difference.

And so just wanted to invite y'all to this and hope that you're able to come.

Item one is request for approval of adoption uh of ordinance number two uh five four two thousand twenty-six authorizing and approving a water project fund loan grant agreement by and between the New Mexico Finance Authority and the Eastern New Mexico Water Utility Authority, joined by its members, the municipalities of Clovis, Elida, Portalis, and Texaco, in an amount not to exceed $18,700,000, including an amount not to a loan amount not to exceed uh $1,870,000 and a grant amount not to exceed $16,830,000 for water project fund loan grant number WPF 6565 to finance the construction of portions of the Eastern New Mexico Rural Water System Conveyance titled Raw Water One, Raw Water Two, and including design and construction of an intake pump station, Caprock Booster Pump Station, and Caprock Storage Tanks, and other details concerning the loan grant agreement delegating to certain officers of the city of Clovis the authority to determine the final terms of the loan grant agreement subject to the parameters established in this ordinance, including the principal amount, term, interest rate, and certain payments or certain payment terms, ratifying actions heretofore taken, pledging the local contributions of the city to the Eastern New Mexico Water Utility Authority to payment of the loan, creating a lien on the revenues of the city received pursuant to the min municipal local option gross receipts tax imposed by city ordinance and amended by ordinance to secure payment of the local contributions to the city of the city and to secure payment of the loan, repealing all action inconsistent with this ordinance and authorizing the taking of other actions in connection with the execution and delivery of the loan grant agreement and confirming matching funds for the raw water project.

This is me resisting the urge to talk about the raw water project.

Item two request for approval of introduction of an ordinance repealing uh or excuse me, relating to the sale of public property within the city of Clovis, located at 400 South Norris.

Um item three is request for approval of adoption of resolution number 3354-2026 authorizing participation in the New Mexico Main Street program, biennial memorandum of understanding for 2027-2028 with the Clovis Main Street program.

Item four, request for approval to appoint Kathy Elliott to serve as District One representative on the Economic Incentive Board.

Item five, request for approval to appoint Emily Gibson to serve in a student position on the Clovis Carver Library Board.

Item six, request for approval of 2021 ambulance billing write-off.

And lastly, item seven, request for approval to appoint one representative of District 4 to serve on parks, recreation, and beautification committee.

Um the uh someone for the commission uh attended a meeting here in the Ingram room a few weeks ago with uh the with the executive director um and a couple of other of the members of the New Mexico MLK Commission to discuss ways that they could uh get involved in the community to help um reduce violence.

We also met with uh the police chief was there and Terrence Lazarus, the deputy fire chief, was there and others.

And so um what Mr.

Kirvin is asking and has been working with staff on for the last few weeks is to have a a ceasefire event that they would like to hold um in Clovis at the Hillcrest Park.

And the date of the event would be March the 14th, starting at 11 o'clock.

What they'd like to do is a family friendly um day of promoting peace, safety, unity, and community.

They are going to have performances and activities, food and resources for all ages, and they're working.

Um I think Chief, you were on a call with them on Monday with Nicole and others to work on that together.

And what they're asking for from the city of Clovis, I know this is government to government, but we wanted to bring this to you.

Um they're asking for um a waiver of fees to have free zoo admission during that time period uh for a waiver of fees at the pool at the aquatic center and for at the stage and bleaches.

And then they're also asking, I think they're they'd like to have uh um an event or an activity going on at the senior center at the same time for painting ceasefire activity as well.

Um I spoke with Miss Kerbin this morning and she was planning to be on, so I don't know if she's thinking she was on.

She was on, but not now.

Um she's having technical uh difficulties like Commissioner Zamora is uh I just heard Zamora say that uh she can't hear either.

So um I met with Miss Kirvin uh the same day that the the meeting that you described happened, and so um I think that she's articulated uh a great plan, uh has a great vision.

Ms.

Kirbin is actually from Clovis and uh has landed the job as executive director for the state MLK Commission.

And so it's uh you know uh it's kind of special that she wants to hold an event in her hometown.

Uh and uh as I had discussion with her, um she described a a very uh a very nice community building, family-friendly uh barbecue in the park kind of day.

Uh um and and uh and so I you know I felt good about what she was presenting.

Item two is a request for memorandum of agreement between the city of Clovis and Curry County for a tire amnesty event in April 2026.

Uh good evening, Mayor, Mayor Pro Tem, and Commissioners.

Uh my name is Margaret Johnson, and I am the Kalinda coordinator for the City of Clovis.

I am presenting this evening on our request from the city regarding a memorandum of understanding with Curry County on our tire amnesty event in April of this year.

Uh you should have in your packets the copy of the memorandum.

And I'll just summarize it briefly.

What we're looking to do is the city traditionally every every year rents a tire tire shredding equipment, and we hold tire amnesty events twice a year for our residents.

And at that time, all the tires collected.

When we have the shredder, we shred them.

Um that helps reduce once we have the amnesty event.

It helps reduce the uh tires that we see around the city.

We're looking to take that same project and extend it to our county partners.

This is part of our larger um litter abatement and beautification program.

This kind of falls in line with one of our strategies of uh partnering with our neighbors.

And as part of that, what we would do is obviously procure and maintain and have the tire shredding equipment.

We would also provide roll-off dumpsters that will be located in various locations throughout the county.

Um you'll notice in your copy of the memorandum that those locations we're still working that out with the county currently.

Um then we will go back and get those roll-off dumpsters and then deliver it to the area where the tire shredding equipment is at.

Uh Curry County, their portion of this is to provide personnel who are going to man those uh roll-off dumpsters during hours and days that we are still we have the days pretty much hammered down, but they're working we're working with them on the hours and again on those locations.

Uh they will also provide personnel who will serve as operators for the tire shredden equipment for the week after our tire amnesty event for the city.

Um believe that's what so that's what we're looking to do.

Uh the why, right?

We always want to why.

Um I think we can all agree that the tires are unslight slightly and they lead to blight in our community.

So extending this to our neighbors minimizes it as a whole.

Again, it is part of our larger comprehensive litter abatement and beautification plan.

And one of the strategies that the state has kind of hone in on um for our Kalinda grant.

The recycled tires that we get from that shredding, we're also going to use in the landfill to weigh down each day that waste needs to be weighed down so it doesn't fly out.

This will help minimize the use of our own resources, and then we can also use those tires in the event of bad weather on the roads.

It is request for approval of pay increase for the city manager.

Mayor Pro Tim and Commissioners and for the public's benefit.

The mayor or the city manager's contract was redone about a year ago and entered into the contract calls for an annual uh review of of that contract.

And uh I recently uh reached out to the each of the commissioners and asked them to uh sort of give me some feedback about what they were looking for in the way of uh of uh evaluation of how it's going with the city manager and and uh they all agreed to uh to to a rather informal uh process uh to to accomplish that.

And uh so uh part of that review is consideration for any necessary adjustments to the manager's compensation, and so I've placed this item on the agenda this evening so that you, Mayor Pro Tem and Commissioners can, if you wish, uh consider uh a pay increase uh for the city manager given that it's it's been a year since the beginning of the current contract.

Well, uh mayor, if I may, I'll just open the discussion with I know all of us and uh we watch you uh, Mr.

Howalt in monitoring the taxpayers' dollars and uh fundamentally making sure that money is well spent and appropriately uh employees are paid.

I did some serious research in salaries of city managers across the New Mexico State, and we looked at some outside as well.

Um based on this, I would like to consider an increase in and pay for our city manager.

Um open to discuss what that percentage might be.

Yeah, thank you, Commissioner Tarzan, appreciate that, and and appreciate the effort that you went to to uh to look around and understand uh maybe what the market is, right?

So thank you for that.

Uh of course the item before you is consideration of uh of a pay increase.

Uh just for a little context and background.

Um we did rework and and enter into a new contract uh a year ago, uh but I believe it was two years ago that based upon the comp and class uh survey uh and other research that this commission was uh able to do, uh we did we did make a pretty uh uh uh uh a more significant adjustment to the city manager's pay to bring it in in more into the market, uh if you will.

And and so you know, my thoughts coming in uh to this evening absent uh a new comp in class survey uh that really gives us some data to to go on.

Um there's really not reason for a a huge adjustment in in in the compensation, but rather I think it would be important for you commissioners to consider you know uh a cost of living uh increase uh to to just have uh his salary keep pace with with inflation if that's possible.

Hey, Mayor, yeah, if I may.

Um Justin, on top of everything that's already been said, we all know you do a great job.

Uh we certainly appreciate you, but um I also appreciate your transparency you have with the employees of the city.

Um is very apparent when it comes to that.

And Mayor, with that, I'd like to make a motion of a 4.5 percent increase in pay.

We went in discussion about the residence of street lights.

And as you all remember, we put all 20 in District 3 last time.

So this year we chose to go ahead and put five street lights in each district.

We also recommend moving forward with Repaving Maine from 21st to 8th and 14th Street using the road bond funds.

We will be able to reconstruct 21st with the Transportation Project Fund Award.

We'll also approve the residential paving list for this upcoming season, which will be coming into the Commission shortly.

And we continue to work on the Main Street project as well as the drainage project on Purdue and Cameo.

And that is our report.

Do you know anything about that project on Purdue and Cameo, Commissioner Kasowski?

I sure do.

I get stuck every day.

We had uh municipal day, uh New Mexico Municipal League held municipal day uh last week.

That was last week, I think, um, on Thursday the fifth.

And uh uh I thought it was a pretty good day.

It was a it was a bit of a streamlined uh agenda uh versus what uh what we have seen in in past years and the emphasis was on um you know municipal officials spending time with their representatives and senators in in the roundhouse and so uh the the shorter agenda at the Municipal League uh provided for that.

Um I was able to uh spend the majority of the week uh in Santa Fe and and participate in uh the executive uh board uh huddles uh daily, it seems like, uh as well as uh you know an executive board meeting uh on the day before the the board meeting which was held on um Wednesday the fourth.

Uh Ms.

Burroughs is also on the municipal league board uh representing the managers and um did you would you have anything to share from Municipal League, Ms.

Burroughs?

Um just to say uh uh it was a very interesting meeting.

Um we had a New Mexico municipal clerks meeting beforehand to discuss uh various items of business for the clerks and um other than that that's that's we'll just say good board meeting.

Yeah, I thought so.

Yeah, I thought so too, and for uh thank you for that.

And for those of you that were able to attend, um, you know, we we got a a quick run through about the good, bad and and ugly uh that uh is being considered or you know a week ago is being things are moving fast uh during this session.

Uh so uh great to have the the municipal league keeping us apprised, representing us and advocating for us uh in in committee hearings and in uh you know sidebars with with lawmakers and uh and all of the above.

We heard reports from our library board director on uh uh the policy manual, which will be coming to you for uh approval.

Also heard from her uh regarding inventory of the library collection.

And we introduced our new board member, Alexis Hobbes, which also works for the city.

And you also approved Emily Gibson as our new student representative for the library board.

And it's been a while since we've had a student representative, so uh we were real pleased to have her come on board.

As you can tell, things are uh changing in the downtown area.

Um probably not as quickly as we'd all like, but certainly they are changing and in the spirit of our community, we'll persevere through the trials that are presented with this.

And uh we will continue to uh to pursue making our downtown viable, not only just for our community, but for the surrounding area.

We see a 75 mile radius as an economic area.

And uh as Clovis is growing and we certainly are growing in all aspects, uh our downtown is growing right along with it, and we just want to say thank you for your support.

We need your support.

And uh the best is still yet to be.

And that we're really we appreciate all your guys' support and we're so excited about the future of our downtown.

And it's just for the month.

We this is our third pop-up that we did each month.

We have a different um business that was in there for a grant that we got that we're working with Tina at CED with and we're just having a really fun time with this.

It's been a really cool and I can say that one of our businesses um out of the pop-ups um is already confirmed for a new location in downtown.

So we we were able to gain a long-term business out of this and we're really excited and and hoping for another one too.

But um, I know Gene's been there twice, or I've seen him two days in a row.

So the Deep Dish Chicago pizza.

So um definitely come down and try that while they're there.

And um it's it's a it's been a really fun project.

So we're really excited about that.

And we just hope you guys come and enjoy it.

Well, that's a great initiative helping these these businesses get their start.
