Um so this is the the period in the agenda uh when we'll allow you to do that.

However, we have first one planned communication, and that is from our senior services director, Barbara Regan.

Uh communication regarding the non-metro area agency on aging assessment at Hillcrest Senior Life Center.

Ms.

Hello and City Management.

Thank you.

Um I first want to say thank you for the opportunity for me to tell you about the Hillcrest Senior Life Center.

Um we are located at 1704 East 7th Street, uh just right next to the Aquatic Center.

Um you can reach us at 575-769-7908.

Um the center is open Monday through Friday from 8 to 5.

Uh to participate in any activity at the senior center, you only have to be 50 years old.

All of our activities are free.

Um, and so we're able to do this through um through a budget, the operation budget through the city of Clovis.

Uh we offer a wide right uh range of activities from bingo crafts, exercise, movie days, um, and so much more.

So you can find our calendar online.

Um we have three pool tables and one snooker table.

We also have information tables that are scheduled uh for seniors to come in and learn about health care, hospice, Medicare, and other related senior senior resources.

Um to give you a little bit more of an understanding of how our senior mills operation works.

Um funding is received through the New Mexico Aging and Long Term Services Department through a yearly budget.

Um the non-metro area agency on aging administers the funding to be sure that per that providers are spending state and federal funding wisely.

Um during the fiscal year 25-26, we received 404,394 through state and federal funding.

Um Commission approved a local commitment from the City of Clovis for 12,000.

We also receive funding from our seniors through donations.

Um we offer congregate mills.

Meals are served in the dining room from Monday through Friday from 11 to 1230.

The suggested donation is $4.

There are a few qualifications.

The first qualification is that you have to be 60 plus close.

So 60 plus.

Excuse me, determine that.

So on the screen here, I have some statistics from January 1st, 2025 through December 31st, 2025.

Reassessments that were completed, 509.

We served 696 seniors in the dining room.

Homebound seniors was 174.

The total meals that went out of the dining room was 22,371.

And then the total homebound meals was 37,494.

During our during our assessment with the non-metro area agency on aging, they do that once a year to make sure that, like I said, that we are holding up to the standards and of the policies and procedures of the state of state and federal government.

So during our assessment, we learned that at the beginning of our budget year, we always have to project how many seniors were going to serve, how many meals we're going to serve.

And so during our assessment, we learned that in homebound meals, we had already served a thousand more than we originally projected.

And then in our dining room, we had already served 300 meals more than we had originally projected.

So we are definitely we are definitely growing.

So I'll get into kind of how our assessment went.

So the non-metro area agency on aging came out.

They did a walk through through our facility, they inspected the kitchen, they did an inventory audit.

There are a number of postings that have to be in place, such as menus, policies and procedures, our food permit, our food inspection, grievance procedures.

So we were notified by email that they were going to be coming out in December.

So on January the 29th, they came out to our facility and conducted a full assessment.

They required that we present documents such as quality surveys, training documents, equipment inventory, vehicle inventory, our most recent infrastructure capital improvement plans, capital outlay request, inspection reports, temp logs.

I mean, we had 40 different documents that they needed to view.

So we got all of those uploaded.

They reviewed all of our sign-in sheets, all of our route sheets.

It was a very thorough inspection.

They met with Leanne, our finance director, and they went over all of our financial financial stuff, like our ledgers and expenses, revenues, payroll.

It was very extensive.

So I am proud to report that our assessment resulted in zero findings.

So they they were very impressed that they expected to have findings, being that this is the first year that we did this, and they had no findings.

There was a few, there were a few little things that we needed to maybe improve on, which I learned a lot during this assessment because now I know what I need to do and what needs to be done more often.

But I don't do this for me.

I don't do this for uh Pat on the back.

I do it for our seniors.

Um I would like to ask IT if maybe they could um play the video that we have.

Um so our non non-metro area agency on aging um district manager, Angela Corter, who is in the Hobbs area, um, went out to the Hobbs Seniors and did an interview.

And even though these interviews were done in Hobbes, the same thing is happening here.

We have the same same issues, the same seniors.

Um so if I can just play this video for you just to kind of give you more of an idea of what we are doing and the reasons why we are doing this.

How valuable is this service to you?

Well, it uh eight one meal a day and that's it.

So this is your one meal a day.

Yeah.

Is it tasty?

Yes.

And does it come hot?

Yes.

Oh, good.

Okay.

So um the next one is how long have you been receiving home delivered meals?

Years.

Years?

Yeah.

Very good.

And what would you eat if this meal wasn't available?

Nothing.

Nothing.

Can't afford groceries.

You can't afford the groceries.

Could you stand up and cook a meal if you got groceries?

No.

No?

Okay.

Hello, how are you today?

We're great.

And we're here at the Hog Senior Center, right?

Yes.

And you come for the congregate meals.

Yes.

I I need to ask you a couple of questions about the service.

How valuable is this service to you?

It's extremely valuable.

And not just for the food, but for the uh communication with other adults.

Okay, so fellowshipping, socializing, that's important for you.

And that is uh part of the reason.

Most of the people that come for the food, a lot of them say they just come to talk with everybody and get out of the house to get dressed and have a place to go.

That's right.

That's right.

What would happen if we didn't have this place to come to?

What would you do?

I'd eat a lot of peanut butter and jelly plant.

Very nice.

Well, I so appreciate guys.

How long have you been getting meals here at the center?

Uh we have a ring.

Yeah.

Uh it's been about ten years.

How long have you been receiving home delivered meals?

Well, three or four years at least.

Oh, and do you like the meals?

Oh, absolutely.

They taste good?

Yes.

Is there good variety?

Yes.

Okay.

Oh, I I enjoy them as much as anything that's given to me.

Is it is it nice for you to have someone that comes and checks on you every day?

Like the drivers for home delivered meals?

That's the only one in my home.

That comes on the internet's my meal.

Very valuable.

Somebody drive.

Uh this is receipts of petitions and communications.

Uh I talked with several several of you before the meeting, and it's your first time attending a meeting, so I just want to be very deliberate and make sure everyone has the opportunity to to speak.

That was a planned communication.

Obviously, it lasted several minutes long.

What we do for public comment is we just allow you three minutes to convey whatever thoughts or concerns or feedback you have uh for the commission.

And when you're sharing, uh you should keep in mind that if what you're talking to us about is not on tonight's agenda, it's it's very unlikely that we would be able to give you a resolution uh uh to to your issue tonight simply because of the open meetings act.

So I know that there may be more uh that are planning to share something, but I I've I know that I spoke with Mr.

Carr before beforehand, and Mr.

Carr, if you'd like to come to the podium, we'll give you three minutes to to share uh on the the matter that's brought you out tonight.

I've probably turned it out in Colorado, and it's mayor and the rest of the folks.

So what I'm here for today, make a short, it's a good opportunity to introduce myself is working with the alleys here in town.

I've been cleaning up the alleys from Henana all the way up to Canada Federal Credit Union.

I'm sorry that sounds like one over you know, I was told I was a journey alley in town.

I agree.

And I think another one just north of you know, but what I found is that people are now assisting.

People are now helping.

Keep the alleys clean behind the new water burger.

They had a lot of construction.

And I got that clean up and that's plants there, the plants, and that was being kept clean.

I'm gonna be going to see the pardon me if you're speaking out there.

I'll get this.

I guess my next stop.

I'd be busy with George and Jesus.

I plan on giving you some advice on what we're doing and interest.

If people will put their large items behind their home and not by the dumpster and not call them in, you'll find that other people will take them, other people put them in the dumpster like I've been doing.

It's not that big a deal to help clean up.

Two people here at town, one helped me the ad here in the paper, another driver for local service, have dumpsters behind their house, and they actually get mad talking about it because everybody dumps on them and nobody picks it up.

So just suggesting that we get together, I'll get together with these folks, we just put items behind people's homes, not by the dumpster, you know, fly around, get the public involved, and let's get some spirit in town, take some pride in our town.

Oh, the last part is Singapore doesn't have trash, Osaka doesn't have trash, Brazil doesn't have trash, and Finland doesn't have trash.

They're buying other countries trash.

It's worth valuable.

It's cheaper to do it this way than it is the way we're doing it.

One of the things is I'm conflicted by I did not expect to receive the level of political games on a city level that I've seen.

The seniors and the alleyways are two of my big things that I want to straighten out.

And I really do appreciate it.

I but the water, the water is the truth that you don't want to talk about.

And I understand why you don't want to talk about it.

But it's a big optics problem for this city.

You don't want to we we we sit in the cradle of state government.

She nurtures us, she feeds us, she gives us love, but we're afraid of big bad daddy fed.

He could spank us bad, right?

He could invade us.

Do you think that we can get the chief to lead the charge?

We're running out of water.

I didn't know that.

I've been here for almost five years, and I didn't know that.

The Ute pipeline is our lifeblood.

And the problem, the optics problem that I talked about, is that this commission has allegedly ethically bricked that pipeline and killed our city.

I don't know if you meant to do it.

I don't know if it was just a mistake.

But it is the truth that we need to talk about.

I want to thank you, Megan, because you did abstain at the last meeting instead of voting.

I don't know why you did.

I haven't talked to you about it.

But I do appreciate it.

Unfortunately, you didn't go far enough.

You should have recused yourself and left the room.

Even you, Mr.

Mayor, have been breaking the law.

By performing a prayer before this commission, you're subjugating us to your religious ritual rights.

Item two is request for approval of adoption of resolution number 3355-2026, approving participation in the cooperative local government road fund administered by New Mexico Department of Transportation for South Oak Street sidewalk improvements in the amount of $85,000 with matching funds in the amount of $21,250.

Item 3, request for approval of adoption of resolution number 3356-2026, approving participation in the municipal arterial program, local government road fund administered by New Mexico Department of Transportation for Manana Street maintenance maintenance in an amount of $153,110 with matching funds in the amount of $145,777 and 50 cents.

Item 4, request for approval of adoption of resolution number 3357-2026, approving participation in the local solar access fund program administered by the New Mexico Finance Authority and acceptance of a local solar access grant from the New Mexico Finance Authority in the amount of $1 million to install solar on the Roy Walker Recreation Center.

Item five is request for approval to apply for and accept if awarded the FY26 AARP Community Challenge Grant Program in an amount not to exceed $5,000 for first aid giveaways to seniors at Hillcrest Senior Life Center.

Item six is request for approval of change order two for friendship center renovation.

They are very similar.

They are both authorizing or request to authorize abatement of uh unsafe buildings.

Uh request for approval of adoption of resolution number three three five nine-two thousand twenty-six authorizing the abatement by demolition of an unsafe building or structure located at four zero seven North Lee Street.

Uh similarly, same uh same requests uh is item two, but for thirteen hundred Ash Street.

And you have had the opportunity to review the material around this.

These are fairly routine items for you, but Mr.

Morris, our city attorney may have some uh guidance.

Uh these are getting pretty routine.

They've requested that I do too on this evening's agenda and draft two accompanying resolutions, which I've done.

Uh the first one, as you mentioned, 407 North Lee is owned by Estella Soto.

Uh that property, in the opinion of Department of Building Safety, is is very dangerous.

It's an extremely poor condition.

Uh there's holes in the floor, the ceiling is and even the framing is cut sort of caving in and coming down structurally.

It's it's not in good condition with the walls, etc.

So they believe it to be a menace to the public health, comfort, and safety, and beyond the scope of being able to repair.

The pictures start on page uh 44, I believe, packet page 44 with the resolution on page 50.

Second property is 1300 ash, also here in Clovis.

The property owner is Marcia Franco.

And again, this is another one that they believe is a menace to the public health, comfort, safety, or welfare, and also incapable of repair.

Those pictures start on packet page 55.

You can see that it's got some same issues with the structure and the framing, the walls and the ceiling.

It's also unsecured on all the doors, I think, and all the windows.

And so those are the two requests for this evening.

I would be happy to answer them with the questions the Commission has, Mayor.

A few thoughts run through my mind.

One, uh, you know, we must be up around 80 properties total uh with with this um policy.

Um and and that's real progress in cleaning up and making safer uh neighborhoods in our community.

Uh the other thing that always crosses my mind is that these are properties that belong to someone.

Uh and so you know uh they're they're probably uh at the stage that they're at because that someone has not been responsive and hasn't taken care of the property.

However, I want to check is the owner of either of these properties here this evening and would they like to say something?

Uh what discussion or debate is there.

Next we are on to new business where we have two items to take up.

The first is request for approval to accept quote from K.

Barnett and Sons for roadway improvements to 21st Street.

And our city manager, Mr.

Howalt is going to give us some guidance.

Mayor Pro Tim and Commissioners.

Uh the project in front of you this evening is 21st Street from Prince Street to North Street.

Uh the city applied for and received several grants uh in regards to this proposed project.

Uh what we're going to do, and just a brief overview of the scope of work is we're actually going to take the pavement structure down all the way to the subgrade uh this time.

We're going to uh stabilize the subgrade with Lyme and then bring that pavement section back up to include eight inches of base course and then four inches of hot mix asphalt.

Uh also included this project is a little bit of median work that we're going to be doing at the intersection of 21st and Prince Street.

Uh as you're all very familiar with the intersection, there's uh several businesses along that area, also several turn lanes, a lot of uh conflicting turning movements uh that could uh take place there.

And so we're gonna add some additional median on the west side of 21st Street uh from basically the intersection going west to about Ross Street.

We're also going to be replacing the existing uh plastic median that's uh on the south side of Print Street and 21st Street and go back in there with a concrete uh median as well to kind of clean that up as well.

Uh as I mentioned earlier that we are uh providing uh funding for this particular project through Seville Grant as well as City of Clovis funds.

Uh the total project cost for this project is three billion sixty thousand dollars, one hundred and seventy-four ninety-two.

Uh that includes gross receipts tax.

Uh we do have two million six hundred and sixty-six thousand dollars uh from uh grant that we received uh through the NMDOT, the transportation project fund uh as part of that.

We have a hundred and forty thousand dollar uh match to that, which we already have in the budget.

Uh we have a map uh grant, which is the municipal arterial program of $89,747, uh which we've also previously budgeted the match for that at uh $29,916.

And so we will have to uh do a budget transfer uh to complete uh the rest of this project.

Uh if it will come from Fund 65 cash reserves, which is our capital funds, uh to fund 87, which is which is our um road funds.

And that amount will be 140,501 dollars and ninety-two cents.

And so uh with that, I'm happy to answer any questions that you may have regarding the project.

So this is exciting.

This is your third uh retail leader application to come before you.

This one is a little bit different than the first two.

The first two Marshalls and Ulta were new to our community.

This one was the um shoe department that was already existing in the mall, but they wanted to expand.

So they moved into that last piece of the Dillard space that was left.

They are doubling their size, and they also expect to double their revenue.

So what's different about this one is when we were running the numbers for that, we're only going to re uh reimburse gross receipts that are paid up over a million dollars.

Their annual gross revenue was averaging a million.

They expect to double that.

So anything over a million would be what they would be getting reimbursed on.

Their land and building and site improvements come out to 1,370,904 and 56 cents.

So at the maximum reimbursement of 50 percent, they would be eligible for 685,452 and 28 cents.

Now they only have up to 10 years to get that reimbursement back, and it's not likely they're going to be able to do that in 10 years, but what they don't get at 10 years, it just cuts off.

And hopefully, because our community continues to grow, um the revenue will more than double.

This is this is what we're we're banking on.

Um they're adding four new four new full-time jobs, although jobs isn't included in our calculations, but um it's just good to mention to you that we have four new jobs because of this expansion.

Just I'm trying to understand how the applicant comes to you and gives you their land and building cost and their site improvements, which in this project came to a little over 1.3 million.

On the land portion of it, is that their basis in the land, or is that how do they determine that?

So what they did for this one is they prorated just that portion of the purchase of the building.

No, it is his cost, not like the fair market value.

Yes.

Okay.

And then when it comes to the construction costs, do they actually turn in receipts to you?

They do.

And so once Leanne gets all of that to me, then I'll start forwarding the GRT reports to the city and they'll get their reimbursement.

But they have to approve all those costs.

I do want to mention that we don't have listed a report for Eastern New Mexico Water Utility Authority, the entity that is constructing and putting into operation the U pipeline project.

I will be reporting on that in just a few minutes.

But we have a parks recreation and beautification committee report from the February 23rd meeting, Commissioner Paula.

So we had some discussion requiring we had some discussion around some new rules at Roy Walker.

We haven't exactly landed on the final thoughts on that.

So that will be coming back up at our next meeting.

We have some litter abatement mascot that is coming.

The name is TBD on that one.

We have uh we're working on the master plan at the zoo.

We have a new baby wallaby at the zoo.

And at Roy Walker, the uh Zumba classes have become so popular that now they are offering one on Monday night, Tuesday night, and Thursday night.

So pretty exciting.

That is pretty exciting.

That's good stuff.

Did the wallaby come to the meeting?

No, the wallaby stayed in his mom's pouch.

Okay.

We did see photos.

And I do there is a karate class that is happening at Roy Walker on Wednesday nights from 6 to 7.30.

It is free of charge.

I think it's at a wonderful opportunity.

I do believe the children have to be 12 and up in order to participate.

But it's free instruction from a very um nice individual that's offering that in our community.

So anyone that's interested, I think just come to Roy Walker on Wednesday nights at six o'clock.

Outstanding.

Speaking of Roy Walker, I've I've had the opportunity to stop by several times lately, uh, both on Saturdays while basketball while youth basketball is running, and it is just such a blessing to see that building packed out with families and and friends supporting these little kids playing basketball.

It's just a great, great thing.

Uh stopped by on a Friday last yeah, last Friday morning.

And the pickleballers were doing their thing uh in uh the back gym, and uh that that was that was something else.

But uh and I gotta figure out how to join in.

I I don't know if I don't know if the middle of the morning on a weekday is when I can really do that.

But uh they're they're just having such a great time and and utilizing that facility, it's just beautiful.

Uh but when I stopped by last Friday, there were also people just you know free play in the the front gym or the main gym.

Um and there were people using the the weight room and the exercise equipment.

The facility looks great, Mr.

Howalt and Mr.

Hooper and Chairwoman of the uh the committee.

It looks great, and the public is utilizing it.

It's just wonderful.

So well done on all that.

Ms.

Melanson, would you like to give the monthly investment report?

Thank you, Mayor.

Mayor Putim and Commissioners.

So we started January with 76.9 million, ending at just a little over 80 million.

Uh cash balances, General Fund 1, 15.5 million, Solid Waste Fund 2, 2.3 million, our wastewater fund 10, 3.3 million, our economic development fund 64, 8.7, our capital outlay fund 65, 7 million, our water quarter percent gross receipts fund 66, 7.4 million.

Special Streets Fund 75, 1.4 million, and our American Rescue Plan at 1.9 million.

We have uh a little over 17.6 million in local banks, our 10 million CD, and a little over 52 million again in our state investment pool.

We did renew our CD for another six months.

The rate was 3.629, which is what the Treasury was paying on the day that we renewed it.

Our interest for the month was 226,000.

Our year to date for seven months is 1.4 million compared to this time last year, which was 1.7 million.

Our state pool dropped from 3.95 to 3.66 compared to last year at 4.42.

And our gross receipts, we were up 8.3 percent from last month, giving us a four-year average of an increase of a little over 13 percent.

We are just over 10 and a half percent on per budget, and we had 11 new filers.

And I will switch since Jamie is not here to remind everybody, tomorrow and Saturday, last two days for early voting.

Um both at City Hall and at the mall, and then voting Tuesday, 7 to 7 in our five standard locations.

And happy to answer any questions.

May I ask will you just mention the five standard locations?

We have Roy Walker, the YRB on 7th Street, uh Colonial Golf Course.

Trinity Methodist and the fire station out on Brady Fire Station 5.

So if you don't want to stand in line, I recommend you driving out to Fire Station 5 because it's the quiet one.

And there will be no firemen there, so you don't have to worry about you know having to wait on a fire truck.

They will be at other stations that day.

That's a nice tip.

You know, that that's a that's a good way.

So uh I knew I could put you on the spot and that you would know those uh polling locations.

Uh otherwise I would I wouldn't do that somewhere.

But uh it's important to note uh those are the polling locations for the uh Tuesday, March 3rd municipal election.

And as Ms.

Melanson just stated, there are two more days uh of early voting tomorrow and Saturday.

Uh so uh make note of that and and get out and vote.

Um there may be other reports uh that didn't make it onto the uh printed agenda.

Uh one uh would be the Eastern New Mexico Water Utility Authority Board met uh in its regular board meeting today at 3 p.m.

This was at the Water Authority headquarters at 5140 North Prince.

And um these meetings are of course open to the public, and uh we are getting a good amount of public attendance at our meetings these days.

Uh on today's agenda uh was uh request for approval of a resolution approving the execution and delivery of a water project loan grant agreement, uh WPF 6565.

If that's ringing a bell, you approved a resolution related to that at our last meeting uh as uh acknowledging the City of Clovis's share or portion of responsibility in this uh water trust board grant agreement.

Uh but our water authority board approved that today and will move forward with securing some more state funding to continue making progress on the U pipeline.

Uh we also approved uh entering into a joint powers agreement to become a member of the New Mexico Self Insurers Fund.

Commissioners, you know that the City of Clovis is uh a member of the New Mexico Self Insurers Fund.

That's where we get our risk management tools, that's where we get our insurance.

Um the Water Authority is now getting its insurance from uh the Self Insurers Fund as well.

And then we had a couple of other fairly routine items.

We heard reports from our state level consultants as well as our federal level consultant, and then uh the highlight of every meeting is the Jacobs Engineering Project Activities update, in which they take us through the real-time construction progress reports from the contractors that are uh completing work in the various phases of the project.

Uh currently uh Raw Water 3 and Texaco Lateral are under construction, and I should say officially uh finished water one is still under construction, although it is at 98 percent completion, and the contractor is just doing the uh the punch list items.

We also uh at today's meeting.

Uh Mayor Pro Tem, uh Commissioner, you sit on the water authority board.

Did you have anything to add from uh today's meeting before I uh do a couple of wrap-up comments on water?

We did have a groundbreaking yesterday at TechCo.

I know we're well attended.

And so we're on our way to uh getting watered to Texaco.

Yeah.

Texaco is very happy about it, and I think uh it's gonna be done pretty quick there on it.

Yeah, scheduled uh to be completed this summer, late July this uh this coming July.

So that's exciting.

And that is a significant phase uh and milestone of the project because that line, folks, you're gonna see construction along Highway 108 coming north from Texaco.

Uh and if you are like me and you use that route, sometimes you go out 523 or 21st Street all the way uh to Highway 108 and then south into Texaco.

Well, driving that alignment, you're gonna see the construction of the Texaco lateral.

The Texaco Lateral is of course one piece of the the Ute pipeline system.

Uh and uh as was stated, the groundbreaking was yesterday and the construction is underway.

But that is that is a really really exciting.

So that lateral is being permitted as an in-use pipeline.

And so when it's completed this summer, very shortly after its completion, it's gonna have water moving through it because Epcore Water and Texaco and Eastern Mexico Water Utility Authority have an agreement to use that pipeline to move a minimum flow of of much needed water to the community of Texaco.

And so uh that was just a a really, really exciting uh celebration uh with our partners in Texaco uh yesterday because that's not just infrastructure that's being done that will be used someday when surface water is flowing.

It's infrastructure that means water gets delivered to the members uh the residents of Texaco right away later this year.

So that was special.

Uh I wanted to mention also that the water authority, as is the city, uh participating in uh I might ask Commissioner Jones to help me remember Miss Shelley Schmidt's uh title.

Uh she is an assistant uh Secretary of the Air Force.

Yep uh so she's uh uh uh a manager of the water security projects uh which are uh coming down from the office of the Secretary of the Air Force.

And uh she's been uh not only bringing information about initiatives that the Air Force is is uh uh employing uh to address water scarcity and move us towards water security.

Um, but uh she's also pulled together the local stakeholders, the city, the county, the water authority, uh of course base leadership, and others in a group that she's called uh it's it's uh where is it?

It's called Rapids.

I'm looking for here it is.

Resilient Aquifer Planning and Installation Defense Strategy or Rapids.

So this is a working group uh of those stakeholders that I mentioned and others that I'm forgetting to mention right now, but they'll meet periodically to talk about all of the various water security initiatives uh underway.

And one I think key characteristic of this group and the spirit of this group is that uh it it not only is to talk about the the Air Force's initiatives, but it's it's a it's a place for these stakeholders to come together and be brought up to speed on the various projects, whether it be the Ogalala Land and Water Conservancy product project, which is using Repi dollars to uh conserve groundwater, or whether it be the Water Authority constructing the Ute Pipeline, ideally this group will all be up to speed on what each of the others uh are are doing uh to address water security, and we can all begin to really envision how these things work together to achieve a water secure future in Clovis, Canon Air Force Base and Eastern New Mexico for that matter.

Uh I've assured Ms.

Schmidt that as Mayor of Clovis, as a board member with Ogilala Land and Water Conservancy, and as chairman of the Water Utility Authority Board that I'm a committed and willing partner uh and that you all are as well.

And so uh very excited to uh to be involved in that work.

A little bit of legislative watch, if you will, related to water.

The the budget bill, HB2, which was passed by our legislature, had in it an investment of 100 million dollars into the water project fund.

Uh so that's on the heels of last year uh a $365 million investment into the water project fund.

And so what you see is the state of New Mexico investing very heavily while it has a lot of money uh in water and at and and and into the water project fund so that City of Clovis uh uh can uh or other municipalities can approach the water trust board and apply for funds to uh to do infrastructure uh to include wastewater uh and and and do all of those things.

On that note, House Bill in this last session revamped and and changed the Water Trust Board application process streamlined it.

No legislative approval anymore uh shorter application cycles and we can have multiple cycles throughout the year that's uh that's a a game changer that's a big deal so um I also reported to the water authority board I'll report to you um that I attended in January the Association of Defense Communities Installation Energy and Water Forum that um uh was important for me to do because I I want to be in the flow of information I also want to understand how Department of Defense or Department of War and the Air Force are looking at the water and energy needs of their installations as you know we have the Mirror Grant that we're working on it's just important that the that we're in the flow of information and representing you I felt like I needed to be there and and understand what the the opportunities are to maximize the goodness that can come out of the Mirror Grant and in enhancing enhancing readiness at Canon Air Force Base.

I will also be attending uh looking ahead a bit a couple of weeks from now I'll be going to DC for National League of Cities uh doing that as an executive member of the Municipal League Board but also representing you and I'll be doing meetings with our delegates as well as looking for opportunities to take meetings directly and specifically about the Ute Pipeline project.
