I recommend that we go ahead and have this discussion and make a recommendation still knowing that we don't have a quorum, and the reason why we're doing these bylaws is because we can't get a quorum.

So we're gonna jump to new business, which is discussion and recommendation regarding the LEPC bylaws.

Um are the old are the well current bylaws that were approved back in twenty uh two thousand three.

Because there are quite a few changes in here.

Some of the key changes have to do with membership and who is needed to be represented.

We have narrowed that list down a little bit.

It also moves me from chairperson to information coordinator.

And we'll put hopefully somebody from one of the either the city or the county commission as chairperson.

Just following the current format of all city boards and committees.

Our list of other organizations that need to be represented.

I think went from like 16.

16 or 17.

Where'd that list go?

One, two, three, four.

How do we still have eleven?

I think the old list was no, the old list is more than eleven, I think.

Yes.

We went from 18 to 11.

So hopefully that'll make that all make getting a quorum at each meeting easier.

So can we can actually conduct business.

The ones that we took out were representative from Canon Air Force Base because they should be an ex officio member anyway, not a voting member.

Then we took out City of Clovis Safety Officer.

We took out public works director.

We combined Clovis Police Department with the Curry County Sheriff's Office.

I'm trying to think of what else.

There was we added transportation services.

This was on we were following the guidelines from the there's an LEPC, a federal LEPC handbook that lists agencies that should be involved.

And we went off of that list plus the list that we had currently.

Other changes included rewriting the standing committees to align what we currently have in place and making sure ad hoc committees was in there.

So if we need any other committees along the way, such as bylaws committee, we can add those until their task is completed.

The bylaws stated quarterly.

We defined the meetings as quarterly held in January, April, July, and October.

Still on a Wednesday at 3 p.m.

And we also included bylaw review to be completed annually.

Hopefully assures us that this will not be dropped in the future.

And I'd like to thank Ms.

Swiliford.

Ruth Ann, we we worked very hard to uh revisit these LEPC bylaws.

Um the original ones were written when the LEPC was first stood up, and so it really needed to have some work done.

We've reduced it from a about 11, 12 page document to about a six or so page document, so it's more easy, it's more easier to understand.

We have clarified the um the mission of the LEPC.

If you look at packet page 17, um right at the top there, the bylaws from 2003, uh says what the vision the mission and the vision was then, and we have changed that now.

And if you don't mind, I'm just gonna read that.

So it says the mission of the Clovis Curry County Local Emergency Planning Committee is to fulfill the requirements of the Superfund Amendments and Reauthorization Act of 1986, which is better known as Sarah Title III, while serving as a comprehensive all hazards planning and coordination body.

The LEPC is dedicated to strengthening partnerships, enhancing local capabilities, and building a more resilient community through information sharing, community-based planning, exercise design and implementation, and the evaluation of both real-world and simulated emergency incidents.

The LEPC supports initiatives that promote efficient, compassionate and timely response efforts to meet the needs of disaster survivors, caregivers, responders, and the central workers during emergencies and disasters.

So just to be clear, um one of the res the main responsibilities of the LEPC, of course, is to work on the hazard mitigation plan, which uh Ruth Ann uh does, is currently undertaking to revise that.

Um the emergency operations plan, which she is also currently working on revising.

Um the emergency the the local um emergency management is to provide support during man-made natural disasters.

Um so it doesn't respond, for example, if the fire department gets called out for an emergency, it's it's there to help with uh disasters that can be chemical spills to provide information regarding companies from through SARA Title III to provide information regarding companies that have potential chemical um uh chemical components that could be dangerous or hazardous to the community and keep a record of that in concert with the state.

So I just want to make sure that everyone clearly understands what the remit of the LEPC is and I feel like we've done a pretty good job of of clarifying that for the for the community and for people who would like to serve.

And um I know it's a it's a challenge, especially when you have a lot of emergency personnel that serves on this uh committee.

You know, if the fire department's called out at the same time as the LEPC meeting and the Sheriff's Department, etc., it can be challenging to get a quorum.

But I think it's really important to uh work to get that, which is why we have honed it down, so we just have like one person from law enforcement personnel.

And what we've done is swapped in and out for the chairmanship between Curry County and the City of Clovis, because this is you know an equal effort between the City of Clovis and Curry County, so we wanted to be fair and equitable in achieving that.

So we you know we've put both Clovis City Commission and the Curry County Commission on there, and those chairman and vice chairman positions will swab out each year, so that everybody uh could do that, and then law enforcement agency, so for example, you know, the sheriff's office could be on that one year and then the PD another year or one of the other entities um another year and so on.

So I think that makes it more equitable, is what we is you know, is how we felt about it.

And then the City of Clovis has uh worked really hard in recent years to ensure that we don't have city employees in voting positions on boards and committees, certainly the city manager um and and others.

So by not having Ruth Anna's uh voting in a voting capacity, it avoids any um any appearance of conflict of interest in anything.

Um but that was but she will still be ex officio.

What I did notice, Ruth Ann, or I am not seeing on here, you were saying about Canon Air Force Base serving in an ex officio capacity, and I don't see any language in here stating that, so we probably need to add that to it.

Um then the secretary for the LEPC will always be um the city clerk for the city of Clovis, and that's put in here too.

Um and by reducing these standing committees to the exercise planning and design committee and the community awareness committee, that comes to the meat of what of what you guys do on a regular basis, and if you need to create another standing committee on an ad hoc basis for a period of time, you can certainly do that um through the chair and and the board itself.

Comments.

I will add that section on Canon Air Force Base.

I'm not sure how we didn't get that in there.

Just as reference, we met about five different times since the beginning of January to rewrite these.

Not really long.

We kept into an hour, but it a lot of work was done each meeting.

After each meeting, corrections and additions were made in the document and copies passed back out.

So I definitely appreciate all those who assisted in rewriting those.

Good work.

Even with the deputy for chief arriving.

I suggest that what you do is we'll need to make these changes in our city code and the county will need to do the same thing for the the for their code so we can share it with them, take it to our respective um commissions and then uh for for adoption and action.

Um then go from and then include them in the uh in the in the codes, and then we can move forward from there on receiving applications for people to fill these different positions.

Okay.

I don't know if they have any input or any thoughts about the recommended changes.

All looked good to me.

So a long time ago there was a membership committee.

And um that could be something that we add as a a temporary com committee once we get the bylaws approved just to make sure we have all the representatives here.

And then I know you had sent out like an application.

So I don't know if there was one that was going to get at least for those point of time that we figured out.

Yeah.

It'll go back out.

So going from there, next on the agenda is reports.

Uh we'll start with mine.

Um the hazard mitigation plan is in progress.

We have a completed contract with with H2O partners.

Um so coming in the next few weeks, if not in the next month, we'll have a kickoff meeting with the community to get the process rolling.

Um this is the one that does take a lot of stakeholder input, community input on what the hazards are locally, what people think are the hazards, um, and how we need to make sure that they don't hit us as hard as they could.

So look for that email.

Emergency operation plan is in progress.

Um I think I'm actually going to send out a couple of sections and get some feedback.

I have been comparing our current plan with the um it's called crosswalk from the state.

It's basically says this is everything that needs to be in your plan, and trying to see where our um shortfalls are.

I know our biggest one is having a sheltering and evacuation plan.

There are sections we haven't had in there before.

So I've got some examples I'm working off of to create one for us.

Um conference attendance.

I have been to well, since our last meeting I've been to one conference.

It was the Region Six uh International Association of Emergency Management Conference in Houston.

It was a really good conference.

Uh it was short, it was simple, but I I learned a lot.

Um I think the best uh one I sat in on was comparing emergency management to project management and how the two can tie in together.

And that has prompted me to look into a lot of other things on how I can organize stuff and organization when you're running by yourself is kind of key, just so you don't forget stuff.

And yeah, I actually have the gentleman who uh taught that section.

I have him now on LinkedIn and have bounced ideas off of them a couple of times.

So really great contacts and lots to learn.

Training opportunities are always available at PreparingNew Mexico.org.

Um with a lot of government shutdowns, some of that has been put on hold, but there are still some classes that are being offered.

So check it out.

For community awareness, our National Preparedness Month event is scheduled for September 26th.

We are using the Commons area of Clovis Community College.

Richard, who is one of our members of the LEPC, he got me in contact with somebody who was able to get that scheduled for us.

Means more room, more availability, pull people in to showcase preparedness ideas for the community.

One of the main things we're looking at right now is having a first aid demonstration.

And I've got the EMS division of CCC interested in doing that for us.

What time is the one on the 26th of September?

Oh, we're doing that from 10 a.m.

to 3 p.m.

And not having done one before, we don't know if that's too much time, not enough time.

We're gonna find out.

So we didn't get any business discussed.

We um I am trying to set up a tabletop exercise for our volunteer fire uh departments in the county.

We had a meeting recently, they some of them seemed interested, but not everybody, so we're gonna see what we can get going.

Um even though fire season has started a little bit earlier this year.

Next meeting for that one is April 28th.

That should be a Tuesday at 10 a.m.

And both of those meetings, both community awareness and exercise design and planning are scheduled for I do believe the small conference room in City Hall.

And that's all I've got.

So next up would be emergency services.

We don't have state police, sheriff's office or police department.

Um just wanted to say we are taking in the long time lots of windows dry brush out there, so I know.

Um speaking of fire season, Curry County actually passed a burn ban in the county last week at their commission meeting.

Um we do have one volunteer fire guy here.

Anything I was gonna say, that's the only thing that I was gonna be looking for.

And how long is it in effect full?

I think it could be canceled before that or it would be extended as well.

Depending on what right now he is heat is in the forecast.

And which volunteer for Part Money with?

I'm with Ranchdale.

They're on trail.

So Ranchville were troopers for me on Sunday and went investigating.

Um for those that don't know weather service, the National Weather Service has the ability to see hot spots with satellite imagery.

And if they see one in the county, they call me and they say, hey, we've got a hotspot, this is the location.

And I always look to see one if the any fire guys have been dispatched out.

And then if they haven't, I actually contact the volunteer guys themselves and say, hey, can you see smoke?

Sunday being extremely windy uh and dirt flying.

Um they actually ranchville hit the road to see if they could find what the guys were seeing.

And it turned out to be something we were not anticipating.

It was a hot spot, but it was a pile of manure that showed up on satellite imagery.

But still got to give credit for them to go out and and do some hunting, because I think they're out there hunting for at least you know half hour, 45 minutes, if not longer.

But hey, we know what it was.

Only that the state has a couple of new pieces of equipment that are currently being stored in the Popus area.

Oh, yeah.

And then we just got a boom left.

And we may have a practical exercise locally.

So we can have some training on the boom.

And hopefully we won't be deployed anywhere again for a while.

Yeah, I know Redosos planning.

They're planning ahead, hoping, hoping for the best, preparing for the worst.

So hopefully you guys don't end up down there this summer.

Yeah.

A lot of our our area meetings are being scheduled for down there just so that they're close.

American Red Cross called me and sent his regards.

I've talked to him.

So one thing coming up for retirement ranch.

They are working with the Clovis Police Department to schedule a drill.

I don't have a date on that yet.

They haven't set one.

But if they need observers or anything, I will let you guys know.

Well, we are still operating the 211 line as we do all the time, which is uh in case you don't know about it.

211 is where you can call to find out where local resources are.

So uh I'm one of the people who answers those calls.

Uh we're involved in so many different projects right now.

I I can't even tell you all of them.

So we've got mostly 211.

Um for those that don't know, our usual BNSF representative was Jeff Tackett.

Um he has since moved on from the area.

He got promoted and moved into I want to say he's Kansas.

And thankfully I was not called upon to help while I was in Houston because they had a tinker truck turnover.

This week I got my report from the state for the tier two reports.

Um every year that they send it to me, they have me go over the list and make sure they're you know everybody's in there that somebody hasn't forgotten to submit their report.

And there were a couple I um sent back to her that had filed last year but not this year.

Um so they were going to send follow-on letters to prompt them to submit.

Um but I did see Excel's and I did see Southwest Cheese.

Um I started a spreadsheet earlier this year.

Um I felt like looking through the report from last year there was a lot missing and found quite a few last year that didn't root report.

But they um did report this year.

So we're we're catching them all.

And I it's handy to go through that.

I kept my spreadsheet and I just got to check off the ones who submitted this year and was very easily able to see who hadn't uh submitted yet.

So if you're ever in question of of somebody, just let me know.

So I think we've got it figured out for now.

Um but always like to see when everybody gets to the table to discuss things.

Or how is what does that look like?

At this point, yes.

Um I don't know exactly what the county wants to put out.

I know they've been putting road closures and uh they have theirs also automatically set up to rebroadcast national weather service information.

Um but if it's bigger, if it's bigger and includes sending out messages over um IPAUS, which sets it hits cell towers and then sends it from there.

It's not set on a specific address or phone number, and you don't have to be signed up to get those alerts.

That is that is through my office.
