13:54

Subdivision, Section Thirteen, Township Zero Two North, Range Thirty Five East, TR Northwest Four, Forty Five.

15:00

All roadways within the subdivision are to be constructed to the current municipal standards and are dedicated to the public once accepted by the City of Clovis.

15:07

All public roadways and utility services are to be provided to each lot within the subdivision by the developer prior to sale.

15:15

Stormwater management plan for each separate development within this subdivision will be submitted as part of the building permit process to the City of Clovis for review and approval.

15:26

Final plates with sanitary sewer and street plans will be prepared as a part of each unit development and submitted to city staff for approval.

15:36

This subdivision does not lie within a flip hazard area.

15:39

A staff review was performed on February 12th, 2026, uh, in which requests were made and have been applied to this preliminary plat request.

15:50

This request meets the standards of chapters 17.65, section 17.65.070, and appendix A of the city's unified development ordinance and is consistent with the city's comprehensive plan.

16:04

All adjoining property owners within 100 feet of the affected area were notified with zero responding in protest.

16:10

There is no compelling evidence that there would be a threat to public safety, health, and welfare, which is or any that are unique to the proposed request.

16:21

Also, uh several of the people in this area contacted me and asked if the uh developer was interested in buying their lots as well.

16:35

Uh Mr.

16:35

Leidick, is there anything you would like to add to this or talk about it?

16:42

Thank you, Mr.

16:42

Chairman.

16:43

I'll be brief.

16:43

I'm Janet Lidick.

16:45

I'm the engineer uh for Dr.

16:47

Gafari on this project.

16:50

I'm sorry.

16:51

Uh what's your address?

16:53

908 Current Drive.

16:55

Uh do you swear affirm that your testimony will be truthful?

16:58

I do.

16:59

Sorry.

17:00

I think uh Michael covered most of the specifics.

17:04

I'll just be brief.

17:05

We do have uh utilities, everything we need in place surrounding this subdivision.

17:10

We've had meetings with all the utility companies not gonna experience any problem getting service to every lot.

17:16

One unique feature about this, I think, is it's gonna offer commercial to residential to also some tracks that are being held out for multifamily apartment complexes, which ought to work well in this area.

17:29

And a unique feature is to the west there, you'll notice that we have Delta Street.

17:33

We're gonna extend uh through the subdivision and on the west side of it.

17:38

We have no anticipated lots or housing or anything, so we can keep total open access to the city park there.

17:45

So all the residents here will be able to use that, and that green belt will kind of uh really help, I think, uh, in the density levels in this area.

17:53

So I'm just open for any questions you may have.

17:56

I'm not aware of any pending project that Dr.

17:59

Gafari has planned for this area right now.

18:02

It's just that as you know, before you can really market your property or go out and do anything, you need to get it platted and you needed to get your zoning in place.

18:10

So I believe that's what he's doing.

18:14

I see that section you're talking about now, the uh retention from DOT there.

18:19

Pardon me, I'm sorry.

18:19

I see that retention basin you're talking about.

18:21

Did they purchase that land from the questions for Mr.

18:32

Light?

18:34

Okay, thank you.

18:42

Any other discussion?

18:45

I'll entertain a motion.

18:46

I move approval.

18:48

Second.

18:49

Uh motion for approval by Commissioner Martin, second by Commissioner Moore.

18:54

All those in favor?

18:55

Aye.

18:55

Aye.

18:56

All those opposed.

18:59

Number two, request for approval of the replat of Morse Edition Block 8, lot 13, address 2516 East 14th Street, Clovis, New Mexico.

19:09

Mr.

19:10

Perkins.

19:11

Yes, thank you, Chair, Commissioners.

19:13

Uh this one, the owner requests approval for the replat of the Morris Edition block eight, lot thirteen addressed as 2516 East 14th Street here in Clovis, New Mexico.

19:25

This request is to split this lot into two equal sized lots with one triplex on each lot.

19:30

The lot is zoned as residential multifamily.

19:33

Uh, this lot is currently 14,144 square feet with two triplex units already built.

19:40

Uh, when divided, all setbacks will continue to be met.

19:43

Uh staff review was performed on February 26, 2026 with no additional changes requested.

19:52

Uh this request meets the standards of Chapter 17.65, Section 17.65070 on appendix A of the city's unified development ordinance and is consistent with the city's comprehensive plan.

20:06

All adjoining property owners within 100 feet of the affected area were notified with zero responding in protest.

20:22

Thank you, Mr.

20:22

Perkins.

20:23

Yes, sir.

20:27

Anyone have any questions, clarifications.

20:38

Summary of Proceedings

Clovis Planning Commission Regular Meeting - April 8, 2026

The Clovis Planning Commission met on April 8, 2026, with all seven commissioners present. The agenda was approved unanimously, as were the minutes from the March 11, 2026 meeting. Two subdivision-related requests were considered and both received unanimous approval.

Discussion Items

1. Request for Approval of Preliminary Plat – Subdivision in Section 13, Township 2N, Range 35E, TR NW 4, 45

Staff member Michael Perkins presented the request. The subdivision will include commercial, residential, and multifamily tracts. A stormwater management plan will be submitted during the building permit process. All roadways will be constructed to municipal standards and dedicated to the city. No protest letters were received from adjoining property owners. Janet Lidick, the engineer for the developer Dr. Gafari, testified that utilities are in place and that Delta Street will be extended through the subdivision to maintain open access to the adjacent city park. A commissioner asked a question about a retention basin from the Department of Transportation, but the response was not recorded in the transcript. The commission approved the preliminary plat.

2. Request for Approval of Replat – Morse Edition Block 8, Lot 13 (2516 East 14th Street)

Staff member Michael Perkins presented the request to split the existing lot (14,144 square feet) into two equal lots, each with an existing triplex. The property is zoned Residential Multifamily. All setbacks continue to be met after the split. Staff review required no changes, and no adjoining property owners protested. The commission approved the replat.

  • Approval of the replat (motion by Commissioner London, second by Commissioner Garza; unanimous).
  • The next regular meeting is scheduled for Wednesday, May 13, 2026 at 3:00 p.m.
