Larry Hall and uh Clint Bunch.

Uh I'll call on you to uh come and introduce him as the uh the distinguished supervisor of the quarter, our public works director, Mr.

Bunch.

Thank you, Mayor, Mayor Pro Tim and Commissioners.

Um I don't think I have to introduce him.

I think everybody here knows Larry Hall.

If you don't, uh you haven't been in the city very long.

Um as you know, me and Larry started together a long time ago.

It's going on 30 years now.

Um this man is on my left side, but I'm gonna call him my right hand man because he's been my right hand man since day one.

Um if anything needs to be done, Larry does it, and we all know this.

Uh things like the gear head gathering, the smoke on the water, the parades, the Christmas parades, the light parade, the anything that the city functions or has functions for, Larry's there to take care of it.

And that's not even Larry's regular job.

This is what he does above and beyond to take care of the residents of the city.

Um Larry doesn't mind working overtime.

Larry doesn't mind staying home.

Larry likes to stay home.

Larry likes to work and work on his vehicles.

Yes.

Um I'd like at this time for anybody up on the commissioner, anybody else who would like to talk about Larry, because I don't think Larry is going to talk about himself because he's a pretty humble guy.

But uh I'll start with Mr.

Commissioner Porter, if that's okay.

Oh my gosh.

Well, I know Larry uh I think longer than 30 years.

Um he made himself famous uh in the hot rod world when we were in high school.

So it goes way back.

But Larry's always been the kindest guy, no, always willing to help out, and and I'm not surprised that you're getting yet another one of these.

Um I'm so grateful for you to be a part of the city.

And uh to say you're an asset is is probably overused and uh uh uh an understatement at the very least.

Thank you, buddy.

Larry, I'll just say you do a great job for the city of Clovis, and you've been uh been here for a long time.

And uh we just pre appreciate everything that you do and uh your dedication to your department and to the city.

Thanks, sir.

I haven't known uh Larry as long as as as some of you all, but uh uh Larry, your reputation precedes you.

You know, everyone in town knows what a great man you are and how willing you are to go out of your way to help someone or go the extra mile and and we're just so fortunate to have you uh as a as a member of our community as an example to everyone else, and certainly we're we're blessed.

This community is blessed to have you as a supervisor working in uh in public works, and I'm so glad you're getting recognized with this.

Thank you, Larry, for all the years of your service that to the city.

I I've known you before with our children growing up together, our grandchildren.

Uh there's not enough to say, but we really appreciate what you do for the city.

If you don't know Larry, just go to a parade, he's out there.

From the Clovis Police Department, I want to extend uh thank you to Larry and his team for everything that he's done.

Um as you know, we've had some unfortunate events and stuff that have occurred in Clovis, and Larry and his team have always been Johnny on the spot to help us out with traffic control, bring up barricades, and I just want to say thank you for for everything that he does for us.

Awesome.

Yeah, and Mayor, Mayor Pro Tim and Commissioners.

I'm not sure what else to say.

Um because I mean everything that needs to be said about Larry has been said about Larry, and I've had the pleasure of working with Larry since 2009 uh when I came to work for the city of Clovis, and uh like everyone has said, he is one of the hardest working uh crew team members that we have, and and I certainly do appreciate everything that you do for the city and for all the citizens.

So thank you, Larry.

I just have to say that Larry makes downtown more fun when we have events.

So when he pulls up and we have something chaotic or crazy going on in Main Street, and I see that Larry's the one that comes, it's just it changes the dynamic of how we're dealing with every situation because he brings a light and a spirit with him, and he just always makes me smile.

And I'm just grateful for him.

So he makes downtown a better place for us too in Main Street.

So thank you, Larry, for all you do.

Mayor, if I may, or just one more make us a quick suggestion to the city.

Um I think that I and Larry, please, you've got you're close to Mike, so correct me if I'm wrong.

I think the thing he'd be most grateful for, um I'm sure he appreciates the clock, but I think he would like he would really prefer to have like a gift card from Summit or Jigs so he could order some hot cars.

Right there, well, next uh we get to keep with the theme of of highlighting terrific uh employees uh who contribute to uh the city of Clovis, and we're going to have a presentation of proclamation proclaiming July 19th through the 25th of this year as National Zookeeper Week in the city.

And we uh instead of our zoo director, Ms.

Chavez, we have our uh Parks and Rec Director, uh Mr.

Hooper, and he's he's gonna talk to us a little bit about uh the National Zookeeper Week proclamation as well as introduce some some um important folks that we have with us tonight.

Um it is National Zookeepers Month.

It's a nationwide thing that we do.

Uh we've got some great zoo keepers.

We've been going through several years and we've you know rotating through, and now we've got we've got a good staff going.

Um have been here for a couple years, some have been here for a couple of months.

Uh but no, yo, guys, y'all gotta come up and enjoy the spotlight also.

Uh want to make sure all y'all are up here.

I'm gonna get them to introduce themselves, tell you all how long they've been here, and uh do we do favorite animal or do we do the your passion?

Um I've been with the zoo for almost two years.

Uh I work with the carnivores, the sloth, and the monkey.

I think my favorite out of all of them is the hyena.

I've been with the zoo for about two and a half years.

Um I will say working with all these incredible keepers.

It's so fulfilling as a person to see what you're capable of doing.

So truly my passion is animals, but also just finding the team along the way that kind of gets you through those hard days.

Um I plan on being here for quite a few years, so I hope I can contribute contribute to the zoo.

Um but I have been working with animals for 15 years.

Um I work for the reptiles, the raccoon, uh, the lemas and the mama sets, and it's a real joy to train them and work with them every day.

And everyone else.

Hello, uh, my name is Emily.

I've been here for a whole month.

Um I work with some of the ungulates.

I do relief for the reptiles with Emma.

Um if I had to pick a favorite, the elk right now has really won my heart.

But the zoo has really won me over so far, so I'm prepared to stay here for a good minute and make something great out of the zoo.

Uh I've been at the zoo for almost a year.

Uh I actually retired 20 years active duty out of Canaan and fell in love with the zoo and the people that are here.

Um for me, the job is incredibly therapeutic.

Like I my wife asks me, hey, uh, how is work?

I'm like, I don't go to work, I go to the zoo.

I'm like, I just it's fun.

But in all honesty, the people that we work with together, like you could not ask for a better team to take care of these animals.

It's wonderful.

I'm Kevin Kindle.

I've been with the zoo for almost three months.

I take care of the Havelinas, swan, carnivorous birds, and the porcupines.

I've been with the zoo for just a couple of months.

And uh I actually think I got the job because I've got five kids and dealing with wild animals.

But uh oh, I didn't thank the academy.

But yeah, I just I enjoy, like Eric said, you're going to the zoo every day.

You know, it's it's a lot more of like getting to hang out with the animals than going to work.

So I just I want to see the zoo grow, and I want to be a part of that growth.

So that's all I got.

It it's so wonderful to hear each of you talk about uh what you do and the the varied uh experience that each of you bring to our zoo.

It's such a good um spirit about all of you.

So thank you for all of you that thank you for all that you do.

We notice, we appreciate it, and we are working on a great new master plan for the zoo, which I think will be very exciting when that comes out, and we'll hopefully get some funding in and get rolling with some new plans there at the zoo.

Did you have something that's well I was just gonna make a comment about I loved hearing each one of you guys talk about what a great group of people it is to work, and that's so important in enjoying your job.

But the diversity of personalities and backgrounds that brings this team together is is really awesome.

So anyway, but thank you guys because I enjoy going just for my therapy.

I just go and walk around and enjoy it all myself.

And I can I can tell that your your passion is genuine and that you're enjoying your job, and that makes all the difference that that reflects in the zoo.

You know, I was kind of surprised to see Brian at the end of the line.

He's not really a shy person.

Uh I think that's why they had him.

That's why they had him go last to kind of do cleanup if he needed to.

Well, you can see the camaraderie among uh this this group, and so that that's really great to see as well.

No, and Mayor Mayor put them at Commissioners, and uh just to echo uh some of what Commissioner Apollo said, and then the work on the zoo master plan and the opportunities that we see and the potential that we see in the zoo uh and where it can go from where it is now uh to where it it has the potential to go to.

I mean the activities that you guys put on Christmas at the zoo, uh summer in the zoo, whatever that one's called as well.

Uh but uh I mean it's a lot of work.

And it and you see the small team that we have uh and what they can produce with that's all small team is amazing.

So thank you guys so much for for what you do.

Well, I would like to present the proclamation to you uh as a group, if if I may, but I'll read it out first.

Proclamation.

Whereas the city of Clovis is proud of the Hillcrest Park Zoo, the second largest zoo in the state of New Mexico, and the outstanding staff that work there.

And whereas the facility has seven zookeepers, is that right?

We we we need to miss Pierce has only been here a month, as she said, so uh eight zookeepers uh that care for 70 mammals, 20 birds, and 17 reptiles.

Does that sound about right?

Uh that might need work too.

Okay, we may have to reprint the proclamation.

Uh uh and they care for all of these animals on a daily basis, and whereas the third week of July was made National Zookeeper Week by the United States Congress in 2007, and National Zookeeper Week is celebrated every July to bring attention to the hard work, dedication, and loyalty of zoo keepers around the world.

And whereas zookeepers are vital advocates for conservation, participating in the fight for species survival and preservation of natural habitats for animals, they care for through public awareness, education, and exhibition.

And whereas zookeepers are extremely passionate about their work in inspiring people to care for animals and make a place for them and their hearts.

Zookeepers have committed their lives to ongoing professional development and training and becoming animal specialists, educators, facilitators, and animal behaviors through enrichment, behave behavior managers, through operator conditioning and reproductive specialists through improved observations and animal husbandry.

And whereas each keeper oversees 10 to 15 animals, pretty close.

I'm getting uh 10 to 15 animals or maybe more.

Uh which means they have a significant responsibility for the care and well-being of these animals and their habitats.

Now, therefore, I, Mike Morris, mayor of Clovis, and on behalf of this commission to hereby proclaim the week of July 19th through the 25th, 2026, as Zookeeper Week in the city of Clovis.

So they call it the failure.

Can you see?

I just have to relocate.

My head's always right in alignment with mine.

I don't know what you have to say.

It's not work.

It's more easy at all.

The 2026 Dragon Main event just took place, and uh leaders and organizers of that group are here with us this evening.

The City of Clovis has been a strong supporter of Dragon Maine.

Dragon Maine has worked with the city manager, police department, the fire department, the parks department, public department, public works department, and the chamber of commerce to produce a quality event that is known nationwide and is attended by many from other cities and states.

On behalf of myself and the Dragon Main Committee members, Zane Brothers, Robert Thornton, Rocky Martin, Sherry Wilson, and Kim Tipton.

I'm proud to present the City of Clovis with the Dragon Main Chrome Gear.

Uh item two in new business is a request for approval of approval of event group pricing for Hillcrest Park Zoo.

And Mr.

Hooper is going to give us some uh background on this.

I'll try not to choke.

I took a breath of something that wasn't good.

Yeah.

Oh, mayor, commissioners, uh Mayor Pro Tim, appreciate again the opportunity to be up here.

Um so at our last parks board meeting back in uh June, way back two weeks ago.

Um Parks Department meet Stephanie and I brought basically brought to it and said, hey, we'd like to up some of the fees.

Uh there's a Christmas and July or Christmas lights was always a free event.

And then our haunting and hill crest, we paid a dollar for everyone to come in.

We were trying to raise some of those rates.

Well, through some of our discussions and back and forths, um, also concern the directions we're going with our zoom master plan and looking at some of the stuff that's going on.

Um basically, after discussion, a motion was made to kind of simplify it across the board.

And so for Christmas lights, they just went with the regular regular admission.

So there's really no request there.

Um what the request is is for events, group outings, things along those lines.

We want to go from a $1 to a $3.

That would include haunting the Hillcrest.

That would include uh field trips.

Basically cover all the events.

What we're trying to also simplify is so y'all don't get 40 requests a year having to do with, well, can we do it at half price?

Can we do this?

And just set a fee across the board.

So kind of the way we set it up was you know, any any group of ten or more would get a group rate, assuming you're booking in advance.

You can't just walk up with nine friends and get it.

You'd have to book it in advance, and that would include everything field trips, uh, some of the senior trips, inmers, some of these things like that.

It would also do away with some of the historically free events, the Easter.

Um, there's a community or county DWI or DUI event, car shows, things like that.

So they would get the event price, but we wouldn't have to worry about juggling some of those numbers.

And that is our request at this point that they request when we set all group and event fees at three dollars.

And if unless I missed something.

Yeah.

So thanks, Mr.

Hooper, and and I do want to yield to Commissioner Paula, who chairs the committee that's making this recommendation.

Um, and and no doubt you'll hit on it, but I'm just kind of I I was actually thinking about Easter, and I cannot think of the name of the event, but there's another event that we typically waive uh fees at the zoo for uh when it's happening over in Hillcrest.

I can't think of it right now.

Community talks?

Perhaps.

And there were some in the past with gear, even with Gearhead, you know, they would do some free stuff and different things.

We've had uh we did the summer in the park, I forget who did those, and we'd have the zoo free.

So there's been just different events kind of evolved over the years.

So I I I would imagine uh, you know the the conversation was you know it it's hard to be free because it takes it takes staff and it it takes effort to keep the zoo in good shape and and so forth.

But I I'm I'm just curious, was there debate about that, you know, some of the you know, the Easter uh for example and some of the others waiving fees, was there just uh not an appetite to keep some of that free?

And Commissioner Paula, I'll let you talk about it.

Sure, thank you, Mayor.

So uh this the discussion um started because it's it's we get many requests for different pricing at the zoo.

And it's time consuming for the um park staff, it's time consuming for management, it's time consuming for the parks uh board, and it's time consuming for the uh commission because it goes through all of those steps every time with every group that comes in.

Um there was also a large survey that went out when we were working on this parks master plan, and 80 percent of the respondents stated the need for an increase in zoo rates.

So there's uh uh there is a very large appetite of and they see the need that we need additional funding at the zoo.

So it was kind of a two-part decision with people not being upset about increased prices, which this really isn't a price increase, it's just the group rate.

Um and then there's also been confusion with the zoo staff, because we have been have made decisions here saying, yes, this group can use it for a dollar, this group can use it for two dollars, and the zoo staff doesn't always know.

And so then there's confusion when that group gets there, they don't know if they're supposed to be charging them one dollar free, two dollars.

So we just thought, you know what?

Let's just simplify everything.

And if you want to have an event at the zoo, it's at the group rate, which is posted on the website.

It's very simple, it's three dollars.

Then there's no questions when someone comes to management or someone calls Russell and says we'd like to have a group event um for whatever the group might be.

Russell knows it's three dollars, Stephanie knows it's three dollars, her staff knows it's three dollars, and it just simplifies everything.

So then no one would come before it wouldn't come to the parks board, nor would it come to the seat commission.

It's just a simple answer that everyone knows.

So that's kind of how the discussion went, if that answers your questions.

And a little bit of follow-up too.

We have discussed with the Zia group who puts on the haunted hill crest, and they were very in our phone conversation before it happened, they were like, well, we're good with three dollars.

And then it's like, well, let's go ahead and see if we can get to two.

And then with the $3 announcement, we've gone back to them, and that you know, it's their event at the and they're very supportive of it still.

And I did speak with a group that brings um a lot of the youth through the schools um to the zoo in the springtime, and they're still shocked that we only charge three dollars.

So um I I don't think there's gonna be a thank you for that, Commissioner.

Uh I want to check with our com our uh Mayor Pro Tim and uh Commissioner that are online.

Uh did you have any comments or questions?

I think the the general in conversations I've had with people in town about the zoo and and uh specifically the the cost of of going to the zoo.

It's it was all the same.

It they understand that in order for us to have a facility it costs money.

And it's and it's such a nominal fee that that's I I haven't spoken with one person that had it was in opposition to to that, and I think they understand that that's a bit it's a benefit to it's a it benefits the zoo to pay a little bit to come in and see it.

It goes right back to it.

Uh last item in new business is a request for approval to apply for and accept if awarded uh grant funding in an amount not to exceed 150,000 from the New Mexico Economic Development Department's Creative Industries Public Development Project.

Our grants writer and coordinator, Miss Alexis Hobbs is here to uh give us some direction on this, and she's uh got uh uh Ms.

Pellegrino Spear from Clovis Main Street to help.

The City of Clovis is very excited to be in partnership with Clovis Economic Development and Main Street Clovis to propose the crossroads of Sound and Art Festival.

It's gonna be an annual multi-day event that transforms Clovis into a regional destination for live music, public art, creative entrepreneurship, and community celebration.

We are now in the preliminary phases of this application.

We submitted our letter two of intent a few weeks ago.

Um Miss Tina from CED was hoping to be here with us, but she had a scheduling conflict.

If we do make it to application phase, we would love to come in and provide a presentation for you guys since we are so in the preliminary phases at the moment.

But right now we're asking for 150,000, right, from an NMED, and the City of Clovis is providing a $25,000 cash match from the uh largest tax fund.

And uh CED and Main Street Clovis have both offered 40,000.

40,000 in um in kind and cash match.

I think in kind or cash, one or the other.

Um we're just really excited about this.

This is an opportunity for us to showcase our community and especially our downtown now that we're poised and ready for it.

Um this is an opportunity to bring creative arts to the forefront of Clovis and give our filmmakers, our public art um makers, our local artists, our musicians, an opportunity to be showcased on a multi-day platform and an event that we hope will be a traditional event that we continue to grow in Clovis um year after year.

Yeah, we may have, but uh you know I was I was really excited to see this uh coming to the commission, and it sounds like uh it would be a wonderful uh event and uh you're proposing to call it crossroads of sound, art and film festival.

Uh we updated it to crosswords of just sound and art.

We're gonna focus mostly on that for this next year, but we did we like the idea um of the railroads of this area.

Um thinking of railroad crossings, the word crossing sound and art.

That's kind of what we discussed.

Film will come if our theaters are ready.

Yes.

So if we have theaters that are ready for film display.

But we wanted to focus this time on music and art and just the creative industry as a whole.

So we hope that we'll be able to display all of those different types of mediums at this event and create a public event that people can come out and enjoy and learn and be a part of and hopefully grow our music scene in our community.

Um, grow our um uh all of our creative arts.

So and our entrepreneurs in that industry.

Sound sounds wonderful and and you know, just panning out of it.

I I love that you're looking for those opportunities that we're you know, as the city, we're we're looking for those opportunities.

And then the partnership between Main Street CED and the city on this one is is important, I think, and that matters.

So appreciate this.

Uh is there a report from Parks Rec and Beautification Committee which met on the 22nd of June.

So we discussed uh we're going to have a new mural waiver.

Um as it stands now, the city um would like to be able to have the artists sign a waiver that allows the city go to go in and touch up the murals if need be, if we cannot uh reach the artist in the future.

Uh we talked about the setting the zoo pricing for groups, and we uh did some exciting stuff.

We picked out hundreds of thousands of dollars worth of playground equipment that is going to go in at Sunset Park, Pat Sandoval Park, Potter Park, and both of the parks at Ned Houk.

So stay tuned.

That's going to be really exciting.

Um Roy Walker got some new flooring in the North Gym.

We have Zumba classes that are growing.

We've got Zumba on Monday, Tuesday, and Thursday night free of charge.

We have a yoga teacher who's teaching at Roy Walker on Wednesday nights at 6 p.m.

and Saturday at 11 a.m.

And I've heard she's a wonderful teacher.

Uh we've gotten all of the baseball lighting has all been installed, and we've got a beautiful fountain at Green Acres Park.

Holwalt did provide a couple of uh updates, which I'll mention the 21st Street project, it's coming along and should be completed very soon.

Uh Main Street project's almost finished, and uh actually only seven parking spots were lost during the redesign.

The US 6084 New Mexico Department of Transportation project, in which the next phase will take the project to Martin Luther King.

This portion of the project will probably start around first of next year, and there will be a public meeting on July 29th, advertising to the public to give input on the intersection at Humphrey and Lano.

Um the commission had a special meeting on Friday, June 26th.

I wasn't able to be here to uh preside over that meeting.

Uh Civic Center Policy Committee met on Tuesday the seventh.

Was there a report there?

Yes, uh Mayor Mayor Pro Tim and Commission is.

Um yeah, I could give you a brief report.

Um Sarah uh Stevens, the manager for the Civic Center advised that through the end of May, they had held 214 events with 194 events budgeted.

Year to year-to-date events gross profit was 409,000 versus a budget of 431,000, which was an unfavorable variance of 22,000, but the indirect expenses was 750,000 versus a budget of 792,000 for a favorable variance of 41,000.

And the year to date net income loss was 336,000 versus a budget of 357,000 for a favorable variance of 21,000.

They're upcoming events.

And they are playing a lot of Mahjong over at the Civic Center.

They're having an activity on July the 13th and on July the 18th.

Summer Ween is July the 18th and the 19th.

And they've already have sold 35 booths for that and anticipate more than 2,000 people will be in attendance.

And then at the end of the month, they'll be holding around the world on July the 30th, where everyone will be going to Jamaica for about 90 to 100 people will be uh attending that.

They're busy marketing on various platforms, um, including TikTok now.

And they have got sort of going back to the old way of doing things with having flyers as well, because it seems to be a more popular way of getting the word out about events.

So they have some at various local restaurants here in town.

Um their website uh is of course the city of Clovis has done some changes to their website, and that's included um the uh the Civic Center's website, so that's been helping them in and they are updating some information on that.

Um that's uh a fast and fast overview of the meeting.

There's a a lot happening at the amazing civic center.

Uh Civil Aviation Board met on Tuesday as well, and uh that meeting was held out at the uh new terminal building so that the board could uh tour the construction of the terminal building.

And that was uh all we did.

There wasn't a uh meeting um or any action taken.

Uh so uh Mr.

Howalt, would you like to talk anything or talk uh about the progress at the terminal?

Sure, thank you, Mayor, mayor presenting commissioners.

And so uh the finishing touches are starting to take shape out at the terminal itself.

Uh the the casework is starting to go in.

Uh the working on the landscaping out there as well in the irrigation systems.

The parking lot has been paved.

Uh still working on the apron on the the back side, obviously on the airfield side of the uh the facility itself.

Uh so hoping to have our brand new terminal place uh here in the next couple of months and open for the public public to use, so just very exciting project for us.

And then the airport at the next city commission meeting will have some exciting news to announce.
