So the property uh that is being rezoned is there outlined in yellow.

It was previously rezoned to RM residential multifamily, and they are changing it to RS4, which matches the zoning to the property they're also involved with to the north there we go.

Um just briefly, our comprehensive future land use map identifies this area as agriculture, and looking a little closer again.

This was a slide I showed last time that shows the topography on the site.

You can see that those houses to the south are sort of surrounded by the development, um, but there is quite a bit of topography on this site that kind of adds some additional challenges, and here are your zoning decision criteria, and I can answer any questions, additional questions.

Okay, again, um a little bit abbreviated from from last meeting.

Um this was the city initiated annexation or rezoning that we put forward um to re zone the parcels in the yellow boxes from CN to RE.

We determined that those properties were all being used and had been used for single family residential for quite some time, and so having that CN zoning district really kind of added a layer of of complication to those sites when they want to make changes to their residence.

So again, we did leave a few of those other properties as CN because those are either could be developed.

Um there's some vacant parcels there, or are currently being used for resident or for commercial.

The average number of violations per initial inspection remains between 6 and 9. The fire marshal is now freed up to focus on building permit inspections and plan reviews, handling 99.5% of plan reviews. The re-inspection fee ordinance funds software and a pre-plan program for fire response. Promotions were announced: Captain Dave Dwyer retired after 47.5 years; Lieutenant Brian Bailey promoted to captain; and a firefighter promoted (details not specified).

Police Department Update

  • Deputy Chief Martin Dell discussed CPD's accreditation, maintained for 12 years (since 2014). CPD is one of 17 dual-accredited agencies out of 500 in Indiana. Lieutenant Skyler Barry presented the 2025 annual report. Highlights: Equipment upgrades (ballistic shields, AEDs, 5 new drones with a drone team). Crime reduction: 50% reduction in property crime over five years, 18% year-over-year from 2024 to 2025; violent crime down 16%. Community engagement: Public Safety Citizens Academy (15 graduates), women's self-defense classes, citizens firearms course, teen driving program (all 60 spots filled in 4 hours), youth academies, cadet program (3 cadets, aiming for 7-8). Encampment task force: housed 150 people, with 96% remaining stably housed. A new officer, Colton Ross, was sworn in (IU graduate, pre-certified). CPD is fully staffed at 88 officers (to become 87 one Friday).
