range.

Speaker 3

0:49

Yep.

0:50

Uh so he's worked on this for over a

Speaker 4

0:55

year.

0:56

Yes, correct.

0:57

Correct.

0:57

Um so obviously uh our our training, whether it's firearms, physical tactics, any of that, uh, we try to stay as relevant and realistic and and um within best practices as possible.

1:10

Uh with our range, one thing that we've uh I've been here 25 and a half years.

1:15

Um, one capability a square range.

1:20

Um a square range can limit you, uh, but there are products out there that can allow us to upgrade and continue to train to the best possible practices that we can out there.

1:35

Um so one thing we haven't had, uh at least during my tenure here, is uh moving target system.

1:43

Um it's obviously I've I've we've had or used moving targets uh at the Indiana Law Enforcement Academy.

1:52

They actually use this same company that that we're proposing to use.

1:56

Uh they've been using them for 20 as long as I've been an officer.

1:59

So um the project we're asking for is a moving target system that has additional add-on capability over the years.

2:08

Um we looked at multiple companies, um, all of which are are fairly reputable uh and offer similar type products, but with action target, um

Speaker 1

2:19

they

Unassigned speaker

2:20

get

Speaker 4

2:20

down to a science um from the get-go from site survey to schematics to everything you need to install a package and a product that, especially in our conditions here in Indiana, is going to work, is gonna have longevity, and will have expandability to it as well over the years if we want to add additional capabilities that they themselves provide.

2:48

Uh what this project would be proposing is a dual target system that has runners that go back and forth.

2:56

I don't know if any, I know some of you have been up to the range before.

2:59

Um, so you know, we have just this the plane targets that just sit right there, don't move, don't turn, don't do anything.

3:07

Um, so we have to get kind of creative in how we how we do our training to stay relevant and realistic.

3:12

This will add a capability that we've never had um that honestly is probably one of the the biggest things our officers would face in a realistic real life situation.

3:25

Bad guys don't stand still.

3:26

Um train to this level to be able to add this capability,

Unassigned speaker

3:32

one

Speaker 4

3:33

bad guy moving, or you can do hostile.

3:35

It has numerous capabilities across the department um that will provide us a level of training we've not yet experienced.

3:44

Um matter of fact, the the academy, for example, Academy uses this this same uh company, but all they have is just the little turning targets.

3:54

So imagine our current targets if they had the capability to turn.

3:58

That's all the academy has.

4:00

We're we're looking to step up into another realm that would provide us with something that would be premier, not only just for us, but for some of the outside training that we do as well.

4:10

Obviously, I conduct a citizen's firearms training class.

4:13

I would be able to incorporate that with our community members, um, some of the other community stakeholders when we have uh folks at Show for Citizens Academy.

4:21

Um it's got a multitude of applicability for us.

Speaker 1

4:25

How does it compare the uh other other besides the law enforcement academy uh are there other communities?

4:33

Yeah,

Discussion Items

  • Range improvement project: Sgt. Tom Faust, introduced as the lead firearms instructor, and police leadership requested approval of a dual moving target system from Action Target. They said Action Target was chosen after comparing multiple vendors, would add moving-target training not currently available, and is used by the Indiana Law Enforcement Academy and agencies such as Bloomington, McCordsville, and Beech Grove. The system would support police, sheriff, federal, and community firearms training. The cost was cited as $225 (apparently $225,000 in context), with most of the funding already encumbered in the police budget. The contract was approved.
  • Police vehicle purchase: Staff reported that two police cars had been totaled in the previous five to six weeks and one replacement would be bought using insurance proceeds and remaining capital funds. Four quotes were sought; Leo and Bob Pointer Ford did not submit bids. Community Ford submitted the lowest quote at $44,762.25 for the base car. Additional outfitting would be performed in Anderson. The purchase from Community Ford was approved.
  • Fire Department job descriptions: Deputy Chief Cusco presented separate job descriptions for Deputy Chief of Administration and Deputy Chief of Operations, noting the two deputy chiefs cross-train. The board approved both descriptions in separate motions.
  • Chipper truck bid: The bid opening for a single-axle chipper truck with snow plow option received no bids. Staff said the department needs the vehicle but is not desperate and will investigate before rebidding.
  • READI sidewalk contract: The board approved a READI 2.0 grant agreement for $375,437.62 for design and construction of the 14th Street sidewalk supporting the Hutchins Crossing permanent supportive housing development by TWG. A signature deadline of Friday, Oct. 9 was noted.
  • Event announcements: Staff announced Ethnic Expo for Oct. 9-10 from 11 a.m. to 10 p.m., with an expected crowd of 40,000, 43 food vendors, 20 market vendors, and more than 15 entertainment acts under the theme Global Voices, Local Stories. A board member praised the weekend and said it would bring a spotlight to Columbus. Other downtown events, including the Prove It Summit, were also noted.

Key Outcomes

  • Approved the Action Target range improvement project and related contracts.
  • Approved the Community Ford police vehicle purchase at a base cost of $44,762.25.
  • Approved both Fire Department deputy chief job descriptions.
  • Noted no bids for the chipper truck and directed staff follow-up.
  • Approved event agreements, special use right-of-way permits, the READI contract, and three claim dockets.
  • Adjourned.
