This is the OIG quarterly report for the first quarter, and it was issued on April 15, 2026.

Due to the OIG ordinance restrictions, I can only discuss the contents within the OIG quarterly report, other information as part of our investigative files and confidential.

We received a total of 190 complaints compared to the 208 complaints received during the previous quarter.

A 50% increase.

Four additional programs did not appear to provide meaningful service to the community.

The OIG found that program oversight was weak with inadequate monitoring of grantee performance.

The JC did not require repayment of funds from non-compliant grantees.

Additionally, the OIG investigated the complaint against the building and zoning department.

Allegations were a private resident was operating as an illegal boarding house.

The OIG gathered evidence that supports the allegation that the residence was being used as an unauthorized board in house.

Investigators identified gaps in investigative procedures and documentation.

The review recommended strengthening standard operating procedures for investigators at building and zoning.

The OIG recommended building zoning to reopen the case.
