26:12We'll now hear from Inspector General Paxton regarding that quarterly report.
26:39Good morning, Commissioners, attendees, and everyone watching the stream.
26:42This is the OIG quarterly report for the first quarter, and it was issued on April 15, 2026.
26:49Due to the OIG ordinance restrictions, I can only discuss the contents within the OIG quarterly report, other information as part of our investigative files and confidential.
27:09We received a total of 190 complaints compared to the 208 complaints received during the previous quarter.
30:00Four additional programs did not appear to provide meaningful service to the community.
30:03The OIG found that program oversight was weak with inadequate monitoring of grantee performance.
30:10The JC did not require repayment of funds from non-compliant grantees.
30:16Additionally, the OIG investigated the complaint against the building and zoning department.
30:23Allegations were a private resident was operating as an illegal boarding house.
30:29The OIG gathered evidence that supports the allegation that the residence was being used as an unauthorized board in house.
30:37Investigators identified gaps in investigative procedures and documentation.
30:42The review recommended strengthening standard operating procedures for investigators at building and zoning.
30:48The OIG recommended building zoning to reopen the case.
31:07Time and attendance fraud at the Bureau of Technology in the Department of Emergency Management and Regional Security.
31:14A CCH employee allegedly sexually harassed the sheriff's officer at the county jail.
31:22Cook County Police Department failure to safeguard personal property after an arrest.
31:27And CCH employee routinely create and post social media videos while at work about their business.
31:38Commissioner Degan is recognized.
31:40Thank you, OIGA for producing the report and for providing a summary of the work that was done.
31:47When you recommend an office terminate an employee for PPP loan fraud, do you get a response from the office about that recommendation about whether or not that employee was terminated?
32:00Okay, and you said you had 330 nine cases.
32:05And then how many of those employees were terminated?
32:08That you had asked to or recommended to be terminated.
32:11I don't have the exact number, but very few.
32:14Um in terms of terminated.
32:17When it when it is sustained, I only remember maybe what one person?
32:21One person that kept their job.
32:24In the different committee.
32:25And I think was that already released?
32:28Was that information released?
32:30It'll it'll come up, I believe, in our next report about the person that was.
32:37I can't even comment on it.
32:38We'll do a follow-up.
32:41So you're saying that when you have done the work and that you have found that there has been fraud and you've recommended them be terminated, that your recommendations are followed, and you done, I guess, subsequently, then you feel like the work that you're doing has the impact that you would like.
32:57For the most part, yes.
