Two present and four absent.

3:30

Thank you.

3:38

Your agenda.

3:39

Okay.

3:40

Any uh any registered public speakers?

3:42

You do have two speakers.

3:45

Please be reminded of the rules for public speaking.

3:48

They are Taiwan Sims and Jessica Jackson.

3:52

You have three minutes to address the body.

3:54

Whoever goes to the podium first, please begin.

4:09

Please begin.

4:11

Good morning, Commissioner.

4:12

Good morning.

4:13

Um so with this being zoning and buildings, recently, which would be what is it, May 19th or June?

4:22

No, May 19th.

4:24

I was hospitalized.

4:27

Unbeknownst to myself.

4:28

Well, I went to court May 19th to hear a motion to vacate, in which I put in at 555 West Harrison.

4:35

Um I remember the hearing.

4:36

I attended the hearing at 11 o'clock.

4:39

Only I don't remember what took place next.

4:43

I do remember waking up in chains at the Cook County hospital or Stroger, um, in so much pain that I couldn't speak.

5:00

I was told that something transpired at the courthouse in which I was storming the public, no, no, the not the public defenders, but what is the state's attorney's office for whatever reason after the hearing.

5:09

I told him that I don't have recollection of what took place.

5:13

What I do know is this is what happened at the Cook County Hospital.

5:17

The medication that I refused was intravenously given to me at my adamant refusal.

5:24

I was also sexually assaulted or given the exam while I was sexually assaulted.

5:30

These are the medical documents that I've went through because I was curious about the exam that I was getting, which was a genital and an anal exam.

5:39

They're not documented in this paperwork.

5:43

So for whatever reason this individual sexually assaulted me, I've spoken with a Beth Tarzia of the first division and explained to her.

5:52

But this feels like a total vibe.

5:54

I feel like I was raped.

5:56

For one.

5:58

Inside of denying the medication because I don't take medication, a medication called Adaban or something for seizures.

6:06

I was not having a seizure, as they note in this exam, no intercranial damage or long-term intracranial damage, which shows which explains seizures, no pulmonary, no nothing.

6:20

I had creatine in my blood.

6:22

Creatine is in your blood when you go through some extrenuous.

6:26

So I don't know what took place, but I do know that I had blood in my eye when I woke up, which was not explained at the hospital and scars on my face, and impact, impact scars.

6:38

Both sides of my face were swollen.

6:40

Yesterday I had a court hearing over Zoom because I didn't want to be in the presence of these individuals who would I presume attacked me.

6:49

I don't know how I would have responded emotionally, so I just took a Zoom.

6:53

But the judge alluded to this.

7:23

Both of these stories don't corroborate what happened to me at the hospital.

7:27

And I would like to understand, so I'm not asking for litigation, I'm asking for oversight as to how patrons or citizens when we enter these public buildings are treated, and what is the safety parameters put around us.

7:40

And time has expired.

7:41

Thank you.

7:43

Next speaker, please begin.

8:03

Right?

8:04

That's what just happened to Commissioner Scott Britton.

8:08

The heat was too hot.

8:11

Because I caught him in a lie and read to it, read from it from the judicial inquiry board manual that proves that he's a liar.

8:20

So he sat there while Bill Laurie was at the podium, looking like my mother used to say, God rest her soul, looking like a penny waiting on change.

8:33

Completely embarrassed.

8:35

And the best that he could do was run over there to that black lady and fill her ear with nonsense because everything that he says is a lie.

8:45

He proved that himself.

8:49

Speaking of zoning and buildings, all the lies with that.

8:55

Commissioner Frank Aguilar, I know you recall you came to me.

9:01

I was sitting over there, and you knelt next to me and told me that you had looked into my case, and you saw that it was theft, and that you had a concern about the fact that people's generational wealth was being taken from them.

9:20

Then you scooted out the picture.

9:24

Billy, Lamont Williams, we all know the story there.

9:30

You all knew.

9:32

And then scooted out the picture.

9:34

Oh, here come the thief coming back in, Sam, so you can get him.

9:37

There goes the thief coming back in.

9:39

That's covered by JB Prister.

9:42

That's the reason why he don't have to worry about it.

9:45

Because JB Prister is his partner in crime, covering him, protecting him, even though he don't know his job.

9:53

That's why he putting him there.

9:55

That's why that man is in that seat.

9:57

Because he doesn't know his job.

10:00

Michael Scott, you know, I gave you documents.

10:06

Caskell, you said you looked into my case and saw that I had a wheel.

10:12

And that it was a crooked situation.

10:14

And all you all are sitting in here.

10:17

Letting that man, Scott Britton, because he's white.

10:20

30 seconds.

10:22

And appointed by JB Prister and allowing him to keep all us being mistreated.

10:28

Letting us be stolen from while he's still in the make his family rich, no doubt.

10:34

He's a liar and a thief.

10:37

And needs to be removed from that seat.

10:40

He's a disgrace to the city of Chicago to Cook County.

10:45

He is a unqualified incompetent lying disgrace.

10:51

And time is expired.

10:52

Thank you.

10:53

Chairman, that concludes your list of speakers for this meeting.

10:56

Thank you, McGee.

10:57

Mr.

10:57

Chair, just for clarification.

10:59

And every individual is uh is elected by the voters of this uh of their respective district.

11:05

So Scott is Commissioner Burton is very aye, the people uh in November elected him, nominated him in in March, and now he'll be elected because he has no opposition in November.

11:17

That's that's an individual who's doing his job.

11:19

Absolutely, and I've worked had the pleasure honor working with Commissioner Britton.

11:23

Thank you very much.

11:26

And you won't try to protect him, and you got to cook in this building in the city.

Cook County Zoning and Board of Committee Meeting Summary

Date: June 10, 2026
Time: 4:00 PM (call to order)
Location: Virtual (remote participation)
Quorum: Present (11 ayes, 2 present, 4 absent)

The meeting was called to order with roll call. A procedural issue arose regarding remote participation: the notice for remote participation was not received within the required 24-hour period, prompting a vote to allow remote participation despite the deficiency. The motion to allow remote participation was moved by Commissioner Vasquez and seconded by Commissioner Scott.

Public Comments & Testimony

  • Taiwan Sims testified about an incident on May 19, 2026, at the Cook County Courthouse (555 West Harrison). He stated that after a court hearing for a motion to vacate, he woke up in chains at Stroger (Cook County) Hospital without recollection of events. He alleged that he was forcibly administered medication (Adaban, for seizures) despite his refusal, and that he received a genital and anal exam which he considered sexual assault. He requested oversight of treatment for citizens in public buildings, but did not attribute any position to the Board's current agenda.
  • Jessica Jackson criticized Commissioner Scott Britton, accusing him of lying about a judicial inquiry board manual and of being unqualified. She referenced prior conversations with Commissioner Frank Aguilar and others regarding theft and generational wealth, and alleged that Commissioner Britton is protected by JB Pritzker. She called for Commissioner Britton's removal. Her comments were directed at the commissioner personally, not at any specific agenda item.

Discussion Items

  • Approval of Minutes (Item 261683): A motion to approve the minutes from the March 11, 2026 meeting was moved by Commissioner McCaskell and seconded by Commissioner Scott. The motion passed by voice vote with no dissent.
  • Variance Request (Item 261654): Applicants sought a variance for a property at 8117 West 113rd Street, Palos Park, IL, to reduce the left interior side yard setback from the minimum required 15 feet to an existing 14.4 feet (first element) and from 15 feet to an existing 13.1 feet (second element). The variance is required for a second-story addition to a single-family residence. The Zoning Board of Appeals recommended granting the application. No questions or opposition were raised. A roll call vote resulted in 14 ayes, three excused absences (Commissioners Gaynor, Sean Morrison, and Stamps). The variance was granted.

Key Outcomes

  • Remote participation allowed despite late notice, motion passed with vote.
  • Minutes of March 11, 2026 approved.
  • Variance for 8117 W 113rd Street (Palos Park) granted, with 14 ayes and three excused.
  • Meeting adjourned with motion by Commissioner Anaya and second by Commissioner Britton; all in favor.
