I I think I missed the roll call for that one.

0:31

Please add Commissioner Nye officially done so thank you.

0:34

Is there any uh anybody on the mote?

0:38

Commissioner Gaynor has uh, so no need for remote participation.

0:44

Um call for public speakers.

0:47

Thank you.

0:47

Evelyn Romo, Envision Community Services.

0:52

Evelyn, are you here?

0:54

Yes, yeah, please come to the public speaking mic.

1:02

After Evelyn in this order, we have Zoe Lee, Jessica Jackson, Jackie Samfo, George Blake Moore, and Eddie Ingalls, Arlena Criley.

1:20

Please.

1:22

We have all members present.

1:23

Yes, please begin.

1:24

Hi, hello.

1:25

My name is Evelyn.

1:27

Um I actually uh was in the domestic violence situation.

1:31

Last year, um the case, the domestic violence court thing was finished on uh February of this year, the 16th.

1:40

Um justice, you gotta be.

1:42

My kid's father went in ahead and filed a restraining order against me and my children.

1:47

Um he's supposed to not know where I live, and he found out where I live at.

1:52

Um thus being said, he has created a lot of a lot of financial hardship for myself and my family.

2:00

Uh the two kids that I do share with him.

2:03

Um, I just think that it's very unfair that when I did call the cops when he was um threatening me, stalking me, I called the the police officers, letting them know he's here, he's here, um showing them, and they just looked around.

2:17

Um they're like, we can't do nothing because we don't see him, even though I showed him exactly where he was at.

2:24

Um he got away with so much stuff.

2:26

Um he left me with a lot of debt.

2:28

Um he damaged my vehicle.

2:30

He stalked me on my job where I had to leave my job.

2:33

Um I was working at SGA Youth and Family Services.

2:36

Um I had to leave my job because he kept stalking me there, telling me that he I was never at work, or I had to leave my car there.

2:45

Um there's plenty of video footage where he damaged my car, my brand new car.

2:49

Uh I want to say that he damaged it with at least $7,000 worth of damages.

2:55

Um had to leave my job, look for a different job.

2:57

He found me at that job as well.

2:59

Um I moved to addresses, he was not supposed to know where I live at, and he found out where I currently live at.

3:05

The network um of domestic violence did help me with only a thousand dollars just to get myself into the door, but I still had to pay um the deposit, the move in fees, XYZ things, and I was only covered for one month while I was still looking for work.

3:20

I did uh try to apply for a rental assistance program.

3:23

Uh obviously it's full, it's packed, I cannot get any assistance with that.

3:27

Um as far as that, this individual is not helping me with my kids.

3:32

Um he's free and willing, he works two jobs, and he's going to school, but he cannot afford to pay anything for his children that do reside with me.

3:41

And this order of protection that I do have here, um, I was supposedly served, but they served the wrong individual.

3:47

They served my neighbor.

3:48

My neighbor did give it to me, and I had to go file a motion.

3:51

That means I had to leave my job to go file a counter motion to vacate, um, which I have this document here, and now I have to pay for that motion to get so he can get so we can go back to court.

4:04

I think this is unfair, and it's bringing me too much stress, and I feel like I'm in a dilemma with this because uh the kids reside with me.

4:12

There should be no reason why he should be putting the order of protection against me and my kids, and he says he put petitioner Miguel Aid Nieto with my children's name and then defended, it would be myself.

4:25

How is the judge able to pass that when the kids reside with me?

4:29

They didn't bother to ask any questions or nothing.

4:32

From the previous domestic violence case that I had, I was hospitalized for about a month.

4:37

I have all sort of all sort of colitis, which Crohn's disease.

4:40

Any medication that I take, it's I I have to take it.

4:44

I was unable because of I had to leave my job.

Cook County Criminal Justice Committee Meeting - September 23, 2026

The Cook County Criminal Justice Committee met on September 23, 2026, at 6:15 PM. The meeting opened with public testimony from six speakers who described personal experiences with domestic violence, family court proceedings, and alleged judicial misconduct. Following public comments, the committee approved minutes from a prior meeting and unanimously adopted a resolution requiring regular progress updates on recommendations from the Chicago Cook County Task Force to Reduce Violence Against Women.

Consent Calendar

  • Approval of Minutes: Commissioner Kevin Morrison moved to approve the minutes of the July 23, 2026 meeting, but noted a discrepancy as the script referenced July 15, 2026. The Chairman stated the date would be verified, and the minutes were approved with a voice vote (all in favor).

Public Comments & Testimony

  • Evelyn Romo testified about her domestic violence case, stating that her children's father filed a restraining order against her and her children despite the children residing with her. She described stalking, vehicle damage ($7,000 worth), job loss, and difficulty obtaining rental assistance. She expressed frustration that law enforcement and the court system failed to hold the abuser accountable.
  • Eddie Ingalls criticized the Cook County family court system, alleging corruption, misconduct, and profit-driven guardian ad litem and evaluator practices. He stated that judges no longer make decisions and that the system divides families for profit, leading to years without seeing children.
  • Arlena Criley reported systematic violations of law in the Domestic Relations Division, naming Presiding Judge Regina Scanisho for disregarding law and conducting an ambush evidentiary hearing. She alleged that the staff attorney for Judge Scanisho lied to commissioners about the authority to remove guardian ad litems, citing that the presiding judge or chief judge has that power.
  • Jessica Jackson accused elected officials of ignoring abuse by Cook County officials and urged the Department of Justice to investigate Governor Pritzker, Mayor Brandon Johnson, and judges. She claimed Governor Pritzker uses the family court system to abuse children and parents, and called for military intervention due to ineffective law enforcement.
  • Jackie Samfo described her own civil rights and due process violations in family court, alleging that judges protect her spouse who threatens to ruin her financially. She stated all her city properties are in foreclosure and requested Attorney General Kwame Raoul investigate judicial misconduct and possible bribery.
  • George Blake Moore attributed the broken system to poor leadership among Black elected officials and a decline in community standards. He argued that Black politicians, preachers, and professionals have failed the community.

Discussion Items

  • Resolution 26-1965: Commissioner Donna Miller presented a resolution requesting that criminal justice stakeholders provide a comprehensive outline of measures to implement recommendations from the Chicago Cook County Task Force to Reduce Violence Against Women final report. The resolution also mandates quarterly updates to the Criminal Justice Committee and the Board of Commissioners beginning in FY2027. Miller emphasized the report is survivor-focused and aims to simplify court processes without adding trauma. The resolution was co-sponsored by multiple commissioners.

Key Outcomes

  • Minutes Approval: Approved with a note of the date discrepancy (July 23 vs. July 15, 2026).
  • Resolution 26-1965: Approved unanimously by voice vote (all ayes).
  • Adjournment: The meeting was adjourned following the vote.
