I just I already

Speaker 2

0:17

just did

Jamie Myers · Speaker 1Inferred

0:18

that.

0:19

Good afternoon, Chairman Morrison Commissioners.

0:21

I'm Jamie Myers, Bureau Chief of Bureau of Asset Management.

0:24

This afternoon, the Bureau has one item before you for your consideration.

0:28

Item 261594 is a contract increase with eKIFM solutions in an amount not to exceed 1.5 million dollars.

0:36

For those who may not be familiar with this contract, uh this is for the installation of a software program called TriRega.

0:43

It's an enterprise grade integrated workplace management system software designed to help large organizations manage their real estate portfolios, facilities, capital projects, space utilization, maintenance, and environmental sustainability from a single platform.

0:57

This amendment will ensure sufficient licensing capacity, continued vendor support, technical expertise, and enhancement services necessary to support a growing user community and evolving business needs.

1:07

Approval of this amendment will also enable the Bureau of Asset Management to maintain uninterrupted operations, improve cross-departmental departmental collaboration, support future process and technology improvements, and fully realize the benefits of this investment in IBM Trirega throughout the remaining term of the contract.

Speaker 2

1:26

Thank you so much.

1:27

Do we have uh Commissioner Degnan has a question?

Speaker 3

1:29

Thank you.

1:30

Thank you, Jamie.

1:30

Um, and congratulations earlier today for being uh selected to permanently be in your spot.

Jamie Myers · Speaker 1Inferred

1:36

Thank you.

Speaker 3

1:37

You're welcome.

1:37

Um, I have a couple questions.

1:39

The first one is the additional licensing capacity.

1:42

How many additional users will be um available through this additional contract?

Jamie Myers · Speaker 1Inferred

1:51

One second.

Unassigned speaker

1:53

Uh

Jamie Myers · Speaker 1Inferred

1:53

there'll be an additional 200 users with this.

Speaker 3

1:56

Okay.

1:56

And you have 200 people that will use those licenses, do you think?

Jamie Myers · Speaker 1Inferred

2:00

We do.

2:00

So this this platform will be used um not only by um members of the Bureau of Asset Management, but also our consultants as well as the vendors and contracts as invoicing will also be moved through this system.

Speaker 3

2:14

Okay, so the contract was originally from 2023 through 2028.

2:18

Is there other than this IBM platform?

2:22

Are there other types of software out there that can do the same thing?

2:27

Is this something that you would maybe want to take out for another request for bid for something that's more uh price competitive, or do you feel like this software system that you're managing through IBM IBM, right?

Jamie Myers · Speaker 1Inferred

2:40

So um this software system was selected through a competitive bid process.

2:46

Um we began in in 2018 with uh needs analysis, and then we put that needs analysis out on the market.

2:54

And um, this was uh the system that the evaluation committee felt best met the needs of the bureau uh based on that analysis that we had done.

Speaker 3

3:04

Right.

3:04

So um after when 2028 comes around, you know, you would have to decide a year before that whether or not back in next year in 27 whether or not to continue to um execute on the renewal options or to just go out for procurement for a new system.

3:23

So do you your your thoughts right now given the fact that you and I had a briefing on this, and this is kind of you know, taking a couple of system two systems and kind of merging the components together, and there was a bit of a price increase in here that was unexpected by you.

3:37

There's no way you could have predicted it.

3:39

Um I don't think it seems terribly fair that they kind of sprung this on the county, but there's nothing you can do about it, and you absolutely need the system.

3:46

So I guess my question to you just is somebody who is operating in the space and making these decisions.

3:52

Are there other uh platforms out there that you might be interested in in price comparing again through procurement because of this, or do you feel like the system is like the best?

4:02

You guys have user um familiarity with it and it's something you'd want to stay with.

Unassigned speaker

4:07

Sure.

Jamie Myers · Speaker 1Inferred

4:08

Um so we will likely stay with this system.

4:11

Um this is not a system that we just pull off the shelf and put on everybody's computer and we move forward.

4:17

Um we've spent about three years implementing this system because of the integration with other software systems within the county, uh, but other major facilities management groups uh like Northwestern, University of Minnesota, um, they use this system.

4:31

I believe uh Los Angeles County uses the system as well.

4:34

Uh so this is one of the top systems out there, and as I mentioned, this is the one that best met the needs.

4:40

It doesn't meet all of our needs, but it best met the needs based on our bid and the different software systems we looked at.

Speaker 3

4:46

Okay, great.

4:47

Those were all my questions.

4:48

Thank you.

Speaker 2

4:49

Welcome.

4:49

Perfect.

4:50

Any other questions uh from members of the committee?

4:54

Seeing none, thank you so much uh for the overview.

Unassigned speaker

5:00

Speaker 2

5:05

All opposing a opinion of the chair, the ayes have it.

5:08

Summary of Proceedings

Technology and Innovation Committee Meeting - October 22, 2026

The Technology and Innovation Committee of Cook County met on October 22, 2026, to consider five items: a contract increase for enterprise workspace management software, a contract for LIDAR data collection, a contract amendment for Gartner research services, a contract amendment for jail management software enhancements, and two information technology reports. All items except the reports were approved, with one commissioner voting present on the Gartner amendment; the reports were deferred to the next meeting.

Discussion Items

  • Item 26-1594 – Contract Increase with eKIFM Solutions (TriRega Software): Jamie Myers, Bureau Chief of Bureau of Asset Management, presented a $1.5 million contract increase for IBM Tririga, an integrated workplace management system. The amendment adds 200 user licenses, covering continued vendor support and technical expertise. Commissioner Degnan asked about the number of additional users (200) and the competitive bidding process. The item was approved unanimously.

  • Item 26-2186 – Proposed Contract with FUGRO USA Land Inc. (LIDAR Collection): Todd Schubler, Director of GIS for the Bureau of Technology, presented a $774,693 contract for a 3D surface scan of Cook County, used for infrastructure, flood mitigation, and change detection. No questions were raised. The item was approved unanimously.

  • Item 26-2290 – Contract Amendment with Gartner Inc.: Heman Sundram, Chief Technology Officer, requested a one-year, $1.9 million amendment for Gartner research subscriptions, analyst calls, conferences, and strategy services. Commissioner Degnan questioned the cost growth from $1 million/year to $2 million/year, the value of the subscriptions, and whether other offices had scrubbed their usage. Sundram noted that Bureau of Technology had reduced its own licenses by one-third and that other offices (e.g., Sheriff, Assessor) increased usage. Savings from vendor negotiations were cited but not quantified. Commissioner Degnan voted present; all other commissioners voted aye. The item was approved.

  • Item 26-2152 – Contract Amendment with Harris Corrections Solutions (Jail Management Software): Jason Hernandez, Executive Director of Cook County Sheriff’s Office, presented a contract increase for enhancements to the jail management system, including mobile access, digital log conversion, research and development for automated classification and housing assignments, and compliance with the Pretrial Fairness Act. Commissioner Trevor requested specifics on the R&D (automated inmate classification and separation). Commissioner Vasquez asked that results be shared with the chair. The item was approved unanimously.

  • Items 26-2234 and 26-2236 – Information Technology Projects Report and Integrated Automated Criminal Justice System Report: Commissioner Degnan moved to defer both reports, seconded by Commissioner Scott. The motion passed unanimously. The reports are expected to return next month.

Key Outcomes

  • Approvals: Items 26-1594, 26-2186, and 26-2152 were approved unanimously.
  • Approval with Present Vote: Item 26-2290 was approved with Commissioner Degnan voting present; all other commissioners voted aye.
  • Deferral: Items 26-2234 and 26-2236 were deferred to the next committee meeting.
  • Next Steps: Commissioner Degnan requested that the chair confirm other offices have reviewed and minimized their Gartner subscriptions; the chair agreed to follow up. The Bureau of Asset Management will continue implementation of the Tririga system. The Sheriff’s Office will update the committee on the jail management software R&D outcomes.
