0:44

You know, Hostus and Bill are not here tonight.

0:49

I don't know exactly where Councilmember Hill is Councilmember Kinosis on.

0:54

And I'm sure he's sometimes more fun than that.

0:57

Okay, item number A is discussion regarding the agenda items.

1:01

Uh, does anybody have any questions on any of the agenda?

1:05

Yes, sir.

Speaker 2

1:06

Um I think I got C answered, so D on the woven health clinic.

1:13

Um so we're extending the date, but are we still within all the dates?

1:18

Uh I I wasn't, I couldn't remember what all the dates were that we had to have or they had to have everything expended, but I don't think so.

1:23

This is all

Speaker 3

1:24

yes, December of 2026, December 31st, so 2026 is the drop dead for everything.

1:30

So their

Speaker 2

1:30

contract originally ended at the end of 24.

Speaker 3

1:32

Correct.

Speaker 2

1:33

And so we're just needing to give

Speaker 3

1:36

them an opportunity to spend the remainder of what they have allocated.

Speaker 2

1:40

Um just out of curiosity, did they?

Unassigned speaker

1:43

I

Speaker 2

1:43

guess were they not?

1:45

It's I guess it's been a while since the end of their contract today, were they just not aware of

Unassigned speaker

1:49

the

Speaker 2

1:50

so

Speaker 3

1:50

they've gone through some transition there, and then we ended up with some communication challenges back and forth, and so that brings us to today.

Speaker 2

1:58

Okay, but the the extension just goes back to clause back to December 31st, 24 and extends it out to the end of this year.

2:06

Yeah,

Speaker 4

2:08

I think uh this leads had come to you and said, you know, call for projects again again and respect by store papering it so when they do the audience they'll spend their money or returned it back.

Speaker 2

2:19

But they and so our but the expiration to reallocate that ended a year or two ago, right?

Speaker 3

2:25

So reallocation is not an option for us.

Speaker 2

2:33

Okay, all right.

2:33

I just wanted to make sure uh not clear about the dates.

2:36

Thanks.

Speaker 1

2:38

Any other agenda items?

2:42

So the only agenda item I have is going to be about the mirror proton, so we'll get to that one in a moment.

2:47

Um item B is regarding one coppel.

2:51

Matea.

Unassigned speaker

3:05

Hi,

Matthias Messmer · Speaker 5Inferred

3:06

good evening, mayor and council.

3:07

I'm Matthias Messmer, the director of employee experience here at the city, and I am grateful to have a few minutes to share an update with you on the on one copel.

Unassigned speaker

3:17

Uh

Matthias Messmer · Speaker 5Inferred

3:17

one copel is a community connection initiative.

3:21

It invites Capel residents and staff and businesses to participate in a more connected community through activities and events that focus on getting to know your neighbors, on celebrating our neighbors' unique stories and traditions, and having meaningful conversations.

3:39

So our agenda, quick agenda, is to go over one copel's objectives to reflect on how one couple is connected to and supportive of Vision 2040, and to provide you with an update on the five-year rollout plan, and then invite you to continue your role in making Won Topel really meaningful to the community.

3:58

So let's start with objectives.

4:11

By fostering meaningful connections, we aim to nurture a more tightly knit community where neighbors know their neighbors, all while encouraging active engagement in the rich tapestry of Capels offerings.

4:25

So Vision 2040, um Capel supports Vision 2040 specifically in pillars one and two.

4:32

Your top 11 priorities, now 14 priorities, excuse me, for the coming year include encouraging residents to connect with one another to create a cohesive community.

No action taken.
  • Five-Year Financial Forecast (FY2026-2030): Assistant Directors Justin Vaughn and Sherry Vaughn described the process. An initial $4.4 million gap was reduced to $483,000 through strategic adjustments, alternative funding (Vision 2040, strategic reserves, special revenue, bonds), and targeted reductions. Revenue strategies include a consultant-led fee review and cost recovery. Councilmembers discussed sales tax assumptions, property tax limitations, and legal constraints (City Attorney Bob Hager noted fees must cover costs and not constitute taxes). The consultant will present recommendations before the budget cycle ends. No action required.
