Speaker 1

0:02

Howdy everybody.

0:04

Today is Tuesday, October 13th, 2026, and the time is 5.30 p.m.

0:08

We're here for the regular session of the Coppel City Council.

0:11

We do have a quorum presence, so I'm calling the meeting to order.

0:15

We will be convening into executive session in the first floor conference room.

0:19

At the end of the executive session, I'll come back out, announce work session at which time the public is invited and encouraged to join us.

0:26

Thank you very much.

Speaker 2

0:30

Good

Speaker 1

0:30

evening, everybody.

0:31

The time is 6 30 p.m.

0:33

and we adjourn from executive session and we'll move into work session in the first floor conference room.

0:38

The public is invited and encouraged to join us.

0:41

Thank

Unassigned speaker

0:41

you.

Speaker 2

0:44

The time is 6 35.

Speaker 1

0:46

We're moving into work session.

0:49

We only have two items on the on the agenda.

0:52

The first one is deliberation regarding the agenda items.

0:55

Do we have any questions on uh consent or otherwise?

Speaker 3

1:00

I did have one.

1:02

Um the purchase of the seating.

1:12

Um I was puzzled how buying it um separately outside of the contract is gonna speed things up.

1:25

And also who does the installation, why don't

Speaker 1

1:30

you handle that one?

1:31

Uh we got brief on that at 4 30, so it is a story, but okay.

1:39

So Mark's question is uh there the original I'll let Jamie correct.

1:48

Yes.

Unassigned speaker

1:49

Okay, okay.

Unassigned speaker

1:51

Um so yeah, you missed our our final discussion

Speaker 4

1:55

earlier.

1:56

I missed it too, so things are for the yeah.

1:58

Yeah, absolutely.

1:58

So we had uh what during construction bidding, it was brought to our attention several contractors, but that was a very long lead item, and so it was causing issues.

2:08

So the 22 weeks kind of from the time we approved and did some levels and approvals.

2:13

So the conversation that we had, we went ahead and called the seating manufacturer, and so I just called them directly to see if there's any other opportunities to speed up the process.

2:22

Um we had the discussion with Kent and Mike Land about the we were able to, if we were able to sign an agreement on before October 6th, that with the stipulation upon approval tonight that it would be approved, that we could go ahead and get the order process in in line.

2:40

And so the conversation was we're still in line because you're in a hurry, hurry up to get in line.

2:45

And so the manufacturing window, if we ordered before October 6th, would be keeping us with the end of January, early February delivery date for those seats.

2:53

And so we just made that internal decision to go ahead and get in line because if you missed that October 6th deadline, it was the March April seating manufacturing window, and then we would have to move into like temporary seating solutions right here.

3:07

So we just took that number that they gave to the contractors and deducted it out of the contractor award number.

Speaker 3

3:16

Correct.

3:16

Okay.

3:17

So apparently they

Speaker 1

3:18

batch manufacture these, so they only do them not continuously.

3:25

So they you have to wait till the next group of your like furniture is gonna be manufactured.

Speaker 4

3:31

Which he said the good thing was we'd already done all the legwork because they had the materials and the fabric and everything chosen and all the layouts ready to go.

3:38

We just had to basically execute that to get in line.

3:40

So it was like everything is already actually ready to go.

3:42

The hard part's done, we just need to execute the very other white part of it was that.

3:48

So we got that executed before October 6th with the little last shirt saying upon approval tonight.

3:53

So once it's approved, they'll release that for

Speaker 5

3:59

much, ma'am.

4:01

Jamie, thanks for the update.

4:02

Uh so I understand now this is the critical path, and so you're uh pre-ordering it.

4:07

But before this begin part of the critical path was the general contractor that we had, did they also recommend SARD?

4:16

Or was it also left to alert a choice?

Speaker 4

4:19

Uh it was our choice.

4:20

Okay.

4:20

So yeah, our design subject had several seat selections that we were choosing from, and that was the seating that was selected.

4:27

We did ask for um voluntary alternates as an option to see if there was uh less expensive or faster versions, but the alternates were not equals to that.

Public Comments & Testimony

  • John Murphy (931 Laguna Drive) spoke about ongoing noise (from 48 to 58 decibels) and alleged code violations related to the Kroger gas station (lighting, storage, truck routing, landscaping). He urged council to address non‑compliance.
  • Kandyce McCracken (824 Oxford Court, Lewisville), representing the Coppell Interfaith Group, invited the council and community to a public open house for the Fort Worth Temple of The Church of Jesus Christ of Latter‑day Saints in November.

Discussion Items

  • Work Session: Non‑Park Building Naming Policy – Deputy City Manager Traci Leach presented the draft policy, which establishes criteria for naming non‑park city facilities after individuals. Key discussion points: whether to adopt as an ordinance or internal policy (council favored policy 6‑1 to retain flexibility); a supermajority vote of 5‑2 required for approval and revocation; changing the term “building” to “facility”; and ensuring a fair subcommittee selection process. Council directed staff to amend the policy accordingly and to proceed as an internal policy, with the ability to revisit later.
  • Public Hearing: Zoning Text Amendments (Chapter 12) – Development Services Administrator Matt Steer presented seven amendments: adding “Concrete Batching Plant (Temporary)” as a permitted use in Light Industrial districts; deleting “Technology Equipment Facility”; requiring a Special Use Permit (SUP) for “Cryptocurrency Mining Facility” and “Data Center”; and adding/removing corresponding definitions. The Planning & Zoning Commission had recommended approval with definition refinements. Council discussed the rationale for a six‑month temporary batch plant limit per 18‑month period and the need to include “prime power generators” in the data center definition. No public speakers.

Key Outcomes

  • Consent Agenda – Approved unanimously (8‑0) all 14 consent items.
  • Zoning Text Amendments – Motion by Mayor Pro Tem Walker, seconded by Councilmember Premkumar, to close the public hearing and approve the amendments with an addition of “prime power generators” after “continuous power generators” in the data center definition. Passed unanimously. Staff will bring back a formal ordinance on October 27, 2026.
  • Non‑Park Naming Policy – Council directed staff to adopt the policy as an internal (non‑ordinance) document, with amendments: change “building” to “facility”; require a 5‑2 supermajority for approval and revocation; and clarify subcommittee selection. The policy will be revisited if issues arise.
  • Council Chambers Remodel – Approved under consent; interim meeting locations announced: November 10 and December 8 at Life Safety Park; January 12 at the Library; January 26 and February 9, 2027 at Life Safety Park.
  • No action resulted from Executive Session.

Mayor and Council Reports

  • Mayor Mays highlighted upcoming community events (Trunk‑or‑Treat on October 17, Scare on the Square on October 24) and early voting (October 19–30) at the new polling location (Cozby Library).
  • Councilmember Nevels announced a “Understanding School Finance” presentation by Communities United for Public Education on October 14.
  • Mayor reported on the Metroplex Mayors Association meeting: guest speaker Monty Wynn (Texas Municipal League) discussed the upcoming 90th legislative session, expecting over 9,200 bills filed with 2,200–2,500 impacting cities.
