So this is a public hearing requesting a increase to the snowmother fee and lieu um fee.

This fee was implemented in 2021, consistent with how clean order services also bills this same fee at time of construction.

With this fee, the city does keep 100% of it.

Um so we can use that to deal with own capital projects.

Um previous surface under 26 2640 square feet.

They've added a new fee schedule for anything above 2,640 square feet, along with increase in the cost of um of the fee.

The city staff is recommending that the same fee schedule be modified so that it's consistent across the two agencies.

And that is my report.

All right, that leads us into item number two, the uh resolution number 2026 43, intergovernmental agreement with Oregon Department of Forestry for Wildlife or sorry, wild land fire deployment.

And I believe this would be Chief Morris.

Good evening.

Uh the resolution put before you is a contract which is going to be an intergovernmental agreement with the Department of Forestry.

This is going to be replacing an existing agreement that we have because of the value that they could potentially could spend uh with the city of Cornelius.

The Department of Justice or Department of Justice needs to have a formalized agreement, and they're redoing the agreements with everyone across the board, trying to get everyone on the same page.

Um with their language in it, has been passed through our legal uh city manager Brandon and myself have looked at it, and it is generally the same.

The only difference is that it extends out an additional year because it's for a three-year period.

What it's going to do is it's going to 100% replace the cost of the person that goes for their payroll hours and then vehicle reimbursement as well.

Uh this is going to be for a type one instant management team.

So this is a team that manages the big events in the state.

Typically for us, it's going to be wildfire.

In the past, they've done everything from train derailment, hazardous material events, and um some of the cyber attacks that some of the counties have taken.

So I'm part of that team currently, and the contract is open for other people in the city to be able to use the same contract.

Uh we would just have to admit it for their um for the uh hours that they would work their salary and put into it what the um pay schedule is for that.

Uh other than that, there really isn't a whole lot that is uh that is uh confusing about the contract, just in the sense of it is pretty straightforward and it's a contract that myself and many other people from uh city governments have worked for many years.

Next on our agenda is 9C resolution number 202644, IGA with Washington County Cooperative Library Services.

I always struggle with it.

So resolution uh 2026 44 authorizes the city to enter into an updated governance and operational intergovernmental agreements, the IGAs with Washington County Cooperative Library Services, replacing the current agreement that expires on June 30th of this year.

The most significant impact for Cornelius is a 78% increase in WCCLS funding beginning in fiscal year 2027, shifting the funding uh partnership from approximately 70% from the city and 30% support from the county to about 60% city and 40% county support.

The agreements also clarify governance and decision making responsibilities across the cooperative and establish service expectations for the member libraries.

One item worth noting is that future county general fund contributions will be determined through the county's annual budget process rather than the formula included in the previous agreement.

I don't know if you guys have any questions.

I would just mention I know that was a comment.

The last part that you made, I know that was a question that I'd asked about, and then Peter and I had a chance to talk about it during our one-on-one.

And I don't know, Peter, if you want to just briefly mention some of the things you had told me about in terms of like the calculations you done and all of that.

Yeah, happy to do that, counselor.

Um this was a a long and complex that the cooperative is relatively complex, and taking a fairly uh fairly complete overhaul of how funding is allocated and a lot of other aspects.

There was a lot of complexity to it, um feelings, things like that.

Um, but but we I think to a person all new that the directors, the city managers, the WCCLS leadership, the county commission all went in knowing that it was gonna be hard, and I think that's what got us through it.

So it's a it's a big milestone.

Um I think there you know there are different ways to calculate the contributions.

I think one piece that you know when we had been considering or calculating across the cooperative, the the relative contributions from the county and the the library members.

Um we hadn't been including the the overhead that we pay to run the building and and so forth and insurance and all of that.

Um but as Maria mentioned, an increase in 78% of funding coming from the county is obviously a big help for this city, and um we we do feel like there's more equity now in this methodology than there was, and um I think we also agree agree generally that there will this will be iterative over over the coming years, um including on governance, whether whether the cooperative that has been around for several decades is still a good fit for managing libraries across the county, or I think that's still a bit of a question that over the coming years, long term will be um will will have to be asked.

We have to keep asking that.

But we're we're certainly in a much better place than we were before this process.

That leads us to item D, which is resolution number 2026 45, and IgA with Washington County for community development block grant consortium.

And that would be your city manager, Brandon.

Thank you, Council President Godinez.

Um we have uh two resolutions tonight related to the community development block grant program, which is uh administered locally for all but two cities in the county by Washington County, those two cities being Beaverton and Hillsboro.

As part of this cooperative, there is a need to periodically reconsider the agreement that allows us to participate and to apply for and receive funding.

These are federal funds that come from the U.S.

Department of Housing and Urban Development.

And just as a background, the the last resolution that was considered and approved here for the program was uh in October of 2025.

Um the City of Cornelius has been a participant in the program for over 47 years, so a long time, and over that time, approximately 26 grants have amounted to almost five million dollars.

So it's significant for us.

A lot of uh completed side sidewalk sections, uh street sections, uh curb ramps, a lot of those lateral infrastructure uh projects that we probably either wouldn't have gotten to financially or or would you know still be on the map for later that we've been able to do for example the the Davis Street sidewalk connection and and there's more of that to come.

Um so it's a it's a really important program for us.

This would allow us to participate for the the next uh program phase of 2027 to 2029.

So happy to answer any questions beyond that.

Is there impact to the C for being a member of this consortium?

Uh do we do we have to attend meetings?

We don't pay anything that I know of directly.

It's it's just if the consortium facilitates allocation of the grants to public and nonprofit agencies in the communities that oversee those.

Uh we certainly spend uh staff time on applying for and then of course implementing the grants and uh members of our city council will uh sit uh currently councilor Lopez sits on the public public advisory board, right?

Yeah.

And uh they meet a few times a year.

Three or four times.

Okay, so yeah, almost monthly uh throughout the year, and and they will then decide uh they'll review the applications and decide on the on the uh awards as well.

So that's that's kind of a thumbnail of it.

And we are already working on the mechanics of implementing the grant and part of what we need to have in place with the county as an IGA in order for them to, for example, is just one piece of it to reimburse us for certain costs associated with implementing requirements of the grant.

The first thing that we're doing is hiring someone to do an environmental site assessment.

And so we are asking for approval of this grant so we can receive that reimbursement, but it will also apply to all the things that we uh expand related to this award.

Well, I wanted to uh formally announce that this will likely, well, 99.9% sure will be my last meeting.

Uh I am moving outside of the city limits in the next week to two weeks, and state law says I can't serve Cornelius if I don't live here.

So I'm I'm a bit saddened that I don't get to serve my my full term that I was voted in for.

Um sad that when I moved to Gaston, I will not be in the city limits of Gaston and therefore can't serve in local government there either.

So I'm looking into ways to serve in Yamhill County.

Uh I will be an unincorporated Yamhill County, so I'm looking for that.

I want to thank my fellow counselors, mayor who is not here, city staff, um, we have some of our leaders here.

Uh I think we have an awesome city here in Cornelius.

Uh I'm not leaving because of Cornelius, I'm leaving because I got an opportunity to own kind of a dream property.

And so hard to hard to turn those opportunities down.

So uh just wanted to say thank you to our city staff.

You all do awesome job as well as our counselor uh bench up here and the mayor, who unfortunately is not here but is aware of this.

I attended the Cornelius Emergency Preparedness Fair.

If I said the title correctly, met the fire chief, the police chief in my official capacity, uh, met the cadets uh fire academy people.

Don't know the official title for them.

They told me I forgot.

Uh uh saw public works.

I spent the last hour hoarding holding a hot dog, so that was me.

And uh met with uh government agencies that uh that tabled inside this um city council chambers and met the former city councilor and that was exciting.

I met Pam Price, uh she was there, uh got a photo with her with the police and fire, and we sat and listened to the Oh, I forgot about that van name at l it's uh it's Central Command.

Yeah.

Mobile command, that's the special title.

It was a great time.

There was free food.

Um of course there was several events happening that day, but I'm look forward to seeing it in the future.

And if you didn't have a chance to go, um please do so next year because it's actually really fun.

They scratched dummies in the at the ambulance, and that was really fun to see.

Um yeah, I just have a quick uh just sort of what is it at P PSA?

Is that what it is?

Yes.

Um, you know, it was really warm this weekend, and uh I know people were out uh at the lake, or I even talked to some families that had mentioned that they actually went to the library because they didn't have AC at home.

And so I just wanna remind you all um as it gets really hot, um, our library is open, and I know that Washington County uh has cooling stations throughout as well that you can look up.

Um so making sure that that is a resource that you're aware of, uh as well as just safety.

I know we've talked a little bit about firework safety and just in general as it gets really dry to think about as you're barbecuing out there.

Um I saw someone try to light some paper to light the grill and um you know the just things that can really quickly get out of control.

So just remembering that and also thinking about your safety when it comes to the water and the students being out of school now, so just be careful when you're driving around to remember that while the school zones are still there and the students might not necessarily be in school, they might be in the parks or in the neighborhoods in their front yards playing, so just be mindful of all of that.

And with that, um, do you have any reports?

I actually have quite a few, but I'm gonna try not to belabor it because I I know uh this was an extra meeting this month.

And by the way, thank you for your willingness to to be here this evening to help us get some business done in the interim.

Um first of all, I wanted to provide an update on the water reservoir paint and the concern that has been brought forward by a community member.

We're actively working on a scope.

We have pen to paper.

We uh met on site with a an environmental consultant um with expertise in this area, and we're working on a scope to get them under contract so that they can sample both the paint and the ground around the reservoir, and with that information, then they can um make recommendations about our next steps with that.

So we're actively working on it.

Um in terms of timeline, I just want to, you know, kind of set some expectations there.

It is it does take time, you know.

Try not to judge it, it just is.

It takes time to establish a contract, it takes time to draw the scope, um, and we want to be thoughtful about it.

So if it feels like there's a delay in it, it's not because we're dragging our feet.

I just want to just want to say that it's just because things take time so realistically with with my vacation coming up and and just going back and forth.

We'll probably have um more substantively including data for you in a couple of months, is is what I figure.

So and another update has to do with our enterprise zone, and you've probably seen uh things in the in the local Washington County media recently and even uh nationally, of course, about data centers, but also related to the state's economic development uh incentive program for uh called Enterprise Zone.

And we currently uh through the end of this month actually have a shared enterprise zone, which the city under state law administers and local governments can participate uh voluntarily.

And we we participate with the City of Forest Grove, and we learned quite recently that the current uh enterprise zone that we are under expires at the end of this month.

And so we we didn't have time to bring a substantive discussion about it to you, but but really that was okay because the Forest Grove City Council had a couple of conversations, and as it sounded like it would, they've decided to forego making any further decisions before it lapses because we can let it lapse, and then we can take some more time and have a thoughtful conversation about do we want to stay connected with them, what are the pros and cons.

There are a lot of different levers that can be decided at the local lever in uh local level in the program, and I want to make sure we have time to do that.

So the plan is late summer through the fall, we'll we'll be coming back to you to work through those those pieces, maybe even convene you with the Forest Grove City Council.

I don't know whether we'll have to do that, but we do need to coordinate somehow to make those decisions.

Um we might decide to go go it alone, we might decide to stay together and apply again together.

But um we've had uh one company uh utilize the enterprise zone in Cornelius, and we don't see uh a risk of you know missing out on a big development or anything with the land that we have available anyway.

So it's it's good for us to take some time and we'll be back to you on that.

I wanted to note, and especially since she's here, Maria Aguilar was nominated for Business Advocate of the Year by the Forest Grove Cornelius Chamber of Commerce, and the winner will be announced at the Chamber Gala on June 27th.

Um really appreciate Maria's help in both getting uh the chamber business incubator um Cecilia and Teresa set up in the library and then and then you know keeping them comfortable and thriving because they've they've had a lot of a lot of business there, so to speak, and so really want to appreciate Maria for her efforts in that.

In more library news, our wonderful local ice cream shop, uh, Great Northwest Ice Cream has created a special flavor for our B City USA initiative, which is super exciting.

Um it will be launched this week, tomorrow and Wednesday, coinciding with our library's BMA's program taking place on Wednesday.

The program will teach youth and other patrons about the importance of pollinators and the ice cream at Great Northwest will be quote unquote B City.

I think that's what it will be called, and it will be honey chamomile and honeycomb candy flavors.

So please uh perfect weather to go try it out.

Although it's supposed to be quite cooler tomorrow.

Uh next update, I know I'm droning, but stay with me.

Um take care of Cornelius Dan Saturday went well.

Um the rush for the first hour plus was intense.

We learned some lessons.

Uh it was definitely intense, but thanks to the all the volunteers who signed up.

Then, of course, on top of that, the fire uh volunteers and staff and public works staff and staff from City Hall, a whole bunch of people uh we were able to kind of corral it and keep it going.

And we really thought that the one container that we had would fill up in 10 minutes, but thanks mainly to the few uh firefighters who were assigned the job, they literally were breaking things into pieces and stuck stuffing the parts and corners so that that thing was maximized.

It was really great.

Um and we had a lot of great conversations, uh 23 or 26 roll carts of paper shredding uh that got shredded, and a whole bunch of electronic waste that um free geek, if you're familiar with the nonprofit in Portland, we're really thrilled to be here, and they really want to be here more.

We we talked a lot about that, so we're gonna keep keep them uh keep that conversation going.

Next update, uh, police deputy Pilz shared with uh Chief Coley that the first operational use of our new side-by-side, which um Fire Chief Morris has uh spearheaded um getting uh getting on board was outstanding.

Deputy Pilts used it to clear the old rail grade for the cleanup volunteers on Saturday, and he he really uh found it incredibly useful to do that task, but also just for both police and fire response broadly.

Um it was good to hear that it was valued by one of the deputies because they're the ones that really have to do the work, and of course, the firefighters.

It made that test much easier and will be very helpful, a very helpful asset for both police and fire, both in the city and the rural district.

So really happy to have that that piece of equipment.

Uh Councilor Vaughn, um, thank you so much for for stepping forward and serving.

We'll miss you, but we're we're obviously happy for you, but hate to see you go.

Wish you could stick around.

Um wish you all the best for your next life phase.

Uh in terms of what we're gonna do next.

We'll plan to open a process to appoint someone to the seat.

Uh I think we plan to do that toward the end of this month, and um that seat also, I'm sorry, the seat will be up for re-election in the fall of 2028, so it won't be immediate.

Um sad news.

Um, my fellow city manager John Walsh, you might have seen in the in the media, uh, city manager in St.

Helens, um, went missing and is uh presumed dead now along the Columbia River.

Someone on our listserv suggested, which I really appreciated, because I wouldn't have done this, but they suggested that we honor John because he was very well respected and a very experienced city manager by mentioning him at our next meeting, so I said I would do that.

Um I did not know him well.

I had met him, but just at conferences, but all accounts on the list serve from those who who knew him well say he was a great human being, manager, and friend.

He was a leader in our profession in Oregon, and we really rely on one another.

Um and he served among um other ways on the board of the OCCMA, the Oregon City County Managers Association, and our thoughts are with John's family and community.

On a happier note, I'd like to read a letter from a community member complimenting our public works operations team, and I'm gonna read it first and then have a couple more comments.

And then PS, I worked for many years for City of Towalton operations.

I know great work when I see it.

So just want to say kudos to uh Will Hartman, Ryan Howell, the operations supervisor, and the rest of the crew who take care of things quietly and effectively, regardless of the weather.

And then just the last thing, I promise, um, just a reminder that I'll be away on vacation from June 18th, so this Thursday through July 4th.

I will be reachable, but it'll be difficult.

And uh I've uh I'll formally appoint Ellie Jones as acting city manager during that time, and I appreciate Ellie doing that.
